A global analysis shows that considerable forces contribute nowadays to the perpetuation of the so-called “developed” model of consumption, and its extension to growing parts of the world, despite reiterated calls for “modification of production and consumption patterns”. Environmental product regulation can be situated in this general perspective. This paper returns to the framing of policies devoted to ecologically sustainable consumption, taking the example of the Integrated product policy at the European level. How are the objectives of such policies defined? What instruments are privileged? Comparing theoretical approaches with policy design, we focus on the role devoted to consumers in these contexts. Bringing in literature evidence, survey results and findings from an original study, we argue that appropriate knowledge of the diversity of consumers’ attitudes and about the limitations of their possible actions is not properly taken into account in product policies, notably when information and voluntary tools are dominant. From this point of view, environmental product regulations are well justified, but they should, as all policy instruments implicating consumers, take careful notice of their situation.  相似文献

The Brazilian Amazon is a globally important ecosystem that is undergoing rapid development and land-use change. Roads are a key spatial determinant of land-use conversion and strongly influence the rates and patterns of habitat loss and represent a key component of models that attempt to predict the spatio-temporal patterns of Amazonian land-use change and the consequences of such changes. However, the spatio-temporal patterns of road network development are poorly understood and seldom quantified. Here, we used manually digitised satellite imagery at multiple temporal and spatial scales across the Brazilian Amazon to quantify and model the rate at which road networks are proliferating. We found that the road network grew by almost 17,000 km per year between 2004 and 2007. There was large spatial variation in road network density, with some municipalities having road densities as high as 0.5 km/km2, and road network growth rates were highest in municipalities with an intermediate road network density. Simulations indicated that road network development within municipalities follows a logistic growth pattern through time, with most of the development occurring within a 39-year time period. This time period is similar to those of other boom and bust development dynamics observed in the Brazilian Amazon. Understanding the temporal patterns of road development will aid the development of better predictive land-use change models for the Amazon, given the key importance of roads as a predictor of deforestation in many existing models.  相似文献

This paper analyzes the Cuban model of sustainable development and explains the causes that made Cuba the only country that meets the conditions of sustainability according to the Worldwide Fund for Nature (WWF). The Human Development Index has three main components: quality of life (health indicator measured as life expectancy at birth), knowledge (education indicator measured as adult literacy) and the standard of life (economic indicator measured by the Gross Domestic Income). This paper analyses the aspects of the educational and health system of Cuba and also of its energy policies that explain the excellent scores of the Human Development Index. Cuba shows a Human Development Index of 0.8 with an Ecological Footprint of 1.8?gha. This is achieved with a Gross Domestic Income lower than other countries with similar Human Development Index. The Ecological Footprint of Cuba is mainly determined by the CO2 and the agricultural land footprint. The paper shows how the economic transition, after the economic crisis of the early 1990s, was realized without significantly increasing the Ecological Footprint.  相似文献

Sustainable development (SD) is generally recognised as having three dimensions, ecological, economic and social. Yet, its implementation is burdened with resistance and conflict rooted in the short-term ‘business as usual’ development model, opposed to the long-term sustainable benefit of local communities. Hence, the development of strategies to implement SD projects may require further differentiation of these dimensions in relation to the contextual situation in which the project resides. In two studies of SD projects on the Croatian islands, we identify five interlocking spheres of importance, Spiritual, Political, Economic, Educational and Health, in addition to Ecological. Each of these spheres is accessible through gate-keepers, individuals or a group of people who have the authority over the sector and as such, significantly influence public opinion. We suggest that in this particular island context the sustainability of these projects may lie with those gate-keepers. Hence, initiating and maintaining SD projects in these contexts requires a structured and targeted lobbying of these gate-keepers.  相似文献

The impacts of the waterfront development in Iskandar Malaysia   总被引:1,自引:0,他引:1
The increasing number of waterfront projects shows that the concept of waterfront development has contributed to the advancement of the Malaysian construction industry. This study seeks to assess the impacts of the implementation of waterfront development in Iskandar Malaysia eliciting the perceived relative importance of these impacts. A comprehensive literature review has been conducted to collate the potential impacts of the waterfront development. A total of 363 sets of questionnaires were distributed to the contractors and developers registered under G7 category of the Construction Industry Development Board in Malaysia. Results show that the most significant influence of the waterfront development is related to economic benefits, while environmental impacts are not considered as a priority for this category of stakeholders. In addition, this study also indicates that the implementation of the waterfront projects has generated numerous job opportunities within the developed region. Moreover, exchanging knowledge in the planning and managing of the waterfront development is imperative to the development of the waterfront projects. Nevertheless, the shortcomings of these developments, such as the negative environmental impact on natural beaches and the coastline (i.e. pollution) as well as human-related issues (i.e. excessive human settlement), should not be taken lightly. This research confirms that the reclamation of land for waterfront development is closely correlated with the destruction of these natural structures.  相似文献

Sustainable development is the development that meets the needs of the present generation without compromising the ability of future generations to meet their own needs. Sustainability assessment is an important part of the decision process in organisations. Sustainability is difficult to define or measure because it is a complex concept. To assess the sustainability level of an organisation, a unique attempt has been made using fuzzy-based Kano model based on the stakeholders' satisfaction. The Kano model is a customer satisfaction assessment tool that must be precise, and it is incorporated with fuzzy logic because it has the capability to replicate the human perceptions. In this context, the approach is used to assess the sustainability by using the stakeholders' satisfaction for different criteria and it provides information regarding improvement in sustainability.  相似文献

In this lecture, I demonstrate how very different macroeconomic history begins to look if Nature is included as a capital asset in production activities. The tentative conclusions I draw from the evidence are: (1) high population growth in the world’s poorest regions (South Asia and sub-Saharan Africa) has been an obstacle to the achievement of sustainable economic development there; relatedly, (2) when population growth is taken into account, the accumulation of manufactured capital, knowledge, and human capital (health and education) has not compensated for the degradation of natural capital in South Asia and sub-Saharan Africa and, in all probability, even in the UK and the US; (3) China is possibly an exception to (1) and (2). This article is based on the Keynote Lecture delivered at the international symposium on “Sustainability in an Unequal World”, held in Tokyo on November 24, 2006. The exposition relies on my book, Economics: A Very Short Introduction, Oxford University Press, Oxford, 2007. Population growth and development patterns have a significant impact on the environmental performance. The issue of concern is whether population growth or the consumption/production patterns are responsible for environmental deterioration. This paper is an attempt to capture the impact of technological development, affluence, and population on environmental performance index, while previous studies had captured the impact of these three factors on environment only through CO2 emissions. The analysis reveals that technological development and population size have a negative impact on environmental performance, whereas measures to improve affluence have a positive impact. Technological development has increased the production of energy efficient products but at the same time consumption of these products has increased manifold leading to environmental deterioration. Demographic attributes need specific attention to improve environmental performance. This paper concludes on some policy reflections on slowing the population growth as well as persuades individuals and economies to relook to their consumption and production patterns and channelize their efforts to protect the environment.  相似文献

A huge tension exists between recognizing sustainable development (SD) as a meta-discourse and accepting a limitless interpretational width. We analyse the impacts of diversity of worldviews on the interpretation of SD—as a knowledge-based concept—through a critical literature review, resulting in recommendations on the topic. We apply a social-constructionist approach, appreciating the complex socio-ecological interactions at the heart of SD. Only recently worldviews are recognized as constitutive elements of SD. Little attention has been given to the impacts on generated knowledge for SD. Variety of worldviews induces a variety of knowledge claims and needs. To retain SD’s ‘universal’ appeal as practical decision-guiding strategy for policy and action, we propose an integrative approach towards knowledge for SD—entailing an explicit pluralization of knowledge. SD should be re-interpreted as a joint worldviews construct, embracing a diversity of views in collaborative research and co-production of knowledge. Interpreting SD as a joint endeavour is necessary to overcome historical obstacles like cultural hegemony and a hierarchy of knowledge systems. We identified the following requirements for an inclusive knowledge for SD paradigm: re-interpretation of SD as a worldview constructs in progress; interpretative flexibility; co-production of knowledge; subjectivity awareness and self-reflexivity; respect for a diversity of worldviews/knowledges; identifying shared goals; collaborative research; a systems approach; transdisciplinarity; and recognition of contextuality. Further research—concerning potential methodologies and typologies—to reconcile variety of worldviews and knowledge systems in a joint SD worldviews construct is urgently needed.  相似文献

The report of Chinese Communist Party's 18th National Congress clearly stated that the construction of ecological civilization needs to join hands with the overall layout of the construction of socialism with Chinese characteristics, and the greatest obstacle to achieving ecological civilization is the energy structure in China.Currently, the third industrial revolution—marked by green technology and cloud computing technology—is happening, and it will have a huge impact on future energy development. The fundamental way to solve the problem of energy resource constraints is developing the renewable energy, and the fundamental approach for renewable energy is developing distributed energy and services. The important factors to achieving China's energy production and consumption revolution are accelerating the construction of distributed energy system and overall energy structure adjustment in China.  相似文献

Improved wood-burning stoves offer a possible solution that can simultaneously impact both problems of deforestation and problems of respiratory health in developing countries. We carried out a field experiment in which new fuel-efficient woodstoves were allocated in a Guatemalan village via the use of a lottery. A 2008 baseline survey was carried out on 2,148 individuals in 351 households, and then a follow-up survey was carried out in 2009, 4 months after households received the stoves. We found that households with the new stoves reduced wood consumption by an average of 59.1%. We also found indications of reductions in indoor air related health problems, where point estimates indicate a significant reduction in reported respiratory symptoms by 48.6% among women and 63.3% among children.  相似文献

Sustainable development is a ubiquitously used concept in public decision-making: it refers to an ideal vision of global society where human development and environmental quality go hand in hand. Logically, any decision-supporting process aiming at facilitating and steering society toward a sustainable future then seems desirable. Assessing the sustainability of policy decisions is, however, influenced by what sustainable development is believed to entail, as different discourses coexist under the umbrella of the sustainable development meta-discourse. This paper proposes a typology of sustainable development discourses, and, subsequently, applies a discourse-analytical lens on two practical cases of sustainability assessment in different institutional and geographical contexts (in Belgium and in Benin). The results indicate that sustainability assessments tend to be influenced mainly by the consensual ‘sustainable development as integration’ discourse, while also providing a forum for dialogue between different discourses. The results shed light on context-specific discursive and institutional dynamics for the development and application of sustainability assessment. Acknowledging these dynamics as well as sustainable development’s inherent interpretational limits can lead to an improved use of sustainable development as a decision-guiding strategy.  相似文献
