Municipal services in the Palestinian Authority (PA) areas, including the West Bank and Gaza Strip (WBGS), are facing serious difficulties that have been intensified following the outbreak of the Palestinian uprising in late September 2000. The solid waste management services, being the most essential services provided by the municipalities and village councils, are mostly affected by the ongoing harsh situation and hence proper solutions that take into account the actual amount of generated municipal solid waste and its composition is a pre-requisite for planning proper treatment. Hence, a study was carried out to identify the actual status of solid waste in eight West Bank districts. A social survey was also conducted to collect information concerning the level of public awareness among communities surveyed to the perception of solid waste recycling and reuse. The results of the survey conducted in 2001–2002 were later reviewed during July–October 2008 to assess if the trend of domestic solid waste generation had changed. Based on the survey and post-assessment, it is found that political and economic conditions have both significantly impacted the trend of generated municipal solid waste and since no improvements in either condition are forthcoming, it is concluded that survey results could be used in a planning study. A possible handling of the generated wastes may entail transferring the recyclable waste to Israeli recycling industries, and in constructing three composting plants in different accessible locations in the West Bank.  相似文献

The debate over waste management practices has become increasingly important as human activities have begun to overload the biosphere's assimilative capacity. An effective waste management policy should be based on the principles of sustainable development, with wastes regarded as a potential resource rather than solely as something to eliminate. This approach requires an integrated waste management plan that makes full use of all available technologies. Macao is a highly populated consumer society that lacks natural resources and must therefore import almost all of its life-supporting goods and raw materials from regions outside the city. During the past 20 years, Macao has experienced an economic boom, accompanied by rapid socioeconomic development. Its discharged wastes have increased steadily during this period. This paper employs emergy analysis to investigate Macao's waste treatment in 1995, 1999, 2003 and 2004. The emergy of gaseous emissions was estimated to be 4.76 x 10(21) sej in 2004. Since 1992, Macao's municipal solid waste (MSW) has been incinerated to reduce its volume. The transformity of the fly ash and slag produced by this treatment in 2004, and the electricity generated by the incinerator, equaled 5.11 x 10(11) sej/g, 6.01 x 10(10) sej/g, and 7.61 x 10(6) sej/J, respectively. A large investment of natural resources and technology is required for the treatment of wastes; the feedback ratio of wastes, which represents the scale of the treatment of inputs, equaled 0.02 for MSW, 0.11 for sewage, and 0.06 for gaseous emissions.  相似文献

The rapid economic development and population growth in Macao have resulted in a large increase in refuse generated over the past decade. In 2003, the quantity of solid waste generated reached 249,255 tons, corresponding to 1.52 kg/day per capita. This figure has been gradually increasing. Domestic solid waste is the primary source of solid waste generation. The data showed that a considerable amount of the solid waste generated can be recycled and reutilized. Due to Macao's small geographic area and high cost of land, landfilling has the lowest priority for waste disposal. Solid waste incineration has been given a top priority over other waste disposal methods although it is much more expensive. In the last decade, more than 80% of the total waste in Macao was incinerated. However, the incineration capacity of the Macao Incineration Plant is going to reach its saturation earlier than expected. Waste minimization, the establishment of an effective waste collection and disposal fee system, and alternate ways dealing with the limited capacity of waste treatment facilities are regarded to be major challenges in the future.  相似文献

In many cities of developing countries, such as Mekelle (Ethiopia), waste management is poor and solid wastes are dumped along roadsides and into open areas, endangering health and attracting vermin. The effects of demographic factors, economic and social status, waste and environmental attributes on household solid waste disposal are investigated using data from household survey. Household level data are then analyzed using multinomial logit estimation to determine the factors that affect household waste disposal decision making. Results show that demographic features such as age, education and household size have an insignificant impact over the choice of alternative waste disposal means, whereas the supply of waste facilities significantly affects waste disposal choice. Inadequate supply of waste containers and longer distance to these containers increase the probability of waste dumping in open areas and roadsides relative to the use of communal containers. Higher household income decreases the probability of using open areas and roadsides as waste destinations relative to communal containers. Measures to make the process of waste disposal less costly and ensuring well functioning institutional waste management would improve proper waste disposal.  相似文献

This study presents the effects of citizen participation on integrated solid waste management. Porto Alegre was chosen as the area of study since its system is a good example for developing countries, based on the partnership between local government and the former scavengers' association that implements selective collection in the city. A life-cycle approach was used to estimate environmental loadings and economic costs based on solid waste generation, and a survey assessment tool was used to analyse social aspects. The results showed a decrease in environmental and economic impacts in the current situation, allowing Porto Alegre to have one of the most affordable integrated solid waste management systems in Brazil. The survey assessment pointed out that public campaign changed the perceptions and practices of most of Porto Alegre's citizens regarding solid waste management. On the other hand, it also pointed out that citizens need more education to increase their participation. Therefore, more research is needed to increase cooperation among all stakeholders, improve citizen participation, and consequently, further decrease the environmental impacts and economic costs.  相似文献

The purpose of this article is to describe the application and progress of the Reduce-Reuse-Recycle (3R) initiative and its gradual implementation and development in solid waste management in Vietnam through the study of the municipal solid waste management (MSWM) systems of eight major urban cities and provinces. The resulting survey and studies showed that there are big challenges for MSWM in the study areas due to the absence of an appropriate master plan for MSWM; there is a clear need to set up indicators for waste reduction and greenhouse gas emission reduction from waste generators and enterprises involved in MSWM, especially in terms of using 3R activities in the management of industrial waste. The strength and organic combination of institutional frameworks, support measures, and technologies for 3R promotion need to be applied as soon as possible in order to implement MSWM practices using more effective measures; in particular, a reduction in the amount of hazardous substances discarded and improvements in the handling of hazardous waste are required.  相似文献

This paper examines public preferences on siting landfills using a choice experiment. A choice experiment is a method that elicits public preferences directly through questionnaires. This paper focuses on possible negative effects of a hypothetical landfill siting on residents who are assumed to live around the landfill. The results of this analysis clearly show that the residents evaluate accepting waste originating from outside their community quite negatively, especially industrial waste originating from the Tokyo Metropolitan Area. Large external costs also are seen for siting landfills near areas that are sources of drinking water. In addition, the results show that the NIMBY syndrome of the residents weakens as the hypothetical landfill site is farther away. Considering three hypothetical siting plans, external costs based on public preferences are estimated. The social costs, which are the sum of the private costs and external costs, are then calculated. The results of the case study indicate that the option with the lowest private cost it is not always the option with the lowest social cost.  相似文献

An essential preliminary step in municipal solid waste (MSW) management is the accurate determination of the quantities and composition of the wastes. The purpose of this study was to test a procedure for the determination of these parameters at the source of generation (houses), rather than getting such data at transfer stations or disposal sites, as usually done in most previous studies. The average generation rate in kg per capita day−1and percentages of various components of residential solid waste in Abu Dhabi City were determined by carrying out a statistically designed sampling survey. This survey covered 40 houses with different socio-economic levels and totalled 840 samples. The study showed an average generation rate of 1.76 kg per capita day−1. Linear regression analysis revealed that this rate was dependent on the income level with an increase of about 35% for the high income residents over the average rate. The waste contained approximately 50% food waste. Frequency distribution analysis of waste composition data indicated that the food waste component is normally distributed, whereas the other components do not show a normal distribution pattern.  相似文献

This study investigated the medical waste management practices used by hospitals in northern Jordan. A comprehensive inspection survey was conducted for all 21 hospitals located in the study area. Field visits were conducted to provide information on the different medical waste management aspects. The results reported here focus on the level of medical waste segregation, treatment and disposal options practiced in the study area hospitals. The total number of beds in the hospitals was 2296, and the anticipated quantity of medical waste generated by these hospitals was about 1400 kg/day. The most frequently used treatment practice for solid medical waste was incineration. Of these hospitals, only 48% had incinerators, and none of these incinerators met the Ministry of Health (MoH) regulations. As for the liquid medical waste, the survey results indicated that 57% of surveyed hospitals were discharging it into the municipal sewer system, while the remaining hospitals were collecting their liquid waste in septic tanks. The results indicated that the medical waste generation rate ranges from approximately 0.5 to 2.2 kg/bed day, which is comprised of 90% of infectious waste and 10% sharps. The results also showed that segregation of various medical waste types in the hospitals has not been conducted properly. The study revealed the need for training and capacity building programs of all employees involved in the medical waste management.  相似文献

Municipal solid waste (MSW) quantity and composition analysis is fundamental for the planning of municipal waste management services. The purpose of this paper is to report the results and experiences of sampling household waste at the source of generation in Gaborone, Botswana. The average generation rate, in kg capita(-1) day(-1), and percentages of various components of waste in Gaborone were determined using a statistically designed household sampling survey. The survey covered 47 households with different socio-economic characteristics over 21 days with 893 samples obtained. The results showed that the average waste generation rate for Gaborone was 0.33 kg capita(-1) day(-1). Contrary to common belief, the waste generation rate measured as in weight units was found not be directly related to household income. However, the packaging fractions of plastic and paper measured as volume had a direct relationship with household income. Across all income groups, the putrescible waste fraction constituted the highest proportion of the waste stream at approximately 68%. The main general conclusion is on the importance of practical considerations. As much as statistically designed sampling procedures provide a useful means of estimating the quantity and composition of household waste at source of generation, there are some practical issues that should be carefully considered during sampling to improve the accuracy and relevance of the results.  相似文献

The management of clinical solid waste (CSW) continues to be a major challenge, particularly, in most healthcare facilities of the developing world. Poor conduct and inappropriate disposal methods exercised during handling and disposal of CSW is increasing significant health hazards and environmental pollution due to the infectious nature of the waste. This article summarises a literature review into existing CSW management practices in the healthcare centers. The information gathered in this paper has been derived from the desk study of open literature survey. Numerous researches have been conducted on the management of CSW. Although, significant steps have been taken on matters related to safe handling and disposal of the clinical waste, but improper management practice is evident from the point of initial collection to the final disposal. In most cases, the main reasons of the mismanagement of CSW are the lack of appropriate legislation, lack of specialized clinical staffs, lack of awareness and effective control. Furthermore, most of the healthcare centers of the developing world have faced financial difficulties and therefore looking for cost effective disposal methods of clinical waste. This paper emphasizes to continue the recycle-reuse program of CSW materials after sterilization by using supercritical fluid carbon dioxide (SF-CO2) sterilization technology at the point of initial collection. Emphasis is on the priority to inactivate the infectious micro-organisms in CSW. In that case, waste would not pose any threat to healthcare workers. The recycling-reuse program would be carried out successfully with the non-specialized clinical staffs. Therefore, the adoption of SF-CO2 sterilization technology in management of clinical solid waste can reduce exposure to infectious waste, decrease labor, lower costs, and yield better compliance with regulatory. Thus healthcare facilities can both save money and provide a safe environment for patients, healthcare staffs and clinical staffs.  相似文献

The characterization of urban solid waste generation is fundamental for adequate decision making in the management strategy of urban solid waste in a city. The objective of this study is to characterize the waste generated in the households of Chihuahua city, and to compare the results obtained in areas of the city with three different socioeconomic levels. In order to identify the different socioeconomic trends in waste generation and characterization, 560 samples of solid waste were collected during 1 week from 80 households in Chihuahua and were hand sorted and classified into 15 weighted fractions. The average waste generation in Chihuahua calculated in this study was 0.676 kg per capita per day in April 2006. The main fractions were: organic (48%), paper (16%) and plastic (12%). Results show an increased waste generation associated with the socioeconomic level. The characterization in amount and composition of urban waste is the first step needed for the successful implementation of an integral waste management system.  相似文献

A cost methodology is proposed for evaluating the ecological-economic efficiency of a municipal solid waste management scheme based on the recommendations of cost-benefit analysis and the full-cost accounting methodology for municipal solid waste management. The methodology employs the previously introduced waste managements’ efficient decision (WAMED) model and the company statistical business tool for environmental recovery (COSTBUSTER) indicator. A case study presents the practical application of the proposed cost-benefit analysis-based theory to the landfilling concept currently applied in Kalmar, Sweden. It is concluded that the presented provisions for evaluation of the ecological-economic efficiency of a municipal solid waste management scheme reflect a novel integrated approach to solving the problem of simultaneously decreasing the negative impacts of municipal solid waste on the environment and the health of the population while providing an information support tool for decision making in municipal solid waste management at regional and municipal levels to improve small-and medium-sized company competitiveness in particular.  相似文献

Comprehensive study of the factors influencing household solid waste (HSW) generation is crucial and fundamental for exploring the generation mechanism and forecasting future dynamics of HSW. A case study of Xiamen Island, China was employed to reveal the direct and indirect effects of demographic/socioeconomic factors on solid waste generation at the urban household scale. Based on a face-to-face questionnaire and two-stage survey of solid waste generation, a path analysis model was built. Results showed that the proposed path model exhibited good fit indices. Family size and dinning-at-home rate (DR), whose coefficients were ?0.40 and 0.43, respectively, were the two major factors influencing HSW directly. Moreover, family size, education level, employment rate and age structure played different degrees of indirect effects on HSW generation through respective paths, which should not be ignored. In terms of total effects, coefficients of family size, DR and employment rate were ?0.46, 0.43 and ?0.37, respectively, which were three most dominant factors influencing HSW generation. As for waste composition, organic waste was the most representative of HSW dynamics, and was the most sensitive to impact by the factors studied. Quantitative results of this study have important policy implications for sustainable municipal solid waste management.  相似文献

Tehran, the capital city of Iran and a metropolis with a population of 8.2 million and containing 2.4 million households, generated 2,626,519 tons of solid waste in 2005. The present study is aimed at evaluating the generation, characteristics and management of solid waste in Tehran. Municipal solid waste comprises more than 97% of Tehran's solid waste, while three other types of solid waste comprise less than 3% of it, namely hospital waste (1.0%), industrial waste (0.6%) and construction and demolition waste (0.5%). The contribution of household solid waste to total municipal solid waste is about 62.5%. The municipality of Tehran is responsible for the solid waste management of the city; the waste is mainly landfilled in three centers in Tehran, with a small part of it usually recycled or processed as compost. However, an informal sector is also active in collecting recyclable materials from solid waste. The municipality has recently initiated some activities to mechanize solid waste management and reduce waste generation. There remain important challenges in solid waste management in Tehran which include: the proper collection and management of hospital waste; public education aimed at reducing and separating household waste and educating municipal workers in order to optimize the waste collection system; and the participation of other related organizations and the private sector in solid waste management.  相似文献

The objective of this study was to carry out a field survey of the solid waste generation profile in parts of Makurdi, a rapidly growing urban city in north central Nigeria. The areas surveyed covered low, medium and high-density residential quarters, representing high/medium/low income groups in the area. Results of the survey show that the bulk ( approximately 82%) of the solid waste generated in the area originates from households, rather than from commercial, institutional or industrial premises. Of the waste from households, a substantial proportion consists of various putrescible materials (36-57%), with ash, dust and sand (combined) forming another significant proportion (21-41%). From the non-household sources, putrescible matter is also significant (23-45%), as is the combined ash/dust/sand fraction (32-36%). The quantity of plastics/cellophane materials from household and non-household sources was, however, comparable (6-10%). There was more paper from commercial and institutional premises (9-12%) than from household or small/medium scale industrial premises (2-4%). Glass (0.1-6.9%), metals (mostly cans and bottle corks, 0.7-3.4%) and textiles (0.3-6%) form only a minor proportion of the waste across generators. Waste generation rates were for households, 0.54kg/cap/day; for commercial, 0.018kg/m(2)/day; institutional, 0.015kg/m(2)/day while for small and medium scale industries, the rate was 0.47kg/m(2)/day. As there is no previous study of this kind in the Makurdi urban area, what is reported here may be taken as baseline for the entire area. The implications of the findings for solid waste management planning are discussed.  相似文献

The objective of this work was to determine the composition and production rate of dental solid waste, produced by dental practices in the Prefecture of Xanthi, a multicultural area in Northeast Greece with a population of 102,000. For the study, 22 private dental practices and 1 public dental practice were selected of the 48 private and 5 public dental practices in operation. The 22 private dental practices included 16 owned by Christian Greek-born dentists, 3 by Moslem dentists and 3 by Christian dentists repatriated from the former Soviet Union. Differentiation on the basis of religion is directly related to the countries from which dentists received their training, e.g., Greece-European Union, Turkey and former Soviet Union. Thus, including the one public dental practice, 4 study groups were considered. Waste collection took place for 22 working days, from 20 May to 27 June 2002. This period was considered to be a representative one for a semi-rural area, such as Xanthi. Dentists were instructed to collect the total amount of waste they produced. A total of 260 kg dental solid waste was collected during the study period and was manually separated. Dental solid waste was classified in three main categories: (1) Infectious and potentially infectious waste, accounting for 94.7% by weight. (2) Non-infectious waste accounting for 2.0%. (3) Domestic-type waste, accounting for 3.3% by weight. The category of infectious waste is classified as hazardous and includes components containing metal (8.51%), components without metal (91.18%) and amalgam (0.33%). Using the weight data, the production rate of dental solid waste for the study period in the Prefecture of Xanthi was determined to be 513 g/practice/day and of infectious and potentially infectious waste 486 g/practice/day. The latter includes the production rate of sharps (9.8 g/practice/day), non-sharps (31.6), infectious waste without metal (443) and amalgam (1.6 g/practice/day). Since dental solid waste is currently disposed of in landfills together with the municipal solid waste, the results of the study were used to suggest an appropriate management scheme. The results were also used to compare the composition and production rates of dental solid waste produced by the 4 study groups.  相似文献

A multicriteria decision-aid method, Electre II, was applied to the real choice process of a solid waste management system in the Uusimaa region, Finland. The criteria used were chosen by a supervision group. The weights of the criteria were defined by the managers of environmental and technical affairs of each municipality in Uusimaa, Finland. The use of the Electre II method leads us to recommend centralized incineration as the best municipal solid waste management system for the planning region. However, the second best alternative, intermediate RDF combustion with intermediate landfilling was finally chosen by the municipalities.  相似文献

The main objective of this paper is to analyse the present status of solid waste management in Tehran, and subsequently, to draw up a policy regarding their generation, collection, on-site handling, storage, processing, recycling, transportation and safe disposal. Through a detailed survey, all functional elements of the present solid waste management system in Tehran were studied. Factors affecting the important management issues in the operation of Tehran's solid waste management system are discussed. Key design data and other useful information selected from a variety of reliable sources are presented. The practical aspects associated with solid waste management systems, such as organizational structure, financing, operations, equipment management, personnel, reporting, cost accounting and budgeting, ordinances and guidelines, and public communications are described.  相似文献

A one-year survey was conducted in the greater region of Crete (located at the lower region of the Aegean Sea) for the purpose of identifying waste composition (including chemical and physical characterization), as well as any seasonal variation. The investigation was carried out repeatedly at seven landfills and one transfer station in Crete, in four phases. Each sampling phase corresponded to a season (autumn, winter, spring, summer). ASTM D5231-92(2003) standard method and RCRA Waste Sampling Draft Technical Guidance were used. Hand sorting was used for classifying the collected wastes into the following categories: plastics, paper, metals, aluminium, leather-wood-textiles-rubbers, organic wastes, non-combustibles and miscellaneous. Further analysis included proximate and ultimate analysis of combustible materials. Metals such as lead, cadmium and mercury were also investigated. The results show that there has been a significant decrease of organic wastes during the last decade due to the increase of packaging materials, as a result of a change in consumption patterns. Three main waste categories were determined: organic wastes, paper and plastics, which combined represent 76% of the total waste in Crete. Furthermore, a high fraction of glass and a seasonal variation of aluminium indicate a strong correlation of waste composition with certain human activities, such as tourism. There is also a variation between the municipal solid waste (MSW) composition in the region of Crete (2003-2004) and MSW composition suggested in the National Solid Waste Planning (2000) [National Solid Waste Planning, 2000. Completion and particularization of Common Ministerial Act 113944//1944/1997: National Solid Waste Planning, June 2000]. The results of this survey are to be utilized by the regional solid waste authorities in order to establish an integrated waste treatment site, capable of fulfilling the regional waste management demands.  相似文献
