Source-separation recycling of municipal waste is becoming increasing popular in the USA and Canada, but little is known concerning the behaviour and opinions of residents subject to recycling programmes. Residents of a Pennsylvania county subject to a mandatory newspaper recycling programme in 1985 were surveyed in 1986 concerning their behaviour and opinions with respect to that programme. Survey responses were analysed by Pearson correlation and other statistical methods. Among the conclusions of that analysis are the following: The use of drop-off sites did not decrease recycling rates; Newspaper publicity can increase recycling rates; Larger households required more time than smaller for recycling compliance; Willingness to recycle additional materials decreases as time spent on current recycling activities increases.  相似文献

Mobile phones have relatively short lifecycles and are rapidly seen as obsolete by many users within little over a year. However, the reusability of these devices as well as their material composition means that in terms of mass and volume, mobile phones represent the most valuable electronic products that are currently found in large numbers in waste streams. End-of-life mobile phones are a high value (from a reuse and resource perspective), high volume (quantity), low cost (residual monetary value) and transient (short lifecycle) electronic product. There are very large numbers of higher education (mainly university) students in the world - there are >2.4 million in the UK alone, 19 million in Europe and 18.2 million in the USA - and they often replace their mobile phones several times before graduation. Thus, because of the potentially significant environmental and economic impacts, a large scale survey of students at 5 UK universities was conducted to assess the behaviour of students with regard to their use and disposal of mobile phones. Additionally, a small scale trial mobile phone takeback service at one of the universities was carried out. The findings indicate that many students replace their phones at least once a year; replacing broken phones, getting upgrades from network operators, remaining “fashionable” and a desire to have a handset with a longer battery life are the main reasons for such rapid replacement. Almost 60% of replaced phones are not sent to reuse or recycling operations but are stockpiled by students mainly as spare/backup phones. Approximately 61% of students own an extra mobile phone with male students replacing their phones more often than females. In particular, the results highlight the potentially huge stockpile of mobile phones - and consequently valuable supplies of rare metals - being held by the public; we estimate that there are 3.7 million phones stockpiled by students in UK higher education alone (29.3 and 28.1 million stockpiled, respectively, for Europe and USA). Although many students are aware of UK mobile phone takeback services, only a moderate number have previously used the services. Students’ recycling of other waste materials such as paper and glass did not have a significant impact on their disposal actions for their unwanted mobile phones, although students who often recycled these waste materials were also the most willing to participate in mobile phone takeback services. Monetary incentives such as cash payments and vouchers have the greatest influence over students’ willingness to utilise takeback services, followed by convenience and ease of use of the services. The paper discusses these findings as well as the outcome of the trial mobile phone takeback. It is suggested that universities should partner with established takeback operators to conduct event-based mobile phone takeback services primarily targeting students. Lessons from mobile phone takeback applicable to takeback services for end-of-life gadgets similar to mobile phones are also discussed.  相似文献

This study focused on waste plastic, especially the polyethylene telephthalate (PET) bottle as representative waste, which has been assigned as goods to be recycled by the Packaging Waste Recycling Law in Japan. We developed a plastic transport model which explained the entire flow of plastic from the production stage to the disposal stage within an the evaluation model of plastic recycle policy based on multiattribute utility theory. This model is designed to be used by local municipal governments in supporting the evaluation of the PET bottle recycling policy. In evaluating the plastics recycling policy, we selected indices relating to economy, ecology, and rate of resource recycling. The results indicate that when the evaluation of the material recycling policy and thermal recycling policy in the model city were characterized in terms of their economic and environmental aspects the thermal recycling policy had the highest utility within our scenario. The management of greenhouse gases (GHGs) emissions is currently a very important environmental issue. Mega-event organizers and host cities have attached great importance to GHGs emissions associated with event-related activities. However, GHGs emissions from event solid waste have never been thoroughly discussed. This study investigated GHGs emissions of major event’s solid waste using life cycle assessment, based on Shanghai Expo case. The results showed that GHGs from collecting and sorting, transportation and landfill treatment amount to 9790 t CO2e. And the emission intensity is estimated to be 134 g CO2e per event service. GHGs reduction from recycling amounts to 48 kt CO2e, with 78 % of these the result of construction waste recycle. It illustrates that waste recycle plays a vital role in GHGs mitigation. Finally, the study suggests that the concept of waste avoidance, waste reuse and waste recycle is an effective waste management to mitigate climate change and should be implemented in major event to achieve the goal of green event.  相似文献

Higher Education Institutions (HEIs) are often the size of small municipalities. Worldwide, the higher education (HE) sector has expanded phenomenally; for example, since the 1960s, the United Kingdom (UK) HE system has expanded sixfold to >2.4 million students. As a consequence, the overall production of waste at HEIs throughout the world is very large and presents significant challenges as the associated legislative, economic and environmental pressures can be difficult to control and manage. This paper critically reviews why sustainable waste management has become a key issue for the worldwide HE sector to address and describes some of the benefits, barriers, practical and logistical problems. As a practical illustration of some of the issues and problems, the four-phase waste management strategy developed over 15 years by one of the largest universities in Southern England - the University of Southampton (UoS) - is outlined as a case study. The UoS is committed to protecting the environment by developing practices that are safe, sustainable and environmentally friendly and has developed a practical, staged approach to manage waste in an increasingly sustainable fashion. At each stage, the approach taken to the development of infrastructure (I), service provision (S) and behavior change (B) is explained, taking into account the Political, Economic, Social, Technological, Legal and Environmental (PESTLE) factors. Signposts to lessons learned, good practice and useful resources that other institutions - both nationally and internationally - can access are provided. As a result of the strategy developed at the UoS, from 2004 to 2008 waste costs fell by around £125k and a recycling rate of 72% was achieved. The holistic approach taken - recognizing the PESTLE factors and the importance of a concerted ISB approach - provides a realistic, successful and practical example for other institutions wishing to effectively and sustainably manage their waste.  相似文献

The concept of a knowledge-based approach to policy making (also referred to as 'evidence-based policy making' or 'science meets policy') has been around for 10 years, and is widely 'signed up to' by Governments. This paper examines the theory and the practice at national government (using the UK as a case study) and European levels, looking at how the knowledge-based approach has been applied in waste and resources management. There is general agreement that a knowledge-(or evidence-) based approach to policy making is a 'good thing'; however putting the concept into practice has proven challenging and is still evolving. The linkages between researchers and policy makers need to be further strengthened, as does the 'demand' for evidence from policy; requiring policy specialists to articulate their requirements for evidence sufficiently well in advance, and to do so routinely, is still an area of weakness. Using a model developed by the UK's Department for Environment, Food and Rural Affairs (Defra), we examine in detail some of the implications of changing the question from 'is this good research on waste and resources issues?' to 'is this good evidence for waste and resources policy?'. The paper also provides recommendations for further work required to achieve this at a European level, and for priority areas where international co-ordination of waste and resources research could add most value to policy.  相似文献

Although the successful enhancement of householders' participation in kerbside recycling schemes is essential for household waste recycling schemes to reach their desired levels of achievement, our understanding of householders' responses to the various incentives available to waste managers is incomplete. In particular, whether and how the recycling behaviour of householders may be favourably altered through imposition of financial penalties or rewards is not fully understood. Surveys of householders' attitudes in the London Borough of Havering, served by a kerbside co-mingled survival bag recycling scheme, showed they might be better encouraged to recycle more through improvements to structural and promotional aspects of the recycling scheme than through imposition of financial incentives. If financial incentives were to be imposed to enhance kerbside recycling, householders preferred: (1) rewards to penalties, and (2) community-based rewards and local taxation rebates to other or individual rewards. Given the attitudes of householders and the resources that would be needed to monitor their recycling behaviour as a basis for delivering financial incentives, it is suggested that the priority for enhancing recycling should be to make appropriate improvements in the infrastructure and support of the kerbside scheme and service.  相似文献

Understanding the factors influencing recycling behaviour can lead to better and more effective recycling programs in a community. The goal of this study was to examine factors associated with household waste behaviours in the context of the theory of planned behaviour (TPB) among a community sample of Iranians that included data collection at time 1 and at follow-up one year later at time 2. Study participants were sampled from households under the coverage of eight urban health centers in the city of Qazvin. Of 2000 invited households, 1782 agreed to participate in the study. A self-reported questionnaire was used for assessing socio-demographic factors and the TPB constructs (i.e. attitude, subjective norms, perceived behavioural control, and intention). Furthermore, questions regarding moral obligation, self-identity, action planning, and past recycling behaviour were asked, creating an extended TPB. At time 2, participants were asked to complete a follow-up questionnaire on self-reported recycling behaviours. All TPB constructs had positive and significant correlations with each other. Recycling behaviour at time 1 (past behaviour) significantly related to household waste behaviour at time 2. The extended TPB explained 47% of the variance in household waste behaviour at time 2. Attitude, perceived behavioural control, intention, moral obligation, self-identity, action planning, and past recycling behaviour were significant predictors of household waste behaviour at time 2 in all models. The fact that the expanded TPB constructs significantly predicted household waste behaviours holds great promise for developing effective public campaigns and behaviour-changing interventions in a region where overall rates of household waste reduction behaviours are low. Our results indicate that educational materials which target moral obligation and action planning may be particularly effective.  相似文献

Efficacy of waste recycling is one of the key determinants of environmental sustainability of a city. Like other pro-environmental activities, waste recycling cannot be successfully accomplished by just one or two people, but only by a concerted effort of the community. The collective-action dilemma creates a common underlying difficulty in formulating workable solutions to many environmental problems. With a view to the non-excludability of the outcome, rationality drives people to free-ride efforts of others in waste recycling. To solve this free-rider problem, some scholars suggest the use of economic incentive. This article attempts to study the impacts of reward schemes on waste recycling behaviour of residents in 122 private housing estates in Hong Kong. The study is differentiable from the others as the latter mainly focus on domestic waste recycling in low-rise low-density housing while this one looks into the same in a high-rise high-density residential setting. According to the results of analyses on a set of aggregate data, reward schemes are found to have a significant positive relationship with the per-household weight of recyclables collected, keeping other things constant. The research findings suggest that economic incentives do work in promoting waste recycling in Hong Kong. Practical and policy implications follow.  相似文献

The construction and demolition (C&D) industry has been identified as a major source of waste. European Union legislation states that, by 2020, 70 % of C&D waste must be prepared for reuse, recycled or recovered. European Union member states must increase their C&D waste recycling percentages in order to meet this binding target. Utilization of mineral wool waste, often considered unrecyclable, could improve the recycling percentage of C&D waste. In this article, mineral wool production and waste volumes are estimated based on information from the Eurostat database. A literature survey is conducted to collect information about mineral wool material properties, current recycling methods, and barriers to recycling of mineral wool, and suitable methods for separating mineral wool from C&D waste streams and the economic viability of mineral wool recycling are discussed. It is noted that accurate estimation of mineral wool waste volumes is problematic due to the fragmented nature of available data. Based on the literature review, current methods for recycling mineral wool waste include utilization of mineral wool waste as a raw material in various products. Barriers to recycling include economic questions and issues related to the purity and health effects of mineral wool waste. Material properties of mineral wool waste, such as fire resistance, could provide improved properties in products utilizing mineral wool waste as a raw material.  相似文献

Solar energy driven physical, chemical and biological recycling of nutrients is the characteristic of the Earth-Sun system which permits life on earth to continue. Natural recycle of nutrients on Earth may literally require thousands or even millions of years to be complete, but for modern civilization to continue on Earth or in space, mankind must take charge of, and accelerate, the recycle of all essentials of life. In this paper we describe studies of two accelerated recycle systems; a solar powered energy system and an integrated feed lot. Both systems require special infrastructures permitting the accelerated physical, chemical and biological processing to occur. These systems do not integrate respiratory carbon dioxide as must be done in a complete closed ecological life support system (CELSS). The Algatron, a more complete system involving microalgal bacterial waste treatment with water, oxygen and carbon dioxide recycle was designed for use in Space Stations over 20 years ago.  相似文献

The Taiwan Environmental Protection Administration (Taiwan EPA) launched a national Extended Producer Responsibility (EPR) system after integrating eight private recycling organizations in 1998. After that, the environmental performance of the EPR system brought a lot of attention to policy makers. Many studies show positive environmental effects of the EPR system in Taiwan. However, there are controversial questions remained, such as whether the performance indicators used are the right choice to estimate the environmental effects of the recycling policy? Can those estimated results really reflect the performance of the system?This paper would therefore like to more accurately evaluate the performance indicators of the EPR system based on data observed over the past decade in Taiwan. In the process of evaluating the performance indicators, we have found that the collection rates for durable goods are often ignored in countries that pursue a zero waste policy. This may affect the actual recycling outcome and resource direction targeted by producers. However, in order for the collection rate to be adopted as a policy indicator, how to estimate the amounts of retired or waste products during a period is critical. In this paper, we estimate the collection rate for electrical and electronic waste by using the survival analysis and ownership data analysis approaches. We also provide a comparison of both approaches and put forward suggestions for directions in the future in solid waste management.  相似文献

In Korea, generation of waste electrical and electronic equipment (WEEE), or electronic waste (e-waste), has rapidly increased in recent years. The management of WEEE has become a major issue of concern for solid waste communities due to the volumes of waste being generated and the potential environmental impacts associated with the toxic chemicals found in most electronic devices. Special attention must be paid when dealing with WEEE because of toxic materials that it contains (e.g., heavy metals, polybrominated diphenyl ethers, phthalates, and polyvinyl chloride). If managed improperly, the disposal of WEEE can adversely affect the environment and human health. Environmental regulatory agencies; electronic equipment manufacturers, retailers, and recyclers; environmental nongovernmental organizations; and many others are much interested in updated statistics with regard to how much WEEE is generated, stored, recycled, and disposed of. In Korea, an extended producer responsibility policy was introduced in 2003 not only to reduce the amount of electronic products requiring disposal, but also to promote resource recovery from WEEE; the policy currently applies to a total of ten electrical and electronic product categories. This article presents an overview of the current recycling practices and management of electrical and electronic waste in Korea. Specifically, the generation rates, recycling systems and processes, and recent regulations of WEEE are discussed. We estimated that 1 263 000 refrigerators, 701 000 washing machines, 1 181 000 televisions, and 109 000 airconditioning units were retired and handled by the WEEE management system in 2006. More than 40% of the products were collected and recycled by producers. Four major producers’ recycling centers and other WEEE recycling facilities are currently in operation, and these process a large faction of WEEE for the recovery of valuable materials. Much attention should still be paid to pollution prevention and resource conservation with respect to WEEE. Several suggestions are made in order to deal with electronic waste management problems effectively and to prevent potential impacts.  相似文献

Source-separated collection system of household food waste has been implemented national wide in South Korea. Food waste recycling rate that means conversion rate to recycle is over 90 % in present. However, over the value of 90 %, we need to enhance the efficiency of food waste recycling process. We analyzed material flow of 24 food waste recycling facilities and calculated solid recovery rate to key-process. We found that 3–13 % of the solids from food waste outflows with foreign materials and 27–33 % of the solids outflow with wastewater. As a result, solid recovery rates are 65.3, 60.9, and 56.3 % in wet feed facility, dry feed facility, and composting facility, respectively. Alternative ways to recovery solid from wastewater or collection tools to exclude plastic bags, salt, and moisture content are required to make food waste recycling more efficient.  相似文献

The purpose of this study is to quantify comparable environmental impacts within a Life Cycle Analysis (LCA) perspective, for buildings in which the first (Materials) and last (End of Life) life cycle stages are adjusted to several waste/material management options. Unlike most LCAs, the approach is “top-down” rather than “bottom-up”, which usually involves large amounts of data and the use of specific software applications. This approach is considered appropriate for a limited but expedient LCA designed to compare the environmental impacts of different life cycle options.Present results, based on real buildings measurements and demolition contractor activities, show that shallow, superficial, selective demolition may not result in reduced environmental impacts. Calculations actually show an increase (generally less than 5%) in most impact categories for the Materials and End of Life stages because of extra transportation needs. However, core material separation in demolition operations and its recycling and/or reuse does bring environmental benefits. A reduction of around 77% has been estimated in the climate change impact category, 57% in acidification potential and 81% in the summer smog impact (for the life cycle stages referred).  相似文献

The Waste Framework Directive (WFD-2008/98/EC) has set clear waste prevention procedures, including reporting, reviewing, monitoring and evaluating. Based on the WFD, the European Commission and will offer support to Member States on how to develop waste prevention programmes through guidelines and information sharing on best practices. Monitoring and evaluating waste prevention activities are critical, as they constitute the main tools to enable policy makers, at the national and local level, to build their strategic plans and ensure that waste prevention initiatives are effective and deliver behaviour change. However, how one can measure something that is not there, remains an important and unresolved research question. The paper reviews and attempts to evaluate the methods that are being used for measuring waste prevention and the impact of relevant implemented activities at the household level, as the available data is still limited.  相似文献

Focusing on the promotion of the “3Rs” – reduce, reuse, and recycle – the authors summarize the policy that Japan has evolved in waste management and recycling policy over the years. To realize an international sound material-cycle society (SMS), the 3R approaches should first be implemented in each individual country. After each country has established an SMS to the best of its ability, contribution toward reducing the environmental load internationally, especially across all of East Asia, will be achieved by having waste and recyclable resources that cannot be handled in one country effectively used or processed in other countries. The current situation of international resource circulation is described and a concept of SMS at an international level is proposed. Understanding waste prevention behaviour (WPB) could enable local governments and decision makers to design more-effective policies for reducing the amount of waste that is generated. By merging well-known attitude–behaviour theories with elements from wider models from environmental psychology, an extensive cognitive framework that provides new and valuable insights is developed for understanding the involvement of individuals in waste prevention. The results confirm the usefulness of the theory of planned behaviour and of Schwartz’s altruistic behaviour model as bases for modelling participation in waste prevention. A more elaborate integrated model of prevention was shown to be necessary for the complete analysis of attitudinal aspects associated with waste prevention. A postal survey of 158 respondents provided empirical support for eight of 12 hypotheses. The proposed structural equation indicates that personal norms and perceived behaviour control are the main predictors and that, unlike the case of recycling, subjective norms have a weak influence on WPB. It also suggests that, since social norms have not presented a direct influence, WPB is likely to be influenced by a concern for the environment and the community as well by perceptions of moral obligation and inconvenience. Results also proved that recycling and waste prevention represent different dimensions of waste management behaviour requiring particular approaches to increase individuals’ engagement in future policies.  相似文献
