Plastic waste is a special category of municipal solid waste. Plastic waste collection is featured with various alternatives of collection methods (curbside/drop-off) and separation methods (source-/post-separation). In the Netherlands, the collection routes of plastic waste are the same as those of other waste, although plastic is different than other waste in terms of volume to weight ratio. This paper aims for redesigning the collection routes and compares the collection options of plastic waste using eco-efficiency as performance indicator. Eco-efficiency concerns the trade-off between environmental impacts, social issues and costs. The collection problem is modeled as a vehicle routing problem. A tabu search heuristic is used to improve the routes. Collection alternatives are compared by a scenario study approach. Real distances between locations are calculated with MapPoint. The scenario study is conducted based on real case data of the Dutch municipality Wageningen. Scenarios are designed according to the collection alternatives with different assumptions in collection method, vehicle type, collection frequency and collection points, etc. Results show that the current collection routes can be improved in terms of eco-efficiency performance by using our method. The source-separation drop-off collection scenario has the best performance for plastic collection assuming householders take the waste to the drop-off points in a sustainable manner. The model also shows to be an efficient decision support tool to investigate the impacts of future changes such as alternative vehicle type and different response rates. 相似文献

We consider the problem of collecting waste from sensor equipped underground containers. These sensors enable the use of a dynamic collection policy. The problem, which is known as a reverse inventory routing problem, involves decisions regarding routing and container selection. In more dense networks, the latter becomes more important. To cope with uncertainty in deposit volumes and with fluctuations due to daily and seasonal effects, we need an anticipatory policy that balances the workload over time. We propose a relatively simple heuristic consisting of several tunable parameters depending on the day of the week. We tune the parameters of this policy using optimal learning techniques combined with simulation. We illustrate our approach using a real life problem instance of a waste collection company, located in The Netherlands, and perform experiments on several other instances. For our case study, we show that costs savings up to 40% are possible by optimizing the parameters. 相似文献

The increase of Municipal Solid Waste (MSW) generated over the last years forces waste managers pursuing more effective collection schemes, technically viable, environmentally effective and economically sustainable. The assessment of MSW services using performance indicators plays a crucial role for improving service quality. In this work, we focus on the relevance of regular system monitoring as a service assessment tool. In particular, we select and test a core-set of MSW collection performance indicators (effective collection distance, effective collection time and effective fuel consumption) that highlights collection system strengths and weaknesses and supports pro-active management decision-making and strategic planning. A statistical analysis was conducted with data collected in mixed collection system of Oporto Municipality, Portugal, during one year, a week per month. This analysis provides collection circuits’ operational assessment and supports effective short-term municipality collection strategies at the level of, e.g., collection frequency and timetables, and type of containers. 相似文献

Fuel consumption and collection costs of solid waste were evaluated by the aid of a simulation model for a given collection area of a medium-sized Italian city. Using the model it is possible to calculate time, collected waste and fuel consumption for a given waste collection route. Starting from the data for the current waste collection scenario with a Source Segregated (SS) intensity of 25%, all the main model error evaluated was ?1.2. SS intensity scenarios of 25%, 30%, 35% and 52% were simulated. Results showed an increase in the average fuel consumed by the collection vehicles that went from about 3.3 L/tonne for 25% SS intensity to about 3.8 L/tonne for a SS intensity of 52%. Direct collection costs, including crews and vehicle purchase, ranged from about 40 €/tonne to about 70 €/tonne, respectively, for 25% and 52% SS intensity. The increase in fuel consumption and collection costs depends on the density of the waste collected, on the collection vehicle compaction ratio and on the waste collection vehicle utilization factor (WCVUF). In particular a reduction of about 50% of the WCVUF can lead to an average increase of about 80% in fuel consumption and 100% in collection costs. 相似文献

Waste collection is a highly visible municipal service that involves large expenditures and difficult operational problems, plus it is expensive to operate in terms of investment costs (i.e. vehicles fleet), operational costs (i.e. fuel, maintenances) and environmental costs (i.e. emissions, noise and traffic congestions). Modern traceability devices, like volumetric sensors, identification RFID (Radio Frequency Identification) systems, GPRS (General Packet Radio Service) and GPS (Global Positioning System) technology, permit to obtain data in real time, which is fundamental to implement an efficient and innovative waste collection routing model. The basic idea is that knowing the real time data of each vehicle and the real time replenishment level at each bin makes it possible to decide, in function of the waste generation pattern, what bin should be emptied and what should not, optimizing different aspects like the total covered distance, the necessary number of vehicles and the environmental impact. This paper describes a framework about the traceability technology available in the optimization of solid waste collection, and introduces an innovative vehicle routing model integrated with the real time traceability data, starting the application in an Italian city of about 100,000 inhabitants. The model is tested and validated using simulation and an economical feasibility study is reported at the end of the paper. 相似文献

Refuse trucks play an important role in the waste collection process. Due to their typical driving cycle, these vehicles are characterized by large fuel consumption, which strongly affects the overall waste disposal costs. Hybrid hydraulic refuse vehicles offer an interesting alternative to conventional diesel trucks, because they are able to recuperate, store and reuse braking energy. However, the expected fuel savings can vary strongly depending on the driving cycle and the operational mode. Therefore, in order to assess the possible fuel savings, a typical driving cycle was measured in a conventional vehicle run by the waste authority of the City of Stuttgart, and a dynamical model of the considered vehicle was built up. Based on the measured driving cycle and the vehicle model including the hybrid powertrain components, simulations for both the conventional and the hybrid vehicle were performed. Fuel consumption results that indicate savings of about 20% are presented and analyzed in order to evaluate the benefit of hybrid hydraulic vehicles used for refuse collection. 相似文献

This research has been motivated by a real-life problem of a waste cooking oil collection system characterized by the existence of multiple depots with an outsourced vehicle fleet, where the collection routes have to be plan. The routing problem addressed allows open routes between depots, i.e., all routes start at one depot but can end at the same or at a different one, depending on what minimizes the objective function considered. Such problem is referred as a Multi-Depot Vehicle Routing Problem with Mixed Closed and Open Inter-Depot Routes and is, in this paper, modeled through a mixed integer linear programming (MILP) formulation where capacity and duration constraints are taken into account. The model developed is applied to the real case study providing, as final results, the vehicle routes planning where a decrease of 13% on mileage and 11% on fleet hiring cost are achieved, when comparing with the current company solution. 相似文献

Behaviours, opinions and knowledge of citizens on MSW and separate collection were investigated in the city of Mercato San Severino (about 22,000 people), in the Campania region of Southern Italy that is an area suffering from a serious solid waste emergency that has lasted over 17 years due to the absence of treatment facilities. The image of heaps of rubbish in the streets of Naples and other nearby cities is only one side of the coin. Mercato San Severino has adopted an effective kerbside collection system since 2001 and a pay-as-you-throw program during 2005, guaranteeing more than the minimum level of recycling required by the Italian legislation. Structured questionnaires were administered to a sample of 500 people in 2010. Chi-square tests of independence were applied to state whether the differences were statistically significant (5%). About 90% of the sample stated that the success of the separate collection program was due to either the citizens and local authority or only the local authority, highlighting the leading role of the local authority and confirming that trust is the key to any social program success. The registered level of knowledge was better than that of nearby university students and citizens. The higher the education level, the greater the level of knowledge was. 相似文献

The present study describes a novel application for use in the monitoring of municipal solid waste, based on distributed sensor technology and geographical information systems. Original field testing and evaluation of the application were carried out in Pudong, Shanghai (PR China).The local waste management system in Pudong features particular requirements related to the rapidly increasing rate of waste production. In view of the fact that collected waste is currently deployed to landfills or to incineration plants within the context investigated, the key aspects to be taken into account in waste collection procedures include monitoring of the overall amount of waste produced, quantitative measurement of the waste present at each collection point and identification of classes of material present in the collected waste. The case study described herein focuses particularly on the above mentioned aspects, proposing the implementation of a network of sensorized waste containers linked to a data management system.Containers used were equipped with a set of sensors mounted onto standard waste bins. The design, implementation and validation procedures applied are subsequently described. The main aim to be achieved by data collection and evaluation was to provide for feasibility analysis of the final device. Data pertaining to the content of waste containers, sampled and processed by means of devices validated on two purpose-designed prototypes, were therefore uploaded to a central monitoring server using GPRS connection. The data monitoring and management modules are integrated into an existing application used by local municipal authorities.A field test campaign was performed in the Pudong area. The system was evaluated in terms of real data flow from the network nodes (containers) as well as in terms of optimization functions, such as collection vehicle routing and scheduling. The most important outcomes obtained were related to calculations of waste weight and volume. Truck-based collection of municipal solid waste imposes significant negative externalities on cities and constrains the efficiency of separate collection of recyclables and organics and of unit-price-based waste-reduction systems. In recent decades, hundreds of municipal-scale pneumatic collection systems have been installed in Europe and Asia. Relatively few prior studies have compared the economic or environmental impacts of these systems to those of truck collection. A critical factor to consider when making this comparison is the extent to which the findings reflect the specific geographic, demographic, and operational characteristics of the systems considered. This paper is based on three case studies that consider the specific characteristics of three locations, comparing pneumatic systems with conventional collection on the basis of actual waste tonnages, composition, sources, collection routes, truck trips, and facility locations. In one case, alternative upgrades to an existing pneumatic system are compared to a potential truck-collection operation. In the other cases, existing truck operations are compared to proposed pneumatic systems which, to reduce capital costs, would be installed without new trenching or tunneling through the use of existing linear infrastructure. For the two proposed retrofit pneumatic systems, up to 48,000 truck kilometers travelled would be avoided and energy use would be reduced by up to 60% at an incremental cost of up to $400,000 USD per year over the total operating-plus-capital cost of conventional collection. In the location where a greenfield pneumatic system is already in operation, truck collection would be both less expensive and more energy-efficient than pneumatic collection. The results demonstrate that local geographic, demographic, and operational conditions play a decisive role in determining whether pneumatic collection will reduce energy requirements, produce more or fewer greenhouse gas emissions, and cost more or less over the long-term. These findings point to the local factors that will determine the relative economic and environmental costs and benefits in specific situations. 相似文献

This article reports a study of the economic viability of a separate household waste collection project, and considers its social and environmental benefits. The study was developed from the database obtained through the pilot project on separate collections in João Pessoa, the capital of Paraíba, in the northeast region of Brazil. The pilot project had been supported by the local municipal council since September 2000. The methodology applied to this study of economic viability is based on the economic quantification of the benefits and costs involved in the process of a separate collection of household waste. The benefits to the environment, owing to the reduction of the final disposal of household waste, were also evaluated. The results of this research are encouraging for the benefit cost relation (B/C) of both the quantified economic components and the environmental aspects. The values found for the relation B/C ranged from 1.27 to 1.77 depending on the economic quantification of the direct and indirect benefits to the components involved in the project, i.e., the waste collectors, the municipal council, the sellers of recycled material, and the recycling industry. 相似文献

After studying the recycling collection system of polyethylene terephthalate (PET) bottles worldwide, the authors conducted an intercept survey in Beijing. Two separate questionnaires were issued, one questionnaire to PET bottle consumers and one to PET bottle recyclers. In this study, consumers are defined as people that consume PET-bottled beverages in their daily life. Recyclers were defined as those involved in the collection and recycling of PET bottles. These include scavengers, itinerant waste buyers, small community waste-buying depots, medium/large redemption depots, and recycling companies. In total, 580 surveys were completed, including 461 by consumers and 119 by recyclers. The authors found that consumption of PET bottles in Beijing was nearly 100,000 tonnes in 2012. Age, occupation, gender, and education were identified as significant factors linked to PET-bottled beverage consumption, while income was not a significant factor. 90% Of post-consumed PET bottles were collected by informal collectors (i.e., scavengers and itinerant waste buyers). The survey also found that nearly all PET bottles were reprocessed by small factories that were not designed with pollution control equipment, which allows them to offer higher prices for waste recyclable bottles. As Beijing is trying to build a formal recycling collection system for recyclables, subsidies should be given to the formal recycling sector rather than being charged land use fees, and attention should also be given to informal recyclers that make their living from the collection of recyclables. Informal and formal sectors may work together by employing the scavengers and itinerant waste buyers for the formal sectors. In addition to the recycling of PET bottles, concern should also be allocated to reduce consumption, especially among young people, as they, compared to other groups, have a stronger demand for PET-bottled beverages and will be the main body of society. 相似文献
