As the use of hazard and risk assessments becomes more commonplace, the need for and importance of an overall risk management system become apparent. Such a system allows companies to prioritize both their efforts to identify and understand risks and their allocation of resources to manage and control risks. In the future, the most effective risk management systems will be integrated into other business processes and management systems, to ensure that their value as well as their costs are recognized and measured by line operations. For example, chemical and petrochemical companies such as BP Exploration, Monsanto, and Union Carbide are improving on well-established risk management systems by increasing their businesses' involvement in and ownership of the process. This article summarizes the key elements of a risk management system and uses the lessons learned by various companies to define best existing and emerging practices.  相似文献

Sound ecosystem management meshes socioeconomic attitudes and values with sustainable natural resource practices. Adaptive management is a model for guiding natural resource managers in this process. Ecosystems and the societies that use them are continually evolving. Therefore, managers must be flexible and adaptable in the face of uncertainty and lack of knowledge. To couple good science to management, it is important to develop goals, models, and hypotheses that allow us to systematically learn as we manage. Goals and models guide the development and implementation of management practices. The need to evaluate models and test hypotheses mandates monitoring, which feeds into a continuous cycle of goal and model reformulation. This paper reviews the process of adaptive management and describes how it is being applied to oak/pine savanna restoration at Necedah National Wildlife Refuge as an illustration. Our aim is to help managers design their own adaptive management models for successful ecosystem management.  相似文献

Researchers and journalists in Japan recently proposed forest management as an alternative to dam reservoir development for water resource management. To examine the validity of the proposal, we compared the potential low-flow increase due to forest clearcutting with the increase due to dam reservoir development. Here, we focused on forest clearcutting as an end member among various types of forest management. We first analyzed runoff data for five catchments and found a positive correlation between annual precipitation and the low-flow increase due to deforestation. We then examined the increase in low-flow rates due to dam reservoir development (dQd) using inflow and outflow data for 45 dam reservoirs across Japan. Using the relationship between annual precipitation and the low-flow increase due to deforestation, we estimated the potential increase in the low-flow rate for each dam reservoir watershed if forests in the watershed were clearcut (dQf). Only 6 of the 45 samples satisfied dQf > dQd, indicating that the potential increase in the low-flow rate due to forest clearcutting was less than the increase due to dam reservoir development in most cases. Twenty-five of the 45 samples satisfied dQf < 0.2 dQd, indicating the potential increase in the low-flow rate due to forest clearcutting was less than 20% of the increase due to dam reservoir development in more than half the cases. Therefore, forest management is far less effective for water resource management than dam reservoir development is in Japan.  相似文献

The towns and cities of Saudi Arabia have been subjected to sustained growth pressures since the transformation of the country's economy following the discovery of oil in the Eastern Province of the Kingdom. The rapid growth which has been experienced has created major problems for the central and local government agencies responsible for planning and managing urban growth. The experience of Jeddah, one of the major cities in Saudi Arabia, is described and the problems of planning and managing its growth are analysed. Weaknesses relating to the structure of the planning system are identified, as are major difficulties in relation to the quality and quantity of professional staff. Recent attempts to improve the operation of the planning system are described and evaluated.  相似文献

Summary The author was a consultant, assigned from the United Nations Development Programme (UNDP), to provide technical assistance to China's environmental pollution research and control. His assignment in China from September 1 through October 8, 1983 was filled with visits and meetings at key research institutes, universities, and regulatory agencies in the cities of Beijing (Peiking), Shanghai, Hangchow, Zhuji and Zhiaxing (Fig. 1). Trips to famous historical sites and scenic points in and around those cities were squeezed in between the heavily scheduled meetings. Dr Shen was born and educated in China through college. This is a report of his first trip back to his homeland since he left 35 years ago. His ability to communicate with the Chinese professionals and social strata in their native tongue provided him with a greater advantage in understanding the current status of China's environmental sciences and technology in preventing air, water, and land pollution. His contribution lies not only in the technical transfer of environmental sciences and engineering, but also in strengthening the ties of cooperation and communication between American and Chinese professionals. Dr Shen is a senior research scientist with the New York State Department of Environmental Conservation and an adjunct faculty member of the Division of Environmental Sciences, Columbia University.  相似文献

Irrigation management calls for objective criteria capable of representing the economy, reliability, and productivity of irrigation systems. These criteria must be compatible with long-term sustainability and conservation goals. The criteria representing the above goals are the economic effect of management on yield reduction, economic effect, and reliability referring to plant growth and operation of the network. In this study environmental indices are introduced to express the above criteria in quantitative terms. The inclusion of these indices at the farm and network level create a multicriteria framework for decision-making based on composite programming. An experimental study was conducted during the irrigation periods of 1989 and 1990 in Chania, Greece, concerning water delivered to 40 experimental plots, soil moisture content at the rootzone, and irrigation system operational failures. The data collected in real time were used for the calculation of the corresponding environmental indices. The variation in time and space is high and resulted in up to 62% of yield loss and low system performance (up to 7% of system temporal reliability). The study indicated that environmental indices could be incorporated to select alternatives and also to develop policies on water delivery. The final decision involves a trade-off analysis between cost of application and desired system performance. Measures of both primary objectives can be obtained using environmental indices that represent system operation aggregation at its basic levels (on farm and network).  相似文献

The management of medical waste is of great importance due to its potential environmental hazards and public health risks. In the past medical waste was often mixed with municipal solid waste and disposed of in residential waste landfills or improper treatment facilities (e.g. inadequately controlled incinerators) in Korea. In recent years, many efforts have been made by environmental regulatory agencies and waste generators to better manage the waste from healthcare facilities. This paper presents an overview of the current management practices of medical waste in Korea. Information regarding generation, composition, segregation, transportation, and disposal of medical wastes is provided and discussed. Medical waste incineration is identified as the most preferred disposal method and will be the only available treatment option in late 2005. Faced with increased regulations over toxic air emissions (e.g. dioxins and furans), all existing small incineration facilities that do not have air pollution control devices will cease operation in the next few years. Large-scale medical waste incinerators would be responsible for the treatment of medical waste generated by most healthcare facilities in Korea. It is important to point out that there is a great potential to emit air toxic pollutants from such incinerators if improperly operated and managed, because medical waste typically contains a variety of plastic materials such as polyvinyl chloride (PVC). Waste minimization and recycling, control of toxic air emissions at medical waste incinerators, and alternative treatment methods to incineration are regarded to be the major challenges in the future.  相似文献

The concepts of cost recovery and demand management in the context of water resources for small island countries are introduced. Water pricing mechanisms which could be used to achieve the goal of cost recovery are discussed. Regulatory and economic measures, and pricing policies for limiting increases in demand ('demand management') are also presented. Local governments (county and city) take the most active role in responding to natural and manmade disasters, yet very little is understood about the role of the emergency manager-the administrator who organizes and coordinates the emergency response of a community. This article describes the more common organizational niches that emergency managers are placed into, and it examines some of the political, institutional, and budgetary constraints that hinder the emergency manager's operations. Environmental problems are becoming serious in India because of the interacting effects of increasing population density, industrialization and urbanization, and poor environmental management practices. Unless stringent regulatory measures are taken, environmental systems will be irreversibly degraded. Lack of political commitment, lack of a comprehensive environmental policy, poor environmental awareness, functional fragmentation of the public administration system, poor mass media concern, and prevalence of poverty are some of the major factors responsible for increasing the severity of the problems. Environmental problems in India are highly complex, and management procedures have to be developed to achieve coordination between various functional departments, and for this, political leaders have to be convinced of the need to initiate environmental protection measures.  相似文献

Summary This is a paper about problem-solving styles in Environmental Management and the specific deficiencies in these styles that might be groupd under the label ‘tunnel vision’. The latter, a form of selective attention, contributes to inadequate problem-formulation, partial solutions to complex problems and to the generation of even more intractable, additional problems. Examples of tunnel vision in military and environmental decision-making are discussed, together with the situational, personal and educational factors that exacerbate its influence. The paper concludes with some recommendations for changes in professional education that might help to recduce the occurrence of tunnel vision. Dr Alan Miller who is now associate professor at the University of New Brunswick received his training in biology (in England) and ecology (in Canada). He then spent several years pursuing research at the Northwest Institute for Medical Research in Chicago, USA. A growing interest in the human aspects of environmental and medical problems led to a further graduate study in psychology, followed by teaching positions in Ireland and Canada. His current interests include: the education of environmental professional; the psychosocial problems involved in environmental management, and, the problems inherent in interdisciplinary project groups.  相似文献

Conclusions In addition to this natural water-holding capacity of completely forested mountains, development for conservation of water should insure man-made mountain water storage systems, consisting of tanks, ponds, small dams and reservoirs, and artificial lakes at varying altitudes in the Himalayas. An elaborate system of canals would be needed to carry clean water for drinking and cultivation. Alternatively, adjacent highland lakes may be linked up by canals provided with wiers and sluice gates, to carry water to all levels.  相似文献

Law of the Sea negotiations and The Fishery Conservation and Management Act of 1976 create new options in fisheries management. Historical analysis of two major management programs in the United States of America, Columbia River chinook salmon (Oncorhynchus tshawytscha) and Pacific halibut (Hippoglossus stenolepis), shows two unresolved management problems. One is the innovativeness of fishermen in seeking ways to improve their harvests. The other is changing social priorities that are largely unpredictable and outside the control of fisheries managers. A method for analysis of patterning associated with management goals is illustrated. Since the general management goals are harvest improvement and more predictability, measures are used which show the adequacy of fit and reduction in variability between actual and predicted management outcomes.  相似文献

Water resources increasingly need to meet the demands and needs of different sectors and to be protected against deteriorating quantity and quality. This paper discusses the different interests of men and women in the use of water resources, and what effects the neglect of female interests in particular, has on development. The authors stress that besides class and ethnic differences, the different interests of men and women also play a role in the cross-sectoral management of water resources. Water pricing, property rights and management structures are three key aspects where a gender approach is required. In the management of water resources in smaller catchment areas, several instruments for a gender approach have been developed. Discussed are gender specific participatory research, planning and tools, gender in management organizations and task divisions and involvement of multidisciplinary teams with a gender orientation.  相似文献

Water management is changing its paradigm. The millennia of economic indoctrination are to be replaced by the logic of ecology. The economic sector satisfying the demands for water and water‐related services guided until now by its own ideology and institutions, is gradually becoming an integral part of environmental protection and eco‐economy. Within the great diversity of national water policies, efforts towards sustainability are a dominant common objective. Discussions of the World Water Fora and other initiatives indicate that ecologically oriented water management is the emerging new challenge for achieving this objective. Ecological orientation emphasizes the unified system of the world water balance processes as transmitters of various human impacts leading to economic externalities. Water management is becoming a component of the processes of globalization primarily through its externalities requiring a comprehensive informational infrastructure as well as adequate institutional competence for their management. The paper analyzes fundamental features of the conceptual models incorporating such informational and institutional arrangements. The outlook of water is inseparably tied to the world order of the future, and water management in the world of globalization can either promote a genuine worldwide collaboration or can become a source of dangerous international tensions and conflicts.  相似文献

Ambitious programmes of reform in Central and Eastern Europe (CEE) are threatened by a serious deterioration of the environment. Large-scale damage of the natural environment in many forms, including water pollution has created development barriers which adversely affect the living conditions of current and future generations. Despite similar patterns of environmental policy in the CEE countries compared with their Western counterparts, neither environmental legislation nor economic incentives have produced any significant improvement in water quality over the last 10–20 years. For that very reason in the transition period, it is necessary to identify existing deficiencies in the system and to build up a mixed system of new institutions of water management, more realistic legislation with a strong enforcement system, and market based incentives for water conservation and protection against pollution.  相似文献

Conclusion As a final thought, I want to conclude with the cliche that a problem recognized is half solved. Certainly, I cannot be accused of laying out a solution to solving the major fisheries management problems, but it is hoped that the problems managers face are now clearer. The complexity of fisheries assystems to be managed is clear to even the most casual observer. The second point, a broad theory of fisheries management, should provide a framework to categorize all of the disjointed activities that we associate with management of our fisheries resources.  相似文献
