A questionnaire on the perception of climate change and the impact of climate change was distributed among winegrowers in France, Germany, and Italy. These countries are located in three macro-climatic regions that experienced different patterns of climatic change in the twentieth century—Atlantic, transition to Continental and Mediterranean. The majority of winegrowers perceived changing climatic conditions in the last few decades. The characterization of these changes is consistent with results obtained by the analysis of long-term trends in climatic records. The winegrowers noted impacts on harvestable quantities (mainly in Italy), must quality, and risks of pests and diseases. The majority of respondents (66%) indicated an impact on wine quality, which was perceived as quality improvement in 55% of the cases. Perceived impacts on pests and diseases were reported in 56% of the responses. A strong majority of this group (80%) also reported increasing threats. Perceived climatic change and its noticeable impacts has led to growing interest in adaptation options, combined with a need for more information, among winegrowers. Thus, the transfer of technical knowledge from scientific research to practice is necessary for adaptation. Plans for adaptation by a change of wine varieties were reported with substantially different results among the regions. A majority of German growers said they would consider changing varieties to adapt to warming temperatures, while only a minority of the Italian and French growers said they would consider such changes. However, readiness to adopt adaptation measures is correlated with the degree of changes already planned, independent of climatic change.  相似文献

Mozambique, like many African countries, is already highly susceptible to climate variability and extreme weather events. Climate change threatens to heighten this vulnerability. In order to evaluate potential impacts and adaptation options for Mozambique, we develop an integrated modeling framework that translates atmospheric changes from general circulation model projections into biophysical outcomes via detailed hydrologic, crop, hydropower and infrastructure models. These sector models simulate a historical baseline and four extreme climate change scenarios. Sector results are then passed down to a dynamic computable general equilibrium model, which is used to estimate economy-wide impacts on national welfare, as well as the total cost of damages caused by climate change. Potential damages without changes in policy are significant; our discounted estimates range from US$ 2.3 to US $7.4 billion during 2003?C2050. Our analysis identifies improved road design and agricultural sector investments as key ??no-regret?? adaptation measures, alongside intensified efforts to develop a more flexible and resilient society. Our findings also support the need for cooperative river basin management and the regional coordination of adaptation strategies.  相似文献

High population density, inadequate infrastructure and low adaptive capacity have made the urban population of Bangladesh highly vulnerable to climate change. Trends in climate and climate-related extreme events in five major cities have been analyzed in this paper to decipher the variability and ongoing changes in urban Bangladesh. An analysis of 55 years (1958–2012) of daily rainfall and temperature data using nonparametric statistical methods shows a significant increase in annual and seasonal mean daily maximum and minimum temperatures in all five cities. A significant increase in climate-related extreme events, such as heavy rainfall events (>20 mm), hot days (>32 °C) and hot nights (>25 °C), is also observed. Climate model results suggest that these trends will continue through the twenty-first century. Vulnerability of urban livelihoods and physical structures to climate change is estimated by considering certainty and timing of impacts. It has been predicted that public health and urban infrastructures, viz. water and power supply, would be the imminent affected sectors in the urban areas of Bangladesh. Adaptation measures that can be adopted to mitigate the negative impacts of climate change are also discussed.  相似文献

Climate change increases the vulnerability of low-lying coastal areas. Careful spatial planning can reduce this vulnerability, provided that decision-makers have insight into the costs and benefits of adaptation options. This paper addresses the question which adaptation options are suitable, from an economic perspective, to adapt spatial planning to climate change at a regional scale. We apply social cost–benefit analysis to assess the net benefits of adaptation options that deal with the impacts of climate change-induced extreme events. From the methods applied and results obtained, we also aim at learning lessons for assessing climate adaptation options. The case study area, the Zuidplaspolder, is a large-scale urban development project in the Netherlands. The costs as well as the primary and secondary benefits of adaptation options relating to spatial planning (e.g. flood-proof housing and adjusted infrastructure) are identified and where possible quantified. Our results show that three adaptation options are not efficient investments, as the investment costs exceed the benefits of avoided damages. When we focus on ‘climate proofing’ the total area of the Zuidplaspolder, when the costs and benefits of all the presented adaptation options are considered together, the total package has a positive net present value. The study shows that it is possible to anticipate climate change impacts and assess the costs and benefits of adjusting spatial planning. We have learned that scenario studies provide a useful tool but that decision-making under climate change uncertainty also requires insight into the probabilities of occurrence of weather extremes in the future.  相似文献

Australian coastal areas have been identified as highly vulnerable to climate change, with major projected impacts including sea level rise, extreme weather events, increased erosion, and a change in coastal processes and wave patterns. Such impacts would cause coastal settlements and ecosystems to face increasingly uncertain conditions. In response to increased risk, effective coastal management at local and regional scales is needed, with governing bodies providing significant leadership. This research explores the challenges of applying effective adaptation responses to projected climate change in vulnerable coastal systems on the South Coast of the Fleurieu Peninsula, South Australia. In particular, the option of planned retreat as a management response to coastal risk is critically examined, with the incorporation of learning from Byron Bay, NSW. A mixed methods approach was undertaken by integrating documentary interrogation with the analysis of interview responses from key coastal managers. It was determined that despite the increase in adaptation planning and development of management strategy options to manage sea level rise on the Fleurieu Peninsula, there is a lack of implementation of adaptation responses. In addition, planning seems to focus largely on the implications of sea level rise on infrastructure, often overlooking other risks and possible ecological impacts. Inconsistencies in governance are reflected at all levels, indicating a need for comprehensive improvements to ensure the incorporation of appropriate risk responses into planning decisions.  相似文献

This paper discusses the application of qualitative scenarios to understand community vulnerability and adaptation responses, based on a case study in the Slave River Delta region of the Northwest Territories, Canada. Three qualitative, graphic scenarios of possible alternative futures were developed, focusing on two main drivers: climate change and resource development. These were used as a focal point for discussions with a cross-section of residents from the community during focus groups, interviews and a community workshop. Significant overlap among the areas of perceived vulnerability is evident among scenarios, particularly in relation to traditional land use. However, each scenario also offers insights about specific challenges facing community members. Climate change was perceived to engender mostly negative livelihood impacts, whereas resource development was expected to trigger a mix of positive and negative impacts, both of which may be more dramatic than in the “climate change only” scenario. The scenarios were also used to identify adaptation options specific to individual drivers of change, as well as more universally applicable options. Identified adaptation options were generally aligned with five sectors—environment and natural resources, economy, community management and development, infrastructure and services, and information and training—which effectively offer a first step towards prioritization of “no regrets” measures. From an empirical perspective, while the scenarios highlighted the need for bottom-up measures, they also elucidated discussion about local agency in adaptation and enabled the examination of multi-dimensional impacts on different community sub-groups. An incongruity emerged between the suite of technically oriented adaptation options and more socially and behaviourally oriented barriers to implementation. Methodologically, the qualitative scenarios were flexible, socially inclusive and consistent with the Indigenous worldview; allowed the incorporation of different knowledge systems; addressed future community vulnerability and adaptation; and led to the identification of socially feasible and bottom-up adaptation outcomes. Despite some caveats regarding resource requirements for participatory scenario development, qualitative scenarios offer a versatile tool to address a range of vulnerability and adaptation issues in the context of other Indigenous communities.  相似文献

Fisheries resources support livelihoods of fishing communities but are threatened by over-exploitation, habitat degradation, pollution, invasive species and climate change. Unlike the other threats, climate change has received limited consideration and reducing its risks requires appropriate adaptation strategies. This study used quantitative and qualitative methods to generate knowledge on fishers’ perceptions of climate change, changes in climate variables and their impacts on livelihoods, adaptation strategies, constraints to adaptation and required interventions to promote adaptation strategies that would enable fishers to build resilience to sustain their livelihoods. We found that fishers were aware of changes in climate conditions manifested by unpredictable seasons, floods and droughts. Fishing remained the main livelihood activity. However, the dominance of fishes had changed from Nile tilapia (Oreochromis niloticus L.) to the African catfish (Clarias gariepinus Burchell). Floods and droughts were associated with damage to gears, boats, landing sites and changes in fish catches and sizes, income from fishing and fish consumption. The fishers adapted by increasing time on fishing grounds and changing target species and fishing gear among other things. Some innovative fishers diversified to high-value crops and livestock. This increased their income beyond what was solely earned from fishing which provided an incentive for some of them to quit fishing. Livelihood diversification was enhanced by use of communications technology, membership of social groups, increasing fishing days and fishing experience. Adaptation was, however, constrained by limited credit, awareness and access to land, which require interventions such as improving access to credit, irrigation facilities, appropriate planting materials and awareness raising. We identified adaptation strategies, which if promoted and their constraints addressed, could increase resilience of fishers to the influence of climate change and sustain their livelihoods.  相似文献

Vietnam is prone to tropical storms. Climate change effects contribute to sea level rise, floods, progression of the low water line and coastal erosion. This paper inventories the perception of local people, assesses and values main aspects of the livelihood damage caused by the tropical storms of the period 2008–2013 in three coastal communes of the Ky Anh District of the Ha Tinh Province in Central Vietnam. The communes were selected because the location of their coastal line is perpendicular to the storm itself, which made them prone to damage. The effects of increasingly extreme weather conditions on three communities in an area most affected by storms and floods on the local residents and their responses to these changing environmental conditions are analyzed and assessed. The results of questionnaires completed by randomly selected local inhabitants of these communes show that storms and related hazards such as flood, sea level rise and heavy rain are perceived as the most impacting climate change intensified phenomena on agriculture and aquaculture, livestock, household property and income. Opinions and measured data provided by the commune and district authorities allow estimating the total direct cost of the tropical storm at 1.56 million $US (The used conversion rate VND/$US is 21,730 when the research was conducted in 2014) during the period 2008–2013. The long-term costs of adaptation and social impact measures will be significantly higher. Details of the monetary figures allow identifying the physical and natural capital of the area as being most affected by the storm. Trend and cost analysis show that the total financial support for hazard prevention and management during 2014–2019 is estimated at 1.19 up to 1.32 million $US. Local stakeholders indicate that climate change adaptation should not be limited to technical measures such as strengthening dikes, but also should target planting protection forests and mangroves and land use planning. Financial support for the relocation policy, stakeholder involvement and integrating climate change adaptation in both the socioeconomic development master plan and local land use planning are also of importance.  相似文献

Climate change impacts affecting coastal areas, such as sea-level rise and storm surge events, are expected to have significant social, economic and environmental consequences worldwide. Ongoing population growth and development in highly urbanised coastal areas will exacerbate the predicted impacts on coastal settlements. Improving the adaptation potential of highly vulnerable coastal communities will require greater levels of planning and policy integration across sectors and scales. However, to date, there is little evidence in the literature which demonstrates how climate policy integration is being achieved. This paper contributes to this gap in knowledge by drawing on the example provided by the process of developing cross-sectoral climate change adaptation policies and programmes generated for three coastal settlement types as part of the South East Queensland Climate Adaptation Research Initiative (SEQCARI), a 3-year multi-sectoral study of climate change adaptation options for human settlements in South East Queensland, Australia. In doing so, we first investigate the benefits and challenges to cross-sectoral adaptation to address climate change broadly and in coastal areas. We then describe how cross-sectoral adaptation policies and programmes were generated and appraised involving the sectors of urban planning and management, coastal management, emergency management, human health and physical infrastructure as part of SEQCARI. The paper concludes by discussing key considerations that can inform the development and assessment of cross-sectoral climate change adaptation policies and programmes in highly urbanised coastal areas.  相似文献

Climate change is projected to have serious environmental, economic, and social impacts on Ghana, particularly on rural farmers whose livelihoods depend largely on rainfall. The extent of these impacts depends largely on awareness and the level of adaptation in response to climate change. This study examines the perception of farmers in Sekyedumase district of Ashanti region of Ghana on climate change and analyzes farmers’ adaptation responses to climate change. A hundred and eighty farming households were interviewed in February and October 2009. Results showed that about 92% of the respondents perceived increases in temperature, while 87% perceived decrease in precipitation over the years. The major adaptation strategies identified included crop diversification, planting of short season varieties, change in crops species, and a shift in planting date, among others. Results of logit regression analysis indicated that the access to extension services, credit, soil fertility, and land tenure are the four most important factors that influence farmers’ perception and adaptation. The main barriers included lack of information on adaptation strategies, poverty, and lack of information about weather. Even though the communities are highly aware of climate issues, only 44.4% of farmers have adjusted their farming practices to reduce the impacts of increasing temperature and 40.6% to decreasing precipitation, giving lack of funds as the main barrier to implementing adaptation measure. Implications for policymaking will be to make credit facilities more flexible, to invest in training more extension officers and more education on climate change and adaptation strategies.  相似文献

BackgroundMany studies have reported increased mortality risk associated with heat waves. However, few have assessed the health impacts at a nation scale in a developing country. This study examines the mortality effects of heat waves in China and explores whether the effects are modified by individual-level and community-level characteristics.MethodsDaily mortality and meteorological variables from 66 Chinese communities were collected for the period 2006–2011. Heat waves were defined as ≥ 2 consecutive days with mean temperature ≥ 95th percentile of the year-round community-specific distribution. The community-specific mortality effects of heat waves were first estimated using a Distributed Lag Non-linear Model (DLNM), adjusting for potential confounders. To investigate effect modification by individual characteristics (age, gender, cause of death, education level or place of death), separate DLNM models were further fitted. Potential effect modification by community characteristics was examined using a meta-regression analysis.ResultsA total of 5.0% (95% confidence intervals (CI): 2.9%–7.2%) excess deaths were associated with heat waves in 66 Chinese communities, with the highest excess deaths in north China (6.0%, 95% CI: 1%–11.3%), followed by east China (5.2%, 95% CI: 0.4%–10.2%) and south China (4.5%, 95% CI: 1.4%–7.6%). Our results indicate that individual characteristics significantly modified heat waves effects in China, with greater effects on cardiovascular mortality, cerebrovascular mortality, respiratory mortality, the elderly, females, the population dying outside of a hospital and those with a higher education attainment. Heat wave mortality effects were also more pronounced for those living in urban cities or densely populated communities.ConclusionHeat waves significantly increased mortality risk in China with apparent spatial heterogeneity, which was modified by some individual-level and community-level factors. Our findings suggest adaptation plans that target vulnerable populations in susceptible communities during heat wave events should be developed to reduce health risks.  相似文献

Understanding how individuals perceive their ability to adapt to climate change is critical to understanding adaptation decision-making. Drawing on a survey of 483 smallholder farmer households in the Loess Plateau region of China, we examine the factors that shape smallholder farmer perceptions of their ability to adapt to climate change and their stated intent to do so. We apply a proportional odds ordered logistic regression model to identify the role that determinants of adaptive capacity play in shaping smallholders’ perceived self-efficacy and adaptation intent. Our study provides further evidence that self-efficacy beliefs are a strong, positive predictor of adaptation intent. Our study suggests that human capital, information and technology, material resources and infrastructure, wealth and financial capital, and institutions and entitlements all play an important role in shaping smallholder perceived self-efficacy, while state-society dependencies may reduce smallholder perceived self-efficacy. In addition, our study suggests that perceiving climate change risks and impacts do not necessarily lead to an intention to adapt. Overall, our findings highlight the importance of incorporating both the objective determinants of smallholders’ adaptive capacity and their subjective perceptions of these objective determinants into future climate change adaptation programs and policies in order to facilitate adaptive actions. Identifying factors that cause individuals to have a low estimation of their adaptive ability may allow planned adaptation interventions to address these perceived limitations and encourage adaptive behavior.  相似文献

粮食补贴政策旨在提高农民种粮积极性,促进粮食增产和农民增收,随着国家粮食补贴资金投入力度的逐年加大,农民种粮积极性不断提高,家庭劳动时间分配很可能因此而产生调整。本文首先通过构建嵌入粮食补贴政策的农户劳动分配决策行为模型,理论分析粮食补贴政策对农户非农就业行为的影响,然后基于粮食主产区安徽省农户的实地调查数据,采用Tobit模型分析方法,实证分析粮食补贴政策对农户非农劳动时间供给的影响。研究结果显示:粮食补贴政策对农户非农劳动时间供给具有显著的负面影响,一定程度上有助于调动农民从事农业和粮食生产的积极性;然而,在农业内部工资率低于非农均衡工资率的情况下,这种由粮食补贴政策诱发的农户劳动就业行为变化对家庭经济收入的负面影响将超过当前的转移支付水平;若粮食补贴政策旨在稳定或增加农民收入,那么当前的补贴政策需要进行根本性调整。  相似文献

We argue that differences in the perception and governance of adaptation to climate change and extreme weather events are related to sets of beliefs and concepts through which people understand the environment and which are used to solve the problems they face (mental models). Using data gathered in 31 in-depth interviews with adaptation experts in Europe, we identify five basic stakeholder groups whose divergent aims and logic can be related to different mental models they use: advocacy groups, administration, politicians, researchers, and media and the public. Each of these groups uses specific interpretations of climate change and specifies how to deal with climate change impacts. We suggest that a deeper understanding and follow-up of the identified mental models might be useful for the design of any stakeholder involvement in future climate impact research processes. It might also foster consensus building about adequate adaptation measures against climate threats in a society.  相似文献

重点生态功能区对维护国家和区域生态安全至关重要,农户作为该区最主要的经济活动主体和最基本的生态环境保护单元,其对生计压力的适应性直接关系到重点生态功能区主体功能的发挥。本文以地处青藏高原东缘的甘南黄河水源补给区为例,基于入户调查数据,分析了农户的生计压力、适应能力及适应策略,并利用多元logistic回归模型探明了影响适应策略选择的关键因素。结果表明:①甘南黄河水源补给区有近90%的农户遭受多重生计压力的冲击,其中,“自然+社会+经济”型压力是该区农户面临最多的生计压力组合。②经济示范区农户的适应能力最高,恢复治理区次之,重点保护区最低;遭受“自然+社会”型压力冲击的农户适应能力最高,遭受“自然+社会+经济+政策”型压力冲击的农户适应能力最低。③甘南黄河水源补给区有87.45%的农户采取多种适应策略来应对生计压力,其中,选择“扩张+援助+收缩”型适应策略的农户占比最大。④自然资本、人力资本、社会资本、自然压力的严重程度和生计压力的多样化程度是影响适应策略的关键因素。鉴于此,政府应加大生态环境保护力度,拓宽农户增收渠道,建立多元化信贷机制,加强偏远地区基础设施建设,完善社会保障体系,提高农户在面临生计压力时的适应能力,促进生计可持续发展。  相似文献

Infrastructures are critical for human society, but vulnerable to climate change. The current body of research on infrastructure adaptation does not adequately account for the interconnectedness of infrastructures, both internally and with one another. We take a step toward addressing this gap through the introduction of a framework for infrastructure adaptation that conceptualizes infrastructures as complex socio-technical “systems of systems” embedded in a changing natural environment. We demonstrate the use of this framework by structuring potential climate change impacts and identifying adaptation options for a preliminary set of cases—road, electricity and drinking water infrastructures. By helping to clarify the relationships between impacts at different levels, we find that the framework facilitates the identification of key nodes in the web of possible impacts and helps in the identification of particularly nocuous weather conditions. We also explore how the framework may be applied more comprehensively to facilitate adaptation governance. We suggest that it may help to ensure that the mental models of stakeholders and the quantitative models of researchers incorporate the essential aspects of interacting climate and infrastructure systems. Further research is necessary to test the framework in these contexts and to determine when and where its application may be most beneficial.  相似文献

In view of past environmental degradation and anticipated climate change impacts, we assessed the potential for ecosystem-based adaptation in the Murray-Darling Basin, Australia. In a workshop with staff from three Catchment Management Authorities (CMAs) who had jurisdiction over three sub-basins, as well as technical experts, nine adaptation options were identified that ranged from environmental flows, restoring river channel habitat, reoperating infrastructure and controlling invasive species. A Catchment Adaptation Framework was developed and used to assess and compare these adaptation options with each of the CMAs, drawing on interviews with their key stakeholders, to identify the risks, benefits and costs. We found that ecosystem-based adaptation can augment catchment management programs and requires investment in a suite of different but complementary measures to lower risk. Our research found institutional challenges in implementing this approach, including the complexities of multi-agency management, constricting legal requirements, narrow funding arrangements, under-developed institutional capacity, difficulties of implementing catchment-scale programs on private property and the need to adhere to community expectations. These institutional issues are ubiquitous internationally and point to the wider issues of providing sufficient management capacity to support adaptation. The Catchment Adaptation Framework presented here enables river basin managers to systematically assess the adaptation options to better inform their decision-making.  相似文献

Initiatives for global economic integration increasingly prioritize new infrastructure in relatively remote regions. Such regions have relatively intact ecosystems and provide valuable ecosystem services, which has stimulated debates over the wisdom of new infrastructure. Most prior research on infrastructure impacts highlights economic benefits, ecological damage, or social conflicts. We suggest a more integrative approach to regional integration by appropriating the concepts of connectivity from transport geography and social?Cecological resilience from systems ecology. Connectivity offers a means of observing the degree of integration between locations, and social?Cecological resilience provides a framework to simultaneously consider multiple consequences of regional integration. Together, they offer a spatial analysis of resilience that considers multiple dimensions of infrastructure impacts. Our study case is the southwestern Amazon, a highly biodiverse region which is experiencing integration via paving of the Inter-Oceanic Highway. Specifically, we focus on the ??MAP?? region, a tri-national frontier where Bolivia, Brazil, and Peru meet and which differs in the extent of highway paving. We draw on a tri-national survey of more than 100 resource-dependent rural communities across the MAP frontier and employ indicators for multiple dimensions of connectivity and social?Cecological resilience. We pursue a comparative analysis among regions and subregions with differing degrees of community connectivity to markets in order to evaluate their social?Cecological resilience. The findings indicate that connectivity and resilience have a multifaceted relationship, such that greater community connectivity corresponds to greater resilience in some respects but not others. We conclude by noting how our findings integrate those from heretofore largely disparate literatures on infrastructure. The integration of transport geography with resilience thought thus stands to advance the study of infrastructure impacts.  相似文献

This paper quantitatively assesses the influences of various demographic and socio-economic factors, past adaptive behavioral factors, access to weather/climate information, and spatial/locational factors on coastal populations’ perceived adaptive capacity against major impacts of hydro-meteorological disasters on their livelihood. A total of 285 respondents from three coastal villages in Bangladesh were randomly interviewed between January and April 2009. Respondents rated their perceived adaptive capacity against 25 anticipated impacts of sea-level rise (SLR)-induced events on their livelihood. By employing the principal component analysis (PCA), perceived adaptive capacity was grouped into five major categories. Then, an adaptive capacity index for each of five major impacts, namely, “infrastructure damage and disrupted mobility,” “food and nutritional insecurity,” “low earning and higher cost of maintenance,” “loss of employment in offshore activities,” and “crisis of potable water and public health risk,” was prepared. How adaptive capacity against each of these major five categories of impacts differs due to the influence of various factors was assessed by employing the multivariate analysis of variance (MANOVA) technique. The MANOVAs show that age, sex, level of education, type of occupation, farmland holdings, past adaptive behavior against rainfall, salinity intrusion, freshwater crises, use of radio for weather information, and the distance of the homestead from the shoreline have varying levels of influence on respondents’ perceived adaptive capacity against each of the five major categories of impacts. Others factors have moderate to limited influences. The policy implication is that specific programs, rather than a generic one-size fits all program, must be initiated for enhancement of adaptive capacity against specific impacts.  相似文献

In this article, the reforms of rural institutions and agricultural products' circulation system in China and the changes in national regulation on agricultural economy in the past thirty years were reviewed. The importance of rural land tenure reform and the pursuits of a rural market economy system to the sustained growth of agriculture for 30 years in China were recognized. Entering into the new millennium, under the New Countryside Initiative, a series of favorable policies, in the areas of rural finance, education, social security, and ecological restoration, were put into force to boost rural economy toward modernization. These policies resulted in the effect of abundant supply of agricultural products, improved rural livelihood, reduced farmer fiscal burden, rising farmer income, and increased capacity for multidimensional development in rural area. This article analyzed the issues of “San Nong” and stipulated that future policy will focus on supporting agriculture production, increasing investment in rural infrastructure, as well as enhancing coordination between urban and rural development goals.  相似文献
