Storm surge often is the most destructive consequence of hurricanes and tropical storms, causing significant economic damage and loss of life. Many coastal communities that are located in high‐risk areas vis‐à‐vis hurricanes and tropical storms are prepared for moderate (between six and eight feet) storm surges. Such preparation, though, is not commensurate with more severe, but less frequent, storm surges (greater than eight feet). These gaps in preparedness have serious implications for community resilience. This paper explores elements of the vulnerability and resilience of coastal communities during major storm surge events, drawing on Volusia County, Florida, United States, as a case study. It simulates the impacts of five hurricanes (Categories I–V) and their associated storm surges on local infrastructure systems, populations, and access to resources. The results suggest that Volusia County is subject to a ‘tipping point’ , where surge damage from Category IV storms is significantly greater than that from Category III and lower hurricanes.  相似文献

风暴潮是海洋灾害中对人类造成损失最为严重的类型之一,海岸带地区防潮堤坝的修建对抵御风暴潮起到重要的作用。在综述国内外风暴潮研究的基础上,提出了沿海防潮堤坝对风暴潮的减灾效益的定量研究方法。以黄河三角洲9711号特大台风风暴潮为例,利用G IS技术模拟了无防潮堤坝情况下海岸带地区的受灾面积以及经济损失,并与实际灾害损失进行对比,得出防潮堤坝减少的风暴潮灾害经济损失为25.7亿元的结果,证实了兴建防潮工程的必要性。利用费用-效益法对防潮堤坝工程进行了成本与减灾效益评估,分析了防潮堤坝修建的经济合理性。  相似文献

Hurricanes and flooding have affected millions of people and generated massive economic losses over the past several decades. Geographic information system (GIS) methods are employed in this paper to analyse coastal communities' vulnerability to these two hazards along the Gulf Coast of the United States. Specifically, two types of quantitative indicators are developed: (i) exposure to hurricanes and flooding, based on information from multiple sources; and a social vulnerability index, constructed using census data. These indices are combined to depict the spatial patterns of overall community vulnerability to hurricanes and flooding along the US Gulf Coast. The results of this study can potentially inform disaster management agencies, county governments, and municipalities in areas at heightened risk. Furthermore, the demonstration of the geographic distribution of community vulnerability can assist decision-makers in prioritising to-do items and designing policies and plans for the more effective allocation of resources. The paper ends by discussing the study's limitations and its practical implications.  相似文献

We created a measure to help comprehend population vulnerability to potential flooding and excessive heat events using health, built environment and social factors. Through principal component analysis (PCA), we created non‐weighted sum index scores of literature‐reviewed social and built environment characteristics. We created baseline poor health measures using 1999–2005 age‐adjusted cardiovascular and combined diabetes and hypertension mortality rates to correspond with social–built environment indices. We mapped US Census block groups by linked age‐adjusted mortality and a PCA‐created social–built environment index. The goal was to measure flooding and excessive heat event vulnerability as proxies for population vulnerability to climate change for Travis County, Texas. This assessment identified communities where baseline poor health, social marginalisation and built environmental impediments intersected. Such assessments may assist targeted interventions and improve emergency preparedness in identified vulnerable communities, while fostering resilience through the focus of climate change adaptation policies at the local level.  相似文献

以自然灾害风险评估理论和方法为指导,遥感本底数据、气象数据、基础地理信息数据、社会经济数据为基础数据,构建广西农业暴雨洪涝灾害风险评估指标体系,采用层次分析及加权综合法建立农业暴雨洪涝灾害风险评估模型;借助GIS技术,计算广西农业暴雨洪涝灾害致灾因子危险性、孕灾环境敏感性、承灾体易损性、防灾减灾能力及综合风险指数,并对广西农业暴雨洪涝灾害进行风险区划,采用相关分析法将广西农业暴雨洪涝灾害风险结果与广西历史暴雨洪涝灾情数据进行对比验证,研究结果表明,农业暴雨洪涝风险分布结果与洪涝灾情损失的空间分布基本吻合,南部沿海的风险性最强,西部风险性最小。  相似文献

中国沿海是全球少数几个风暴潮风险最大的区域之一。受全球气候变暖和海平面上升的影响,沿海地区风暴潮灾害风险水平呈显著上升的趋势。从灾害风险理论出发,在对风暴潮风险的认识、风暴潮危险性评估、风暴潮易损性评估,以及风暴潮综合风险评估等四个方面,系统地总结了目前风暴潮风险研究的最新成果、研究进展和存在的主要问题。总体来看,现阶段风暴潮风险评估研究还比较薄弱,未来的风暴潮风险研究应该由单要素评估走向综合评估,加强风暴潮风险评估的综合性和系统性。随着沿海地区社会经济的发展,应充分考虑全球变化和海平面上升对未来风暴潮风险的影响,完善风暴潮综合风险评估体系,提升风暴潮预报预警能力,为风暴潮灾害的防灾减灾工作提供科学依据。  相似文献

风暴潮是我国沿海省市面临的重大自然灾害之一,给这些地区造成了难以估量的损失。选取1989-2008年沿海11省、市、自治区风暴潮的历史数据作为研究样本,运用因子得分基础上的聚类分析和熵值评价等方法,对这些地区风暴潮灾害经济损失的风险进行了评估,最终按风暴潮灾害的经济损失程度将沿海省市划分为3个区域:即上海为第1区,表示风暴潮经济损失风险最小;海南、福建、浙江、广东4省为第3区,风险最大;其他省、市、自治区为第2区,表示经济损失风险居中。3个区域的灾害区划,为我们从更深层次上认识风暴潮的发生及是造成的损失情况提供了新的视角。  相似文献

Flood risk to the economy, society and the environment reflects the cumulative effects of environmental and socio-economic change over decades. Long-term scenarios are therefore required in order to develop robust and sustainable flood risk management policies. Quantified national-scale flood risk analysis and expert appraisal of the mechanisms causing change in flood risk have been used to assess flood risk in England and Wales over the period 2030–2100. The assessment involved the use of socio-economic and climate change scenarios. The analysis predicts increasing flood risk unless current flood management policies, practices and investment levels are changed—up to 20-fold increase in economic risk by the 2080s in the scenario with highest economic growth. The increase is attributable to a combination of climate change (in particular increasing precipitation and relative sea level rise in parts of the UK) and increasing socio-economic vulnerability, particularly in terms of household/industrial contents and infrastructure vulnerability. The policy implications of these findings are discussed.  相似文献

21世纪全球海平面上升和区域地面沉降叠加所致的相对海平面上升速率存在加快趋势,将加剧天津沿海地区风暴潮、洪涝灾害和土地淹没的危害,影响沿海地区的城市抗灾功能、建筑物安全及生态资源。为此,本文综合讨论了气候变化导致的海平面上升和地面沉降对天津沿海风暴潮、海岸侵蚀以及港口码头的影响。建议滨海新区建设要高度重视海洋灾害的监测预警,提高沿海地区防潮和防汛工程的设计标准和城市抗灾能力,以有效实现滨海新区经济和社会可持续发展。  相似文献

黄河三角洲是中国重要的滨海湿地分布区,也是中国风暴潮易发区。该区的风暴潮有温带气旋型与热带台风型两种,以温带风暴潮为主。近年来,重大风暴潮的发生有频率增加、危害加重的趋势。风暴潮对滨海湿地的影响是广泛而深远的,主要表现为淹没滨海低地、加速海岸蚀退、破坏地表结构、毁坏湿地植被、加剧海水入侵等,使滨海湿地不断损失退化,生态环境恶化。  相似文献

在青岛大港观测站连续30年实测资料的基础上,按照年、季、月等时段分别抽样,对风暴潮减水进行了长期统计分析.考虑到海岸地区风暴潮减水的诱因不同,在一维复合极值分布的基础上,提出了"组合分布法".新方法探讨了假设所有数据源于同一分布而产生的重现值估计误差.与年极值法和阈值法的计算结果进行了比较,说明以往算法得到的重现值偏低,并给出了青岛地区受季节变化影响的风暴减水设计重现值.统计表明,青岛大港春、秋、冬季均有风暴减水发生.由于寒潮大风是其产生的主导因素,以冬季的极值减水序列为样本,所得重现值与考虑季节变化得到的重现值相当.说明在实际工程区域,选取主要天气形势产生的水文要素为样本,替代所有观测数据,使统计计算得以简化的做法是可行的.  相似文献

福建暴雨洪灾时空变化与区域划分的初步研究   总被引:1,自引:0,他引:1  
根据福建省暴雨洪涝灾害数据库资料,重建了1971—2005年福建暴雨洪灾的时空格局,在此基础上,基于自然灾害系统理论,以县域为单元,根据综合性与主导因素相结合的原则,采用自下而上的方法对福建暴雨洪灾进行了区域划分。结果表明:福建洪涝灾害的年际变化呈波动上升趋势,与暴雨次数的年际变化并不一致;年内非台风暴雨洪涝灾害有71.2%集中在4—6月份,台风暴雨洪涝灾害有81.3%集中在7—9月份,群发性强;空间上东西分异明显,东部以台风暴雨洪灾为主,区内根据危险性差异划分为4个二级区;西部以非台风暴雨洪灾为主,区内依据危险性差异划分为3个二级区。分阶段研究表明,洪涝灾害的分布范围由沿海向内陆扩展,并与暴雨频次和持续时间呈不同步增长,反映了福建的洪涝灾害是主要致灾因子暴雨和承灾体共同作用的结果,承灾体的脆弱性加大了洪涝灾害灾情,福建暴雨洪涝灾害的时空格局和区域划分可为防灾减灾规划提供科学参考。  相似文献

Focusing on three of the largest coastal cities in the Republic of Ireland, this paper highlights the importance of a historical analysis of flood hazards in contextualising current events and potential future risks. Over the last decade, the cities of Dublin, Cork and Galway have experienced several major coastal, river and pluvial floods. In the aftermath of these floods, two distinct but related narratives have dominated public discourse and official responses. The first narrative presents recent floods as unprecedented and as possible evidence of climate change. The second constructs floods primarily as natural events and assumes that the optimal means of reducing flood losses is to prevent flood events. In this paper, I suggest that these narratives are not supported by a historical analysis of exposure and vulnerability to flood hazards in Irish cities. This paper draws primarily on newspaper archives to construct a record of past flooding that challenges these narratives in several ways and in doing so offers lessons for similar cities in other countries. I contend that these narratives are perpetuated by a narrow form of knowledge production (quantitative risk assessment) and a narrow range of data (numeric instrumental records). Incorporating a broader range of sources and data types into risk and vulnerability assessments may illuminate more creative strategies for reducing both contemporary and future flood losses.  相似文献

Tsunamis and storm surges have killed more than one million people and some three billion people currently live with a high risk of these disasters, which are becoming more frequent and devastating worldwide. Effective mitigation of such disasters is possible via healthy coastal forests, which can reduce the energy of tsunamis. In recent years, these natural barriers have declined due to adverse human and natural activities. In the past 20 years, the world has lost almost 50 per cent of its mangrove forests, making them one of the most endangered landscapes. It is essential to recover them and to use them as a shield against a tsunami and as a resource to secure optimal socio-economic, ecological and environmental benefits. This paper examines the emerging scenario facing mangrove forests, discusses protection from tsunamis, and proposes a way to improve the current situation. Human emissions of greenhouse gases are already changing our climate. This paper provides an overview of the relation between climate change and weather extremes, and examines three specific cases where recent acute events have stimulated debate on the potential role of climate change: the European heatwave of 2003; the risk of inland flooding, such as recently in Central Europe and Great Britain; and the harsh Atlantic hurricane seasons of 2004 and 2005. Furthermore, it briefly assesses the relation between climate change and El Ni?o, and the potential of abrupt climate change. Several trends in weather extremes are sufficiently clear to inform risk reduction efforts. In many instances, however, the potential increases in extreme events due to climate change come on top of alarming rises in vulnerability. Hence, the additional risks due to climate change should not be analysed or treated in isolation, but instead integrated into broader efforts to reduce the risk of natural disasters.  相似文献

利用辽宁省1961~2005年39个气象观测站的常规地面观测资料,采用趋势分析等统计方法,分析了辽宁省近45年的气候变化特征。采用沙道夫干湿指数分析了辽宁省近45年的旱涝变化趋势;同时研究了辽宁省夏季低温冷害和沙尘天气的变化。结果表明,近45年来辽宁气温升高、降水减少,气候向暖干化方向发展。在气候变暖背景下,近45年来辽宁的干旱有增加趋势、洪涝减少,夏季低温冷害明显减少,沙尘日数减少。  相似文献
