Due to increased environmental awareness, planning and performance of waste management has become more and more complex. Therefore waste management has early been subject to different types of modelling. Another field with long experience of modelling and systems perspective is energy systems. The two modelling traditions have developed side by side, but so far there are very few attempts to combine them. Waste management systems can be linked together with energy systems through incineration plants. The models for waste management can be modelled on a quite detailed level whereas surrounding systems are modelled in a more simplistic way. This is a problem, as previous studies have shown that assumptions on the surrounding system often tend to be important for the conclusions. In this paper it is shown how two models, one for the district heating system (MARTES) and another one for the waste management system (ORWARE), can be linked together. The strengths and weaknesses with model linking are discussed when compared to simplistic assumptions on effects in the energy and waste management systems. It is concluded that the linking of models will provide a more complete, correct and credible picture of the consequences of different simultaneous changes in the systems. The linking procedure is easy to perform and also leads to activation of project partners. However, the simulation procedure is a bit more complicated and calls for the ability to run both models. 相似文献

Electronic waste (e-waste) is one of the fastest-growing pollution problems worldwide given the presence if a variety of toxic substances which can contaminate the environment and threaten human health, if disposal protocols are not meticulously managed. This paper presents an overview of toxic substances present in e-waste, their potential environmental and human health impacts together with management strategies currently being used in certain countries. Several tools including Life Cycle Assessment (LCA), Material Flow Analysis (MFA), Multi Criteria Analysis (MCA) and Extended Producer Responsibility (EPR) have been developed to manage e-wastes especially in developed countries. The key to success in terms of e-waste management is to develop eco-design devices, properly collect e-waste, recover and recycle material by safe methods, dispose of e-waste by suitable techniques, forbid the transfer of used electronic devices to developing countries, and raise awareness of the impact of e-waste. No single tool is adequate but together they can complement each other to solve this issue. A national scheme such as EPR is a good policy in solving the growing e-waste problems. 相似文献

Municipal solid waste management (MSWM) in China warrants particular attention as China has become the largest MSW generator in the world and the total amount of MSW it produces continues to increase. In recent years, central and local governments have made great efforts to improve MSWM in China. New regulations and policies have been issued, urban infrastructure has been improved, and commercialization and international cooperation have been encouraged. Considering these developments, an overview is necessary to analyze the current state as well as new opportunities and challenges regarding MSWM in China. This paper shows that since the late 1990s, the amount of MSW collected has been largely decoupled from economic growth and incineration has become an increasingly widespread treatment method for MSW. We identify and discuss four major challenges and barriers related to China’s MSWM, and propose an integrated management framework to improve the overall eco-efficiency of MSWM. 相似文献

The debate on different waste management practices has become an issue of utmost importance as human activities have overloaded the assimilative capacity of the biosphere. Recent Italian law on solid waste management recommends an increase in material recycling and energy recovery, and only foresees landfill disposal for inert materials and residues from recovery and recycling. A correct waste management policy should be based on the principles of sustainable development, according to which our refuse is not simply regarded as something to eliminate but rather as a potential resource. This requires the creation of an integrated waste management plan that makes full use of all available technologies. In this context, eMergy analysis is applied to evaluate three different forms of waste treatment and construct an approach capable of assessing the whole strategy of waste management. The evaluation included how much investment is needed for each type of waste management and how much "utility" is extracted from wastes, through the use of two indicators: Environmental yield ratio (EYR) and Net eMergy. Our results show that landfill is the worst system in terms of eMergy costs and eMergy benefits. Composting is the most efficient system in recovering eMergy (highest EYR) from municipal solid waste (MSW) while incineration is capable of saving the greatest quantity of eMergy per gram of MSW (highest net eMergy). This analysis has made it possible to assess the sustainability and the efficiency of individual options but could also be used to assess a greater environmental strategy for waste management, considering a system that might include landfills, incineration, composting, etc. 相似文献

The aim of this work is to present the structure and the application of a decision support system (DSS) designed to help decision makers of a municipality in the development of incineration, disposal, treatment and recycling integrated programs. Specifically, within a MSW management system, several treatment plants and facilities can generally be found: separators, plants for production of refuse derived fuel (RDF), incinerators with energy recovery, plants for treatment of organic material, and sanitary landfills. The main goal of the DSS is to plan the MSW management, defining the refuse flows that have to be sent to recycling or to different treatment or disposal plants, and suggesting the optimal number, the kinds, and the localization of the plants that have to be active. The DSS is based on a decision model that requires the solution of a constrained non-linear optimization problem, where some decision variables are binary and other ones are continuous. The objective function takes into account all possible economic costs, whereas constraints arise from technical, normative, and environmental issues. Specifically, pollution and impacts, induced by the overall solid waste management system, are considered through the formalization of constraints on incineration emissions and on negative effects produced by disposal or other particular treatments. 相似文献

In this paper, a multi-echelon multi-period solid waste management system (MSWM) was developed by inoculating with multi-echelon supply chain. Waste managers, suppliers, industries and distributors could be engaged in joint strategic planning and operational execution. The principal of MSWM system is interactive planning of transportation and inventory for each organization in waste collection, delivery and disposal. An efficient inventory management plan for MSWM would lead to optimized productivity levels under available capacities (e.g., transportation and operational capacities). The applicability of the proposed system was illustrated by a case with three cities, one distribution and two waste disposal facilities. Solutions of the decision variable values under different significant levels indicate a consistent trend. With an increased significant level, the total generated waste would be decreased, and the total transported waste through distribution center to waste to energy and landfill would be decreased as well. 相似文献

Landfills have been the dominant alternative for disposal of solid waste and there are tens of thousands of closed landfills throughout the world that require a long-term management strategy. In contrast to approaches based on time or target values, this paper describes a performance-based methodology for evaluation of post-closure care (PCC). Using the methodology, critical components of PCC at a landfill, including leachate and gas management, groundwater monitoring and cover integrity, are considered to determine whether a landfill meets defined conditions for functional stability and can transition from regulated PCC to a post-regulatory custodial care program representing de minimus care activities only. The methodology is predicated on understanding the biological, chemical, and physical behavior of a landfill and the presence of sufficient data to verify expected trends in landfill behavior. If an evaluation suggests that a change can be made to PCC, the landfill owner must perform confirmation monitoring and then surveillance monitoring at a decreasing frequency to verify that the change is protective of human health and the environment. A hypothetical case study showed that using the methodology to evaluate site-specific PCC requirements could result in increased environmental protection at comparable cost by spending available funds where they are most needed. 相似文献

Solid waste management (SWM) facilities are crucial for environmental management and public health in urban regions. Due to the waste management hierarchy, one of the greatest challenges that organizations face today is to figure out how to diversify the treatment options, increase the reliability of infrastructure systems, and leverage the redistribution of waste streams among incineration, compost, recycling, and other facilities to their competitive advantage region wide. Systems analysis plays an important role for regionalization assessment of integrated SWM systems, leading to provide decision makers with break-through insights and risk-informed strategies. This paper aims to apply a minimax regret optimization analysis for improving SWM strategies in the Lower Rio Grande Valley (LRGV), an economically fast growing region in the US. Based on different environmental, economic, legal, and social conditions, event-based simulation in the first stage links estimated waste streams in major cities in LRGV with possible solid waste management alternatives. The optimization analysis in the second stage emphasizes the trade-offs and associated regret evaluation with respect to predetermined scenarios. Such optimization analyses with multiple criteria have featured notable successes, either by public or private efforts, in diverting recyclables, green waste, yard waste, and biosolids from the municipal solid waste streams to upcoming waste-to-energy, composting, and recycling facilities. Model outputs may link prescribed regret scenarios in decision making with various scales of regionalization policies. The insights drawn from the system-oriented, forward-looking, and preventative study can eventually help decision-makers and stakeholders gain a scientific understanding of the consequences of short-term and long-term decisions relating to sustainable SWM in the fast-growing US-Mexico borderland. 相似文献

Urban waste management is becoming an increasingly complex task, absorbing a huge amount of resources, and having a major environmental impact. The design of a waste management system consists in various activities, and one of these is related to the location of waste collection sites. In this paper, we propose an integer programming model that helps decision makers in choosing the sites where to locate the unsorted waste collection bins in a residential town, as well as the capacities of the bins to be located at each collection site. This model helps in assessing tactical decisions through constraints that force each collection area to be capacitated enough to fit the expected waste to be directed to that area, while taking into account Quality of Service constraints from the citizens' point of view. Moreover, we propose an effective constructive heuristic approach whose aim is to provide a good solution quality in an extremely reduced computational time. Computational results on data related to the city of Nardò, in the south of Italy, show that both exact and heuristic approaches provide consistently better solutions than that currently implemented, resulting in a lower number of activated collection sites, and a lower number of bins to be used. 相似文献

Solid waste management (SWM) has been an integral part of every human society. The approaches for SWM should be compatible with the nature of a given society, and, in this regard, Asian countries are no exception. In keeping with global trends, the systems are being oriented to concentrate on sustainability issues; mainly through the incorporation of 3R (reduce, reuse and recycle) technologies. However, degree and nature of improvements toward sustainability are varying and depend on the economic status of a country. High-income countries like Japan and South Korea can afford to spend more to incorporate 3R technologies. Most of the latest efforts focus on “Zero Waste” and/or “Zero Landfilling” which is certainly expensive for weaker economies such as those of India or Indonesia. There is a need to pragmatically assess the expectations of SWM systems in Asian countries. Hence, in this paper, we analyze the situation in different Asian countries, and explore future trends. We conceptually evaluate issues surrounding the sustainability of SWM. We propose a multi-pronged integrated approach for improvement that achieves sustainable SWM in the context of national policy and legal frameworks, institutional arrangement, appropriate technology, operational and financial management, and public awareness and participation. In keeping with this approach, a generic action plan has been proposed that could be tailored to suit a situation in a particular country. This article aims to develop a general model for the evaluation of ecological-economic efficiency that will serve as an information
support tool for decision making at the corporate, municipal, and regional levels. It encompasses cost-benefit analysis in
solid waste management by applying a sustainability promoting approach that is explicitly related to monetary measures. A
waste managements’ efficient decision (WAMED) model based on cost-benefit analysis is proposed and developed to evaluate the
ecological-economic efficiency of solid waste management schemes. The employment of common business administration methodology
tools is featured. A classification of competing waste management models is introduced to facilitate evaluation of the relevance
of the previously introduced WAMED model. Suggestions are made for how to combine the previously introduced EUROPE model,
based on the equality principle, with the WAMED model to create economic incentives to reduce solid waste management-related
emissions. A fictive case study presents the practical application of the proposed cost-benefit analysis-based theory to the
landfilling concept. It is concluded that the presented methodology reflects an integrated approach to decreasing negative
impacts on the environment and on the health of the population, while increasing economic benefits through the implementation

Local level waste authorities and their officials directly interact and serve the people on behalf of higher governments. Given the influential positions they have on the quality of life of the citizens, these local waste authorities deserve more attention from researchers. This study throws light on the factors related to local waste management and administrators that have caused waste management failures in three mainland Chinese cities. Based on a survey conducted in 2002-2003, it was found that waste administrators in these cities are not professionally competent in their jobs and they are also not confident in using economic instruments to address waste management issues in their cities. These local waste authorities are generally under-funded, and funding politics has to some extent eroded the incentives to carry out the instructions of higher waste authorities. The community at large also does not respect local waste management work. The residents frequently litter, are unobservant of waste collection times and are unwilling to pay for waste collection service. A decision-support model for determining the feasibility of a planned energy-from-waste (EfW) investment for an integrated waste management and energy supply system is presented. The aim is to present an easy-to-understand, inexpensive and fast-to-use tool to decision-makers for modelling and evaluating different kinds of processes. Special emphasis is put on forming the model and interpretation of the results of the example case. The simple integrated system management (SISMan) model is presented through a practical example of the use of the model. In the example the viability of the described system is studied by comparing five different cases including different waste-derived fuels (WDF), non-segregated municipal solid waste (MSW) being one of the fuel options. The nominal power output of the EfW plant varied in each case according to the WDF classification. The numeric values for two main variables for each WDF type were determined, the WDF price at the gate of the EfW plant and the waste management fee (WMF) according to the 'polluter pays' -principle. Comparison between the five cases was carried out according to two determinants, the WMF related to each case and the recovery rate related to each case. The numeric values for the constants and variables used in the calculations were chosen as realistically as possible using available data related to the issue. In the example of this paper, the mass-incineration solution ('pure' MSW as a fuel) was found to be the most viable solution for the described system according to the calculations. However, the final decision of the decision-makers might differ from this in the real world due to extra 'fuzzy' information that cannot be reliably included in the calculations. This paper shows that certain key values of modelled systems can be calculated using an easy-to-use tool at the very early stages of a larger design process involving municipal and business partners. The use of this kind of tools could significantly decrease the overall design costs of large systems in the long run by cutting out irrational system options at the very beginning of the planning. 相似文献

The risks associated with healthcare waste and its management has gained attention across the world in various events, local and international forums and summits. However, the need for proper healthcare waste management has been gaining recognition slowly due to the substantial disease burdens associated with poor practices, including exposure to infectious agents and toxic substances. Despite the magnitude of the problem, practices, capacities and policies in many countries in dealing with healthcare waste disposal, especially developing nations, is inadequate and requires intensification. This paper looks upon aspects to drive improvements to the existing healthcare waste management situation. The paper places recommendation based on a 12 country study reflecting the current status. The paper does not advocate for any complex technology but calls for changes in mindset of all concerned stakeholders and identifies five important aspects for serious consideration. Understanding the role of governments and healthcare facilities, the paper also outlines three key areas for prioritized action for both parties – budget support, developing policies and legislation and technology and knowledge management. 相似文献
