Implementation of the EU environmental noise directive: Lessons from the first phase of strategic noise mapping and action planning in Ireland 总被引:2,自引:0,他引:2
The first phase of noise mapping and action planning in Ireland, in accordance with EU Directive 2002/49/EC, is now complete. In total this included one agglomeration, one airport and approximately 600 km of major roads outside the agglomeration. These noise maps describe the level of noise exposure of approximately 1.25 million people. The first phase of noise mapping was dealt with by five noise mapping bodies while 26 action planning authorities were involved in the development of the associated action plans. The second phase of noise mapping, due to be completed in 2012, sees a reduction in the defined thresholds describing the required agglomerations, roads and railways that have to be mapped. This will have a significant impact on the extent of mapping required. In Ireland this will result in an increased number of local authorities being required to develop strategic noise maps for their area along with the further development of associated action plans. It is appropriate at this point to review the work process and results from the first phase of noise mapping in Ireland in order to establish areas that could be improved, throughout the noise mapping project. In this paper a review of the implementation procedures focussing on (dominant) road traffic noise is presented. Environmental assessment is an intriguing policy phenomenon: it is employed in an ever-increasing range of contexts the world-over, yet research indicates it rarely efficiently or effectively achieves its principal purpose of promoting sustainable development. Increasingly, practical limitations in the effectiveness of environmental assessment are attributed to its theoretical shortcomings, particularly in relation to the conception of causation. This research advanced debate on environmental assessment by examining the theoretical implications of an empirical analysis of its causal operation in purposefully selected cases. The causal models derived from the research data illustrate the diversity of mechanisms through which environmental assessment can contribute to sustainability, and provide an insight into the complexity and contextuality of causation in the empirical realm. The research findings also highlight a multiplicity of societal expectations concerning environmental assessment's contribution to sustainable development. It is concluded that the interplay of non-rational variables (such as power, agency, experiences and expectations) necessitates the pursuit of a reflexive accommodation of purposes, methods and context in environmental assessment practices. 相似文献

Recent inclusive policies are promoting the involvement of individuals with disabilities in identifying barriers that limit their full participation and inclusion in public spaces. The present two studies explored the contributions provided by different stakeholder groups in the identification of architectural barriers in elementary and secondary schools. In each school, the principal, special education resource teacher and a student independently identified architectural barriers using an observational walkthrough method. The first study consisted of 29 schools where the student evaluator had a physical disability and the second study consisted of 22 schools where the student evaluator did not have a disability. The results of both studies showed that students identified the greatest number of barriers and principals the least. The type and location of identified barriers are explored and the conclusions are examined in relation to person-environment congruence. The results highlight the efficacy of youth involvement and provide support for collaborative assessments that equitably involve all stakeholders in inclusive environmental assessments. 相似文献

We assessed environmental and perceptual correlates of walking and walkability for fifth graders from three communities attending two schools: A new urban/LEED-ND pilot community, mixed, and standard suburban community. Irvine-Minnesota Inventory (IMI) walkability audits showed that new urban blocks provided more traffic safety, pleasurability, crime safety, density, and diversity. New urban routes offered greater traffic safety, accessibility, pleasurability, crime safety, and diversity, but suburban routes had greater housing density, net of controls (parental education, rooms in the home, home ownership, parent preference for child to walk to school). Parents and children perceived new urban routes to be more walkable and children walked more when they lived on more walkable routes. The suburban hierarchical street design exposed children to varied traffic safety conditions by funneling their walks from cul-de-sacs to arterials. The new urban routes to a centrally located school passed by pleasant open spaces, suggesting how community organization can create better walking conditions. 相似文献

The coastal zone is a place of intense activity where resources, users, and resource-use practices interact. This case study
of small-scale fisheries in Honda Bay, Palawan, Philippines shows that resources, space, and gender are intertwined. The study
was conducted between June 1997 and July 1998. The data were gathered using free listing, pile sort, ranking, resource mapping,
and key informant interviews. The results showed that women's knowledge about fishery resources and their fishing activities
are associated with the intertidal zone whereas men's knowledge is associated with coral reefs. In classifying fishery resources,
appearance is the main consideration for women whereas a combination of appearance, habitat, and type of fishing gear is the
consideration used by men. Market price is very important because of its dependence on the demand of the export market as
well as the local market. Women dominate the buying of fishery products. Many women market their husband's catch, process
fish, or gather shells and sea cucumber for sale. Among the fishing households, type of fishing gear provides an indication
of socioeconomic standing. This paper concludes that access to resources is shaped by gender and age. The differences in resource
knowledge possessed by men and women lead to differential access to fishery resources. In addition, the differences in socioeconomic
status also influence resource access. The socialization of children into fishing reinforces the gender division of labor

In his recent article on measuring the long-term trends in the real prices of primary commodities, Cuddington (2010) extends in several important respects our earlier efforts (Svedberg and Tilton, 2006) to correct real commodity price trends for biases in the Consumer Price Index and other deflators. First, he argues for a log-linear relationship between prices and time. Second, he proposes a simple and quick method for obtaining corrected price trends from the published but uncorrected estimates. Finally, he illustrates, for the case of copper and presumably for many other commodities as well, the difficulties of obtaining real price trends significantly different from zero when the log values of the price data contain a unit root, requiring the use of difference stationary models.We welcome these insights, which should improve and make easier efforts to estimate correctly real commodity price trends over the long run. We would stress, however, that it is still important to correct for the biases in inflation indices, notwithstanding the failure of difference stationary models to obtain long-run real price trends (both corrected and uncorrected) significantly different from zero. 相似文献

Urban waste collection system is a pivotal component of all waste management schemes around the world. Therefore, the efficient performance and the success of these schemes in urban pollution control rest on the ability of the collection systems to fully adapt to the prevailing cultural and social contexts within which they operate. Conceptually, institutions being the rules guiding the conduct of public service provision and routine social interactions, waste collection systems embedded in institutions can only realize their potentials if they fully evolve continuously to reflect evolving social and technical matrices underlying the cultures, organizations, institutions and social conditions they are designed to address. This paper is a product of an analysis of waste collection performance in Ghana under two different institutional and/or organizational regimes; from an initial entirely public sector dependence to a current mix of public-private sector participation drawing on actual planning data from 1985 to 2000. The analysis found that the overall performance of waste collection services in Ghana increased under the coupled system, with efficiency (in terms of total waste clearance and coverage of service provision) increasing rapidly with increased private-sector controls and levels of involvement, e.g. for solid waste, collection rate and disposal improved from 51% in 1998 to about 91% in the year 2000. However, such an increase in performance could not be sustained beyond 10 years of public-private partnerships. This analysis argues that the sustainability of improved waste collection efficiency is a function of the franchise and lease arrangements between private sector group on the one hand and public sector group (local authorities) on the other hand. The analysis therefore concludes that if such franchise and lease arrangements are not conceived out of an initial transparent process, such a provision could undermine the overall sustainability of private sector initiatives in collection services delivery in the long term, as in the case of the Accra example. 相似文献
