The evaluation of a hazardous waste disposal site is a complicated process because it requires data from diverse social and environmental fields. These data often involve processing of a significant amount of spatial information which can be used by GIS as an important tool for land use suitability analysis. This paper presents a multi-criteria decision analysis alongside with a geospatial analysis for the selection of hazardous waste landfill sites in Kurdistan Province, western Iran. The study employs a two-stage analysis to provide a spatial decision support system for hazardous waste management in a typically under developed region. The purpose of GIS was to perform an initial screening process to eliminate unsuitable land followed by utilization of a multi-criteria decision analysis (MCDA) to identify the most suitable sites using the information provided by the regional experts with reference to new chosen criteria. Using 21 exclusionary criteria, as input layers, masked maps were prepared. Creating various intermediate or analysis map layers a final overlay map was obtained representing areas for hazardous waste landfill sites. In order to evaluate different landfill sites produced by the overlaying a landfill suitability index system was developed representing cumulative effects of relative importance (weights) and suitability values of 14 non-exclusionary criteria including several criteria resulting from field observation. Using this suitability index 15 different sites were visited and based on the numerical evaluation provided by MCDA most suitable sites were determined.  相似文献

The exponential rise in the urban population of the developing countries in the past few decades and the resulting accelerated urbanization phenomenon has brought to the fore the necessity to develop environmentally sustainable and efficient waste management systems. Sanitary landfill constitutes one of the primary methods of municipal solid waste disposal. Optimized siting decisions have gained considerable importance in order to ensure minimum damage to the various environmental sub-components as well as reduce the stigma associated with the residents living in its vicinity, thereby enhancing the overall sustainability associated with the life cycle of a landfill. This paper addresses the siting of a new landfill using a multi-criteria decision analysis (MCDA) and overlay analysis using a geographic information system (GIS). The proposed system can accommodate new information on the landfill site selection by updating its knowledge base. Several factors are considered in the siting process including geology, water supply resources, land use, sensitive sites, air quality and groundwater quality. Weightings were assigned to each criterion depending upon their relative importance and ratings in accordance with the relative magnitude of impact. The results from testing the system using different sites show the effectiveness of the system in the selection process.  相似文献

The main aim of this study was to verify the efficacy of using an innovative criteria weighting tool (the “priority scale”) for stakeholders involvement to rank a list of suitable municipal solid waste (MSW) facility sites with the multi-criteria decision-making (MCDM) technique known as analytic hierarchy process (AHP). One of the main objectives of the study was to verify the behaviour of the “priority scale” with both technical and non-technical decision-makers. All over the world, the siting of MSW treatment or disposal plants is a complex process involving politicians, technicians as well as citizens, where stakeholders who are not effectively involved strongly oppose (or even obstruct) the realization of new facilities. In this study, in order to pursue both the technical (select the best site) and social aims (all the stakeholders have to give their aware contribution), the use of the “priority scale” is suggested as a tool to easily collect non-contradictory criteria preferences by the various decision-makers. Every decision-maker filled in “priority scale”, which was subsequently uploaded in the AHP tool in order to indirectly calculate the individual priority of alternatives given by each stakeholder (not using group aggregation techniques). The proposed method was applied to the siting of a composting plant in an area suffering from a serious MSW emergency, which has lasted for over 15 years, in the Campania Region, in Southern Italy. The best site (the “first choice”) was taken as the one that appeared the most times at the first place of each decision-maker ranking list. The involved technical and non-technical decision-makers showed the same behaviour in (indirectly) selecting the best site as well as in terms of the most appraised criteria (“absence of areas of the highest value for natural habitats and species of plants and animals”). Moreover, they showed the same AHP inconsistency ratio as well as the same behaviour in comparison with a “balanced decision-maker” (who assigns identical weights to all the considered criteria). Therefore, the proposed criteria weighting tool could be widely as well as easily used for stakeholders involvement to rank MSW facility sites (or other kinds of alternatives) with the AHP or with other MCDM techniques, taking or not into consideration group aggregation methods.  相似文献

Solid waste management in Kathmandu valley of Nepal, especially concerning the siting of landfills, has been a challenge for over a decade. The current practice of the illegal dumping of solid waste on the river banks has created a serious environmental and public health problem. The focus of this study was to carry out an evaluation of solid waste management in Nepal based on published information. The data showed that > or =70% of the solid wastes generated in Nepal are of organic origin. As such, composting of the solid waste and using it on the land is the best way of solid waste disposal. This will reduce the waste volume transported to the landfill and will increase its life.  相似文献

Selection of landfill site is a complex process and needs many diverse criteria. The purpose of this paper is to evaluate the suitability of the studied site as landfill for MSW in Karaj. Using weighted linear combination (WLC) method and spatial cluster analysis (SCA), suitable sites for allocation of landfill for a 20-year period were identified. For analyzing spatial auto-correlation of the land suitability map layer (LSML), Maron’s I was used. Finally, using the analytical hierarchy process (AHP), the most preferred alternative for the landfill siting was identified. Main advantages of AHP are: relative ease of handling multiple criteria, easy to understand and effective handling of both qualitative and quantitative data.As a result, 6% of the study area is suitable for landfill siting and third alternative was identified as the most preferred for siting MSW landfill by AHP.The ranking of alternatives were obtained only by applying the WLC approach showed different results from the AHP. The WLC should be used only for the identification of alternatives and the AHP is used for prioritization. We suggest the employed procedure for other similar regions.  相似文献

Siting a municipal solid waste (MSW) incineration plant requires a comprehensive evaluation to identify the best available location(s) that can simultaneously meet the requirements of regulations and minimise economic, environmental, health, and social costs. A spatial multi-criteria evaluation methodology is presented to assess land suitability for a plant siting and applied to Santiago Island of Cape Verde. It combines the analytical hierarchy process (AHP) to estimate the selected evaluation criteria weights with Geographic Information Systems (GIS) for spatial data analysis that avoids the subjectivity of the judgements of decision makers in establishing the influences between some criteria or clusters of criteria. An innovative feature of the method lies in incorporating the environmental impact assessment of the plant operation as a criterion in the decision-making process itself rather than as an a posteriori assessment. Moreover, a two-scale approach is considered. At a global scale an initial screening identifies inter-municipal zones satisfying the decisive requirements (socio-economic, technical and environmental issues, with weights respectively, of 48%, 41% and 11%). A detailed suitability ranking inside the previously identified zones is then performed at a local scale in two phases and includes environmental assessment of the plant operation. Those zones are ranked by combining the non-environmental feasibility of Phase 1 (with a weight of 75%) with the environmental assessment of the plant operation impact of Phase 2 (with a weight of 25%). The reliability and robustness of the presented methodology as a decision supporting tool is assessed through a sensitivity analysis. The results proved the system effectiveness in the ranking process.  相似文献

The study is part of a programme on solid waste management in the Shuiba Industrial Area in Kuwait. Potential landfill sites were identified and evaluated in terms of environmental, technical and socio-economic factors. Exclusion/avoidance criteria were formulated and used for a preliminary screening, which resulted in two candidate sites. A set of site selection criteria was then compiled and used in a multidisciplinary study of the candidate sites that included field investigation, soil analysis, and an assessment of groundwater, ecology and socio-economic setting. A weighting/scaling scoring system was applied to the final evaluation of the results and the selection of the most suitable site. This work also presents recommendations on operations and management of the landfill to ensure maximum protection of the environment and public health.  相似文献

The use of Multi-criteria Decision Analysis (MCDA) was investigated in an exercise using a panel of local residents and stakeholders to assess the options for managing waste paper on the Isle of Wight. Seven recycling, recovery and disposal options were considered by the panel who evaluated each option against seven environmental, financial and social criteria. The panel preferred options where the waste was managed on the island with gasification and recycling achieving the highest scores. Exporting the waste to the English mainland for incineration or landfill proved to be the least preferred options. This research has demonstrated that MCDA is an effective way of involving community groups in waste management decision making.  相似文献

Historically, landfills have been the dominant alternative for the ultimate disposal of municipal solid waste. This paper addresses the problem of siting a new landfill using an intelligent system based on fuzzy inference. The proposed system can accommodate new information on the landfill site selection by updating its knowledge base. Several factors are considered in the siting process including topography and geology, natural resources, socio-cultural aspects, and economy and safety. The system will rank sites on a scale of 0-100%, with 100% being the most appropriate one. A weighting system is used for all of the considered factors. The results from testing the system using different sites show the effectiveness of the system in the selection process.  相似文献

Today's hazardous waste engineering practice is based on the premise that the current technologies for conducting hazardous waste remediation are sufficient to solve most problems. The premise is false: Except for simple sites, the current practice cannot deliver answers with the required accuracy and precision. This article describes the huge uncertainties present in complex hazardous waste remediation efforts. It also discusses the “observational” method, which originated in the geotechnical engineering field, as a means of coping with these uncertainties during site characterization and remediation. The article includes case-study examples illustrating the use of the observational method at hazardous waste sites.  相似文献

Landfill site selection is a complicated multi criteria land use planning that should convince all related stakeholders with different insights. This paper addresses an integrating approach for landfill siting based on conflicting opinions among environmental, economical and socio-cultural expertise. In order to gain optimized siting decision, the issue was investigated in different viewpoints. At first step based on opinion sampling and questionnaire results of 35 experts familiar with local situations, the national environmental legislations and international practices, 13 constraints and 15 factors were built in hierarchical structure. Factors divided into three environmental, economical and socio-cultural groups. In the next step, the GIS-database was developed based on the designated criteria. In the third stage, the criteria standardization and criteria weighting were accomplished. The relative importance weights of criteria and subcriteria were estimated, respectively, using analytical hierarchy process and rank ordering methods based on different experts opinions. Thereafter, by using simple additive weighting method, the suitability maps for landfill siting in Marvdasht, Iran, was evaluated in environmental, economical and socio-cultural visions. The importance of each group of criteria in its own vision was assigned to be higher than two other groups. In the fourth stage, the final suitability map was obtained after crossing three resulted maps in different visions and reported in five suitability classes for landfill construction. This map indicated that almost 1224 ha of the study area can be considered as best suitable class for landfill siting considering all visions. In the last stage, a comprehensive field visit was performed to verify the selected site obtained from the proposed model. This field inspection has confirmed the proposed integrating approach for the landfill siting.  相似文献

The location of multi-compartment sorted waste containers for recycling purposes in cities is an important problem in the context of urban waste management. The costs associated with those facilities and the impacts placed on populations are important concerns. This paper introduces a mixed-integer, multiobjective programming approach to identify the locations and capacities of such facilities. The approach incorporates an optimization model in a Geographical Information System (GIS)-based interactive decision support system that includes four objectives. The first objective minimizes the total investment cost; the second one minimizes the average distance from dwellings to the respective multi-compartment container; the last two objectives address the “pull” and “push” characteristics of the decision problem, one by minimizing the number of individuals too close to any container, and the other by minimizing the number of dwellings too far from the respective multi-compartment container. The model determines the number of facilities to be opened, the respective container capacities, their locations, their respective shares of the total waste of each type to be collected, and the dwellings assigned to each facility. The approach proposed was tested with a case study for the historical center of Coimbra city, Portugal, where a large urban renovation project, addressing about 800 buildings, is being undertaken. This paper demonstrates that the models and techniques incorporated in the interactive decision support system (IDSS) can be used to assist a decision maker (DM) in analyzing this complex problem in a realistically sized urban application. Ten solutions consisting of different combinations of underground containers for the disposal of four types of sorted waste in 12 candidate sites, were generated. These solutions and tradeoffs among the objectives are presented to the DM via tables, graphs, color-coded maps and other graphics. The DM can then use this information to “guide” the IDSS in identifying additional solutions of potential interest. Nevertheless, this research showed that a particular solution with a better objective balance can be identified. The actual sequence of additional solutions generated will depend upon the objectives and preferences of the DM in a specific application.  相似文献

Nowadays selection of the appropriate treatment method in health-care waste (HCW) management has become a challenge task for the municipal authorities especially in developing countries. Assessment of HCW disposal alternatives can be regarded as a complicated multi-criteria decision making (MCDM) problem which requires consideration of multiple alternative solutions and conflicting tangible and intangible criteria. The objective of this paper is to present a new MCDM technique based on fuzzy set theory and VIKOR method for evaluating HCW disposal methods. Linguistic variables are used by decision makers to assess the ratings and weights for the established criteria. The ordered weighted averaging (OWA) operator is utilized to aggregate individual opinions of decision makers into a group assessment. The computational procedure of the proposed framework is illustrated through a case study in Shanghai, one of the largest cities of China. The HCW treatment alternatives considered in this study include “incineration”, “steam sterilization”, “microwave” and “landfill”. The results obtained using the proposed approach are analyzed in a comparative way.  相似文献

This paper presents a method based on the combination of stakeholder analysis and spatial multicriteria evaluation (SMCE) to first design possible sites for an inert landfill, and then rank them according to their suitability. The method was tested for the siting of an inert landfill in the Sarca’s Plain, located in south-western Trentino, an alpine region in northern Italy. Firstly, stakeholder analysis was conducted to identify a set of criteria to be satisfied by new inert landfill sites. SMCE techniques were then applied to combine the criteria, and obtain a suitability map of the study region. Subsequently, the most suitable sites were extracted by taking into account also thresholds based on size and shape. These sites were then compared and ranked according to their visibility, accessibility and dust pollution. All these criteria were assessed through GIS modelling. Sensitivity analyses were performed on the results to assess the stability of the ranking with respect to variations in the input (criterion scores and weights). The study concluded that the three top-ranking sites are located close to each other, in the northernmost sector of the study area. A more general finding was that the use of different criteria in the different stages of the analysis allowed to better differentiate the suitability of the potential landfill sites.  相似文献

As an economically developing country, Turkey has very well operated integrated solid waste management applications structured on modern facilities, besides over 2,000 scattered open dump areas in the country. Integrated waste management applications seem eligible for the metropolitan cities like Istanbul and Izmit (Kocaeli). Attempts have not been encouraging for the scattered regional settlements using central storage sites due to financial shortages and received rejections from nearby settlements. Small-scale compact solid waste management systems with materials recycling and composting can be more suitable alternatives in the small-scale regional settlements. The major constituents of municipal solid waste are organic in nature and approximately a quarter of municipal solid waste is recyclable. Although paper, including cardboard, is the main constituent, the composition of recyclable waste varies strongly by the source or the type of collection point. Solid wastes need primary treatment in order to be suitable for incineration and composting. Turkey needs to give more emphasis on the usage of modern solid waste removal technologies to overcome the overgrowing solid waste disposal problems.  相似文献

This paper provides an overview of the state of municipal solid waste management (MSWM) by local authorities in Kenya as a case study of a low-income developing country. Approaches of possible solutions that can be undertaken to improve municipal solid waste (MSW) services are discussed. Poor economic growth (1.1% in 1993) has resulted in an increase in the poverty level which presently stands at 56%. Migration from the rural areas to the urban areas has resulted in unplanned settlements in suburban areas accommodating about 60% of the urban population on only 5% urban land area. Political interference also hampers smooth running of local authorities. Vulnerability of pollution of surface and groundwater is high because local authorities rarely considered environmental impact in siting MSW disposal sites. Illegal dumping of MSW on the river banks or on the roadside poses environmental and economic threats on nearby properties. Poor servicing of MSW collection vehicles, poor state of infrastructure and the lack of adequate funding militate against optimization of MSW disposal service. The rural economy needs to be improved if rural-urban migration is to be managed. Involvement of stakeholders is important to achieve any meaningful and sustainable MSWM. The role of the informal sector through community-based organizations (CBOs), Non-Governmental Organizations (NGOs) and the private sector in offering solutions towards improvement of MSWM also is explored.  相似文献

This study presents a geographical information system (GIS)-based procedure for the precise estimation of solid waste generation, computed using the local population density and income group distribution. Using a triangulated irregular network (TIN) in a GIS environment, the procedure further determines the command area for waste allocation to a particular bin which is generally located so the route slopes towards the collection points for ease of transportation by cart pullers. Computational results of bin location, type, size and the frequency of removal are presented for a typical urban area with known population density, income group distribution, road network and topology.  相似文献

The emissions of a full range of polychlorinated dibenzo-p-dioxins and furans (PCDDs/PCDFs) have become one of the most controversial issues in siting and building new municipal incinerators. The lack of comprehensive evaluation of the PCDDs/PCDFs formation and emission control technologies in earlier times resulted in ambiguity in the decision-making of incineration projects. Until the last decade, several emission tests of municipal solid waste incineration regarding to new combustion criteria, public regulations, and risk assessments were conducted and reported in the literature. However, only a few analyses of statistical prediction and control have been established. This paper presents a series of multiple linear regression models for PCDDs/PCDFs emission prediction and control corresponding to different types of incinerators. The data used in the regression analysis were integrated from several testing programmes held in North America. By applying these regression results, evaluation of various combustion criteria, public regulations, and environmental and health risk assessment can then be achieved. Such evaluation is valuable for some developing countries which do not have sufficient finance or engineering experience to pursue large scale emission tests, but need rapid promulgation of emissions control for municipal solid waste incinerators.  相似文献

Using the failure mode and effects analysis, this study examined biomedical waste companies through risk assessment. Moreover, it evaluated the supervisors of biomedical waste units in hospitals, and factors relating to the outsourcing risk assessment of biomedical waste in hospitals by referring to waste disposal acts. An expert questionnaire survey was conducted on the personnel involved in waste disposal units in hospitals, in order to identify important factors relating to the outsourcing risk of biomedical waste in hospitals. This study calculated the risk priority number (RPN) and selected items with an RPN value higher than 80 for improvement. These items included “availability of freezing devices”, “availability of containers for sharp items”, “disposal frequency”, “disposal volume”, “disposal method”, “vehicles meeting the regulations”, and “declaration of three lists”. This study also aimed to identify important selection factors of biomedical waste disposal companies by hospitals in terms of risk. These findings can serve as references for hospitals in the selection of outsourcing companies for biomedical waste disposal.  相似文献

Landfills are the most common method for the disposal of municipal solid waste (MSW) in Turkey. However, determining the location of landfill sites is a difficult and complex process because it must combine social, environmental and technical parameters. Additionally, it depends on several criteria and regulations. The main objective of this study was to select of a landfill site for the Lake Bey?ehir catchment area. The Bey?ehir Lake is the largest freshwater lake and drinking water reservoir in Turkey, but there is no controlled landfill site in the region. Therefore, the landfill site should be determined such that the lake is protected. To determine the most suitable landfill site, an analytical hierarchy process (AHP) was combined with a geographic information system (GIS) to examine several criteria, such as geology/hydrogeology, land use, slope, height, aspect and distance from settlements, surface waters, roads, and protected areas (ecologic, scientific or historic). Each criterion was evaluated with the aid of AHP and mapped by GIS. Data were assorted into four suitability classes within the study area, i.e., high, moderate, low and very low suitability areas, which represented 3.24%, 7.55%, 12.70% and 2.81%, of the study area, respectively. Additionally, 73.70% was determined to be completely unsuitable for a landfill site. As a result, two candidate landfill sites are suggested and discussed. The final decision for landfill site selection will require more detailed field studies.  相似文献
