Economic costs, water quantity/quality benefits, and cost effectiveness of agricultural best management practices (BMPs) at a watershed scale are increasingly examined using integrated economic‐hydrologic models. However, these models are typically complex and not user‐friendly for examining the effects of various BMP scenarios. In this study, an open source geographic information system (GIS)‐based decision support system (DSS), named the watershed evaluation of BMPs (WEBs), was developed for creating BMP scenarios and simulating economic costs and water quantity/quality benefits at farm field, subbasin, and watershed scales. This DSS or WEBs interface integrated a farm economic model, the Soil and Water Assessment Tool (SWAT), and an optimization model within Whitebox Geospatial Analysis Tools (GAT), an open source GIS software. The DSS was applied to the 14.3‐km2 Gully Creek watershed, a coastal watershed in southern Ontario, Canada that drains directly into Lake Huron. BMPs that were evaluated included conservation tillage, nutrient management, cover crop, and water and sediment control basins. In addition to assessing economic costs, water quantity/quality benefits, and cost effectiveness of BMPs, the DSS can be also used to examine prioritized BMP types/locations and corresponding economic and water quantity/quality tradeoffs in the study watershed based on environmental targets or budget constraints. Further developments of the DSS including interface transfer to other watersheds are also discussed. The sustainable management of coastal natural resources inevitably involves identifying stakeholder conflicts and developing planning processes that prevent these conflicts from becoming intractable disputes. This study links environmental conflict to specific areas within a large ecological system. Specifically, we use Geographic Information Systems (GIS) to map potentially competing stakeholder values associated with establishing protected areas in Matagorda Bay, Texas. By overlaying multiple values associated with a range of stakeholders across space, we are able to identify hotspots of potential conflict as well as areas of opportunity for maximizing joint gains. Mapping stakeholder conflict is an approach to proactively locate potential controversy in response to a specific environmental management proposal and guide decision makers in crafting planning processes that mitigate the possibility of intractable disputes and facilitate the implementation of sustainable coastal policies. Results indicate that under different management scenarios, protected area proposals will generate more conflict in specific areas. Most notably, regulated uses would produce the greatest degree of conflict on or near shore, particularly at the mouth of the Colorado River. Additionally, of all the management scenarios evaluated, the prohibition of coastal structural development would generate the overall highest level of conflict within the Bay. Based on the results, we discuss the policy implications for environmental managers and provide guidance for future research on location-based conflict management within the coastal margin.  相似文献

Remotely sensed vegetation indices correspond to canopy vigor and cover and have been successfully used to estimate groundwater evapotranspiration (ETg) over large spatial and temporal scales. However, these data do not provide information on depth to groundwater (dtgw) necessary for groundwater models (GWM) to calculate ETg. An iterative approach is provided that calibrates GWM to ETg derived from Landsat estimates of the Enhanced Vegetation Index (EVI). The approach is applied to different vegetation groups in Mason Valley, Nevada over an 11‐year time span. An uncertainty analysis is done to estimate the resulting mean and 90% confidence intervals in ETg to dtgw relationships to quantify errors associated with plant physiologic complexity, species variability, and parameter smoothing to the 100 m GWM‐grid, temporal variability in soil moisture and nonuniqueness in the solution. Additionally, a first‐order second moment analysis shows ETg to dtgw relationships are almost exclusively sensitive to estimated land surface, or maximum, ETg despite relatively large uncertainty in extinction depths and hydraulic conductivity. The EVI method of estimating ETg appears to bias ETg during years with exceptionally wet spring/summer conditions. Excluding these years improves model performance significantly but highlights the need to develop a methodology that accounts not only on quantity but timing of annual precipitation on phreatophyte greenness.  相似文献

Due to increasing empiricalinformation on farm animal welfare since the1960s, the prospects for sound decisionmakingconcerning welfare have improved. This paperdescribes a strategy to develop adecision-making aid, a decision support system,for assessment of farm-animal welfare based onavailable scientific knowledge. Such a decisionsupport system allows many factors to be takeninto account. It is to be developed accordingto the Evolutionary Prototyping Method, inwhich an initial prototype is improved inreiterative updating cycles. This initialprototype has been constructed. It useshierarchical representations to analysescientific statements and statements describingthe housing system. Welfare is assessed fromwhat is known about the biological needs of theanimals, using a welfare model in the form of atree that contains these needs as welfarecomponents. Each state of need is assessedusing welfare relevant attributes of thehousing system and weighting factors.Attributes are measurable properties of thehousing system. Weighting factors are assignedaccording to heuristic rules based on theprinciple of weighting all components(attributes and needs) equally, unless thereare strong reasons to do otherwise. Preliminarytests of the prototype indicate that it may bepossible to perform assessment of farm-animalwelfare in an explicit way and based onempirical findings. / The main objective of this research was to identify the potential hazards associated with lead contami-nation from fixed sources in the city of Tijuana. An exploratory model is presented that describes the potential polluting sources as well as the exposed universe. The results of the analysis provide a clear picture of the geographic distribution of hazards areas for potential lead pollution in Tijuana. The findings are indicative of the dramatic consequences of rapid industrialization and urbanization in a city where there have not been significant planning efforts to mitigate the negative effects of this growth. The approach followed helps to narrow the universe of potential pollution sources, which can help to direct attention, research priorities, and resources to the most critical areas.KEY WORDS: Lead contamination; Industrial hazards; GIS; Tijuana; Mexico  相似文献

With shrinking forest resources and increasing demands for timber, conflicts between forestry and wildlife become more contentious and more frequent. New decision support methods are needed to address complex multiple land use conflicts. Multiple accounts methods linked with GIS and production models enable us to address trade-offs between timber and non-timber values, thus facilitating the evaluation and comparison of different management scenarios in a rapid and spatially referenced manner. The approach is documented in a case study in the trans-boundary zone between two national parks in British Columbia, where caribou/logging conflicts are widespread.  相似文献

Land resource sustainability for urban development characterizes the problem of decision-making with multiplicity and uncertainty. A decision support system prototype aids in the assessment of incremental land development plan proposals put forth within the long-term community priority of a sustainable growth. Facilitating this assessment is the analytic hierarchy process (AHP), a multicriteria evaluation and decision support system. The decision support system incorporates multiple sustainability criteria, weighted strategically responsive to local public policy priorities and community–specific situations and values, while gauging and directing desirable future courses of development. Furthermore, the decision support system uses a GIS, which facilitates an assessment of urban form with multiple indicators of sustainability as spatial criteria thematically. The resultant land-use sustainability scores indicate, on the ratio-scale of AHP, whether or not a desirable urban form is likely in the long run, and if so, to what degree. The two alternative modes of synthesis in AHP—ideal and distributive—provide assessments of a land development plan incrementally (short-term) and city-wide pattern comprehensively (long-term), respectively. Thus, the spatial decision support system facilitates proactive and collective public policy determination of land resource for future sustainable urban development.  相似文献

Groundwater exchanges with most lakes are rarely quantified because there are many technical challenges to quantification. We investigated a lakebed mapping approach to infer the relative areas of groundwater exchange in 12 prairie shallow lakes and five Laurentian mixed forest shallow lakes in Minnesota, USA in 2011. We used a relatively common approach (seepage meters) to provide baseline information on the magnitude and direction of flow at four locations in each lake. To expand from point measurements to the whole‐lake scale, we explored use of specific conductivity as a cheaper and more time efficient proxy for groundwater discharge to lakes. We validated the approach at near shore stations in each lake where seepage meter measurements and specific conductivity surveys overlapped. Specific conductivity surveys provided a similar assessment of groundwater discharge compared to seepage meters for 50% of the lake‐sampling period combinations. The lakebed mapping approach, when validated for a lake with a limited number of seepage meter (or alternative methods) measurements, offers the advantages of being more time and labor efficient over the use of a similar number of seepage meter monitoring locations; seepage meters (or piezometers, for example) are costlier in terms of equipment and labor, even for single‐lake studies. We show the combined approach could provide useful baselines for understanding and mapping groundwater exchange in shallow lakes.  相似文献

DOI: 10.1111/j.1752‐1688.2011.00593.x Abstract: The study developed a mass balance model to evaluate the groundwater budget of seawater‐intruded island aquifers using limited available data. The Penghu islands were selected as a study area. As sparse observed data were available in the islands, methods of combining water and chloride balances were used to determine the amounts of groundwater pumping, seawater intrusion, aquifer storages, and safe yields in the shallow and deep aquifers. The groundwater budget shows that seawater intrusion to freshwater aquifers was 1.38 × 106 and 0.29 × 106 m3/year in the shallow and deep aquifers, respectively, indicating that the seawater intrusion is severe in the both aquifers. The safe yield of the shallow aquifer was 14.56 × 106 m3/year in 2005 which was four times higher than that of the deep aquifer (3.70 × 106 m3/year). However, the annual pumping amounts in the shallow and deep aquifers were 4.77 × 106 and 3.63 × 106 m3/year, respectively. Although the safe yield of the shallow aquifer is enough for all water resources demands, only 55% of exploitation amount was extracted from the shallow aquifer due to its poor water quality. Groundwater exploitation in the deep aquifer should be significantly reduced and regulated by a dynamic management of pumping scheme because the annual pumping amounts are close to the safe yield and seawater intrusion occurs continually. Additionally, to alleviate further aquifer salination, at least half of the current annual groundwater abstraction should be reduced.  相似文献

Wetland mitigation is frequently required to compensate for unavoidable impacts to wetlands. Site conditions and landscape context are critical factors influencing the functions that created wetlands perform. We developed a spatial model and used a geographic information system (GIS) to identify suitable locations for wetland mitigation sites. The model used six variables to characterize site conditions: hydrology, soils, historic condition, vegetation cover, adjacent vegetation, and land use. For each variable, a set of suitability scores was developed that indicated the wetland establishment potential for different variable states. Composite suitability scores for individual points on the landscape were determined from the weighted geometric mean of suitability scores for each variable at each point. These composite scores were grouped into five classes and mapped as a wetland mitigation suitability surface with a GIS. Sites with high suitability scores were further evaluated using information on the feasibility of site modification and project cost. This modeling approach could be adapted by planners for use in identifying the suitability of locations as wetland mitigation sites at any site or region.  相似文献
