Recycling and reusing recyclables is an important way to solve the municipal solid waste (MSW) problem. As the collection of solid waste takes up the largest percentage of MSW management budgets, improving the collection of recyclables is important. Since the decline of government-run waste buying depots in the late 1980s, the collection of recyclables from households and waste deposit sites in China is done by buyers with small informal bases and waste pickers, who are usually unskilled rural people who have come to the cities. Because of this, the current system is seen to have social problems. So, the recyclable collection system has both social as well as economic significance. China is in the process of rapid industrialization and urbanization, and a new mode of community collection system is emerging. It operates by market mechanisms, with waste collection companies that are supported by the municipal government, establishing recycle service sites, and employing workers to buy recyclables door-to-door. This paper is a case study of the new system in the Haidian District, Beijing. It summarizes the system, compares it to experiences in other countries and discusses whether the new approach contributes to resources recycling in China.  相似文献

2010年,中国成为世界上PET饮料瓶使用量最大的国家,但中国目前缺乏正规、完整的废PET饮料瓶回收系统,导致了严重的社会与环境问题.因此,采用街头访问的方式,对北京市PET饮料瓶的回收情况展开调研.结果显示,消费后的废PET饮料瓶,44%被消费者存放在家里以卖钱,56%被消费者直接扔进垃圾桶.通过拾荒者、流动回收人员等回收者的回收行为,北京几乎所有的废PET饮料瓶都得到了回收,其中90%是由非正规的回收者回收的.回收后的废PET饮料瓶绝大部分都被小型的、非正规的、没有环境污染防治设施的小工厂使用.  相似文献

Many developing country cities aspire to modern waste management systems, which are associated with relatively high recycling rates of clean, source separated materials. Most already have informal sector recycling systems, which are driven solely by the revenues derived from selling recovered materials, even though they are saving the formal sector money by reducing waste quantities. There is clear potential for 'win-win' co-operation between the formal and informal sectors, as providing support to the informal sector, to build recycling rates and to address some of the social issues could reduce the overall costs of waste management for the formal sector. This paper shows that recycling rates already achieved by the informal sector can be quite high, typically in the range from 20% to 50%; often up to half of this is in the form of clean, source separated materials collected directly from households and businesses by itinerant waste buyers. Four country case studies provide a number of lessons on how this solid foundation could be used to build high recycling rates of clean materials.  相似文献

Materials recovered from solid waste in Bangkok are mainly glass bottles, paper and paper products, plastic products and metals. Materials are separated at three different stages of the collection process: at the source, prior to collection; by the crews of the collection vehicle; and by the scavengers at the dump site. The total daily tonnage of recyclable garbage collected at the source by the waste pickers is estimated at 286 tonnes, about 5% of the garbage collected by the city. There are small scale recycling shops (SSR) located around the main disposal sites where collected materials are sold by the collection crews and the scavengers. The quantity of materials delivered to the SSR shops by the collection crew vary between 1-6 tonnes per day. The amount of materials recovered by the scavengers (at the dump site) varies between 50-150 kg person-1 day-1. Therefore around 7.5% of the solid waste is recycled. In Bangkok both formal and informal sectors manufacture paper pulp, cardboard boxes and magazines from the recyclable paper. Paper products which account for 55% of the total waste stream are considered as the largest "product group" in the municipal solid waste. Recyclable glass (1-3% of the total waste stream) or cullet is used to manufacture plain glasses or cups. Plastics constitute about 10-15% of the waste stream. The benefit/cost ratios of production of most of these industries were reported to be higher than 1.5. In order to enhance recycling, legislative measures need to be introduced and enforced. In Thailand, there is, however, no law concerning recycling. There is no incentive for the consumer to separate solid waste for recycling, as the prices of waste in Bangkok are low and inconsistent. Therefore the pricing system should be more organized for recycling to be more effective.  相似文献

This paper models the effects of three different options for domestic waste collection using data from three Hampshire authorities: (i) joint working between neighbouring waste collection authorities; (ii) basing vehicles at waste disposal sites; and (iii) alternate weekly collection of residual waste and dry recyclables. A vehicle mileage savings of 3% was modelled for joint working, where existing vehicle allocations to depots were maintained, which increased to 5.9% when vehicles were re-allocated to depots optimally. Vehicle mileage was reduced by 13.5% when the collection rounds were based out of the two waste disposal sites rather than out of the existing depots, suggesting that the former could be the most effective place to keep vehicles providing that travel arrangements for the crews could be made. Alternate weekly collection was modelled to reduce vehicle mileage by around 8% and time taken by 14%, when compared with a typical scenario of weekly collection of residual and fortnightly collection of recyclable waste. These results were based on an assumption that 20% of the residual waste would be directly diverted into the dry recyclables waste stream.  相似文献

This paper analyses the evolution of national solid waste policy in Peru and the increasing relevance of informal recycling. Despite this rise in relevance, source separation and incorporation of informal recyclers within municipal plans is still slow, and collection of mixed waste is being considered. Waste collection and transportation costs represent the main share in municipal budgets and this research calculates cost reductions as a result of informal recycling and waste picking. The city of Chiclayo in Peru is presented as a case study. The paper finds that so far, waste picking has resulted in a reduction of two collection rounds but not a reduction in the number of vehicles collecting waste. Looking to the future, recovery of the remaining materials will not have an effect on collection rounds and number of vehicles. The research concludes that synergy between municipal systems and informal recycling can be maximized if new operational conditions are implemented. It introduces the concepts of “critical work shift,” which is the time of the day when the system requires maximum quantity of resources (i.e. vehicle-hours), and “sensitivity to variations in waste amounts,” and proposes strategies to promote recycling based on these new operational concepts.  相似文献

Informal recycling is a new and expanding low cost recycling practice in managing Waste Electrical and Electronic Equipment (WEEE or e-waste). It occurs in many developing countries, including China, where current gaps in environmental management, high demand for second-hand electronic appliances and the norm of selling e-waste to individual collectors encourage the growth of a strong informal recycling sector. This paper gathers information on informal e-waste management, takes a look at its particular manifestations in China and identifies some of the main difficulties of the current Chinese approach. Informal e-waste recycling is not only associated with serious environmental and health impacts, but also the supply deficiency of formal recyclers and the safety problems of remanufactured electronic products. Experiences already show that simply prohibiting or competing with the informal collectors and informal recyclers is not an effective solution. New formal e-waste recycling systems should take existing informal sectors into account, and more policies need to be made to improve recycling rates, working conditions and the efficiency of involved informal players. A key issue for China’s e-waste management is how to set up incentives for informal recyclers so as to reduce improper recycling activities and to divert more e-waste flow into the formal recycling sector.  相似文献

Economic potential of recycling business in Lahore, Pakistan   总被引:1,自引:0,他引:1  
The state of household waste recycling in Lahore city, Pakistan with a population of 7.2 million was analyzed. Data on solid waste recycling were gathered from residents of low-, middle- and high-income groups, as well as from scavengers and junkshops. The recycling activities in Lahore exert a significant impact on resource conservation, creation of jobs, provision of economic opportunity and reduction in the magnitude of waste disposal problems. A cost analysis is presented to show the income that can be generated through a well-planned recycling program. It is shown that 21.2% of all recyclable waste in Lahore is recycled, and it generates an amount of Rs. 271 million (US dollars 4.5 million) per year through the informal sector. However, if the recycling practice is owned by the formal sector, it can save an amount of Rs. 65 million by reducing the collection cost. If recycling is adopted as an industry, it can generate revenues of Rs. 530 million (US dollars 8.8 million) per year and can also save enormous amount of energy, as well as the natural resources.  相似文献

Recycling of paper and glass from household waste is an integrated part of waste management in Denmark, however, increased recycling is a legislative target. The questions are: how much more can the recycling rate be increased through improvements of collection schemes when organisational and technical limitations are respected, and what will the environmental and economic consequences be? This was investigated in a case study of a municipal waste management system. Five scenarios with alternative collection systems for recyclables (paper, glass, metal and plastic packaging) were assessed by means of a life cycle assessment and an assessment of the municipality’s costs. Kerbside collection would provide the highest recycling rate, 31% compared to 25% in the baseline scenario, but bring schemes with drop-off containers would also be a reasonable solution. Collection of recyclables at recycling centres was not recommendable because the recycling rate would decrease to 20%. In general, the results showed that enhancing recycling and avoiding incineration was recommendable because the environmental performance was improved in several impact categories. The municipal costs for collection and treatment of waste were reduced with increasing recycling, mainly because the high cost for incineration was avoided. However, solutions for mitigation of air pollution caused by increased collection and transport should be sought.  相似文献

The sheer amount of disposable bottles being produced nowadays makes it imperative to identify alternative procedures for recycling them since they are non-biodegradable. This paper describes an innovative use of consumed plastic bottle waste as sand-substitution aggregate within composite materials for building application. Particularly, bottles made of polyethylene terephthalate (PET) have been used as partial and complete substitutes for sand in concrete composites. Various volume fractions of sand varying from 2% to 100% were substituted by the same volume of granulated plastic, and various sizes of PET aggregates were used. The bulk density and mechanical characteristics of the composites produced were evaluated. To study the relationship between mechanical properties and composite microstructure, scanning electron microscopy technique was employed. The results presented show that substituting sand at a level below 50% by volume with granulated PET, whose upper granular limit equals 5mm, affects neither the compressive strength nor the flexural strength of composites. This study demonstrates that plastic bottles shredded into small PET particles may be used successfully as sand-substitution aggregates in cementitious concrete composites. These new composites would appear to offer an attractive low-cost material with consistent properties; moreover, they would help in resolving some of the solid waste problems created by plastics production and in saving energy.  相似文献

Composition and quantity per person of municipal solid waste (MSW) have been analyzed in six municipalities in southern Sweden with similar socio-economic conditions but with different collection systems. Samples of residual waste have been sorted, classified and weighed in 21 categories during 26 analyses that took place from 1998-2004. Collection data of the total waste flow, including source sorted recycling materials, in the same area have been compiled and compared. Multivariate data analyses have been applied. Weight-based billing reduced delivered amounts of residual household waste by 50%, but it is unknown to what extent improper material paths had developed. With curbside collection more metal, plastic and paper packaging was separated and left to recycling. When separate collection of biodegradables was included in the curbside system, the overall sorting of dry recyclables increased. The large uncertainty associated with waste composition analyses makes it difficult to draw strong conclusions regarding the effects on specific recyclables or the changes in the composition of the residual waste.  相似文献

This study focused on waste plastic, especially the polyethylene telephthalate (PET) bottle as representative waste, which has been assigned as goods to be recycled by the Packaging Waste Recycling Law in Japan. We developed a plastic transport model which explained the entire flow of plastic from the production stage to the disposal stage within an the evaluation model of plastic recycle policy based on multiattribute utility theory. This model is designed to be used by local municipal governments in supporting the evaluation of the PET bottle recycling policy. In evaluating the plastics recycling policy, we selected indices relating to economy, ecology, and rate of resource recycling. The results indicate that when the evaluation of the material recycling policy and thermal recycling policy in the model city were characterized in terms of their economic and environmental aspects the thermal recycling policy had the highest utility within our scenario. Developing Asian countries have started to apply the principle of extended producer responsibility (EPR) to electronics and electrical equipment waste (e-waste). This policy approach aims to give electronic appliance manufacturers and importers responsibility for the collection and recycling of discarded electronic equipment. China and Thailand have drafted regulations on the recycling of e-waste with common characteristics such as the financial responsibility of producers and subsidies for collection. Although the proposed system is sensible, taking into account the fact that e-waste is a market-traded commodity, there are two major difficulties in implementing EPR in developing countries. First, it may be difficult for governments to collect funds from producers or importers if smuggled, imitation, or small shop-assembled products have a large share in the market. Second, the system creates incentives for collectors and recyclers to over-report the amount of collected e-waste in order to gain extra subsidies from the fund. Other policy measures such as the enforcement of pollution control regulations on informal recyclers, the prevention of smuggling, and the protection of intellectual property rights should accompany EPR policies.  相似文献

This article covers partial results for research which was carried out to determine the effectiveness of municipal solid waste (MSW) recycling in Bandung metropolitan urban areas. It focuses on the results of waste flow analysis as basic information in developing better MSW management systems, especially in applying the reduce, reuse, recycle (3Rs) concept. The dependence upon final disposal sites in MSW management and the difficulties in finding disposal sites have resulted in interest in the 3Rs concept. In this research, the determination of waste compositions and the potential of recycling were evaluated based on data from interviews with householders, members of the nonhousehold sector, and recycling actors and on measurement. The informal sector activities observed were mainly from handcart crews, mobile scavengers, transfer point scavengers, final disposal scavengers, waste traders, and recycling business people at several locations in Bandung and Cimahi cities. The estimated waste recycling and composting by stakeholders has not yet achieved 10% (wet weight) of the total waste generated. As in other major cities in developing countries, the informal sectors hold an important role in the recovery of usable materials from waste. However, inorganic waste recycling activities from this sector have not even reached 8% (wet weight) of the total waste generated.  相似文献

The aim of this study was to provide policy-makers and waste management planners with information about how recycling programs affect the quantities of specific materials recycled and disposed of. Two questions were addressed: which factors influence household waste generation and pathways? and how reliable are official waste data? Household waste flows were studied in 35 Swedish municipalities, and a wide variation in the amount of waste per capita was observed. When evaluating the effect of different waste collection policies, it was found to be important to identify site-specific factors influencing waste generation. Eleven municipal variables were investigated in an attempt to explain the variation. The amount of household waste per resident was higher in populous municipalities and when net commuting was positive. Property-close collection of dry recyclables led to increased delivery of sorted metal, plastic and paper packaging. No difference was seen in the amount of separated recyclables per capita when weight-based billing for the collection of residual waste was applied, but the amount of residual waste was lower. Sixteen sources of error in official waste statistics were identified and the results of the study emphasize the importance of reliable waste generation and composition data to underpin waste management policies.  相似文献

Chemical recycling of waste poly(ethylene terephthalate) (PET) using phosphoric acid–modified silica gel as a solid catalyst is reported. Advantageously, microwave irradiation was used to progress the depolymerization of PET. In this study, depolymerization of PET with a small amount of water is suggested as a suitable method. The depolymerized product, terephthalic acid was obtained and assigned by 1H NMR and FT-IR spectroscopy. Finally, over 90 % conversion to terephthalic acid was achieved when waste plastic bottles were treated with the method. This results confirm the importance of the microwave power technique as a promising recycling method for plastic bottles made from PET, resulting in monomer recovery in addition to substantial energy saving.  相似文献

The state of recycling in Taiwan has seen significant achievements due to various recycling policies implemented by environmental agencies in recent years. These policies include the "Keep Trash Off the Ground" (KTOG) measure, the "Four-in-One Recycling Plan", the per-bag trash collection fee and mandatory garbage sorting. An important question worthy of study is which of these policies has had a more pervasive and critical impact on the outcome of recycling. For example, there is evidence that the KTOG measure made it more convenient for people to begin recycling. This study therefore first analyzed the monthly data over the past decade on the amounts of recyclables in Taiwan's three major cities. By examining time series plots and employing an analysis of the time series intervention model, we can better understand the extent of the effects of the KTOG measure on these cities' amounts of recyclables. The same effects were also analyzed for the mandatory garbage sorting policy and the per-bag trash collection fee. Results show that the KTOG measure, essentially a change in refuse collection practice, presented consistent and significant effects on these cities' amounts of recyclables. It is suggested that the key to improving participation in a recycling program in waste management is for techniques to be tailored to actual settings in a way that facilitates citizen cooperation.  相似文献

Economic growth, changing consumption and production patterns are resulting in rapid increase in the generation of plastic wastes, including plastic packaging waste (PPW). A variety of PPW is identified in the municipal solid waste (MSW) stream. In this paper, quantity and composition of PPW at generators (residential and nonresidential sectors) and at the informal sector of waste recycling were measured, and accordingly the flow of PPW within Bandung City, Indonesia was analyzed. Though the generation rate per capita is not so high (25.1 g per day), total PPW generated by 2.3 million inhabitants in Bandung becomes 58.4 tonnes per day (3.76 % of total MSW generated). Due to lack of integrated MSW management, most of PPW is neither collected properly nor disposed of in appropriate manner by the municipality. Collection of valuable wastes including PPW is done predominantly by the informal sector without regard to health and safety. It is predicted that total PPW recycled by various informal waste recycling players like scavengers, junkmen, intermediates, and dealers is 27.5 tonnes per day (64.6 % of total PPW generated). Interviews regarding the existing handling methods and incentives preferred by generators to increase the recycling rate are also presented.  相似文献

This paper presents a study of recycling stations in the municipality of Borl?nge, Sweden. The main objectives were to measure volume weights of recyclables, to facilitate future planning of collection intervals and bin/container volume, and to investigate the general attitudes among the public towards waste management in general and recycling stations in particular. Volume weights measured in bins/containers were: paper/newsprint: 297 kg/m3, glass packaging: 297 kg/m3, metal packaging: 81.7 kg/m3, paper packaging: 27.8 kg/m3, plastic packaging: 28.1 kg/m3. The recycling stations have been in use since 1994. Most visitors (90%) arrived by car but said the visit to the recycling station was not the main purpose of the trip. The results from the interviews indicated that the people who use the recycling stations have found ways to incorporate waste sorting into their everyday lives, with the help of information, design of the collection system and environmental concerns.  相似文献

Financial analytical models of waste management systems have often found that recycling costs exceed direct benefits, and in order to economically justify recycling activities, externalities such as household expenses or environmental impacts must be invoked. Certain more empirically based studies have also found that recycling is more expensive than disposal. Other work, both through models and surveys, have found differently. Here we present an empirical systems model, largely drawn from a suburban Long Island municipality. The model accounts for changes in distribution of effort as recycling tonnages displace disposal tonnages, and the seven different cases examined all show that curbside collection programs that manage up to between 31% and 37% of the waste stream should result in overall system savings. These savings accrue partially because of assumed cost differences in tip fees for recyclables and disposed wastes, and also because recycling can result in a more efficient, cost-effective collection program. These results imply that increases in recycling are justifiable due to cost-savings alone, not on more difficult to measure factors that may not impact program budgets.  相似文献
