This paper proposed an adjusted "shared-input" version of the popular efficiency measurement technique Data Envelopment Analysis (DEA) that enables evaluating municipality waste collection and processing performances in settings in which one input (waste costs) is shared among treatment efforts of multiple municipal solid waste fractions. The main advantage of this version of DEA is that it not only provides an estimate of the municipalities overall cost efficiency but also estimates of the municipalities' cost efficiency in the treatment of the different fractions of municipal solid waste (MSW). To illustrate the practical usefulness of the shared input DEA-model, we apply the model to data on 293 municipalities in Flanders, Belgium, for the year 2008.  相似文献

In this paper we examine street cleaning and waste collection services in Spanish municipalities with a population exceeding 50,000. The purpose is to identify factors that influence the efficiency of these services. Three input variables (staff, vehicles and containers) and four outputs variables (tonnage, collection points, collection point density and kilometres of surface area washing) are analyzed using an analytical model based on Data Envelopment Analysis (DEA) methodology. These variables, along with non-controllable input variable (Tourist Index), were chosen because they were shown, based on a Tobit regression analysis, to have a statistically significant impact on municipality behaviour. The results obtained show that scale inefficiency was lower than pure technical efficiency, the latter is linked to service management. It was observed that the street-cleaning activity was performed more inefficiently than that of waste collection. Furthermore, it was detected that municipalities can reduce the resources used in rendering this service by 8%. Finally, an estimation using the Mann-Whitney test allows us to conclude that there is no difference between the inefficiencies observed in municipalities managed directly by town councils and those which have been transferred to private companies.  相似文献

This research computes the influence of the operational environment on the efficiency of the Portuguese urban solid waste services. A sample of 29 solid waste utilities encompassing the whole continental country was used for this purpose. Particularly, we apply the non-parametric double bootstrap model to estimate the effect of various explanatory factors on robust data envelopment analysis estimates. In general, we find a significant influence of the environmental context on the solid waste utilities’ performance. The environmental context is characterized by gross domestic product per capita, distance to treatment facilities, population density, regulation, type of management, composting and incineration services.  相似文献

We study the impact of some local policies aimed at municipal solid waste (MSW) reduction on the cost efficiency of MSW collection and disposal. We explicitly account for differences between municipalities in background conditions by using a bootstrapped version of the Data Envelopment Analysis methodology in combination with a matching technique. Using data on 299 municipalities in Flanders, Belgium, for the year 2003, our results indicate that municipalities that are member of a waste collection joint venture, or that subscribe to a voluntary agreement to reduce MSW at the highest ambition level, collect and process MSW more efficiently than other municipalities. Weekly instead of two-weekly waste collection, or using a weight-based pricing system appears to have no impact on efficiency. Our results show that aiming at MSW reduction does not lead to lower efficiency of public service provision, even on the contrary.  相似文献

The rising pressure in terms of cost efficiency on public services pushes governments to transfer part of those services to the private sector. A trend towards more privatizing can be noticed in the collection of municipal household waste. This paper reports the findings of a research project aiming to compare the cost between the service of private and public collection of residual household waste. Multiple case studies of municipalities about the Flemish region of Belgium were conducted. Data concerning the year 2009 were gathered through in-depth interviews in 2010. In total 12 municipalities were investigated, divided into three mutual comparable pairs with a weekly and three mutual comparable pairs with a fortnightly residual waste collection. The results give a rough indication that in all cases the cost of private service is lower than public service in the collection of household waste. Albeit that there is an interest in establishing whether there are differences in the costs and service levels between public and private waste collection services, there are clear difficulties in establishing comparisons that can be made without having to rely on a large number of assumptions and corrections. However, given the cost difference, it remains the responsibility of the municipalities to decide upon the service they offer their citizens, regardless the cost efficiency: public or private.  相似文献

Identifying and characterising the factors that determine why a local authority opts for a particular way of managing its waste collection service is an important issue, warranting research interest in the field of municipal solid waste (MSW) management. This paper presents empirical evidence spanning a broad time horizon (2002–2010) showing that economic and political factors impact in different ways on the provision of waste management services. We examine five alternatives in this area, including public and private service delivery formulas and, within each field, individual and joint options. Our findings highlight the importance of the service cost and that of the various indicators of fiscal stress as determinant factors of management decisions regarding the provision of MSW management services.  相似文献

Refuse collection has been the main public service to be outsourced in Denmark since the E.U. guidelines on public procurement came into force in 1993. The contracting activities of the municipalities are framed by a complex set of ideologies and objectives, in addition to regulations. At both EU level and at national level, the demands for marketization of the public sector are counterbalanced by demands for social and environmental considerations. The procurement directive reflects the balance legalizing the inclusion of such requirements by contracting. The Danish experiences, however, tell a grim tale of subordination of social requirements in municipal contracting practices with implications for the quality of the service. The results of a recent study of developments in the working conditions at commercial collection companies show deterioration in respect of health and safety, competence building and job security concurrent with the increase in outsourcing and competition in the sector. In the analysis of the results, a combination of municipal cost-saving strategies, harsh market forces and cultural influences are identified as causal factors. Drawing on a brief institutional analysis, it is concluded that the existing normative and regulative framework of municipal contracting needs reinforcement if societal intentions of qualified public services and acceptable working conditions are to be effective. Initiatives to simultaneously improve working conditions and environmental results of collection are called for.  相似文献

Most of Israel’s waste is disposed in landfills, threatening scarce land resources and posing environmental and health risks. The aim of this study is to estimate the expected costs of transferring municipalities to solid waste source separation in Israel, aimed at reducing the amount of waste directed to landfills and increasing the efficiency and amount of recycled waste. Information on the expected costs of operating a solid waste source separation system was gathered from 47 municipalities and compiled onto a database, taking into consideration various factors such as costs of equipment, construction adjustments and waste collection and disposal. This database may serve as a model for estimating the costs of entering the waste source separation system for any municipality in Israel, while taking into consideration its specific characteristics, such as size and region. The model was used in Israel for determining municipalities’ eligibility to receive a governmental grant for entering an accelerated process of solid waste source separation. This study displays a user-friendly and simple operational tool for assessing municipalities’ costs of entering a process of waste source separation, providing policy makers a powerful tool for diverting funds effectively in promoting solid waste source separation.  相似文献

There are 34 local authorities in Ireland with legal responsibility to deal with waste arising in their jurisdictions. In 2003 the National government introduced legislation that allows local authorities to recover the costs of waste collection and disposal, and to do so by 'executive function', i.e., not requiring support or agreement by the relevant local political representatives. The year 2005 was set as the date by which implementation of a pay by weight or volume was to be introduced. The local authorities were given autonomy as to how they addressed this challenge, so we have - in theory - 34 potentially different experiences from which to learn. This paper examines the pay-as-you-throw (PAYT) waste system in Ireland as it develops in line with EU and National demands, with a view to assessing economic and environmental efficiency. All local authorities were surveyed and thirteen responded. While this only represents about 38% of the total number, it includes jurisdictions that contribute in total more than 50% of waste arising. Key figures in the policy and business community were also interviewed in order to identify how the charging schemes were implemented, and to what effect. These insights and parallel investigations are used to review the potential for problems regarding public acceptability of environmental taxes and examine the evidence for economic and environmental efficiency, as well as problem areas, using data from each of the responding local authority jurisdictions. Concentrating on the incentives and drivers across households, municipalities and private waste contractors, the variations in charging system, annual charges and landfill charges are compared where information was available. The various jurisdictions are also examined in terms of relative successes and problems encountered in the transition from fixed charge or free waste collection to PAYT systems. The Irish situation is placed in the context of the international literature on PAYT, the growing waste crisis, environmental attitudes vs. behaviours, and the acceptability of environmental taxes generally.  相似文献

The design of efficient water allocation systems depends, among other factors, on economic issues and, above all, on a reliable estimate of the economic value of water. In this paper the hedonic price method is utilized to reveal the implicit value of irrigation water by analyzing agricultural land values in Chalkidiki, a typical rural area in Greece. The method was applied to a sample of both irrigated and nonirrigated properties and the value of irrigation water was estimated by disaggregating the total price of each parcel of land, obtained through a local survey. Results show that, apart from typical value attributes, the agricultural characteristics of the land, including irrigation water availability, have a significant influence on land prices.  相似文献

Higher Education Institutions (HEIs) are often the size of small municipalities. Worldwide, the higher education (HE) sector has expanded phenomenally; for example, since the 1960s, the United Kingdom (UK) HE system has expanded sixfold to >2.4 million students. As a consequence, the overall production of waste at HEIs throughout the world is very large and presents significant challenges as the associated legislative, economic and environmental pressures can be difficult to control and manage. This paper critically reviews why sustainable waste management has become a key issue for the worldwide HE sector to address and describes some of the benefits, barriers, practical and logistical problems. As a practical illustration of some of the issues and problems, the four-phase waste management strategy developed over 15 years by one of the largest universities in Southern England - the University of Southampton (UoS) - is outlined as a case study. The UoS is committed to protecting the environment by developing practices that are safe, sustainable and environmentally friendly and has developed a practical, staged approach to manage waste in an increasingly sustainable fashion. At each stage, the approach taken to the development of infrastructure (I), service provision (S) and behavior change (B) is explained, taking into account the Political, Economic, Social, Technological, Legal and Environmental (PESTLE) factors. Signposts to lessons learned, good practice and useful resources that other institutions - both nationally and internationally - can access are provided. As a result of the strategy developed at the UoS, from 2004 to 2008 waste costs fell by around £125k and a recycling rate of 72% was achieved. The holistic approach taken - recognizing the PESTLE factors and the importance of a concerted ISB approach - provides a realistic, successful and practical example for other institutions wishing to effectively and sustainably manage their waste.  相似文献

In Bosnia and Herzegovina only 50% of the municipalities have a well-organized service for (mixed) waste collection and disposal. Illegal dumping is very common, in particular in rural areas, which are not regularly served by any service of collection. This situation leads to serious risks for public health and has dangerous environmental impacts. In Zavidovi?i the municipality is trying to meet high standards in the delivery of services of waste collection, but is constrained by scarce financial and technical resources. Different scenarios for the implementation of a system of separate collection in Zavidovi?i were elaborated in order to provide a useful tool for decision making by comparing costs and environmental & economic benefits of each scenario. Six scenarios were considered, based on different recovery rates for plastic, paper & cardboard, and metals. Benefits resulting from the implementation of each of the proposed scenarios are compared in terms of savings of landfill volume and costs. The study concludes that the adoption of a system of separate collection could generate positive impacts on all the stakeholders involved in the solid waste management sector in Zavidovi?i and could contribute to the compliance of European standards in many Central and Eastern European countries as established by a number of national environmental protection strategies.  相似文献

The main aim of this study was to evaluate the costs and environmental impacts induced by a fixed model of MSW kerbside separate collection system for communities up to 10,000 inhabitants, in order to evaluate the convenience for the smaller municipalities to unite and form more economically and environmentally sound systems. This topic is important not only due to the large number of small municipalities (e.g. in Italy 72% of the municipalities has less than 5000 inhabitants) but also to the fact that separate collection systems are typically designed to take into account only the technical and economic aspects, which is a practice but not acceptable in the light of the sustainable development paradigm. In economic terms, between 1000 and 4000 inhabitants, the annual per capita cost for vehicles and personnel decreased, with a maximum at approximately 180€/inhabitants/year; while, from 5000 up to 10,000 inhabitants, the annual per capita cost was practically constant and equal to about 80€/inhabitants/year. For the municipalities of less than 5000 inhabitants, from an economic point of view the aggregation is always advantageous. The environmental impacts were calculated by means of the Life Cycle Assessment tool SimaPro 7.1, while the economic-environmental convenience was evaluated by combining in a simple multicriteria analysis, the annual total per capita cost (€/inhabitants/year) and the annual total per capita environmental impact (kEco-indicator point/inhabitants/year), giving the same importance to each criteria. The analysis was performed by means of the Paired Comparison Technique using the Simple Additive Weighting method. The economic and environmental convenience of the aggregation diminishes with the size of the municipalities: for less than 4000 inhabitants, the aggregation was almost always advantageous (91.7%); while, for more than or equal to 5000 inhabitants, the aggregation was convenient only in 33.3% of the cases. On the whole, out of 45 cases examined, for the municipalities from 1000 to 9000 inhabitants, the aggregation was both economically and environmentally convenient in 60.0% of the cases.  相似文献

In the present paper, an innovative model for the estimation of municipal solid waste generation and collection is proposed. This model is part of an extended solid waste management system and uses a spatial Geodatabase, integrated in a GIS environment. It takes into consideration several parameters of waste generation, such as population density, commercial activities, road characteristics and their influence on the location and allocation of waste bins. Ground-based analysis was applied for the estimation of the inter-relations between the aforementioned factors and the variations in waste generation between residential and commercial areas. Therefore, the proposed model follows a unified categorization approach for residential and commercial activities and focuses on the dominant factors that determine waste generation in the area under study. The most important result of the research work presented in the current paper is an accurate estimation of the optimal number of waste bins and their allocation. A new methodology and an appropriate algorithm have been developed for this purpose in order to facilitate routing and waste collection. By using these results, municipalities aware of social, economical and environmental factors, related to waste management, can achieve optimal usage of their resources and offer the best possible services to their citizens.  相似文献

Mismanagement of solid waste leads to public health risks, adverse environmental impacts and other socio-economic problems. This is obvious in many developing countries around the world. Currently, several countries have realized that the way they manage their solid wastes does not satisfy the objectives of sustainable development. Therefore, these countries, including Jordan, which forms the case study presented here, have decided to move away from traditional solid waste management (SWM) options to more integrated solid waste management approaches. Unfortunately, in many developing countries like Jordan, the lack of adequate resources to implement the necessary changes is posing a serious obstacle. The present paper discusses the various practices and challenges of solid waste management in Jordan from both a technical and economic perspective. An overview of the current practices and their environmental implications in three major cities of the country, which generate more than 70% of the country's solid waste, is presented. Recent literature on solid waste management in Jordan has been reviewed; and data on the total amount of municipal solid waste generated, compositional variations over the last two decades, and future projections are presented. The necessity, importance and needs of solid waste recovery and reuse are identified. The review of the legal frameworks indicated that there is a need for detailed and clear regulations dealing specifically with solid waste. The service cost analysis revealed that none of the municipalities in Jordan sufficiently recover the cost of the services, with more than 50% being subsidized from the municipalities' budgets. The allocation of the available resources was analyzed and service performance indicators assessed. Factors that should be taken into consideration when making the decision to move from a traditional SWM approach to a more integrated approach are highlighted and suggestions for a more smooth transition are recommended.  相似文献

This study presents the effects of citizen participation on integrated solid waste management. Porto Alegre was chosen as the area of study since its system is a good example for developing countries, based on the partnership between local government and the former scavengers' association that implements selective collection in the city. A life-cycle approach was used to estimate environmental loadings and economic costs based on solid waste generation, and a survey assessment tool was used to analyse social aspects. The results showed a decrease in environmental and economic impacts in the current situation, allowing Porto Alegre to have one of the most affordable integrated solid waste management systems in Brazil. The survey assessment pointed out that public campaign changed the perceptions and practices of most of Porto Alegre's citizens regarding solid waste management. On the other hand, it also pointed out that citizens need more education to increase their participation. Therefore, more research is needed to increase cooperation among all stakeholders, improve citizen participation, and consequently, further decrease the environmental impacts and economic costs.  相似文献

The influence of socioeconomic factors, such as population and rapid economic growth, and the change of consumption and living patterns make waste management in Singapore, a complex issue. Due to limited land and resources, the solid waste management scheme requires a comprehensive approach. Therefore, system dynamics (SD) modeling was applied to assess alternative strategies for solid waste management by interconnecting landfill capacity and recycling efficiency with reference to the projection on waste generation. Nine different scenarios were investigated to identify the best approach to maintain environmental sustainability without inhibiting the economic growth. Four subsystems (i.e., population, economy, waste recycling, and waste disposal) have been incorporated into the SD model to broaden the effectiveness of the waste management system. Research findings revealed that a high economic pattern and a high recycling rate are recommended to satisfy the requirements for economic growth and environmental sustainability while extending landfill capacity for waste disposal. Even though the balance of expenditure could be increased by the high recycling rate, it meets the need for long-term incineration and landfill planning.  相似文献

Municipal services in the Palestinian Authority (PA) areas, including the West Bank and Gaza Strip (WBGS), are facing serious difficulties that have been intensified following the outbreak of the Palestinian uprising in late September 2000. The solid waste management services, being the most essential services provided by the municipalities and village councils, are mostly affected by the ongoing harsh situation and hence proper solutions that take into account the actual amount of generated municipal solid waste and its composition is a pre-requisite for planning proper treatment. Hence, a study was carried out to identify the actual status of solid waste in eight West Bank districts. A social survey was also conducted to collect information concerning the level of public awareness among communities surveyed to the perception of solid waste recycling and reuse. The results of the survey conducted in 2001–2002 were later reviewed during July–October 2008 to assess if the trend of domestic solid waste generation had changed. Based on the survey and post-assessment, it is found that political and economic conditions have both significantly impacted the trend of generated municipal solid waste and since no improvements in either condition are forthcoming, it is concluded that survey results could be used in a planning study. A possible handling of the generated wastes may entail transferring the recyclable waste to Israeli recycling industries, and in constructing three composting plants in different accessible locations in the West Bank.  相似文献

Mobile phones have relatively short lifecycles and are rapidly seen as obsolete by many users within little over a year. However, the reusability of these devices as well as their material composition means that in terms of mass and volume, mobile phones represent the most valuable electronic products that are currently found in large numbers in waste streams. End-of-life mobile phones are a high value (from a reuse and resource perspective), high volume (quantity), low cost (residual monetary value) and transient (short lifecycle) electronic product. There are very large numbers of higher education (mainly university) students in the world - there are >2.4 million in the UK alone, 19 million in Europe and 18.2 million in the USA - and they often replace their mobile phones several times before graduation. Thus, because of the potentially significant environmental and economic impacts, a large scale survey of students at 5 UK universities was conducted to assess the behaviour of students with regard to their use and disposal of mobile phones. Additionally, a small scale trial mobile phone takeback service at one of the universities was carried out. The findings indicate that many students replace their phones at least once a year; replacing broken phones, getting upgrades from network operators, remaining “fashionable” and a desire to have a handset with a longer battery life are the main reasons for such rapid replacement. Almost 60% of replaced phones are not sent to reuse or recycling operations but are stockpiled by students mainly as spare/backup phones. Approximately 61% of students own an extra mobile phone with male students replacing their phones more often than females. In particular, the results highlight the potentially huge stockpile of mobile phones - and consequently valuable supplies of rare metals - being held by the public; we estimate that there are 3.7 million phones stockpiled by students in UK higher education alone (29.3 and 28.1 million stockpiled, respectively, for Europe and USA). Although many students are aware of UK mobile phone takeback services, only a moderate number have previously used the services. Students’ recycling of other waste materials such as paper and glass did not have a significant impact on their disposal actions for their unwanted mobile phones, although students who often recycled these waste materials were also the most willing to participate in mobile phone takeback services. Monetary incentives such as cash payments and vouchers have the greatest influence over students’ willingness to utilise takeback services, followed by convenience and ease of use of the services. The paper discusses these findings as well as the outcome of the trial mobile phone takeback. It is suggested that universities should partner with established takeback operators to conduct event-based mobile phone takeback services primarily targeting students. Lessons from mobile phone takeback applicable to takeback services for end-of-life gadgets similar to mobile phones are also discussed.  相似文献
