Under the pressure of sustained growth in energy consumption in China,the implementation of a carbon pricing mechanism is an effective economic policy measure for promoting emission reduction,as well as a hotspot of research among scholars and policy makers.In this paper,the effects of carbon prices on Beijing’s economy are analyzed using input-output tables.The carbon price costs are levied in accordance with the products’embodied carbon emission.By calculation,given the carbon price rate of 10 RMB/t-CO2,the total carbon costs of Beijing account for approximately 0.22-0.40%of its gross revenue the same year.Among all industries,construction bears the largest carbon cost Among export sectors,the coal mining and washing industry has much higher export carbon price intensity than other industries.Apart from traditional energy-intensive industries,tertiary industry,which accounts for more than 70%of Beijing’s economy,also bears a major carbon cost because of its large economic size.However,from 2007 to 2010,adjustment of the investment structure has reduced the emission intensity in investment sectors,contributing to the reduction of overall emissions and carbon price intensity.  相似文献

The EU, the United States and other economies, with the intention to implement unilateral trade measures Border Carbon Adjustments, impose emission reduction pressure on developing countries. Once implemented, the measures will have great impact on China’s foreign trade. Using the input-output table in 2007, this paper had analyzed the influences on China’s foreign trade as a whole and sub-sectors in three tax rates scenarios. The results showed that the tariff level of China’s exports will increase by 3.6%-6.3% if the tax was levied on exports embodied emissions, and by 1.0%-1.7% if levied on export direct emissions. In 2007, the former total amount of carbon tax was about US$42.6-73.0 billion, 4 times that of the latter. Based on export embodied emissions, sectors largely influenced were non-traditional energy intensive ones, such as textile, et al. These sectors should be encour-aged to carry out industrial upgrading, raising the value-added of export goods, and reducing their embodied emissions by reduction of energy intensity. Taking into account of the complexity of data collection, the tax levied on products direct emission is more operational. The results showed that the five top sectors most affected were other chemical materials, processing of petroleum and nuclear fuel, coking, smelting and rolling of ferrous metal and textile. Most of them were energy intensive sectors. Therefore, adjusting export products structure, and controlling too fast development of energy intensive industries are also important strategies in China.  相似文献

Carbon-motivated border tax adjustment (BTA) aims to compensate for the loss of competitiveness of carbon intensive products due to carbon dioxide abatement actions.Based on the analysis of the international background of carbon-motivated BTAs,this paper discusses the fundamental motivation leading to US policy transformation,the potential impacts of the policy on China’s manufacturing industries,and the compatibility of the policy to WTO rules.Carbon-motivated BTAs violate the fundamental principle of the UNFCCC,and potentially conflict with the core WTO principle of non-discrimination reflected in the GATT Articles I and III.However,Article XX of the GATT may be applicable.Thus,the author suggests several measures to alleviate the impacts of carbon-motivated BTAs,and puts forward countermeasures based on carbon consumption per capita.  相似文献

Levying carbon tax is conducive to reducing carbon dioxide emissions and protecting the environment.The author firstly reviewed some relevant empirical studies on carbon tax both home and abroad,and then established the CGE model and simulated levying carbon tax in China.The study found that levying carbon tax would have little impact on China’s economy:in a short-term,China’s GDP might decrease by 0.51%,while in a long-term it might decrease by 0.08%;however,the carbon dioxide emissions would be substantially reduced.Meanwhile,levying carbon tax has some negative impact on the output of each industry in the very economic structure;of this,the mineral extractive industries would be influenced the most.Then the author summarized experience of levying carbon tax in foreign countries.  相似文献

Becoming the world’s largest emitter of carbon makes China the object of criticism;however,people may ignore the fact that when China exports low-carbon products,the carbon emissions have been left in the meanwhile,forming the so-called"embodied carbon".Using the input-output model,this paper analyzes the carbon emission intensity and amount of embodied carbon of various sectors in China’s export trade in 2002 and 2007,and filters out high carbon emission sectors.In addition,this paper also points out the problem of carbon emissions’international transfer from developed countries to China through the analysis of national and regional flow of export carbon emissions and changing of the proportion of emissions for exports relative to total emissions,and explains the reason that caused carbon transfer to China by using the treadmill of production theory.Based on that,this paper proposes some measures for carbon reduction in China from the foreign trade perspective.  相似文献

This paper aims to identify the main driving force for changes of total primary energy consumption in Beijing during the period of 1981-2005. Sectoral energy use was investigated when regional economic structure changed significantly. The changes of total primary energy consumption in Beijing are decomposed into production effects, structural effects and intensity effects using the additive version of the logarithmic mean Divisia index (LMDI) method. Aggregate decomposition analysis showed that the major contributor of total effect was made by the production effect followed by the intensity effect, and the structural effect was relatively insignificant. The total and production effects were all positive. In contrast, the structural effect and intensity effect were all negative. Sectoral decomposition investigation indicated that the most effective way to slow down the growth rate of total primary energy consumption (TPEC) was to reduce the production of the energy-intensive industrial sectors and improving industrial energy intensity. The results show that in this period, Beijing's economy has undergone a transformation from an industrial to a service economy. However, the structures of sectoral energy use have not been changed yet, and energy demand should be increasing until the energy-intensive industrial production to be reduced and energy intensity of the region reaches a peak. As sequence energy consumption data of sub-sectors are not available, only the fundamental three sectors are considered: agriculture, industry and service. However, further decomposition into secondary and tertiary sectors is definitely needed for detailed investigations.  相似文献

Foreign trade drives China’s growth,but as the trade scale continues to expand,the carbon emissions also increase quickly.Based on the industry panel data from 1996 to 2010,this paper calculates carbon emissions of 27manufacturing industries.According to the intensity of carbon emissions,this paper divides the manufacturing sectors into low carbon and high carbon manufacturing industry and then analyzes the carbon emission trends.Next,the paper uses the feasible generalized least square regression to verify the existence of environmental Kuznets curve(EKC)of the manufacturing industry’s carbon.In order to investigate the carbon leakage problem,the regression also includes the interaction term between trade and industrial value added.Our findings are as follows:the carbon emissions of the whole manufacturing industry and low carbon manufacturing industry accord with the EKC curve,but have a linear relationship with the high carbon manufacturing industry;trade reduces the carbon emissions of the whole manufacturing industry and low carbon manufacturing industry,but it increases those of the high carbon manufacturing industry;for the whole manufacturing industry and low carbon manufacturing industry,there is no carbon leakage,but it exists in the high carbon manufacturing industry.On the whole,pollution haven hypothesis does not hold up in China,and China does not need to limit industry foreign trade to reduce the emission of CO2.But the manufacturing industry will still be the main engine of the economic growth,and therefore our country should make an effective low-carbon policy,introduce advanced technology,increase R&D investment into lowcarbon technologies,and upgrade and transform the original equipment to change the backward mode of production.  相似文献

In recent years, China’s energy demand and Greenhouse gas (GHG) emissions have grown very fast, quite an amount of which was exported as energy embodied in goods in international trade rather than consumed domestically. Starting from the concept of embodied energy, based on input-output energy analysis approach, in this paper the energy embodied in goods in international trade of China during the period from 2001 to 2006 is calculated. The results show that although China has become a net importer of petroleum since 1993, China is a net exporter of embodied energy due to international trade in goods. In 2002, the total amount of energy embodied in exported goods was about 410 million tce (ton of coal equivalent, hereinafter referred to as "tce"). Eliminating the amount of energy embodied in imported goods of about 170 million tce, the net export of embodied energy was about 240 million tce, accounting for 16% of the aggregate primary energy consumption of that very year in China, and the net export of embodied emissions was about 150 million tons of carbon. With the rapid growth of China’s international trade, assuming no structural input-output changes of among sectors, in 2006 the net export of embodied energy went up to about 630 million tce, an increase of 162 % over 2002. In addition, this paper also analyzes the possible sources of error in calculation, and also discusses the policy implications according to the result of the calculation.  相似文献

The establishment of a global multi-regional carbon market is considered to be a cost effective approach to facilitate global emission abatement and has been widely concerned.The ongoing planned linkage between the European Union’s carbon market and a new emission trading system in Australia in 2015 would be an important attempt to the practice of building up an international carbon market across different regions.To understand the abatement effect of such a global carbon market and to study its energy and economic impact on different market participants,this article adopts a global dynamic computable general equilibrium model with a detailed representation of the interactions between energy and economic systems.Our model includes 20 economic sectors and 19 regions,and describes in detail 17 energy technologies.Bundled with fossil fuel consumptions,the emission permits are considered to be essential inputs in each of the production and consumption activities in the economic system to simulate global carbon market policies.Carbon emission permits are endogenously set in the model,and can be traded between sectors and regions.Considering the current development of the global carbon market,this study takes 2020 as the study period.Four scenarios(reference scenario,independent carbon market scenario,Europe Union(EUh-Australia scenario,and China-EU-Australia scenario) are designed to evaluate the impact of the global carbon market involving China,the EU,and Australia.We find that the carbon price in the three countries varies a lot,from $32/tCO2 in Australia,to $17.5/tCO2 in the EU,and to $10/tCO2 in China.Though the relative emission reduction(3%) in China is lower than that in the EU(9%) and Australia(18%),the absolute emission reduction in China is far greater than that in the EU and Australia.When China is included in the carbon market,which already includes the EU and Australia,the prevailing global carbon price falls from $22 per ton carbon dioxide(CO2) to $12/tCO2,due to the relatively lower abatement cost in China.Seventy-one percent of the EU’s and eighty-one percent of Australia’s domestic reduction burden would be transferred to China,increasing 0.03%of the EU’s and 0.06%of Australia’s welfare.The emission constraint improves the energy efficiency of China’s industry sector by 1.4%,reduces coal consumption by3.3%,and increases clean energy by 3.5%.  相似文献

With frequent disastrous weathers and increasingly prominent GHG effects in recent years, normal existence and development of mankind are facing unprecedented threats and challenges. GHG emissions mitigation for the global climate changes has been the focus of concern of the world. As the biggest developing country and the second largest country of carbon-emission, China attaches importance to the carbon emission reduction. The major GHG component is carbon dioxide and in China, the emission of carbon dioxide is mainly from industrial production. In the paper, the status and trend of Co2 emission from industrial departments, high-carbon emission and its specific industries are shown in statistics. Meanwhile, the policy environment, industrial organization structure and technology of carbon high emission are all discussed based on practical situations in these departments and industries. At the end, through the analysis of gray correlation, correlativity is explored for both fossil energy consumption and total carbon emission, and also for the production value and carbon emission of each industrial sector. Some policy proposals for the establishment of low-carbon industries and transition of economic development pattern are set forth.  相似文献

This paper constructs a 4-lier computable general equilibrium model which includes such modules as modeling carbon emission constraints and carbon trading(CT),and incorporates the cost of carbon emissions into constant elasticity of substitute production function.Under scenario settings under different carbon abatement targets,based on 2007 national social accounting matrix and related statistical data about energy consumption and carbon emission,effects on economic outputs,energy consumption,and carbon abatement are estimated and analyzed at both macro and sector level.By calculating selected novel indicators that compromise between macroeconomic opportunity cost and achievable carbon abatement,reasonable carbon price intervals are given for enhancing the robustness and liquidity of carbon market.Further,by decomposition and share-weighted methods,expected carbon abatement and energy price are measured and analyzed in details.Some results are meaningful for fundamental design of the future carbon market.Given constant energy utilization and carbon abatement technologies at the macro level,the higher the carbon price the more actual carbon abatement;the more gross domestic product loss,the less energy consumption.Accwding to the overall situation estimated for 2007 in China,the advice given is to introduce a carbon abatement target rate(R_c)of-10%,which is helpful to make carbon market stable against unexpected carbon price shocks between[6.9,35]/tC with less economic loss.According to Kaya decomposition,after introduction of carbon pricing,carbon abatement is mainly contributed by the effects of energy intensity(EI)and technical progress.Further,CT may help reduce energy consumption and induce transformation to a low-carbon energy structure.At the sector level,the introduction of CT could induce economic recession in all sectors,especially energy.However,the overall economic structure remains unchanged to some extent.CT will help reduce energy consumption in all sectors,especially energy.Overall utilization costs of the energy composite can be divided in two,market price and carbonrelated costs.Carbon-related costs mainly contribute to variation in the utilization cos of the energy composite;carbon pricing may help non-energy sectors achieve sufficient carbon abatement by pushing up energy utilization cost.However,despite achievable carbon abatement by the energy sector being relatively high,induced by carbon pricing,there is still significant potential for other incentive policies to stimulate further abatement,such as energy resources taxation and transportation fuel taxation,especially in the sectors of coal and transportation.Finally,some advice is proposed in regard to policy decisions and further research.  相似文献

Feeding a growing population exceeding 1 billion is a big challenge to the Chinese government and has partly led to the self-sufficient policy in grain production and supply for decades. However, the efforts to push grain production everywhere have resulted in not only deterioration of the environment but also stagnation or even reduction in farmers' income as production costs continue to increase. This situation might be worsening after China's accession to the WTO that provides market access for bulk commodity imports. A sustainable development in Chinese agriculture depends on diversification, or structural adjustment, that allows Chinese farmers to fully utilize their comparative advantage in production of labor-intensive goods. Past experience has shown that diversification has contributed more than a half of the growth in Chinese agriculture during the reform period and reduced stresses on the environment at the same time. Based on the Environmental Kuznets Curve theory,the authors choose provincial panel data of China in 1990 2007 and adopt panel unit root and co-integration testing method to study whether there is Environmental Kuznets Curve for China’s carbon emissions.The research results show that:carbon emissions per capita of the eastern region and the central region of China fit into Environmental Kuznets Curve,but that of the western region does not.On this basis,the authors carry out scenario analysis on the occurrence time of the inflection point of carbon emissions per capita of different regions,and describe a specific time path.  相似文献

With the effect of the human trade doctrine in the international trade field, almost all the countries have paid more attention to the sustainable development of international trade. This article chose the export sustainable development as the research object. On the basis of the analysis of the theoretical connotation of the export sustainable development, this article tried to establish an evaluation indices system and set up an evaluation model of the export sustainable development level, and finally made some empirical research on China. The result indicates that the comprehensive level of the export sustainable development in China showed a tendency to rise from 1985 to 2003 and the export sustainable development level of China in these years can be divided into four grades: excellent, good, moderate and poor. In most years, the social economic benefits of export was obtained at the cost of the deterioration of environment and the depletion of resources, and the economic profit of export did not increase with the enlargement of the export scale because of the deterioration of the terms of trade. Therefore, China should be careful about the problem of poverty accompanied by the increase of export.  相似文献

The trade of wastes in the world has been increasing and China has become the largest importer of wastes. This paper examines the import trend of different wastes and finds out that the total import volume to China approved by the Chinese government keeps increasing and the illegal trade can not be banned despite repeated prohibitions; therefore, China is not only "a world factory", but actually "a global garbage dump". In order to well understand the implications of wastes import, this paper further analyzes the resource and environmental effects and risks of different wastes imports as well as the strong driving force of wastes imports. Based on these detailed analysis and solid data, policy recommendations are put forward to reduce the demand for raw materials, to further strengthen the inspection of and supervision over the international trade of the wastes that can be used as raw materials by using the life cycle analysis and risk analysis, to improve the environmental standards and strengthen the disposal capacity, to re-export the raw materials produced from the imported wastes, to develop the long-term planning for the import of wastes and to promote international cooperation.  相似文献

As an important traditional labor-intensive industry of both India and China, the cocoon silk industry has long made great contributions to the ecological environment protection, rural economic development and the increase in export income of both countries. India is not only a very important cocoon silk trading partner, but an important production competitor of China. In recent years, there has been a large increase in the production and trade of the cocoon silk between China and India; however, China relies heavily on Indian market, which leads to a tendency of further deterioration in the silk trade environment between both countries. The present article makes an empirical study of the cocoon silk resources of the two countries and the scale, product mix and market structure of China-Indian silk trade from 2001 to 2007. Overall silk trading volumes from China to India and market concentration rate are on the increase because of the superiority of Chinese cocoon silk production over that of India. Owing to scattered market share and export that mainly focused on raw materials product, there has been a phenomenon of price reduction and quantity increase. India carries out fierce competition with China in the international market and even imposes antidumping sanction on Chinese silk, which are key factors restricting further increase between China-India trade. Based on the abovementioned facts, the authors aim to put forward suggestions for steadily developing the production and trade of China's silk.  相似文献

When accounting the CO2 emissions responsibility of the electricity sector at the provincial level in China,it is of great significance to consider the scope of both producers’ and the consumers’ responsibility,since this will promote fairness in defining emission responsibility and enhance cooperation in emission reduction among provinces.This paper proposes a new method for calculating carbon emissions from the power sector at the provincial level based on the shared responsibility principle and taking into account interregional power exchange.This method can not only be used to account the emission responsibility shared by both the electricity production side and the consumption side,but it is also applicable for calculating the corresponding emission responsibility undertaken by those provinces with net electricity outflow and inflow.This method has been used to account for the carbon emissions responsibilities of the power sector at the provincial level in China since 2011.The empirical results indicate that compared with the production-based accounting method,the carbon emissions of major power-generation provinces in China calculated by the shared responsibility accounting method are reduced by at least 10%,but those of other power-consumption provinces are increased by 20% or more.Secondly,based on the principle of shared responsibility accounting,Inner Mongolia has the highest carbon emissions from the power sector while Hainan has the lowest.Thirdly,four provinces,including Inner Mongolia,Shanxi,Hubei and Anhui,have the highest carbon emissions from net electricity outflow- 14 million t in 2011,accounting for 74.42% of total carbon emissions from net electricity outflow in China.Six provinces,including Hebei,Beijing,Guangdong,Liaoning,Shandong,and Jiangsu,have the highest carbon emissions from net electricity inflow- 11 million t in 2011,accounting for 71.44% of total carbon emissions from net electricity inflow in China.Lastly,this paper has estimated the emission factors of electricity consumption at the provincial level,which can avoid repeated calculations when accounting the emission responsibility of power consumption terminals(e.g.construction,automobile manufacturing and other industries).In addition,these emission factors can also be used to account the emission responsibilities of provincial power grids.  相似文献

Geographic concentration of industries is the regionalized distribution of some industries in certain areas, which focuses on the ratio of a certain industry to the whole industries (He and Liu, 2006). In this paper we explore the improved M function of geographic concentration that adds the parameter of the number of firms according to the definition of geographic concentration of industries. The spatial distribution of the main manufacturing industries of Lanzhou urban area is evaluated based on it. The results of the evaluation imply that the spatial distribution of the main manufacturing industries is more concentrated than that of others in Lanzhou and it can absorb lots of labor forces. But the incidence, competition ability and density of the distribution of enterprises are different for each single sector, and enterprises with different production features are located closely. And three main problems are discovered. Finally, three countermeasures are put forward: locating the industrial enterprises in urban areas in a proper way through planning and policies; adjusting the industrial structure of the inner city; strengthening the local rearrangement of the existing industrial concentration areas.  相似文献

After the Kyoto Protocol was implemented, carbon leakage exerts great influences on international trade and economy. Trade creates a mechanism for consumers to shift environmental pollution associated with their consumption to other countries. China has overtaken the U.S. as the world's biggest CO2 emitter since 2006. As China's second largest trade partner, the U.S. has the biggest trade deficit with China which has aroused a lot of disputes between the two parties. But so far the assessments of the trade imbalance of China-U.S. have paid little attention to environmental impacts associated with the trade imbalance. Applied an input-output approach, the article estimates the amount of CO2 embodied in China-U.S. trade during 1997-2007. It was found that through trade with China, the U.S. reduced its CO2 emissions compared with a non-trade scenario. Due to the greater carbon-intensity and relatively less efficient production processes of Chinese industry, China-U.S. trade resulted in more CO2 emissions in China and the world. In the end, the article gives some suggestions: it is equal and sustainable that the international accounting methodologies should be improved, for CO2 emissions responsibility must be designed to account for the dynamic nature of international trade.  相似文献
