The control and prevention of nutrient pollution from fish farming plays an essential role in the French regulatory framework. Assessing nutrient emissions from fish farms is important in terms of farm authorization, taxation, and monitoring. Currently employed strategies involve both water sampling and empirical modeling. This article reports the work and outcomes of an expert panel that evaluated existing methodologies and their possible alternatives. The development and evaluation of a nutrient-balance approach was assessed as a potential alternative to currently used methodologies. A previously described nutrient-balance model was suggested and parameterized using expert choice, and its validity and applicability were assessed. The results stress that the nutrient-balance model provides more robust and relatively conservative waste estimates compared to the currently used methodologies. Sensitivity of the approach to the uneven data quality available at farm level, difficulties of on-farm measurements, as well as model requirements and limitations are discussed.  相似文献

Attracted by the demand for shrimp in the developed countries, shrimp aquaculture has expanded rapidly, mainly in the subtropical and tropical lowlands of America and Asia. This work provides a global review and viewpoint on the environmental impacts of shrimp aquaculture, considering the causes and effects of the siting and operation of shrimp ponds and abandonment of farm facilities. Additionally, mitigating alternatives are discussed. To date, approximately 1–1.5 million ha of coastal lowlands have been converted into shrimp ponds, comprising mainly salt flats, mangrove areas, marshes, and agricultural lands. The impact of shrimp farming of most concern is the destruction of mangroves and salt marshes for pond construction. Compatibility with other users, the presence of buffer zones, maintaining an acceptable balance between mangroves and shrimp pond area, improved pond design, reduction of water exchange, and an improved residence time of water, size and capacity to assimilate effluents of the water body, are examples of ways to mitigate the adverse effects. The use of mangroves and halophytes as biofilters of shrimp pond effluents offers an attractive tool for reducing the impact in those regions where mangrove wetlands and appropriate conditions for halophyte plantations exist. Healthy seed supply, good feed with the use of prophylactic agents (including probiotics), good water quality, and lower stocking densities are examples of actions suggested to control disease in shrimp farming. Finally, in the context of integrated management, research priorities are suggested.  相似文献

In this paper the existing body of theory is reviewed to highlight the need for further attention to be paid to the EIA/management relationship. In particular it is shown that the majority of the literature to date has concentrated on the influence of EIA leading up to and including the decision to proceed or not with the proposed action. Less attention has been paid to the extension of the influence of EIA beyond this point to inform the process of ongoing environmental management. This relationship is then explored by reference to the Western Australian EIA system. One of the strengths of this system is its focus upon the implementation and management of proposed developments. The outcome of EIA is generally an approval to proceed with the development subject to meeting a suite of environmental design and management objectives.  相似文献

/ This study examines similarities and differences between organic and conventional farmers. We explore the factors that underlie farmers' conservation attitudes and behaviors, including demographic and farm characteristics, awareness of and concern for environmental problems associated with agriculture, economic orientation toward farming, and self-reported conservation practices. A series of intensive personal interviews was conducted with 25 farmers in Washtenaw County, Michigan, USA, using both qualitative and quantitative survey methods. The findings indicate that both groups of farmers share a concern for the economic risks associated with farming, although the organic farmers reported a significantly greater concern for long-term sustainability and a greater willingness to incur present risk to gain future benefits. Organic farmers expressed a greater awareness of and concern for environmental problems associated with agriculture. Organic farmers also scored significantly higher on a multifaceted measure of conservation practices, although both groups had a fairly high adoption rate. Implications of these findings are discussed, relative to economic risks of farming, implications for new farmers, effectiveness of conservation education and government programs, and impact of farm size and crop diversity.KEY WORDS: Environmental attitudes; Conservation behaviors; Organic farming; Agricultural sustainability  相似文献

Environmental Issues in Brackish Water Shrimp Aquaculture in Sri Lanka   总被引:1,自引:0,他引:1  
Shrimp exports are one of Sri Lanka's major foreign exchange earners and account for 40%–50% of total aquaculture exports. There has been a recent and rapid expansion of the industry in the Northwestern Province (NWP) of Sri Lanka but the industry has suffered from disease outbreaks and environmental problems. Currently, shrimp farms cover nearly 3000 ha of the coastal area of the NWP. The environmental impacts of shrimp cultivation in general are well known and numerous research studies have been done. However, little work has been carried out in Sri Lanka. This study provides some necessary background to brackish water shrimp aquaculture in Sri Lanka. It focuses briefly on the development of shrimp aquaculture and the current status of the industry. Emphasis is placed on two broader aspects—impacts on the existing wetland ecosystem and on the environment. These impacts are presumed to be the main causes hindering the growth of the industry and raising widespread public protest. Current ecosystem and environmental management practices are discussed. Finally, strategic issues for management and sustainable growth are discussed.  相似文献

Previous evaluations of the National Environmental Policy Act (NEPA) have focused on the effectiveness of its procedural requirements in improving the quality of decision making with respect to environmental matters. Subsequent growth of other environmental regulation and the changing role of Environmental Impact Statements in the decision-making process should also be considered. The many federal and state environmental laws passed in the 1970s have, by defining the nature and acceptability of environmental impact and prohibiting unacceptable impacts, superseded the substantive role of NEPA in environmental protection. Although the EIS continues to serve as a focus for public debate regarding proposed government actions, such debates usually center around social or economic rather than environmental issues. NEPA has thus been superseded by other environmental laws, and its role in the decision-making process today has little relation to its earlier environmental significance.  相似文献

/ Environmental impact assessment (EIA) has been identified as an important instrument for facilitating sustainability. However, to do so requires the integration of sustainability into EIA theory and practice. The sustainability concept is a valid and important environmental management perspective. However, many issues and obstacles need to be addressed further if the concept is to be translated into practical strategies. Sustainability can potentially infuse EIA with a clearer sense of direction, an ethical foundation, a mechanism for establishing priorities and assessing choices, and a means of linking EIA to other environmental management instruments. Conceptually, EIA and sustainability can be integrated, but frameworks should be refined, adpated to context, and linked to related initiatives. Sustainability should be explicitly incorporated into EIA legislation, guidelines, and institutional arrangements. An experimental approach to testing, assessing, and sharing experiences is suggested.A framework is first presented that defines and characterizes the sustainability concept. A further framework is then described for integrating sustainability into EIA at the conceptual level. The integration of sustainability and EIA at the regulatory level is next addressed through an overview of sustainability initiatives in EIA requirements in Canada. The Canadian examples include many promising initiatives but these and other experiences will need to be monitored, shared, and integrated into comprehensive environmental management strategies. For the last three and half decades, Botswana has been widely acclaimed to be one of sub-Saharan Africa's longest and most stable liberal democracies, coupled with and sustained by a growing economy. One of the major contradictions, however, within this development scenario, has been the neglect of environmental problems in the country in general, and urban environmental issues in particular. Part of the problem fueling the misconception of environmental issues in Botswana is the state's domination of the country's environmental agenda. This is linked to the power disjunction in decision-making and policy processes between state and nonstate actors over the most appropriate course of action to tackle the problems. Without adopting appropriate analytical frameworks, it is possible that the problem of urban environmental mismanagement in Botswana will persist. This article examines some of the major urban environmental issues in Botswana from neighborhood, citywide, and urban–rural interface perspectives. Further, the elite theory of public policy is used to explain constraints on policy change in the urban environmental management arena in Botswana.  相似文献

This study examines the outcome of efforts to educate federal land-use managers about their roles in implementing the Executive Order in their respective districts. The managers participated in a 6-h Nominal Group Technique (NGT) workshop where they were instructed to weight environmental justice issues versus others associated with hazardous waste problems in their districts. Participant responses were quantified and analyzed through a series of rounds. After each round, participants received increasing amounts of information on environmental justice issues. It was hypothesized that the managers would come to a consensus that environmental justice is an important issue that should be seriously addressed. Prior to administering the NGT, the managers appeared to have limited knowledge of environmental justice issues and thus assigned relatively low rankings to such concerns. After being “educated” by viewing films on environmental justice and reading related literature, in general, managers' weightings decreased and a narrower consensus developed. The authors conclude that exposure to the issue may not be as effective as expected in convincing land-use managers to become sensitive to justice issues so that they may effectively implement the Executive Order.  相似文献

/ The Council on Environmental Quality's (CEQ's) principal aims in implementing the National Environmental Policy Act (NEPA) are (1) to reduce paperwork, (2) to avoid delay, and most importantly (3) to produce better decisions that protect, restore, and enhance the environment. This paper presents four strategies for improving the NEPA process along with tools that can be used to implement each strategy. The tools include guidelines for project management and problem definition, tips for acquiring existing information and identifying issues of public concern, worksheets on how to identify and analyze potential impacts on resources, ideas for enhancing NEPA documents, and a NEPA process checklist. The tools can be used at various stages of the NEPA process and provide a toolbox of guidelines and techniques to improve implementation of the NEPA process by focusing the pertinent information for decisionmakers and stakeholders. Using Multicriteria Methods in Environmental Planning and Management   总被引:12,自引:0,他引:12  
In environmental planning and decision processes several alternatives are analyzed in terms of multiple noncommensurate criteria, and many different stakeholders with conflicting preferences are involved. Based on our experience in real-life applications, we discuss how multicriteria decision aid (MCDA) methods can be used successfully in such processes. MCDA methods support these processes by providing a framework for collecting, storing, and processing all relevant information, thus making the decision process traceable and transparent. It is therefore possible to understand and explain why, under several conflicting preferences, a particular decision was made. The MCDA framework also makes the requirements for new information explicit, thus supporting the allocation of resources for the process.  相似文献

The purpose of this research was to explore the concept of an environmental racism claim through the use of several environmental management tools. The EPAs Toxics Release Inventory, Cumulative Exposure Project, and the Los Angeles County Department of Health Services' Hot Zone Census Tract Assessment were combined with racial and socioeconomic data to test claims that minorities in South Central Los Angeles are disproportionately exposed to environmental lead. Multivariate analysis indicated that race is strongly associated with the number of cases of elevated blood lead levels in South Central, irrespective of poverty status. Proximity to point sources, a common focal point for studies of environmental racism, was not a contributing factor to health outcomes. Proximity to transportation corridors was consistently the strongest indicator of environmental lead exposure, while median home values were significantly and positively related to elevated blood lead levels. Implications for environmental justice advocates and social and environmental scientists are discussed.  相似文献

The aim of this paper is to demonstrate how life cycle assessment (LCA) can be used to develop strategic policies that can lead to a minimization of the environmental burden resulting from the provision of services or the manufacture, use, and disposal of products within the economy. We accomplish this aim by presenting a case study that evaluates the greenhouse gas contributions of each stage in the life cycle of containerboard packaging and the potential impact on emissions of various policy options available to decision-makers. Our analysis showed that, in general, the most useful strategy was to recycle the used packaging. However, our analysis also indicated that when measures are taken to eliminate sources of methane emissions, then recycling is no longer beneficial from a greenhouse perspective. This is because the process energy required in the form of gas and electricity is substantially greater for containerboard manufactured from recycled material than it is for virgin fiber.  相似文献

Lake Taihu is the third largest freshwater lake in China. It serves many social, economic, and ecological purposes in the drainage basin. Unfortunately, the water has been heavily polluted due to rapid industrialization and urbanization during the last two decades. Notwithstanding great efforts made so far to improve the water quality, the environmental situation is still far from being optimistic. The basin and the lake are facing a range of severe environmental challenges: rapid socio-economic development continues to place great pressures on the environment, current pollution control projects have many problems from the viewpoint of effectiveness and efficiency of their implementations, and the non-point sources of pollution such as agricultural fields, for which control is more difficult than for industrial point sources, have become the main contributors to serious eutrophication of the lake. Considering the characteristics of the environmental challenges and problems confronting the basin and the lake, we focus on integrated environmental management (IEM) as a promising and effective approach to overcome these predicaments. Current practices and problems of environmental management in the basin are examined, and potential future developments are discussed. Three aspects of the IEM are emphasized: institutional cooperation, public participation, and internalization of environmental externalities. We think these are the most critical for not only the basin but also for the whole of China to achieve a sustainable society.  相似文献

Environmental assessment of alternative development plans, programs, and policies may bring conflict among decision-makers, particularly when some quantitative measures for decision-making are needed and where cumulative impacts are neglected. Environmental impact assessment (EIA) and environmental economics theories, despite their usefulness, are not capable of addressing those issues and problems alone. In recent years, the decision support system (DSS) has provided some solutions, but mathematical analysis of the system to show the internal structure of the problem is not always possible. To addres the above shortcomings and ongoing problems of decision-making in Iran, a degradation model (DM) was introduced as an instrument of EIA, to act as a DSS for managers. The model is a compromise between knowledge-based decision support systems, detailed models, digested information models, and the basic theorem of environmental economics. In the present study (1996–2000), the model was applied in three provinces of Iran, representing three of four biogeographical regions of Iran. The study area was divided into a set of grids (100 km2). The degradation coefficient (H) was computed for all grids (1333), representing the degree of degradation in the grid. It is obvious that the higher the coefficient the more area is degraded and less prone to further development, and vice versa. In order to provide decision-makers with a set of quantitative measures to observe impacted areas (critical and noncritical) for resource allocation and further development, the degradation coefficients of all grids were classified into categories and criteria, using a fuzzy set theoretic approach. Accordingly, only 24% of study areas are prone to further development. The degradation model as a knowledge-based decision support system has its strengths and weaknesses, but it has solved managers' ongoing problems in Iran and it could be used elsewhere.  相似文献

In the recent past, the Sepetiba Bay watershed, located in the Rio de Janeiro State, Brazil has experienced rapid industrial development and population growth, as well as an increase in water pollution and environmental degradation. To analyze the complex interrelationships among the agents affecting the Sepetibza Bay environment, a system dynamics model was developed. The model builds on extensive studies conducted for the watershed, and simulates different hypotheses of economic growth and of demographic expansion. Thus, it can be used as a decision support tool for the identification of investment priorities and policy analyses under various scenarios. In order to provide a comprehensive approach to the environmental management of the Sepetiba Bay watershed, the model had to consider only the most relevant aspects of the behavior and the key interactions among agents operating in the watershed.
