This paper examines how air pollution control policies will affect the welfare of the different races in Southern California. The paper adopts the concept of the Net Welfare Impact (NWI) function to measure how air quality improvements affect the welfare (monetary and non-monetary) of individual households. The core finding is that many of the benefits of air quality improvement are enjoyed by minorities, especially Latinos (and African-Americans and Asians to a lesser extent), whose household incomes tend to be lower and family size larger than the regional average, and who are more likely to live in the neighbourhoods that are currently polluted. Thus, because minorities have suffered more from dirty air, they are the major beneficiaries from implementation of clean air policies. This is the result of the Federal clean air mandate that dictates uniform standards for all metropolitan areas.  相似文献

The environmental situation in the (former) communist countries of Eastern Europe is threatening. How will the political and economical restructuring affect the environmental conditions? This article investigates the consequences for air pollution resulting from energy uses over the next 5 yr. Since abatement investments seem unfeasible (with the exception of the former GDR) financially and to some extent also technically, the assessment of energy demand is crucial. Explicitly accounting for market prices shows that emissions will substantially decline due to conservation and the substitution of the cleaner fuel natural gas for “dirty” coal.  相似文献

Despite an increasing interest in reinsurance and environmental manage ment systems (EMSs) concerning pollution, little research has been conducted on the subject. This paper presents the findings from a survey of reinsurers' views on this issue. Reinsurers give EMSs a cursory consideration in their pollution risk assessments because they inadequately appraise pollution liability, have no explicit requirements regarding risk management and there is little evidence to show that they are effective at reducing environmental risks. Reinsurers' underwriting assessments and post-loss investigations are poorly developed concerning public liability insurance. Reinsurance and EMSs are currently weak methods to prevent and control pollution risks.  相似文献

It has been suggested in recent years that developing countries need not pass through the dirty stages of industrial growth that marred the past of today's developed countries. Instead, they may be able to bypass these by leapfrogging straight to modern, clean technologies as an integral part of capacity addition. This article critically reviews existing approaches to leapfrogging. It argues that they are not only characterized by considerable ambiguity, but also based on an incomplete understanding of the technological and policy requirements of cleaner industrialization. Consequently, the article goes on to offer a number of suggestions as to how current approaches might be advanced so as to better meet the challenge of leapfrogging. Amongst these suggestions is greater clarification of the specific targets for leapfrogging and policy intervention to accelerate the development of technological capabilities needed to select, absorb and innovate leapfrog technologies.  相似文献

/ This paper describes a model of the social and institutional processes involved in the solution of major pollution problems from the time they are first identified until they are resolved. The model is empirically demonstrated using four case studies of water and air pollution problems from Sydney, New South Wales, Australia. Each process of the model is quantified by the use of an indicator, e.g., number of articles in newspapers to measure the process "publicconcern," number of pages of text devoted to parliamentary debates to measure the process "political action." The case study data are presented on a time-line graph that shows the duration and magnitude of each process. The paper illustrates three aspects of the solution of major pollution problems: the long time frames involved, the importance of public opinion in initiating the solution process, and the partial nature of solutions-problems may be politically resolved but often a complete solution is not achieved. An understanding of social and institutional processes and time frames will enable planners and policy makers to communicate to the public and politicians the consequences of delay in acting to solve pollution and to direct attention to critical areas to expedite solutions.KEY WORDS: Pollution problems; Management process model; Performance indicators; Air pollution; Water pollution  相似文献

Non-point sources of pollution are difficult to identify and control, and are one of the main reasons that urban rivers fail to reach the water quality objectives set for them. Whilst sustainable drainage systems (SuDS) are available to help combat this diffuse pollution, they are mostly installed in areas of new urban development. However, SuDS must also be installed in existing built areas if diffuse loadings are to be reduced. Advice on where best to locate SuDS within existing built areas is limited, hence a semi-distributed stochastic GIS-model was developed to map small-area basin-wide loadings of 18 key stormwater pollutants. Load maps are combined with information on surface water quality objectives to permit mapping of diffuse pollution hazard to beneficial uses of receiving waters. The model thus aids SuDS planning and strategic management of urban diffuse pollution. The identification of diffuse emission 'hot spots' within a water quality objectives framework is consistent with the 'combined' (risk assessment) approach to pollution control advocated by the EU Water Framework Directive.  相似文献

Ten years ago, environmental problems were easy to define: The Hudson and Potomac were polluted; Los Angeles had lousy air; some waste dumps were highly toxic. Solutions were also relatively straightforward: the Clean Air Act for dirty airsheds; the Clean Water Act for dirty rivers; the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA, better known as Superfund) for hazardous waste sites. This paper examines lessons from the experience in the use of charges for water resource management, considers how charges have been used in Europe, and how a new charging system could be developed. It focuses particularly on the case for pollution charges, or charges for using a river for the disposal of waste. The paper falls into four sections. The first reviews briefly the case for pollution charges, both theoretical and practical, and shows how they can complement regulatory systems. The experience of pollution charging schemes in the Netherlands, Germany and France, where charges have been used as a major mechanism for environmental and water resource management for upwards of 10 years are examined. The basis for charge schemes, their effectiveness as policy instruments and the institutional framework within which they operate are discussed. The paper addresses some questions which are central to the definition and development of charge schemes- the objectives, the problems and constraints. A case study is used to establish the feasibility of introducing emission charges for water resource management. How the charge could be designed and administered and how the charge level could be set is also described. Finally, some broad recommendations on the effectiveness and issues associated with charge schemes are presented.  相似文献

The central assumption of nonpoint source pollution control efforts in agricultural watersheds is that traditional erosion control programs are sufficient to insure high quality water resources. We outline the inadequacies of that assumption, especially as they relate to the goal of attaining ecological integrity. The declining biotic integrity of our water resources over the past two decades is not exclusively due to water quality (physical/chemical) degradation. Improvement in many aspects of the quality of our water resources must be approached with a much broader perspective than improvement of physical/chemical conditions. Other deficiencies in nonpoint pollution control programs are discussed and a new approach to the problem is outlined.  相似文献

Evolving policies to regulate pollution from animal feeding operations   总被引:2,自引:0,他引:2  
Due to concentrations of animals at large facilities, animal feeding operations (AFOs) have emerged as a major potential source of water pollution. The federal government regulates concentrated animal feeding operations under its point-source pollution permitting regulations. A major determinant of whether an operation must apply for a permit is the number of animals at an individual lot or facility. This paper examines federal mandatory controls and voluntary guidelines that seek to reduce contaminant pollution from AFOs. Land treatment practices are delineated due to their importance in reducing the injurious by-products of agricultural production. An evaluation of proposed revisions to federal regulations on confined animal feeding operations suggests they diverge from their goal of controlling water pollution. Federal regulations focus on the size of operation and amount of manure governed by the permitting process to the exclusion of other criteria related to the impairment of water quality. Given the uncertainties about the amount of pollution from AFOs, lack of enforcement of existing regulations, localization of problems, and possible alternatives for addressing the pollution, more demanding federal regulations may not form an appropriate response.  相似文献

National surveys and a survey conducted by the authors in March and April 2004 revealed that the public’s concerns about air, water and land pollution have declined during the last four years in the United States and more specifically in the State of New Jersey. In New Jersey pollution remains a major concern of most residents, even during a period of a war, anxiety about terrorism and the economy. Those most anxious about pollution do not believe that government is doing enough to protect the environment, want to maintain current environmental laws, and are worried about the future. Disproportionately they are African and White Americans, middle income, and college graduates, in other words, part of the American mainstream. Direct attempts to weaken environmental protection are likely to be resisted by this core of the population, which does not trust current federal, state and local governments to protect the environment. We expect concerns for the environment to continue and yet change as production processes in the United States continue a trend toward pollution prevention, and we wait for the public’s mental models to catch up with this evolving reality.  相似文献

ABSTRACT. The problem of modeling and control of water pollution is considered. A general mathematical model, where the pollution effluent is discharged directly into the river, into the lake, or into a bypass pipe leading to an advanced Waste Water Treatment (AWT) plant, is developed. The Water Resource System (WRS) under consideration is decomposed into N subsystems. The pollution effluent input vector to each subsystem includes the water quantity and different water characteristics such as BOD, DO, pH, conductivity, temperature, algae, phosphates, nitrates, etc. Treatment cost functions and quality transition functions as well as system model constraints are introduced, where all functions can be nonlinear. A system Lagrangian is formed to incorporate the system constraints and coupling. The Lagrangian is decomposed into N independent subsystems, and a two level optimization methodology is introduced. Each subsystem is independently and separately minimized at the first level assuming known Lagrange multipliers. At the second level, the total Lagrangian is maximized with respect to the Lagrange multipliers using optimal values for effluent inputs from all subsystems obtained from the first level. Economic interpretation on the Lagrange multipliers reveals that they are merely prices imposed by the central authority (second level) for the pollution caused by the subsystems. Advantages of the multilevel approach are discussed.  相似文献

This philosophical review of 2 arguments about responsibility for and solutions to environmental degradation concludes that both sides are correct: the ultimate and the proximal causes. Ultimate causes of pollution are defined as the technology responsible for a given type of pollution, such as burning fossil fuel; proximate causes are defined as situation-specific factors confounding the problem, such as population density or rate of growth. Commoner and others argue that developed countries with low or negative population growth rates are responsible for 80% of world pollution, primarily in polluting technologies such as automobiles, power generation, plastics, pesticides, toxic wastes, garbage, warfaring, and nuclear weapons wastes. Distortionary policies also contribute; examples are agricultural trade protection, land mismanagement, urban bias in expenditures, and institutional rigidity., Poor nations are responsible for very little pollution because poverty allows little waste or expenditures for polluting, synthetic technologies. The proximal causes of pollution include numbers and rate of growth of populations responsible for the pollution. Since change in the ultimate cause of pollution remains out of reach, altering the numbers of polluters can make a difference. Predictions are made for proportions of the world's total waste production, assuming current 1.6 tons/capita for developed countries and 0.17 tons/capita for developing countries. If developing countries grow at current rates and become more wealthy, they will be emitting half the world's waste by 2025. ON the other hand, unsustainable population growth goes along with inadequate investment in human capital: education, health, employment, infrastructure. The solution is to improve farming technologies in the 117 non-self-sufficient countries, fund development in the most unsustainable enclaves of growing countries, break institutionalized socio-political rigidity in these enclaves, and focus on educating and empowering women in these enclaves. Women are in charge of birth spacing and all aspects of management of energy, food, water and the local environment, more so than men, in most countries.  相似文献
