ABSTRACT: Increased irrigation as a means of achieving economic development can impose significant social costs on the state or region of growth. The growth in population induced by additional irrigation will require new roads, water and sewage facilities, schools, fire and police protection, etc. Also the increased energy demands due to irrigation and growth in economic activity must be met. Capital investments required to service these needs of new development can become very large. This study attempts to measure such social overhead costs or irrigation development for some specific irrigation project areas of Eastern Washington. It is shown that investment costs in overhead items can reach $2,000 per acre irrigated or $70,000 per job created. Alternatively, the annual costs can equal $180 per acre or $6,700 per worker. These costs must be paid locally through increased taxes, utility rates, or costs for services.  相似文献

Growing dependence on coal-fired power plants for electrical generation in many countries presents ongoing environmental challenges. Burning pulverized coal in thermal power plants (TPPs) generates large amounts of fly ash (FA) that must be disposed of or otherwise handled, in an environmentally-sound manner. A possible option for dealing with fly ash is to use it as an amendment for mine spoil or other damaged soil. It has been demonstrated through studies in India and other countries that FA alone or in combination with organic or inorganic materials can be used in a productive manner for reclamation of mine spoil. The characteristics of FA, including silt-sized particles, lighter materials with low bulk density (BD), higher water holding capacity, favorable pH and significant concentrations of many essential plant nutrients, make it a potentially favorable amendment for mine spoil reclamation. Studies have indicated that the application of FA has improved the physical, chemical and biological qualities of soil to which it is applied. The release of trace metals and soluble salts from FA could be a major limitation to its application. This is particularly true of fresh, un-weathered FA or acidic FA, although perhaps not a concern for weathered/pond ash or alkaline FA. Some potential contaminants, especially metals and other salt ions, could be immobilized and rendered biologically inert by the addition of certain inorganic and organic amendments. However, in view of the variability in the characteristics of FAs that are associated with location, feed coal, combustion conditions and other factors, the suitability of a particular FA for a specific soil/mine spoil needs to be critically evaluated before it is applied in order to maximize favorable results and eliminate unexpected consequences. FA generated in India tends to be mostly alkaline, with lower levels of trace elements than are often found in FAs from other countries. The concentrations of potential chemical stressors, predominantly metals, in Indian FAs are often less than established or proposed permissible limits and are thus better suited for soil application. A major logistic limitation to the use of FA could be the cost involved in transport of ash from production to utilization sites.  相似文献

Food security concerns and the scarcity of new productive land have put productivity enhancement of degraded lands back on the political agenda. In such a context, salt‐affected lands are a valuable resource that cannot be neglected nor easily abandoned even with their lower crop yields, especially in areas where significant investments have already been made in irrigation and drainage infrastructure. A review of previous studies shows a very limited number of highly variable estimates of the costs of salt‐induced land degradation combined with methodological and contextual differences. Simple extrapolation suggests that the global annual cost of salt‐induced land degradation in irrigated areas could be US$ 27.3 billion because of lost crop production. We present selected case studies that highlight the potential for economic and environmental benefits of taking action to remediate salt‐affected lands. The findings indicate that it can be cost‐effective to invest in sustainable land management in countries confronting salt‐induced land degradation. Such investments in effective remediation of salt‐affected lands should form part of a broader strategy for food security and be defined in national action plans. This broader strategy is required to ensure the identification and effective removal of barriers to the adoption of sustainable land management, such as perverse subsidies. Whereas reversing salt‐induced land degradation would require several years, interim salinity management strategies could provide a pathway for effective remediation and further showcase the importance of reversing land degradation and the rewards of investing in sustainable land management.  相似文献

This article presents lessons from experience pertinent to implementing small-scale natural resource and related investment projects in developing countries. It outlines ideas for intervention and innovation to foster such investments. Particular emphasis is placed on private-sector participation in these investments. Following a brief presentation of the economic development and other arguments that support intervention and innovation in support of such small-scale natural resource investments, the article discusses many of the lessons learned from experience. These lessons reinforce those touched upon in the investment-specific discussions in the previous articles. The experience and associated lessons that are examined include experiences in both developing and developed countries and encompass not just lessons from natural resource investments, but also small-scale investments in other sectors. Financing and other innovations which facilitate meeting the challenges are drawn from relevant experience where barriers to investment have been surmounted. Options for programme and project interventions to increase market penetration of small-scale investments and achieve the associated development linkages and synergies are suggested. These suggestions are aimed especially at governments and bilateral and multilateral development finance and development assistance entities. It is those players who might support such interventions in collaboration with local financial institutions and other market players.  相似文献

As a result of the current decline of oil prices, exploration decisions are more carefully analysed than ever before. At the same time various governments have introduced incentives to reinvest in exploration and development in order to maintain or increase activity. As a result, most exploration decisions are now being analysed as "incremental investments". This has the effect of "trapping" investments in areas where profits are currently being made. This in turn creates serious problems for those developing countries which would like to attract exploration. The paper analyses issues related to sliding scale formulae based on the ROR, and the economic impact of the size of the area to which fiscal terms apply.  相似文献

Carbon sequestration through forestry and agroforestry can help mitigate global warming. For Africa, carbon sequestration also represents an opportunity to fund sustainable development through financial inflows. However, with a low share of global carbon trade, there are strong concerns that African countries are losing out on this valuable opportunity. Through a comprehensive review of 23 carbon sequestration projects across 14 countries, this paper discusses ways to overcome critical challenges to scale up carbon investments in Africa. These projects are expected to sequester 26.85 million tCO2 beyond the baseline situation. Within the continent, East Africa is the preferred destination for carbon investors. Most projects are non‐Kyoto compliant and represent voluntary emission reductions. While project benefits such as increased local incomes and improved natural resources are promising, there are concerns that conversion of grasslands into tree plantations can harm local ecosystems. Insecure land tenure constrains new investments and increases the risk that local communities will lose access to forests. Another challenge is that projects with smallholders have high transaction costs. These costs can be overcome by building strong community institutions and simplifying project guidelines. To attract more projects, African governments will need to build their capacity to identify relevant opportunities.  相似文献

Providing reliable and affordable wastewater treatment in rural areas is a challenge in many parts of the world, particularly in developing countries. The problems and limitations of the centralized approaches for wastewater treatment are progressively surfacing. Centralized wastewater collection and treatment systems are costly to build and operate, especially in areas with low population densities and dispersed households. Developing countries lack both the funding to construct centralized facilities and the technical expertise to manage and operate them. Alternatively, the decentralized approach for wastewater treatment which employs a combination of onsite and/or cluster systems is gaining more attention. Such an approach allows for flexibility in management, and simple as well as complex technologies are available. The decentralized system is not only a long-term solution for small communities but is more reliable and cost effective. This paper presents a review of the various decentralized approaches to wastewater treatment and management. A discussion as to their applicability in developing countries, primarily in rural areas, and challenges faced is emphasized all through the paper. While there are many impediments and challenges towards wastewater management in developing countries, these can be overcome by suitable planning and policy implementation. Understanding the receiving environment is crucial for technology selection and should be accomplished by conducting a comprehensive site evaluation process. Centralized management of the decentralized wastewater treatment systems is essential to ensure they are inspected and maintained regularly. Management strategies should be site specific accounting for social, cultural, environmental and economic conditions in the target area.  相似文献

The focus of this paper is to present a discussion of the role of the private sector in response to the need for climate change adaptations. The study, which was conducted through a literature review, investigates the concept of the green economy and climate change, as well as businesses’ commitment to advance climate actions in ways that build resilience in vulnerable communities in developing countries. The paper calls on companies with national, regional, and/or global reach to adopt or develop strategies that improve resource efficiency, reduce greenhouse gas emissions, and reduce the loss of biodiversity. Businesses can accelerate this transition by aligning their investments with climate change adaptation opportunities, and thus, “green” the economy. In addition, green growth could be achieved through tactical public and private investments in mitigating climate change. The paper concludes that the private sector is a key sector in addressing the challenges of vulnerable communities, and it has much to contribute to the planning, development, and implementation of climate adaptation strategies, including sector‐specific expertise, technology, efficiency, financing, and entrepreneurship. Finally, some social conditions and environmental boundaries have been highlighted in this paper to attract the attention of business leaders who are trying to build initiatives and advance climate actions that will reduce socio‐community risks from climate change. Also, comprehensive initiatives and strategies have been recommended to private companies seeking to address climate vulnerabilities.  相似文献

This article focuses on changes in the international petroleum industry during the past 20 years and examines some major trends, especially since the oil price collapse of 1986. The resumption of rapid increases in oil demand since 1986 in the developed market economies and the developing world has already led to a pronounced production shift to OPEC member countries where output increased by 6.6 million barrels per day or, 37% since 1985. Cutbacks in petroleum investments in non-OPEC countries are likely to result in even more dependence on the vast proved oil reserves of OPEC. However, the gap between peak output and sustainable production capacities in OPEC has narrowed and there is an urgent need for sizeable investments to expand capacities. Such investment programmes are already being implemented by transnational oil corporations in countries such as Indonesia and Nigeria where the companies had retained equity participation. In other countries such as Iraq and Venezuela where oil operations had been nationalized, transnational oil corporations are being invited to participate in new arrangements for oil production. New arrangements are also being considered in Eastern Europe and the USSR. New understandings, dialogue and cooperation between oil-consuming and producing countries will be necessary for the security of investments, supplies and markets in this process. The unanswered question is whether such cooperation can be achieved in time in order to avoid yet another energy crisis.  相似文献

ABSTRACT: During the last three decades, developing countries have invested enormous amounts of resources (running into billions of dollars) in the development of large surface irrigation systems. Investment funds were largely spent on the development of the main systems such as dams, canals and distributaries. Very little attention and resources have been spent on the development of below-the-outlet subsystems, in spite of very low levels of water use efficiency due to lack of proper land leveling, high water losses in field channels, and skewed distribution of available water among farmers served by individual water courses. This state of affairs has resulted in a lack of confidence on the part of most farmers in the reliability of surface irrigation systems to deliver water on time and in adequate quantities which, in turn, has resulted in farmers using below optimum levels of all other complementary inputs except labor. Realizing the importance of improving water use efficiency, both the domestic governments and donor agencies are increasingly paying serious attention to these problems. On-Farm Water Management (OFWM) as a strategy to improve water use efficiency and consequently agricultural production in many developing countries has been currently receiving very wide and vigorous consideration among economists, water management experts, policymakers, and donor agencies. A judicious use of the newly allocated funds of OFWM projects obviously needs proper evaluation procedures so that money could be allocated for the most deserving purposes and projects. In particular, recently, private profitability calculations due to public investments in OFWM activities have received attention from economists and decision makers in developing countries’governments and in donor agencies are very much interested in knowing the impacts of their investments in OFWM activities on farmers’income and welfare. However, the evaluation procedures commonly used in empirical studies, using a production function approach, seem to be at variance and sometimes inconsistent with proper comparative-static procedures. Thus, the primary objective of this paper is to develop consistent procedures for evaluating the impacts created by OFWM investments on farmers’income and resource use. In this context, the paper examines the critical relationship between the market price of the agricultural output and production function parameters which are affected by the OFWM investments.  相似文献

There is still serious impact of inadequate and unsafe water supply on human health in many countries, and not only in developing ones. Waterborne diseases, such as diarrhoea, are responsible for more than 3 million deaths per year. Vector-borne diseases, such as malaria and schistosomiasis, are still rampant in the tropics causing severe human suffering and economic losses. Chemical hazards related to water are not only due to the presence of toxic substances, such as pesticides or heavy metals, but also due to excessive or deficient amounts of natural substances such as fluoride or iodine. Chemical risks have to be balanced with biological risks, and disinfection practices enforced without compromises. There is a long way to go, however, to fill the gaps in service coverage for water supply and sanitation, particularly in the rural areas and in the impoverished periurban areas. Various international programmes are in place or being initiated to this end.  相似文献

Rare earths have become the most important strategic resources, widely used as functional materials in industry and many other aspects of life due to its optical, electrical, and magnetic characteristics. As a consequence, a considerable number of wastes containing rare earths such as abandoned fluorescent lamps are generated and lost. Considering the scarcity in availability and supply of certain raw materials, waste tricolor phosphors are viewed as potential resources that can be mined in urban areas for their reutilization as rare earths. A number of studies in this area have been carried out all over the world.The purpose of this paper is to review the current status of recycling technologies of rare earths from waste tricolor phosphors in fluorescent lamps. The main characteristics of the tricolor phosphors were introduced, and also a detail review of the typical single recycling and reusing technologies with regard to waste tricolor phosphors was carried out in present paper. After that, several combined recycling processes and technologies were evaluated. Based on the review, the prospects of recycling technologies were suggested.  相似文献

A key ingredient in the expansion of agricultural output in many developing countries is the availability of reliable and cost-effective energy supplies for irrigation. Such supplies are also fundamental to any strategy to stimulate rural economic development. This paper compares the costs of water pumping through the use of commonly-used, small diesel-driven pumpsets versus a decentralized generator connected to a small electrified grid. An example representative of irrigated cropping systems found in the Senegal River Basin is used to compare costs. The results show that pumping costs from a decentralized power supply and minigrid are roughly comparable with those of direct-drive diesel pumpsets. Further, excess capacity would be available to provide power for small industries and other rural needs. In many sparsely populated rural locations where low capacity factors make central grid extension uneconomic, a minigrid with a guaranteed load of irrigation pumping can be an attractive alternative for providing power for rural development.  相似文献

This article examines a number of issues connected with the development of small-scale hydroelectric power and related investments in Nepal. The micro-hydro investment scheme in Barpak village serves as a case study, and the article also presents a number of related issues discussed against the background of the evolution of micro-hydro power in Nepal. The article outlines the success of micro-hydro development, modest in relation to its enormous potential, the realization of which depends on whether a number of challenges and constraints can be overcome. The article closes with suggestions on implementing sustainable micro-hydro development in rural areas, based on the Barpak experience and the authors' other recent studies of rural energy issues in Nepal.  相似文献

Third World countries should exploit the genetic information stored in their flora and fauna to develop independent and highly competitive biotechnological and pharmaceutical industries. The necessary condition for this policy to succeed is the reshaping of their universities and hospitals—to turn them into high-caliber research institutions dedicated to the creation of original knowledge and biomedical invention. Part of the service of the Third World foreign debt should be co-invested with the lending banks in high technology enterprises. This should be complemented with an active program of investments in First World biotech companies and university research departments which could contribute to the solving of problems connected with the First World. These strategic alliances would allow effective training of molecular biologists, improvement of South American universities, and education of biotechnologists, managers, and lawyers in the complexities of high-technology business. The establishment of real joint ventures between developed and underdeveloped countries might contribute to change the present strained relations between the North and the South, and science and technology could become real forces of social and economic development.  相似文献

Quantifying the human health benefits of curbing air pollution in Shanghai   总被引:1,自引:0,他引:1  
Urban development in the mega-cities of Asia has caused detrimental effects on the human health of its inhabitants through air pollution. However, averting these health damages by investing in clean energy and industrial technologies and measures can be expensive. Many cities do not have the capital to make such investments or may prefer to invest that capital elsewhere. In this article, we examine the city of Shanghai, China, and perform an illustrative cost/benefit analysis of air pollution control. Between 1995 and 2020 we expect that Shanghai will continue to grow rapidly. Increased demands for energy will cause increased use of fossil fuels and increased emissions of air pollutants. In this work, we examine emissions of particles smaller than 10 microm in diameter (PM10), which have been associated with inhalation health effects. We hypothesize the establishment of a new technology strategy for coal-fired power generation after 2010 and a new industrial coal-use policy. The health benefits of pollution reduction are compared with the investment costs for the new strategies. The study shows that the benefit-to-cost ratio is in the range of 1-5 for the power-sector initiative and 2-15 for the industrial-sector initiative. Thus, there appear to be considerable net benefits for these strategies, which could be very large depending on the valuation of health effects in China today and in the future. This study therefore provides economic grounds for supporting investments in air pollution control in developing cities like Shanghai.  相似文献

Methane emissions make an important contribution to the enhanced greenhouse effect, emissions from rice growing being one of its major anthropogenic sources. The estimation of global fluxes of methane from rice and from coarse fiber production depends on extrapolating observed data across countries and agroclimatic zones: the estimates are therefore imprecise. We present a revised estimate of global emissions of 96 Tg CH4/yr, given 1991 rice areas, and 1991 production data for those tropical coarse fibers that also produce methane under anaerobic conditions. This is higher than many previous studies, which systematically underestimated the fluxes from tropical countries. As the world's population increases, the demand for rice will rise. This demand can only be satisfied through greater rice production, either by bringing new areas into rice growing or by using the present area more intensively. Strategies based on improved water management and fertilizer use will allow increased rice production and yields and reduce the methane flux per unit or rice production.  相似文献

Forest environmental conditions are affected by climate change, but investments in forest environmental quality can be used as part of the climate change mitigation strategy. A key question involving the potential use of forests to store more carbon as part of climate change mitigation is the impact of forest investments on the timing and quantity of forest volumes that affect carbon storage. Using an economic optimization model, we project levels of U.S. forest volumes as indicators of carbon storage for a wide range of private forest investment scenarios. Results show that economic opportunities exist to further intensify timber management on some hectares and reduce the average timber rotation length such that the national volume of standing timber stocks could be reduced relative to projections reflecting historical trends. The national amount of timber volume is projected to increase over the next 50 yr, but then is projected to decline if private owners follow an economic optimization path, such as with more forest type conversions and shorter timber rotations. With perfect foresight, future forest investments can affect current timber harvest levels, with intertemporal linkages based on adjustments through markets. Forest investments that boost regenerated timber yields per hectare would act to enhance ecosystem services (e.g., forest carbon storage) if they are related to the rate of growth and extent of growing stock inventory.  相似文献

Plant invasions are a serious threat to natural and semi-natural ecosystems worldwide. Most management-orientated research on invasions focuses on invaders that are already widespread and often have major impacts. This paper deals with "emerging" invaders-those alien species with the potential to become important problems without timely intervention. A climate matching procedure was developed to define areas of South Africa, Lesotho and Swaziland that could be invaded by 28 plant species that had previously been classified as emerging invaders. Information on the location of populations of these species in the study area was combined with information on their distributions (as native or alien) in parts of Australia and the United States of America. These two countries had the best available distribution data for this study. They also share many invasive alien plant species with South Africa. Climatic data obtained for weather stations near points of known occurrence in these countries were used to define the climatically suitable areas for each species in the study area. Almost 80% of the remaining natural environment in southern Africa was found to be vulnerable to invasion by at least one of these species, 50% by six or more and 24% by 16 or more species. The most vulnerable areas are the highveld grasslands and the eastern escarpment. The emerging invaders with the greatest potential range included Acacia podalyriifolia and Cortaderia selloana. The globally important invaders Ulex europaeus and Lythrum salicaria had a more limited invasion potential but could still become major invaders. There was no relationship between the extent of the climatically suitable areas for the different species and an expert ranking of their invasion potential, emphasising the uncertainties inherent in making expert assessments based on very little information. The methods used in this analysis establish a protocol for future modelling exercises to assess the invasion potential of other emerging invaders.  相似文献
