/ Emerging ecosystem science builds on adaptive management as an approach to dealing with salmon problems in the Pacific Northwest. Adaptive management brings scientific and democratic processes together. However, managers, the public, resource users, and scientists differ in their views on the causes of salmon decline. Managers emphasize habitat loss and over-harvest as the primary causes; commercial fishers point to habitat loss, management practices, and predators; and the public gives greatest weight to water pollution and ocean drift nets. Scientific studies of salmon often produce results that seem contradictory or unclear to the public. The status of wild capture fisheries has induced many fisheries and conservation scientists to express concerns about the
concept of using forage fish after reduction to fishmeal and fish oil, as feed for farmed animals, particularly in aquaculture.
However, a very large quantity of forage fish is being also used untransformed (fresh or frozen) globally for other purposes,
such as the pet food industry. So far, no attempts have been made to estimate this quantum, and have been omitted in previous
fishmeal and fish oil exploitation surveys. On the basis of recently released data on the Australian importation of fresh
or frozen fish for the canned cat food industry, here we show that the estimated amount of raw fishery products directly utilized
by the cat food industry equates to 2.48 million metric tonnes per year. This estimate, plus the previously reported global
fishmeal consumption for the production of dry pet food suggest that 13.5% of the total 39.0 million tonnes of wild caught
forage fish is used for purposes other than human food production. This study attempts to bring forth information on the direct
use of fresh or frozen forage fish in the pet food sector that appears to have received little attention to this date and
that needs to be considered in the global debate on the ethical nature of current practices on the use of forage fish, a limited

Improvements in production methods over the last two decades have resulted in aquaculture becoming a significant contributor
to food production in many countries. Increased efficiency and production levels are off-setting unsustainable capture fishing
practices and contributing to food security, particularly in a number of developing countries. The challenge for the rapidly
growing aquaculture industry is to develop and apply technologies that ensure sustainable production methods that will reduce
environmental damage, increase productivity across the sector, and respect the diverse social and cultural dimensions of fish
farming that are observed globally. The aquaculture industry currently faces a number of technology trajectories, which include
the option to commercially produce genetically modified (GM) fish. The use of genetic modification in aquaculture has the
potential to contribute to increased food security and is claimed to be the next logical step for the industry. However, the
potential use of these technologies raises a number of important ethical questions. Using an ethical framework, the Ethical
Matrix, this paper explores a number of the ethical issues potentially raised by the use of GM technologies in aquaculture.
Several key issues have been identified. These include aspects of distributive justice for producers; use of a precautionary
approach in the management of environmental risk and food safety; and impacts on the welfare and intrinsic value of the fish.
There is a need to conduct a comparative analysis of the full economic cycle of the use of GM fish in aquaculture production
for developing countries. There is also a need to initiate an informed dialogue between stakeholders and strenuous efforts
should be made to ensure the participation of producers and their representatives from developing nations. An additional concern
is that any national licensing of the first generation of GM fish, i.e., in the USA, may initiate and frame an assessment
cycle, mediated by the WTO, which could dominate the conditions under which the technology will be applied and regulated globally.
Therefore, an integrated analysis of the technology development trajectories, in terms of international policy, IPR, and operational
implications, as well as an analysis of a broader range of ethical concerns, is needed. 相似文献

.Fish and wildlife enhancement through water resources development implies fish and wildlife will be enhanced or benefit directly from such development. As a matter of practicality, the opposite may be the case in that wildlife lands of prime value and stream fisheries are often lost or severely altered as a result of reservoir construction or stream channelization. Additionally, estuarine fish and wildlife can also suffer from water resources development due to reductions in volume of fresh waters reaching the estuaries and adjacent marshes. In some instances waterfowl habitat can be created by reservoir construction and with good planning waterfowl habitat and use may be enhanced. To offset losses of thousands of acres of wildlife habitat when a river system is to be totally harnessed, planners could set aside sufficiently large natural areas dedicated for use by wildlife. This, however, would be replacement rather than enhancement. Reservoir fisheries can be enhanced with good planning to include timber clearing, shoreline clearing, boat road clearing, variable level drawoff devices and tailrace escapement channels. To sum up, it is possible for some species offish and wildlife to be enhanced through water resources development but only at the expense of others, and then only through careful and integrated planning. 相似文献

Resource managers are increasingly being challenged by stakeholder groups to consider dam removal as a policy option and as
a tool for watershed management. As more dam owners face high maintenance costs, and rivers as spawning grounds for anadromous
fish become increasingly valuable, dam removal may provide the greatest net benefit to society. This article reviews the impact
of Endangered Species Act listings for anadromous fish and recent shifts in the Federal Energy Regulatory Commission's hydropower
benefit-costs analysis and discusses their implications for dam removal in California. We propose evaluative criteria for
consideration of dam removal and apply them to two case studies: the Daguerre and Englebright Dams on the Yuba River and the

Fishermen were aggregated into high-, mid-, and low-consumptive groups according to the importance they placed on catching fish. Analysis of variance indicated that each consumptive group was unique in the importance it placed on other fish-related variables. Low-consumptive fishermen rated most other aspects of the fishing experience, such as interacting with nature, relaxation, and escaping the daily routine, more important than did high-consumptive fishermen. Low-consumptive fishermen also fished more frequently and were generally more satisfied with their most recent fishing trip than were high-consumptive-oriented fishermen. The three groups can be viewed as different fishing constituencies. By understanding their characteristics, we can gain additional insights into the impacts of management decisions on recreational fishermen and their experiences. 相似文献

Several models have been developed to assess the biological integrity of aquatic systems using fish community data. One of these, the target fish community (TFC) model, has been used primarily to assess the biological integrity of larger, mainstem rivers in southern New England with basins characterized by dispersed human activities. We tested the efficacy of the TFC approach to specify the fish community in the highly urbanized Charles River watershed in eastern Massachusetts. To create a TFC for the Charles River we assembled a list of fish species that historically inhabited the Charles River watershed, identified geomorphically and zoogeographically similar reference rivers regarded as being in high quality condition, amassed fish survey data for the reference rivers, and extracted from the collections the information needed to define a TFC. We used a similarity measurement method to assess the extent to which the study river community complies with the TFC and an inference approach to summarize the manner in which the existing fish community differed from target conditions. The five most abundant species in the TFC were common shiners (34%), fallfish (17%) redbreast sunfish (11%), white suckers (8%), and American eel (7%). Three of the five species predicted to be most abundant in the TFC were scarce or absent in the existing river community. Further, the river was dominated by macrohabitat generalists (99%) while the TFC was predicted to contain 19% fluvial specialist species, 43% fluvial dependent species, and 38% macrohabitat generalist species. In addition, while the target community was dominated by fish intolerant (37%) and moderately tolerant (39%) of water quality degradation, the existing community was dominated by tolerant individuals (59%) and lacked intolerant species expected in the TFC. Similarity scores for species, habitat use specialization, and water quality degradation tolerance categories were 28%, 35% and 66%, respectively. The clear pattern of deviations from target conditions when observing fish habitat requirements strongly suggests that physical habitat change should be a priority for river enhancement in the Charles River. Comparison of our target and existing fish communities to those from a comprehensive study of Northeastern fish assemblage responses to urban intensity gradients revealed very similar results. Likewise, comparison of our TFC community and affinity scores to those of other TFCs from similar regions also yielded similar results and encouraging findings. Based on the positive results of these comparisons, the utility of the findings from the inference approach, and the widespread adoption of the TFC in the Northeast US, it appears that the TFC approach can be used effectively to identify the composition of a healthy fish community and guide river enhancements in both highly urbanized and non-urbanized streams and rivers in the Northeast US. 相似文献

In Finland, small forest lakes and rivers in the northern part of the country are more sensitive to acidic deposition than
other Finnish waters. In some lakes, acid-sensitive fish populations have declined. A nationwide survey of fishers showed
that, at present, the number of fishers whose primary fishing waters are affected by airborne acidification is negligible
compared to the estimated total number of adult fishers (1.1 million). The proportion of the fishers who mainly fish in water
types sensitive to airborne acidification is considerable, 3% for the rivers in northern Finland and 21% for small forest
lakes. There is general concern among fishers about the effects of acidification. Changes in the fishing waters are attributed
to acidification by 5–10% of the fishers, although in most cases other information about the fishing waters rules out acidification
as an explanation for the changes. Among those who fish in sensitive types of waters, a willingness to mitigate potential
damages was reported by approximately one third of all fishers. Clear differences in the willingness to rehabilitate the fishery
were observed in relation to the importance of fishing as a spare time activity and the distance between the fishing waters
and a home or summer cottage. 相似文献

Salmon are perhaps the quintessential icon of the Pacific Northwest, affecting the region's culture, politics, and economy. The importance Oregonians place on salmon recovery and their willingness to pay for salmon recovery efforts was assessed biennially between 1996 and 2002 through the Oregon Population Survey. Based on these data, we found that Oregonians appear to have become less supportive toward salmon recovery and salmon recovery efforts over that time period; they were less likely to say salmon recovery is important and chose lower willingness to pay responses in 2002 than in 1996.Attitudes do appear to be related to the economic conditions and demographic composition of residents of the state. In particular, we found that local unemployment rates, age of respondent, and rural county residence are significantly negatively correlated with the respondent's expressed support for salmon recovery efforts. Attributes positively correlated with expressions of support for salmon include male gender, graduate-level education, and American Indian identity. We found that a significant portion of the decline in support is unexplained by the variables included in the analysis. 相似文献

/ Intensive shrimp culture has been confined to relatively narrow bands of land along the seashores of tropical developing nations due to the need for large volumes of saltwater for water exchange during the culture period. Recent developments in Thailand suggest, however, that this close association could soon be a thing of the past. Large numbers of Thai farmers are adopting low-salinity culture systems that rely upon sea or salt pan water that is trucked inland. This development greatly increases the potential for establishing shrimp cultivation much further from the coast than previously believed possible. The migration of intensive shrimp farming into freshwater environments, however, raises serious concerns over the disposal of pond effluents and the impact of saltwater intrusion on surrounding agricultural activities. In the absence of effective government regulation of the expansion and operation of the shrimp culture industry, supporting local nongovernmental organizations (NGOs) and community initiatives may be the only means of minimizing the negative impacts of shrimp farming on rural communities.KEY WORDS: Aquaculture; Shrimp; Salinity; Thailand 相似文献

Natural resource management has traditionally been organized within discrete land, water, and fishery resource sectors. However, emerging environmental problems often cross these boundaries, and managers have struggled to find effective planning approaches for multi-resource concerns. No case better exemplifies these challenges than efforts to ensure sufficient flows of water for salmon in the Pacific Northwest. In this study, we investigate the organizational experiences of collaborative water and salmon recovery planning groups in the Puget Sound region of Washington. Using conceptual frameworks from organizational sociology, we examine how different regulative, normative, and cultural-cognitive institutional forces shape the structure and behavior of both water and salmon recovery planning groups. Data obtained through content analysis of planning documents and interviews with natural resource planners illustrate that legal structures, shared intra-group norms, and the distinct organizational cultures of water and salmon recovery groups constrain these organizations' ability to address linked water-for-salmon concerns. These findings illustrate that assessing institutional and organizational arrangements may be equally as important as understanding hydrology and biology when attempting to forward an integrated approach to water and fisheries management. 相似文献

Rising demand for shrimp in the developed nations has helped to foster a dramatic growth in marine shrimp aquaculture, particularly
in South America and South Asia. In Thailand, Marine shrimp aquaculture is now an important earmer of foreign exchange. The
growth in Production has been achieved through the expansion of the culture area and the adoption of intensive production
methods. The conversion of near-shore areas to shrimp culture, however, is proving to have many consequences that impinge
on the environmental integrity of coastal areas. This paper reviews the development of Thailand's marine shrimp culture industry
and examines the nature of the environmental impacts that are emerging. It then discusses the implications these have for

Oncorhynchus sp.), regional governments now restrict timber harvest in riparian forests. I summarize and assess the riparian zone management
guidelines of the states of California, Oregon, and Washington (USA) and the province of British Columbia (Canada). Only Oregon
and British Columbia protect fish-bearing streams with “no-harvest” zones, and only the wider (20–50 m) no-harvest zones for
larger fish-bearing streams in British Columbia are likely to maintain near-natural linkages between riparian and stream ecosystems.
All four jurisdictions protect most streams with “management zones” of variable width, in which timber harvest activities
are restricted. All the management zone guidelines permit the harvest of the largest conifers from riparian forests and will,
if applied over a series of timber harvest rotations (60–80 years), result in the continued removal of potential sources of
large woody debris from the region's watersheds. All four jurisdictions require additional protection for streams and watersheds
that are severely degraded or (in the United States) contain threatened or endangered species. The governments of the PNW
have taken a “manage until degraded, then protect” approach to riparian forest management that is unlikely to maintain or
restore the full suite of riparian-stream linkages necessary for lotic ecosystems to function naturally at the stream, watershed,

ABSTRACT: The 48 h survival of emigrating juvenile blueback herring (Alosa aestivalis) was estimated at 96 ± 6.7 percent in passage through a Kaplan-type turbine and at 88.3 ± 10.7 percent (90 percent confidence interval) over a spillway (3.7 m high and spillage of 1.2 m3/s) of a low-head hydro darn (8.3 m). These results suggest that diversion of juvenile alosids over spillways may not be assumed to be a totally benign strategy without obtaining site-specific data. A remarkable similarity in survival rates of fish observed through turbine routes in this study and others suggests that these trends may be common. However, due to a lack of sufficient data, such a conclusion cannot be made for survival over spillways. 相似文献

Resource utilization in Atlantic salmon aquaculture in the Baltic Sea was investigated by means of an energy analysis. A comparison was made between cage farming and sea ranching enterprises each with yearly yields of 40 t of Atlantic salmon. A variety of sea ranching options were evaluated, including (a) conventional ranching, (b) ranching employing a delayed release to the sea of young smolts, (c) harvesting salmon both by offshore fishing fleets and as they return to coastal areas, and (d) when offshore fishing is banned, harvesting salmon only as they return to coastal areas where released. Inputs both from natural ecosystems (i.e., fish consumed by ranched salmon while in the sea and raw materials used for producing dry food pellets) and from the economy (i.e., fossil fuels and energy embodied in economic goods and services) were quantified in tonnes for food energy and as direct plus indirect energy cost (embodied energy). The fixed solar energy (estimated as primary production) and the direct and indirect auxiliary energy requirements per unit of fish output were expressed in similar units. Similar quantities of living resources in tonnes per unit of salmon biomass output are required whether the salmon are feeding in the sea or are caged farmed. Cage farming is about 10 times more dependent on auxiliary energies than sea ranching. Sea ranching applying delayed release of smolts is 35–45% more efficient in the use of auxiliary energies than conventional sea ranching and cage farming. Restriction of offshore fishing would make sea ranching 3 to 6.5 times more efficient than cage farming. The fixed solar energy input to Atlantic salmon aquaculture is 4 to 63 times larger than the inputs of auxiliary energy. Thus, cage farming and sea ranching are both heavily dependent on the productivity of natural ecosystems. It is concluded that sustainable development of the aquaculture industry must be founded on ecologically integrated technologies which utilize the free production in marine ecosystems without exhausting or damaging the marine environment. 相似文献

ABSTRACT. Studies were conducted to determine the distribution of fish in the New and East Rivers in relation to thermal discharges from Appalachian Power Company's fossil fuel plant at Glen Lyn, Virginia. Over 15,300 specimens representing 41 species were collected with seines, electrogear and rotenone at six sampling locations from February, 1973 to October 1973. Sampling frequency was designed to evaluate the effects of ambient temperature upon preferred temperature. Diversity indices were calculated for each location. There was a slight decrease in the diversity indices for those stations located in the thermal discharge. Condition coefficients calculated for Notropis albeolus Jordan, Notropis rubellus Aqasaiz, Notropis spilopterus Cope, Ictalurus punctatus Rafinesque, and Etheostoma blennioides Rafuesque were found to be significantly (p =.05) lower in the thermal discharge for all species tested except E. blennioides. Temperatures were plotted against frequency of capture to determine a particular species temperature selection from field data and indicated that: (1) Some species avoided high temperatures (i.e., Curnpostoma anomalum Rafuesque). (2) Some species were attracted to high temperatures (i.e., Ictalurus punctatus). (3) Some species distribution was not effected by temperatures (i.e., Notropis spilopterus). 相似文献

The legacy of mining activities has typically been land ‘returned to wildlife’, or, at some sites, degraded to such an extent that it is unsuitable for any alternate use. Progress towards sustainability is made when value is added in terms of the ecological, social and economic well‐being of the community. In keeping with the principles of sustainable development, the innovative use of flooded open pits and tailings impoundments as commercial, recreational or ornamental fish farms should be considered in some locations, as it could make a significant contribution to the social equity, economic vitality and environmental integrity of mining communities. This article highlights the growing significance of aquaculture and explores the benefits and barriers to transforming flooded pits and impoundments into aquaculture operations. Among other benefits, aquaculture may provide a much‐needed source of revenue, employment and, in some cases, food to communities impacted by mine closure. Further, aquaculture in a controlled closed environment may be more acceptable to critics of fish farming who are concerned about fish escapes and viral transmissions to wild populations. Despite the potential benefits, aquaculture in flooded pits and impoundments is not without its complications — it requires a site‐specific design approach that must consider issues ranging from metals uptake by fish, to the long‐term viability of the aquatic system as fish habitat, to the overall contribution of aquaculture to sustainability. 相似文献

ABSTRACT: Electronic modifications necessary to adapt an existing fish opercular movement monitor for use in salt water are described. Ten species of fresh and salt water fishes were tested for suitability as test organisms for future studies of pollutional effects.
