Fire occurrences and their sources were monitored in Emas National Park, Brazil (17°49′–18°28′S; 52°39′–53°10′W) from June
1995 to May 1999. The extent of burned area and weather conditions were registered. Forty-five fires were recorded and mapped
on a GIS during this study. Four fires occurred in the dry winter season (June–August; 7,942 ha burned), all caused by humans;
10 fires occurred in the seasonally transitional months (May and September) (33,386 ha burned); 31 fires occurred in the wet
season, of which 30 were caused by lightning inside the park (29,326 ha burned), and one started outside the park (866 ha
burned). Wet season lightning fires started in the open vegetation (wet field or grassy savanna) at a flat plateau, an area
that showed significantly higher fire incidence. On average, winter fires burned larger areas and spread more quickly, compared
to lightning fires, and fire suppression was necessary to extinguish them. Most lightning fires were patchy and extinguished
primarily by rain. Lightning fires in the wet season, previously considered unimportant episodes, were shown to be very frequent
and probably represent the natural fire pattern in the region. Lightning fires should be regarded as ecologically beneficial,
as they create natural barriers to the spread of winter fires. The present fire management in the park is based on the burning
of preventive firebreaks in the dry season and exclusion of any other fire. This policy does not take advantage of the beneficial
effects of the natural fire regime and may in fact reduce biodiversity. The results presented here stress the need for reevaluating

/ This study was undertaken to (1) determine the suitability of ecosystems within Mount Spil National Park (Turkey) to human activities by a systematic zoning procedure, and (2) provide the basis for developing sound management strategies based on natural-cultural resource attributes of the park. After assessing natural-cultural resources and human activity requirements, the suitability of three zones (Strict Protection Zone, SPZ; Restricted Use Zone, RUZ; and Recreation and Administration Zone, RAZ) for proposed human activities/land uses was determined in order to maintain ecological sustainability and integrity through a weighting-ranking methodology, based on a grid cell resolution of 1 km x 1 km. Results showed that out of the three management zones, the RUZ in which the recreational activities that do not require physical developments are allowed constituted 82% of the park area as the first priority management zone. The proposed zoning procedure is believed to be a key step to improve management for both the study area and other national parks with the similar landscape features. 相似文献

Benefits-based management seeks to provide recreation benefits for recreation participants by managing the physical environments
in which recreation occurs. This study investigates the relationship between benefits desired by visitors and the physical,
social, and managerial characteristics of settings that facilitate realization of recreation benefits. Data such as perceived
benefits from recreation experiences, setting attributes that significantly influenced perceived benefits, and sociodemographic
variables were collected from 376 visitors to Sorak-san National Park in the eastern part of the Korean peninsula. Cluster
analysis was used to group visitors' desired benefits into 12 domains: relationship with nature/scenery, escaping pressure,
learning about nature, family togetherness, introspection, exploration, autonomy/achievement, being with friends, leading
others, skills/learning, risk taking, and meeting/observing new people. Multiple regression was used to link benefit domains
with the characteristics of settings. The social attribute of recreation settings was linked to eight of the ten benefit domains.
There were two statistically strong multiple regression correlations: (1) between domain of “relationship with nature /scenery”
and the attributes “forest/water,”“attractive nature,” and “facility/maintenance” and (2) between the domain of “escaping
pressure” and the attributes “attractive nature” and “social.” The results of this study are useful to managers in their efforts
to provide recreation opportunities for visitors to achieve beneficial outcomes. 相似文献

Yosemite National Park is one of the nation's most scenic and ecologically/geologically important parks. Unfortunately, the park is subject to extensive development of concession facilities and associated high levels of visitor use. Those concerned with preservation of the park's resources have attempted to limit the types and extent of such facilities to reduce adverse impacts. Strictly speaking, resolution of the preservation versus use controversy must be based on whether the National Park Service is adhering to its legislative mandate to regulate development and use in the parks. The common interpretation of legislative mandates for national parks, including Yosemite, is that they call for a difficult balancing between the conflicting goals of preservation and use. Accordingly, although concession developments cause significant impacts, they usually have been interpreted to be within the legal discretion allowed the secretary of the interior. However, the usual interpretations of the meanings of legislative mandates for Yosemite National Park have not considered Title 16 United States Code §55, which is a very restrictive statute limiting concession facilities. Many of the limitations imposed on concession facilities by the plain language of the statute have been exceeded. If it can be shown that 16 United States Code §55 is a valid statute, the policy implications for park management in Yosemite National Park would be considerable — namely, that significant reductions in concession facilities could be required. This article examines whether the statute can reasonably be thought to be valid and encourages others to conduct further examination of this question. 相似文献

The overall goal is to build a better understanding of stakeholder perceptions of water quality problems, water policy processes and decisions, and water management plan development in a region where these issues have become contentious. Findings are based on a stakeholder analysis using qualitative data collected through focus groups with agricultural producers, local governments, and environmental groups, and supplemented with additional qualitative data on the watershed management process. Stakeholder conflicts in this case study are associated with perceived flaws in the structural and procedural characteristics of the stakeholder involvement process: (1) suboptimal watershed stakeholder representation on the TMDL executive committee, (2) an inappropriate voting procedure for making TMDL decisions, (3) limitations in information sharing between regulatory agencies and watershed stakeholders, and (4) stakeholders’ doubts about whether tradeoffs associated with achieving the water quality targets were assessed adequately throughout the TMDL planning and implementation process. This study contributes to the literature on collaborative watershed management by analyzing stakeholder involvement given Florida’s unique institutional settings, where implementation of TMDL pollution abatement is mandatory. 相似文献

/ Heavy visitor use in many areas of the world have necessitated development of ways to assess visitation impacts. Arches National Park recently completed a Visitor Experience and Resource Protection (VERP) plan. Integral to this plan was developing a method to identify biological indicators that would both measure visitor impacts and response to management actions. The process used in Arches for indicator selection is outlined here as a model applicableto many areas facing similar challenges. The steps were: (1) Vegetation types most used by visitors were identified. Impacted and unimpacted areas in these types were sampled, comparing vegetation and soil factors. (2) Variables found to differ significantly between compared sites were used as potential indicators. (3) Site-specific criteria for indicators were developed, and potential indicators evaluated using these criteria. (4) Chosen indicators were further researched for ecological relevancy. (5) Final indicators were chosen, field tested, and monitoring sites designated. In Arches, indicators were chosen for monitoring annually (soil crust index, soil compaction, number of used social trails and soil aggregate stability) and every five years (vegetation cover and frequency; ground cover; soil chemistry; and plant tissue chemistry).KEY WORDS: Biological indicators; Recreation impacts; Recreation management; Desert soils; Trampling 相似文献

In light of the increasing mandate for greater efficiency in conservation of natural reserves such as national parks, the
present study suggests educational approaches as a tool to achieve conservation purposes. Currently, the management of human–wildlife
interactions is dominated by regulatory strategies, but considerable potential exists for environmental education to enhance
knowledge in the short run and to prompt attitude change in the long run. A framework for conservation based on both traditional
regulatory- and behavior-oriented strategies was proposed whereby the level of knowledge that park visitors have acquired
comprises an obvious outcome and establishes a basis upon which the effectiveness of regulatory- and behavior-based regimes
could be assessed. The perceptions regarding park-related issues of two distinct visitor groups (locals and nonlocals) are
summarized from a survey undertaken in Vikos-Aoos national park. The findings suggest a superficial knowledge for certain
concepts but little profound understanding of the content of such concepts, indicating that knowledge-raising efforts should
go a long way towards establishing a positive attitude for the resource. Visitors' poor knowledge of the park's operation
regulation contest the efficiency of the presently dominant regulatory management regime. While geographical distances did
not appear to significantly differentiate knowledge between the two groups, wilderness experience (as certified by visits
to other parks) was proved to be an impetus for generating substantial learner interest in critical park issues among nonlocal
visitors. School education and media were found to be significant knowledge providers. 相似文献

/ Aquatic resources in Soda Butte Creek within Yellowstone National Park, USA, continue to be threatened by heavy metals from historical mining and milling activities that occurred upstream of the park's boundary. This includes the residue of gold, silver, and copper ore mining and processing in the early 1900s near Cooke City, Montana, just downstream of the creek's headwaters. Toxicity tests, using surrogate test species, and analyses of metals in water, sediments, and macroinvertebrate tissue were conducted from 1993 to 1995. Chronic toxicity to test species was greater in the spring than the fall and metal concentrations were elevated in the spring with copper exceeding water quality criteria in 1995. Tests with amphipods using pore water and whole sediment from the creek and copper concentrations in the tissue of macroinvertebrates and fish also suggest that copper is the metal of concern in the watershed. In order to understand current conditions in Soda Butte Creek, heavy metals, especially copper, must be considered important factors in the aquatic and riparian ecosystems within and along the creek extending into Yellowstone National Park.KEY WORDS: Mining; Metals; Toxicity; Biomonitoring; Copper; Yellowstone National Park 相似文献

The purpose this study was to improve operational planning and management of national parks in Turkey to balance conservation use and sustainable management. Souksu National Park (SNP) was chosen as the study area. The data were obtained from interviews of 182 visitor groups (in total, 819 people) and analyzed using correlation, factor, discriminant, and regression analyses. It was found that the most important factors affecting operational planning and management of SNP are (1) travel cost, (2) visitor welfare level, (3) intensity of use, (4) size of visitor group, (5) type of recreational demand. The main source of visitors to SNP is from a zone within a 0–90-km radius. This region comprised 53.85% of total visitors to the park. The capital of Turkey (Ankara) is the most important source of visitors from within this zone. The optimum activity mix in SNP is also determined. Picnicking, viewing the scenery, and nature walks or trekking comprised the main uses of the park. It is anticipated that these findings will help to improve operational planning and sustainable management of the national park and the environment. 相似文献

Recreational use of streams in the Great Smoky Mountains National Park has increased remarkably during recent years. To better manage the stream resource for visitor needs and at the same time preserve it for future generations, a user study was initiated in 1978. Use patterns, both spatial and temporal, and possible accompanying ecological impacts at three streams were investigated. Sampling was conducted at several sites per stream. The findings indicated that use was concentrated during afternoons and at certain streams and study sites. In addition, different types of users partitioned the streams according to stream morphology (form or structure of pools, riffles, etc.). Major impacts observed were soil compaction and erosion along the streambanks and physical disturbance of the stream bottoms by moving and placing stones to construct dams and raceways. 相似文献

The assessment of management effectiveness in protected areas, i.e., the evaluation of whether management strategies are actually helping to achieve stated goals, is becoming a priority. In any such evaluation, accurate information concerning the dynamics of the managed system is required—information that is gathered through monitoring. Few protected areas, however, have well-developed monitoring plans, and reserve managers are faced with a shortage of protocols for their design. This paper proposes a methodology, applicable to a wide range of situations, for designing such plans. The process begins with the precise definition of the aims of the monitoring plan, followed by the identification of key ecological processes and management objectives for the area, and finally the selection of a reduced set of indicators. These indicators are represented at three levels of growing complexity, allowing the plan to be followed in a modular fashion and in agreement with available resources. 相似文献

While park-people conflicts have received worldwide attention, the extent of illegal resource extraction and the relationship with communities’ livelihoods has gained little attention in the literature. Thus this paper investigates the impact of socio-economic factors involved in illegal fuel wood and fodder extraction at Bardia National Park in Nepal. Household questionnaires, key-informant interviews and focus groups were conducted to identify different plant species used by households and explore the causes and mode of resource extraction in three buffer zone villages in the park. Altogether 50 different plants were identified by villagers that were used regularly for different livelihood purposes. Almost half of the respondents met their needs by illegally and regularly extracting resources from the park. Incentive schemes in the form of development projects were important but not sufficient in meeting the basic needs of households’ especially for such daily items such as fuel wood and fodder. The results described in this paper showed that proximity and access to resources either in the national park, the buffer zone community forest or the government forest, and impact on the livelihoods significantly influenced the likelihood of illegal resource extraction activities. Villages that differed in terms of their location to the resource base, the provision of alternative resources and influence of these on their livelihoods showed significant differences in terms of their patterns of resource extraction and use of these resources. As resource use options, resource interest, and resource extraction patterns were different between villages and dependent on circumstances specific to villages, site-specific management strategies were necessary and more influential than the enforcement of ‘one-size fits all’ policies. Japan’s national park system constitutes a potentially viable mechanism for securing local community participation and building stakeholder consensus for sustainable park management, although the potential of this system is yet to be fully maximized. This article gives an overview of the system of protecting natural resources in Japan, focusing on the national park system. Parks are managed by zoning and regulation, which is unique in that land is not “set aside” for nature conservation, but designated as national park wherever the need to preserve “scenic beauty” has been recognized, regardless of land ownership or land use. Although resource conservation under this system has been problematic, it has advantages, especially in terms of community participation. This article demonstrates that in order to reach the system’s potential, the park authority must act as coordinator of stakeholders and facilitator of bottom-up approaches to decision-making. In order to do this, steps that must be taken include the following: identifying the various stakeholders in park management and defining the “local community”; clarifying the roles and responsibilities of each stakeholder; and supporting consensus-building among stakeholders regarding the objectives and long-term vision of each park. By taking these steps, it would be possible to build a park management system that overrides government boundaries and involves local communities. This will enable the park authority to address the challenges facing Japan’s complex system of conserving natural resources, and move towards sustainable management of natural resources in Japan. 相似文献

This work presents a method of assessing plant conservation effectiveness in a given region, which takes into account the legal, species-centered protection, ecosystem conservation, ex situ conservation, restorations and translocations, reintroductions, and monitoring. In order to illustrate the conservation effectiveness, both legally protected species of plants and threatened species were examined. The conservation effectiveness of legally protected species was estimated to have a low value of 23.328 points (pts) according to the methods of calculation. Habitat conservation is insufficient for these species. Almost 40% of all localities are deprived of any ecosystem protection. The conservation effectiveness of the threatened group of species scored a very low value of 13.46 pts. The major reason for this result is a very low level of species protection. Less than 30% of the threatened taxa are under legal preservation and some species from the Orobanche and Cuscuta genera are treated as harmful organisms, which it is obligatory to control within the province territory. Almost 30% of all localities of threatened species are deprived of any ecosystem protection and only 10% lie inside nature reserves. It is suggested that the conclusion of this investigation be used in the preparation and realization of the regional floristic diversity preservation strategy.Published online 相似文献

Entangling the Complexity of Protected Area Management: The Case of Wolong Biosphere Reserve,Southwestern China 总被引:5,自引:1,他引:5
Protected Area (PA) management is a complex issue that requires the consideration of many factors and relationships. A conceptual framework for the analysis of biodiversity change, local human communities, and PA management was put forward, accordingly. Under the framework, we investigated the economic status, livelihood activities, biodiversity use and perceptions of local communities, and the land use history in Wolong Biosphere Reserve, southwestern China through household survey and document review in order to gain a better understanding of the complexity of PA management. According to the land use history, the preservation of agro-biodiversity, and the raising of productivity, ecological rehabilitation and the regulation of the human pressures are indispensable in the management of the reserve. Livelihood activities and the perceptions of local communities were largely determined by the socioeconomic background, which has important implications in solving the conflicts or incompatibilities in the reserve. In Wolong Biosphere Reserve, it is beneficial to support local farmers in solving their socioeconomic problems such as the overabundance of labor force and the lack of livelihood alternatives. Without this, there will be scarcely any effective biodiversity conservation and successful reserve management in the long term. 相似文献

The snowmobile controversy in Yellowstone National Park not only pits snowmobilers against environmentalists, but it also pits the Bush Administration against the Clinton Administration. Caught in the middle are the National Park Service, scores of natural and social scientists, and Yellowstones permanent residents—the flora and fauna. The controversys political aspects are the focus of this paper; specifically, the tenuous relationship among research scientists, whose job it is to inform management and policy decisions; politicians, whose job it is to formulate those same decisions in the public arena; and public land management agencies, whose job it is to implement the decisions. The crux of the paper concerns the politicization of natural resource policy and ways in which research scientists tend to get caught up in it. Lessons learned from this Yellowstone episode regarding the role of science in policy-making processes are also considered. Two recent federal court rulings shed additional light on the politics surrounding Yellowstones snowmobile controversy, as does the importance of governmental checks and balances in resolving natural resource management disputes. 相似文献

Biodiversity conservation in developing countries has been a challenge because of the combination of rising human populations,
rapid technological advances, severe social hardships, and extreme poverty. To address the social, economic, and ecological
limitations of people-free parks and reserves, incentives have been incorporated into conservation programs in the hopes of
making conservation meaningful to local people. However, such incentive-based programs have been implemented with little consideration
for their ability to fulfill promises of greater protection of biodiversity. Evaluations of incentive-based conservation programs
indicate that the approach continually falls short of the rhetoric. This article provides an overview of the problems associated
with incentive-based conservation approaches in developing countries. It argues that existing incentive-based programs (IBPs)
have yet to realize that benefits vary greatly at different “community” scales and that a holistic conceptualization of a
community is essential to incorporate the complexities of a heterogeneous community when designing and implementing the IBPs.
The spatial complexities involved in correctly identifying the beneficiaries in a community and the short-term focus of IBPs
are two major challenges for sustaining conservation efforts. The article suggests improvements in three key areas: accurate
identification of “target” beneficiaries, greater inclusion of marginal communities, and efforts to enhance community aptitudes. 相似文献

The dual goals of the Organic Act of 1916 and Wilderness Act of 1964 are to protect natural resources and provide quality
visitor experiences. Park managers need metrics of trail conditions to protect park resources and quality of visitor experiences.
A few methods of sampling design for trails have been developed. Here, we describe a relatively new method, spatially balanced
sampling, and compare it to systematic sampling. We evaluated the efficiency of sampling designs to measure recreation-related
impacts in Rocky Mountain National Park. This study addressed two objectives: first, it compared estimates of trail conditions
from data collected from systematic versus spatially balanced sampling data; second, it examined the relationship between
sampling precision and sampling efficiency. No statistically significant differences in trail condition were found between
the 100-m interval and the spatially balanced datasets. The spatially balanced probability-based dataset was found to be a
good estimate of trail conditions when analyses were conducted with fewer sample points. Moreover, spatially balanced probability-based
sampling is flexible and allows additional sample points to be added to a sample. 相似文献
