This article is the third in a series prepared to explain the Teller County growth management planning process. Once it was
determined by local decision-makers that Teller County, Colorado, would pursue a policy of directed growth, concepts based
on this policy were developed. These concepts presented visions and options for the future. Landscape plans then were developed
for Teller County and the City of Woodland Park planning area so that these options could be visualized by local leaders and
the public. The landscape plans were used as part of the ongoing citizen involvement process to inform the public about the
options for growth management. To provide even more information, detailed designs were developed for specific areas in the
county. From the landscape plan, public involvement effort, and detailed designs, specific implementation measures were identified,
discussed, and adopted. These measures included guidelines for administration, so that county and city goals could be linked
to the actual day-to-day management of development proposals.

This article develops a methodology aimed at generating a systematic social diagnosis of social and natural landscapes. The analytical process is divided into six easily replicable and causatively connected steps. The goal is two-fold: first, to present the inextricable connections between physical landscapes and the communities that occupy them. And second, to provide a fundamental tool to public policy designers that should simultaneously improve social acceptability of conservation policies and policy efficiency and effectiveness. Finally, this methodology is consciously heterogeneous from a theoretical perspective. Tropical montane cloud forests (TMCF) are among the most threatened ecosystems globally in spite of their high strategic value for sustainable development due to the key role played by these forests in hydrological cycle maintenance and as reservoirs of endemic biodiversity. Resources for effective conservation and management programs are rarely sufficient, and criteria must be applied to prioritize TMCF for conservation action. This paper reports a priority analysis of the 13 main regions of TMCF distribution in Mexico, based on four criteria: (1) forest quality, (2) threats to forest permanence, (3) threats to forest integrity, and (4) opportunities for conservation. Due to the diverse socio-environmental conditions of the local communities living in Mexican TMCF regions, their associated social characteristics were also evaluated to provide a background for the planning of conservation actions. A set of indicators was defined for the measurement of each criterion. To assign priority values for subregions within each main region, an international team of 40 participants evaluated all the indicators using multicriteria decision-making analysis. This procedure enabled the identification of 15 subregions of critical priority, 17 of high priority, and 10 of medium priority; three more were not analysed due to lack of information. The evaluation revealed a number of subjects that had hitherto been undetected and that may prove useful for prioritization efforts in other regions where TMCF is similarly documented and faces equally severe threats. Based on this analysis, key recommendations are outlined to advance conservation objectives in those TMCF areas that are subjected to high pressure on forest resources. 相似文献

Land-use planning using geographic information systems (GIS) commonly emphasizes biophysical spatial data; however planning
can be improved by integrating spatial sets of socioeconomic data into the GIS. As an example, we compared a traditional GIS-aided
forestry planning protocol that considered only biophysical suitability, with an integrated GIS-aided approach that incorporated
both biophysical and socioeconomic suitability. The analyses were conducted for the planning of plantation investments in
the Kyaukpadaung Township in the dry zone of central Myanmar. The traditional approach used three biophysical layers for suitability:
land use, slope, and accessibility. In contrast, the integrated GIS approach included biophysical suitability data, perceptions
and preferences of local villagers towards forestry (social suitability), and quantitative socioeconomic data. The results
indicated that the integrated approach provided two principal benefits over the traditional method. First, the integrated
method resulted in a more precise idea of suitable sites for plantation investment that could benefit more rural people and
also lead to greater investment efficiency. Second, incorporating social preference into the GIS takes into account the crucial
element of social capital (viz., social preference), which should lead to higher levels of community acceptance of plantation
projects because those plantations would be established on socially suitable land. A second GIS exercise showed how conservation
investment decisions could be informed using the integrated method. The results of this study support the idea that GIS-aided
planning activities can be enhanced through the incorporation of social data into the analysis. When applicable, spatial data
collection efforts for GIS-based planning exercises should incorporate spatial socioeconomic data. 相似文献

Harmonizing water management and social needs: a necessary condition for sustainable development. The case of Israel's coastal aquifer 总被引:3,自引:0,他引:3
This study focuses on the problem of most efficiently fulfilling the water requirements of society for sustainable water resources management. The goal is to coordinate effectively the social needs of the resident population with operational water resources management planning.The proposed approach consists of a pyramidal hierarchy of water resource management needs, similar to that suggested by psychologist Abraham Maslow for human social needs. The two pyramidal hierarchies can be simultaneously employed to delineate guidelines to synchronize planning for sustainable water resources development with the concerns and expectations of the resident population. In both hierarchies, higher level needs remain irrelevant and difficult to attain until lower level needs of the resident population have been fulfilled.Management planning measures employed with regard to Israel's coastal aquifer have been used to illustrate this approach. Observation of Israel's experience indicates markedly reduced effectiveness where such measures have failed to be properly synchronised with societal needs. Conversely, where hydrological management measures were successfully synchronized with societal concerns, increased efficiency towards attaining sustainable groundwater management was evident. 相似文献
