The UNEP GEMS/Water Programme is the leading international agency responsible for the development of water quality indicators and maintains the only global database of water quality for inland waters (GEMStat). The protection of source water quality for domestic use (drinking water, abstraction etc) was identified by GEMS/Water as a priority for assessment. A composite index was developed to assess source water quality across a range of inland water types, globally, and over time. The approach for development was three-fold: (1) Select guidelines from the World Health Organisation that are appropriate in assessing global water quality for human health, (2) Select variables from GEMStat that have an appropriate guideline and reasonable global coverage, and (3) determine, on an annual basis, an overall index rating for each station using the water quality index equation endorsed by the Canadian Council of Ministers of the Environment. The index allowed measurements of the frequency and extent to which variables exceeded their respective WHO guidelines, at each individual monitoring station included within GEMStat, allowing both spatial and temporal assessment of global water quality. Development of the index was followed by preliminary sensitivity analysis and verification of the index against real water quality data.  相似文献

The Marine Pollution Monitoring System (MARPOLMON) constitutes a marine chemical component of the Global Environment Monitoring System (GEMS). The Programme covers all matters related to marine pollution research and associated monitoring activities required for the assessment of marine pollution. MARPOLMON constitutes the data-gathering activity, being directed to accurately determine levels of selected contaminants in several phases of the marine environment in various regions of the World Ocean. It is envisaged to utlize MARPOLMON generated data for the purposes of construction of mass-balances and making contamination and pollution assessments in regional and global contexts.Data gathering, reporting and exchange requires stringent control of the quality of the information retrieved, which in turn dictates the development and testing of standard methodology, its widespread adoption and intercomparison of methods and feedback-refinement of orogonal methods or hypotheses.  相似文献

The objectives, development and current status of the WHO/UNEP Pilot Project on Assessment of Human Exposure to Pollutants through Biological Monitoring are described. The project is being carried out within the framework of UNEP's Global Environmental Monitoring System (GEMS) and is supported by funds from UNEP. The long-term objective is to develop and strengthen national, regional and global biological monitoring programmes that will make it possible to accurately assess human exposure to selected toxic pollutants by measuring their concentrations in human tissues and body fluids. In this pilot project the levels of lead and cadmium in venous blood, cadmium in kidney cortex and certain organochlorine compounds in breast milk are being determined in selected population groups in 10–12 countries in different parts of the world. Each participating laboratory has been required to achieve satisfactory results in the quality assurance phase of the project before starting to analyse the human samples and quality assurance has been continued during the monitoring phase. The project started in 1978 and is scheduled for completion by July 1982.  相似文献

The whole biosphere of the Earth is faced with an increasing anthropogenic pressure. Mankind uses natural resources for its physical and spiritual demands so widely that undesirable effects appear not only in separate regions but embrace the whole biosphere as well. As a rule, such processes develop slowly. They have an irreversible character and to avoid them, preventive decisions are needed. For that purpose, comprehensive and systematic information on the state of the biosphere is needed.The integrated background monitoring system has been implemented and is in operation in the USSR. Structurally, the integrated background monitoring system is divided into three groups: background stations on land; background stations on fresh water; and background stations on inland and periphery seas.All of the data received from these stations are analyzed and correlated at the Natural Environment and Climate Monitoring Laboratory of the USSR State Committee for Hydrometeorology and Control of the Natural Environment, the USSR Academy of Sciences, and in other scientific institutes of the State Committee. The information serves for the assessment of the state of the environment, prediction of anthropogenic effects, and for evaluation of the measures taken to prevent pollution of the biosphere at national and international levels.The information is shared in a wide international exchange within the framework of several international organizations (UNEP, WMO, UNESCO, ECE, CMEA, and others) and of the bilateral agreements on cooperation in the field of environmental protection (USA, France, Sweden, FRG, CMEA Member Countries).  相似文献

The transition of Estonia from the fragmented character of environmental protection activities of the former Estonian SSR to a centralised national environmental monitoring program is underway. Over the past two decades, concern about human-induced climate change has become an increasingly important item on the environmental and political agenda. The signing of the United Nations Framework Convention on Climate Change and the adoption of Agenda 21 at the United Nations Conference on Environment and Development in Rio de Janeiro in 1992 provided international organizations and the nations of the world with a new focus for climate-related activities. Although there remains considerable scientific uncertainty about the extent, magnitude, and rate of climate change and the impacts of such change, actions to address climate change have been initiated both internationally and nationally. Major international activities include the World Climate Programme, the Intergovernmental Panel on Climate Change, the United Nations Framework Convention on Climate Change, and the United Nations Environment Programme.  相似文献

伴随着日本经济的高速发展,其水环境污染问题十分严峻,防治水污染成为日本政府在20—21世纪的重要工作之一。经过几十年的努力,日本水污染治理取得长足进展。目前日本水环境监测已经形成由水和土壤等方面组成的水循环监测体系,包括地表水、近海、湖泊、地下水和土壤等。在日本的重要环保法律法规中均有涉及水环境监测工作内容的明确法律条文,国家行政机关、地方政府和公立的科研单位在具体实施水环境质量监测过程中的职责和义务不同,水环境质量监测管理的国家行政机关以环境省为主,地方政府根据环境省制定的水环境质量标准、监测技术方法及规范,制定所辖地域的监测方案并实施监测,公立的环境科研机构在环境质量监测工作中起到重要的支撑作用。笔者概述了日本开展水环境质量监测的法律依据和监测管理情况等。  相似文献

The purpose and aims of environmental monitoring are discussed, particularly in the context of soils as part of the environment, and examples of such schemes currently in operation within Europe are outlined. These are compared with the Basal Soil Monitoring Scheme (BSMS) in the Czech Republic which is the product of collaboration between the Ministries of Agriculture and the Environment and five agricultural, forestry and environmental research institutes. The BSMS consists of over 250 monitoring plots covering three distinct land uses: agriculture, forestry and environmentally protected areas. Each land use class has its own subsystem of monitoring plots which together comprise the whole system. The main principles and methodologies employed in the environmentally protected areas of the Czech Republic are described in some detail.  相似文献

In the Slovak Republic (SR) there has not been a complete and coordinated monitoring system for environment until now. The object of environmental monitoring in the SR has been to evaluate certain areas, e.g. components of the environment and the influences affecting it: atmosphere, water, soil, biota (fauna and flora), geological factors, physical fields, forest, wastes, settlement, landuse, contaminants of the food chain and human stress caused by environmental factors. Individual monitoring systems are being built on the basis of these projects.The Monitoring System for the Environment in the SR has been formed by linkage to the Information System on the Environment in the SR which is a basic source of the data on the state of the environment in the SR and the factors affecting it.The guarantor of both these systems is the Ministry of the Environment of the Slovak Republic.  相似文献

Surface water quality has increasing importance worldwide and is particularly relevant in the semiarid North-Central Chile, where agriculture and mining activities are imposing heavy pressure on limited water resources. The current study presents the application of a water quality index in four watersheds of the 29°-33°S realm for the period 1999-2008, based on the Canadian Council of Ministers for the Environment approach and the Chilean regulation for irrigation water quality. In addition, two modifications to the index are tested and a comprehensive characterization of the existing monitoring network is performed through cluster analysis. The basins studied show fairly good water quality in the overall, specially the Limarí basin. On the other hand, the lower index values were obtained for the headwaters of Elqui, associated with the El Indio mining district. The first modification of the indicator (i.e., to consider parameters differentially according to their effect on human health or the environment) did not produce major differences with respect to the original index, given the generally good water quality. The second modification (i.e., to consider as threshold values the more restrictive figures derived from a set of regulations) yielded important differences in the indicator values. Finally, an adequate characterization of the monitoring network was obtained. The results presented spatial coherence and the information can be used as a basis for the optimization of the monitoring network if required.  相似文献

An overview is presented of the development and ongoing activities of the WHO/UNEP air quality monitoring project. The project started in 1973 and is part of the Global Environmental Monitoring System. An analysis of the sulphur dioxide and suspended particulate matter is also included. The results show that the annual mean concentration for sulphur dioxide has decreased since 1973; for suspended particulate matter, however, a gradual increase is observed since 1976.  相似文献

Aquatic environmental pollution may cause biodiversity loss. Thus, monitoring studies are very important because fish health reflects both quality and sustainability of the environment, as well as of the individuals that live there. In the present report, genetic biomarkers (piscine micronucleus test; comet assay with blood, liver, and kidney cells) were used in specimens of Astyanax sp. to analyze the contamination level of the Cangüiri Farm through biomonitoring. The Cangüiri Farm, the old school farm of the Federal University of Paraná, is inside the Iraí River Environment Preservation Area, created in 1996 to preserve the sources of public water supply in Curitiba and metropolitan area. We verified that the fishes collected within the Cangüiri Farm area presented high damage levels, showing more environment contamination when compared to the specimens collected in the Costa Ecologic Park, used as reference in the present report. The results indicate that the Cangüiri Farm, which is inside an environment protection area, created especially for the protection of the fountainhead for water supply, may be contaminated. These toxic residues, which were remarkably persistent in the environment, are possibly derived from agricultural activities in the wider area. Thus, we suggest the analysis of the area with other biomarkers and for a longer time period.  相似文献

Ecological mapping attempts to objectively and spatially delimit and represent the natural organization and structure of the landscape. It offers nested levels of resolution, based upon a regionalization process, and provides an ecological basis for planning activities that may impact upon the environment.The essential principles of ecological mapping, as applied by the Quebec Ministry of Environment and Wildlife, are summarized. A methodological mapping approach is proposed for the determination of significant land portions for forest management using an ecological map at a scale of 1:50 000. At this scale, two nested levels of perception are expressed: 1) the topographic complex, and 2) the topographic entity. The topographic entity can be further subdivided into working units based upon operational criteria oriented to forest management. Within each nested level from topographic complex to working unit, there is a corresponding increase in the amount of detailed information available. Ecological mapping undertaken at 1:50 000 scale can provide a reliable and robust tool for planning forest management activities. In most cases, major ecological variations can be expressed and mapped at this scale; however, a greater degree of generalization must be accepted in the planning process when working at this scale rather than at larger scales.  相似文献

Implementing a statistically valid and practical monitoring design for large-scale stream condition monitoring and assessment programs can be difficult due to factors including the likely existence of a diversity of ecosystem types such as ephemeral streams over the sampling domain; limited resources to undertake detailed monitoring surveys and address knowledge gaps; and operational constraints on effective sampling at monitoring sites. In statistical speak, these issues translate to defining appropriate target populations and sampling units; designing appropriate spatial and temporal sample site selection methods; selection and use of appropriate indicators; and setting effect sizes with limited ecological and statistical information about the indicators of interest. We identify the statistical and operational challenges in designing large-scale stream condition surveys and discuss general approaches for addressing them. The ultimate aim in drawing attention to these challenges is to ensure operational practicality in carrying out future monitoring programs and that the resulting inferences about stream condition are statistically valid and relevant.  相似文献

Concepts, planning and design procedures are examined that are needed in the development of long-term stream monitoring programs in forested regions. A long-term stream monitoring program is viewed as the key component for bringing together management organizations, researchers and decision-makers to improve the management of natural resources. The keystones of such ecosystem monitoring are long-term data records that provide the basis for analysis of environmental assessment objectives, predictions and analysis of outcomes which in-turn can be used to modify and improve future projects. Management organizations that initiate long-term monitoring programs are urged to use monitoring actions and information to facilitate decision-making processes that pertain to conserving and allocating resources for future beneficial uses. Recommendations are provided for careful planning and definition of interactive activities of monitoring programs and that should provide information feedbacks that can be used to evaluate issues pertaining to beneficial uses of resources. Procedural requirements and literature sources are suggested for developing long-term stream monitoring programs. They include reviews of background and historical information to provide precise definitions of long-term objectives, planning considerations and monitoring methods. Examples are given of specific procedures that need to be identified during the planning process. They include the application of management standards to variable conditions encountered within natural ecosystems and the detection of the timing of recovery phases of stream ecosystem development following a disturbance. These procedures are viewed as being essential for improving applications of management standards and perceived thresholds to stream and watershed ecosystems monitoring programs.  相似文献

Environmental health monitoring and surveillance include activities such as collection of information on the production and use of chemicals; preparation of inventories of waste discharges; measurement of physical, chemical and biological agents in air, water and food, at work place and at home; epidemiological investigations, and collection and analysis of environmental, and health statistical data. There are two main objectives of these activities: estimation of human exposure to potentially harmful environmental factors and timely detection of adverse health effects; and the assessment of environmental conditions in relation to established guidelines and standards. Environmental health monitoring and surveillance projects initiated, organized and implemented by the Specialized Agencies and other bodies of the United Nations system include monitoring of air and water quality and of food and animal feed contamination; pilot projects on air pollution exposure assessment and biological monitoring; and ionizing radiation surveillance. Principles of environmental and health monitoring in occupational environment, and of monitoring and surveillance of environmental health effects are outlined. In recent years, several monitoring programs have been established as a consequence of EU Directives which include requirements for monitoring the quality of water resources (drinking water, groundwater and surface water). Plant protection products (PPPs) are an obvious target for monitoring activities, since they are directly released into the environment. In Italy, the National Environmental Protection Agency (ISPRA ex APAT) has recently published two reports containing the results of the National Plans for Control of Environmental Effects of PPP. These documents contain the collection of monitoring data related to the presence of PPP residues in surface water and groundwater. The first objective of this work was to critically analyze the results of monitoring campaigns on pesticide residues in surface waters in Italy. In particular, the paper focuses on whether and how the Italian approach satisfies the requirements of the Water Framework Directive, whether they are representative of the whole national territory, and how the utilized approach is appropriate for the characterization of risk to surface water. Starting from this analysis, some considerations about the limits of environmental monitoring as a tool for managing risk were highlighted.  相似文献

随着经济的快速发展,我国环境问题日益突出,环境治理已刻不容缓。卫星遥感技术的发展,为环境监测提供了有力的技术手段,并在环境监测领域发挥越来越重要的作用,在生态环境、水环境、大气环境等三个环境领域建立了环境遥感监测指标。然而,环境遥感监测指标验证工作相对较少,缺少规范化与标准化,未形成健全的验证体系。综述了目前国内具有代表性的环境监测指标验证方法,总结了验证中存在的问题,就其今后的发展方向,进行了有益的探讨。  相似文献
