Climate change is already producing ecological, social, and economic impacts on fisheries, and these effects are expected to increase in frequency and magnitude in the future. Fisheries governance and regulations can alter socio-ecological resilience to climate change impacts via harvest control rules and incentives driving fisher behavior, yet there are no syntheses or conceptual frameworks for examining how institutions and their regulatory approaches can alter fisheries resilience to climate change. We identify nine key climate resilience criteria for fisheries socio-ecological systems (SES), defining resilience as the ability of the coupled system of interacting social and ecological components (i.e., the SES) to absorb change while avoiding transformation into a different undesirable state. We then evaluate the capacity of four fisheries regulatory systems that vary in their degree of property rights, including open access, limited entry, and two types of rights-based management, to increase or inhibit resilience. Our exploratory assessment of evidence in the literature suggests that these regulatory regimes vary widely in their ability to promote resilient fisheries, with rights-based approaches appearing to offer more resilience benefits in many cases, but detailed characteristics of the regulatory instruments are fundamental.  相似文献

Most current approaches focused on vulnerability, resilience, and adaptation to climate change frame gender and its influence in a manner out-of-step with contemporary academic and international development research. The tendency to rely on analyses of the sex-disaggregated gender categories of ‘men’ and ‘women’ as sole or principal divisions explaining the abilities of different people within a group to adapt to climate change, illustrates this problem. This framing of gender persists in spite of established bodies of knowledge that show how roles and responsibilities that influence a person´s ability to deal with climate-induced and other stressors emerge at the intersection of diverse identity categories, including but not limited to gender, age, seniority, ethnicity, marital status, and livelihoods. Here, we provide a review of relevant literature on this topic and argue that approaching vulnerability to climate change through intersectional understandings of identity can help improve adaptation programming, project design, implementation, and outcomes.  相似文献

Understanding how private landholders make deforestation decisions is of paramount importance for conservation. Behavioural frameworks from the social sciences have a lot to offer researchers and practitioners, yet these insights remain underutilised in describing what drives landholders’ deforestation intentions under important political, social, and management contexts. Using survey data of private landholders in Queensland, Australia, we compare the ability of two popular behavioural models to predict future deforestation intentions, and propose a more integrated behavioural model of deforestation intentions. We found that the integrated model outperformed other models, revealing the importance of threat perceptions, attitudes, and social norms for predicting landholders’ deforestation intentions. Social capital, policy uncertainty, and years of experience are important contextual moderators of these psychological factors. We conclude with recommendations for promoting behaviour change in this deforestation hotspot and highlight how others can adopt similar approaches to illuminate more proximate drivers of environmental behaviours in other contexts.Supplementary informationThe online version of this article (10.1007/s13280-020-01491-w) contains supplementary material, which is available to authorized users.  相似文献

Anticipation is increasingly central to urgent contemporary debates, from climate change to the global economic crisis. Anticipatory practices are coming to the forefront of political, organizational, and citizens’ society. Research into anticipation, however, has not kept pace with public demand for insights into anticipatory practices, their risks and uses. Where research exists, it is deeply fragmented. This paper seeks to identify how anticipation is defined and understood in the literature and to explore the role of anticipatory practice to address individual, social, and global challenges. We use a resilience lens to examine these questions. We illustrate how varying forms of anticipatory governance are enhanced by multi-scale regional networks and technologies and by the agency of individuals, drawing from an empirical case study on regional water governance of Mälaren, Sweden. Finally, we discuss how an anticipatory approach can inform adaptive institutions, decision making, strategy formation, and societal resilience.  相似文献

Balancing agendas for climate mitigation and environmental justice continues to be one of the key challenges in climate change governance mechanisms, such as Reducing Emissions from Deforestation and Degradation (REDD+). In this paper we apply the three-dimensional environmental justice framework as a lens to examine the REDD+ process in the Lao People’s Democratic Republic (Laos) and the REDD+ social safeguards. We focus particularly on challenges to justice faced by marginalized communities living in forest frontier areas under an authoritarian regime. Drawing on policy analysis and open-ended interviews across different policy levels, we explore procedural, distributional, and recognitional justice across the REDD+ policy levels in Laos. We find that REDD+ social safeguards have been applied by both donors and state actors in ways that facilitate external control. We underscore how authoritarian regime control over civil society and ethnic minority groups thwarts justice. We also highlight how this political culture and lack of inclusiveness are used by donors and project managers to implement their projects with little political debate. Further obstacles to justice relate to limitations inherent in the REDD+ instrument, including tight schedules for dealing with highly sensitive socio-political issues under social safeguards. These findings echo other research but go further in questioning the adequacy of safeguards to promote justice under a nationally driven REDD+. Microrefugia are sites that support populations of species when their ranges contract during unfavorable climate episodes. Here, we review and discuss two aspects relevant for microrefugia. First, distributions of different species are influenced by different climatic variables. Second, climatic variables differ in the degree of local decoupling from the regional climate. Based on this, we suggest that only species limited by climatic conditions decoupled from the regional climate can benefit from microrefugia. We argue that this restriction has received little attention in spite of its importance for microrefugia as a mechanism for species resilience (the survival of unfavorable episodes and subsequent range expansion). Presence of microrefugia will depend on both the responses of individual species to local climatic variation and how climate-forcing factors shape the correlation between local and regional climate across space and time.  相似文献

Climate change and related adaptation strategies have gender-differentiated impacts. This paper reviews how gender is framed in 41 papers on climate change adaptation through an intersectionality lens. The main findings show that while intersectional analysis has demonstrated many advantages for a comprehensive study of gender, it has not yet entered the field of climate change and gender. In climate change studies, gender is mostly handled in a men-versus-women dichotomy and little or no attention has been paid to power and social and political relations. These gaps which are echoed in other domains of development and gender research depict a ‘feminization of vulnerability’ and reinforce a ‘victimization’ discourse within climate change studies. We argue that a critical intersectional assessment would contribute to unveil agency and emancipatory pathways in the adaptation process by providing a better understanding of how the differential impacts of climate change shape, and are shaped by, the complex power dynamics of existing social and political relations.  相似文献

The interdependence of social and ecological processes is broadly acknowledged in the pursuit to enhance human wellbeing and prosperity for all. Yet, development interventions continue to prioritise economic development and short-term goals with little consideration of social-ecological interdependencies, ultimately undermining resilience and therefore efforts to deliver development outcomes. We propose and advance a coevolutionary perspective for rethinking development and its relationship to resilience. The perspective rests on three propositions: (1) social-ecological relationships coevolve through processes of variation, selection and retention, which are manifest in practices; (2) resilience is the capacity to filter practices (i.e. to influence what is selected and retained); and (3) development is a coevolutionary process shaping pathways of persistence, adaptation or transformation. Development interventions affect and are affected by social–ecological relationships and their coevolutionary dynamics, with consequences for resilience, often with perverse outcomes. A coevolutionary approach enables development interventions to better consider social–ecological interdependencies and dynamics. Adopting a coevolutionary perspective, which we illustrate with a case on agricultural biodiversity, encourages a radical rethinking of how resilience and development are conceptualised and practiced across global to local scales.  相似文献

This paper discusses the role of companies in high-latitude regions, which are conceptualized as socially and economically mediated ecosystems, and identifies a number of important social actors within the business environment. We present three examples of corporate activity at high latitudes and discuss a variety of common threads. Notably, we argue that business theory and practice needs to move beyond a narrow social or economic concept of organizational resilience and embrace the ecological resilience of high-latitude regions as a business management goal. We also suggest that regional ecosystem resilience needs to become a meaningful measure of sustainable corporate governance, one that corporate boards of directors can review and commit to. The paper concludes with a call for a detailed research agenda on the role of transnational and national companies within high-latitude regions.  相似文献

Assessments of adaptation options generally focus on incremental, homogeneous ecosystem responses to climate even though climate change impacts can be big, fast, and patchy across a region. Regional drought-induced tree die-off in semiarid woodlands highlights how an ecosystem crash fundamentally alters most ecosystem services and poses management challenges. Building on previous research showing how choice of location is linked to adaptive capacity and vulnerability, we developed a framework showing how the options for retaining desired ecosystem services in the face of sudden crashes depend on how portable the service is and whether the stakeholder is flexible with regard to the location where they receive their services. Stakeholders using portable services, or stakeholders who can move to other locations to obtain services, may be more resilient to ecosystem crashes. Our framework suggests that entering into cooperative networks with regionally distributed stakeholders is key to building resilience to big, fast, patchy crashes.  相似文献

Halting forest loss and achieving sustainable development in an equitable manner require state, non-state actors, and entire societies in the Global North and South to tackle deeply established patterns of inequality and power relations embedded in forest frontiers. Forest and climate governance in the Global South can provide an avenue for the transformational change needed—yet, does it? We analyse the politics and power in four cases of mitigation, adaptation, and development arenas. We use a political economy lens to explore the transformations taking place when climate policy meets specific forest frontiers in the Global South, where international, national and local institutions, interests, ideas, and information are at play. We argue that lasting and equitable outcomes will require a strong discursive shift within dominant institutions and among policy actors to redress policies that place responsibilities and burdens on local people in the Global South, while benefits from deforestation and maladaptation are taken elsewhere. Leadeship is an essential ingredient in reaching international agreements and overcoming the collective action problems associated with responding to climate change. In this study, we aim at answering two questions that are crucial for understanding the legitimacy of leadership in international climate change negotiations. Based on the responses of the three consecutive surveys distributed at COPs 14-16, we seek first to chart which actors are actually recognized as leaders by climate change negotiation participants. Second, we aim to explain what motivates COP participants to support different actors as leaders. Both these questions are indeed crucial for understanding the role, importance, and legitimacy of leadership in the international climate change regime. Our results show that the leadership landscape in this issue area is fragmented, with no one clear-cut leader, and strongly suggest that it is imperative for any actor seeking recognition as climate change leader to be perceived as being devoted to promoting the common good.  相似文献

Scaled up planning and implementation of nature-based solutions requires better understanding of broad characteristics (typologies) of the current governance and financing landscape, collaborative approaches amidst local complexities, and factors of scalability. An inventory was compiled of water-related ecological infrastructure intervention projects in two river systems in South Africa, incorporating actor, environmental, social, and financial dimensions and benefits. Qualitative participatory analysis revealed eight typologies. Post-hoc classification analysis determined similarities and/or unique characteristics of seven quantitative typologies. Key characterising factors included the complexity/size of financial flows, complexity of partnership/governance arrangements, mandates/goals of actors, type of ecological infrastructure, trade-offs in investment in ecological/built infrastructure, and the model used for social benefits. Identified scalable typologies offer structures suited to increased investment, with other typologies offering specialised local value. Community-based approaches to fisheries management has emerged as a mainstream strategy to govern dispersed, diverse and dynamic small scale fisheries. However, amplifying local community led sustainability outcomes remains an enduring challenge. We seek to fill a theoretical gap in the conceptualization of ‘scaling up community-based fisheries management’. We draw on literature of agriculture innovations to provide a framework that takes into account process-driven and structural change occurring across multiple levels of governance, as well as different phases of scaling. We hypothesize that successful scaling requires engagement with all aspects of a governing regime, coalescing a range of actors, and therefore, is an enterprise that is larger than its parts. To demonstrate where the framework offers value, we illustrate the development of community-based fisheries management in Vanuatu according to the framework’s main scaling dimensions.  相似文献

Policies at multiple levels pronounce the need to encompass both social and ecological systems in governance and management of natural capital in terms of resources and ecosystems. One approach to knowledge production and learning about landscapes as social–ecological systems is to compare multiple case studies consisting of large spaces and places. We first review the landscape concepts’ biophysical, anthropogenic, and intangible dimensions. Second, we exemplify how the different landscape concepts can be used to derive measurable variables for different sustainability indicators. Third, we review gradients in the three dimensions of the term landscape on the European continent, and propose to use them for the stratification of multiple case studies of social–ecological systems. We stress the benefits of the landscape concepts to measure sustainability, and how this can improve collaborative learning about development toward sustainability in social–ecological systems. Finally, analyses of multiple landscapes improve the understanding of context for governance and management.  相似文献

Researchers of adaptive capacity and sustainable livelihoods have frequently used social, cultural, human, economic and institutional capitals to better understand how rural and resource-dependent communities address environmental, social and economic stresses. Yet few studies have considered how men and women contribute differently to these capitals to support community resilience overall. Our research sought to understand the differential contributions of Sami men and women to the adaptive capacity of reindeer husbandry and reindeer herding communities in northern Sweden. Our focus revealed a gendered division of labour in reindeer herding as an economic enterprise as well as gendered contributions to a broader conceptualization of reindeer husbandry as a family and community-based practice, and as a livelihood and cultural tradition. Based on our results, we recommend that community resilience be enhanced by generating more opportunities for men to achieve higher levels of human and economic capital (particularly outside of herding activities) and encouraging women to contribute more directly to institutional capital by participating in the formation and implementation of legislation, policies and plans.  相似文献

The spatial and temporal repercussions of climate change are of an extremely complex nature. Coping with climate change is, first and foremost, a challenge to political decision making and, considering the long-term effects of the climate system, to planning. However, there have never been more doubts that the political-administrative system is able to meet these requirements. Although much evidence has been put forward in favor of such skepticism, sometimes, it is dangerous to overstate the existing limits. Drawing on two case studies in the area of flood risk management in Germany, the article illustrates how and why significant path change came about. In both cases, the state proved to still being a pivotal actor, due to a number of functions that cannot be assumed by other actors. However, other actor groups—such as actors from science, the media, NGOs, and citizen groups—play a significant role as well by providing relevant expertise and influencing the public discourse, thus mobilizing significant political pressure.  相似文献

To improve coral reef management, a deeper understanding of biodiversity across scales in the context of functional groups is required. The focus of this paper is on the role of diversity within functional groups in securing important ecosystem processes that contribute to the resilience of coral-dominated reef states. Two important components of species biodiversity that confer ecosystem resilience are analyzed: redundancy and the diversity of responses within functional groups to change. Three critical functional groups are used to illustrate the interaction between these two components and their role in coral reef resilience: zooxanthellae (symbiotic micro algae in reef-building corals), reef-building corals, and herbivores. The paper further examines the consequences of undermining functional redundancy and response diversity and addresses strategies to secure ecological processes that are critical for coral reef resilience.  相似文献

Ecosystems at high latitudes are highly dynamic, influenced by a multitude of large-scale disturbances. Due to global change processes these systems may be expected to be particularly vulnerable, affecting the sustained production of renewable wood resources and abundance of plants and animals on which local cultures depend. In this paper, we assess the implications of new understandings of high northern latitude ecosystems and what must be done to manage systems for resilience. We suggest that the focus of land management should shift from recovery from local disturbance to sustaining ecosystem functions in the face of change and disruption. The role of biodiversity as insurance for allowing a system to reorganize and develop during the disturbance and reorganization phases needs to be addressed in management and policy. We emphasize that the current concepts of ecological reserves and protected areas need to be reconsidered to developp dynamic tools for sustainable management of ecosystems in face of change. Characteristics of what may be considered as customary reserves at high latitudes are often consistent with a more dynamic view of reserves. We suggest new directions for addressing biodiversity management in dynamic landscapes at high latitudes, and provide empirical examples of insights from unconventional perspectives that may help improve the potential for sustainable management of biodiversity and the generation of ecosystem services.  相似文献
