Nature-based solutions (NBS), understood as actions that use ecosystem processes to address societal needs, can play important roles to future-proof river landscape development for people and nature. However, knowledge gaps exist how NBS can be planned and implemented at landscape scales. This Special Issue brings together insights and experiences from studies of assessing, planning, and implementing NBS in river landscapes in Europe and beyond. It addresses three research fields: (i) NBS effects, looking at the effectiveness of NBS to achieve ecological, social, and/or economic outcomes, (ii) NBS planning, focusing on approaches for planning and designing NBS, and (iii) NBS governance, relating to governance and business models for implementation. The twelve contributions deliver evidence on how NBS outperform conventional, rather technical solutions, provide guidance and tools to operationalize the NBS concept into practice, and showcase successful governance models of NBS in different contexts. The editorial ends with an outlook on further research needs.  相似文献

Urban landscapes are the everyday environment for the majority of the global population, and almost 80 % of the Europeans live in urban areas. The continuous growth in the number and size of urban areas along with an increasing demand on resources and energy poses great challenges for ensuring human welfare in cities while preventing an increasing loss of biodiversity. The understanding of how urban ecosystems function, provide goods and services for urban dwellers; and how they change and what allows and limits their performance can add to the understanding of ecosystem change and governance in general in an ever more human-dominated world. This Special Issue aims at bridging the knowledge gap among urbanization, demand creation, and provisioning of ecosystem services in urban regions on the one hand and schemes of urban governance and planning on the other.  相似文献

Nature-based solutions (NBS) find increasing attention as actions to address societal challenges through harnessing ecological processes, yet knowledge gaps exist regarding approaches to landscape planning with NBS. This paper aims to provide suggestions of how planning NBS can be conceptualized and applied in practice. We develop a framework for planning NBS by merging insights from literature and a case study in the Lahn river landscape, Germany. Our framework relates to three key criteria that define NBS, and consists of six steps of planning: Co-define setting, Understand challenges, Create visions and scenarios, Assess potential impacts, Develop solution strategies, and Realize and monitor. Its implementation is guided by five principles, namely Place-specificity, Evidence base, Integration, Equity, and Transdisciplinarity. Drawing on the empirical insights from the case study, we suggest suitable methods and a checklist of supportive procedures for applying the framework in practice. The quality of water in many urban rivers in Latin America is increasingly degrading due to wastewater and runoff discharges from urban sprawl. Due to deficits in sanitary drainage systems, greywater is discharged to the stormwater drainage network generating a continuous dry-weather runoff that reaches rivers without treatment. One of the main challenges in the region is to achieve sustainable management of urban runoff for the recovery of rivers ecosystem integrity. However, retrofitting conventional centralized wastewater drainage networks into the existing urban grid represents important social, economic and technical challenges. This paper presents an alternative adaptive methodology for the design of Nature-based Solutions for decentralized urban runoff treatment. Through this study, technical solutions commonly used for stormwater management were adapted for dry-weather runoff treatment and co-designed for the particular conditions of a representative study area, considering space availability as the main constraining factor for retrofitting in urban areas. The application of a co-design process in a dense neighbourhood of the Great Metropolitan area of Costa Rica brought to light valuable insights about conditions that could be hindering the implementation of NBS infrastructures in Latin America.  相似文献

Nature-based solutions (NBS) for mitigating climate change are gaining popularity. The number of NBS is increasing, but research gaps still exist at the governance level. The objectives of this paper are (i) to give an overview of the implemented NBS for flood risk management and mitigation in Germany, (ii) to identify governance models that are applied, and (iii) to explore the differences between these models. The results of a hierarchical clustering procedure and a qualitative analysis show that while no one-size-fits-all governance model exists, polycentricism is an important commonality between the projects. The study concludes by highlighting the need for further research on traditional governance model reconversion and paradigm changes. China has high biodiversity and is rapidly urbanizing. However, there is limited understanding of how urban expansion in the country is likely to affect its habitats and biodiversity. In this study, we examine urban expansion patterns and their likely impacts on biodiversity in China by 2030. Our analysis shows that most provinces are expected to experience urban expansion either near their protected areas or in biodiversity hotspots. In a few provinces such as Guangdong in the south, urban expansion is likely to impinge on both protected areas and biodiversity hotspots. We show that policies that could facilitate the integration of natural resource protection into urban planning exist on paper, but the prevailing incentives and institutional arrangements between the central and local governments prevent this kind of integration. Removing these obstacles will be necessary in order to safeguard the country’s rich biodiversity in light of the scale of urbanization underway.  相似文献

Australia is experiencing mounting pressures related to processes of urbanisation, biodiversity loss and climate change felt at large in cities. At the same time, it is cities that can take the leading role in pioneering approaches and solutions to respond to those coupling emergencies. In this perspective piece we respond to the following question: What are the required transformations for prioritising, valuing, maintaining and embracing nature in cities in Australia? We adopt the mission framework as an organising framework to present proposed pathways to transform Australian cities as nature-positive places of the future. We propose three interconnected pathways as starting actions to steer urban planning, policy and governance in Australian cities: First, cities need to establish evidence-based planning for nature in cities and mainstream new planning tools that safeguard and foreground urban nature. Second, collaborative planning needs to become a standard practice in cities and inclusive governance for nature in cities needs to prioritise Aboriginal knowledge systems and practices as well as look beyond what local governments can do. Third, for progressing to nature-positive cities, it is paramount to empower communities to innovate with nature across Australian cities. Whilst we focus on Australian cities, the lessons and pathways are broadly applicably globally and can inspire science-policy debates for the post COP15 biodiversity and COP26 climate change implementation processes.  相似文献

Urban futures that are more resilient and sustainable require an integrated social–ecological system approach to urban policymaking, planning, management, and governance. In this article, we introduce the Urban Biodiversity and Ecosystem Services (URBES) and the Cities and Biodiversity Outlook (CBO) Projects as new social–ecological contributions to research and practice on emerging urban resilience and ecosystem services. We provide an overview of the projects and present global urbanization trends and their effects on ecosystems and biodiversity, as a context for new knowledge generated in the URBES case-study cities, including Berlin, New York, Rotterdam, Barcelona, and Stockholm. The cities represent contrasting urbanization trends and examples of emerging science–policy linkages for improving urban landscapes for human health and well-being. In addition, we highlight 10 key messages of the global CBO assessment as a knowledge platform for urban leaders to incorporate state-of-the-art science on URBES into decision-making for sustainable and resilient urban development.  相似文献

The synthesis of the BONUS+ research is introduced. The HELCOM Baltic Sea Action Plan is examined as a case to illustrate the potentials and challenges in building the science–policymaking interface on a macroregional level. The projects address environmental challenges in the Baltic Sea as defined by the Baltic Sea Action Plan, or consider the environmental governance and decision making within the Baltic Sea context in general. Eutrophication, biodiversity, hazardous substances, maritime activities, and the environment governance are addressed, as are crosscutting issues, such as the impact of climate change, maritime spatial planning and impacts of future development on ecosystem services. The projects contributed to relevant policy developments: 37 consultations carried out at EU level, 49 modifications to policy documents and action plans, 153 suggestions for the efficacy of pertinent public policies and governance, and in 570 occasions, scientists working in BONUS+ projects served as members or observers in scientific and stakeholder committees.  相似文献

We explore whether Rotterdam city has the governance capacity in terms of processes at place, and the attention in terms of vision and strategy to take up an integrated approach toward urban resilience. We adopt an interpretative policy analysis approach to assess the dynamics of urban ecosystem governance considering interviews, gray literature, and facilitated dialogues with policy practitioners. We show the inner workings of local government across strategic, operational, tactical, and reflective governance processes about the way urban ecosystems are regulated. Despite the existing capacity to steer such processes, a number of underlying challenges exist: need for coordination between planning departments; need to ease the integration of new policy objectives into established adaptive policy cycles; and need to assess the lessons learnt from pilots and emerging green initiatives. Regulating and provisioning ecosystem services receive heightened policy attention. Focus on regulating services is maintained by a policy renewal cycle that limits and delays consideration of other ecosystem services in policy and planning.  相似文献

In this article, focusing on the ongoing implementation of the EU Water Framework Directive, we analyze some of the opportunities and challenges for a sustainable governance of water resources from an ecosystem management perspective. In the face of uncertainty and change, the ecosystem approach as a holistic and integrated management framework is increasingly recognized. The ongoing implementation of the Water Framework Directive (WFD) could be viewed as a reorganization phase in the process of change in institutional arrangements and ecosystems. In this case study from the Northern Baltic Sea River Basin District, Sweden, we focus in particular on data and information management from a multi-level governance perspective from the local stakeholder to the River Basin level. We apply a document analysis, hydrological mapping, and GIS models to analyze some of the institutional framework created for the implementation of the WFD. The study underlines the importance of institutional arrangements that can handle variability of local situations and trade-offs between solutions and priorities on different hierarchical levels.  相似文献

The strategy of reconnecting rivers with their floodplains currently gains popularity because it not only harnesses natural capacities of floodplains but also increases social co-benefits and biodiversity. In this paper, we present an example of a successfully implemented nature-based solution (NBS) in the Dijle valley in the centre of Belgium. The research objective is to retrospectively assess cost and benefit differences between a technical solution (storm basins) and an alternative NBS, here the restoration of the alluvial floodplain. The method is a comparative social cost–benefit analysis. The case study analysis reveals similar flood security, lower costs, more ecosystem services benefits and higher biodiversity values associated with the NBS option in comparison to the technical alternative. However, the business case for working with NBS depends substantially on the spatial and socio-ecological context. Chances for successful NBS implementation increase in conditions of sufficient space to retain flood water, when flood water is of sufficient quality, and when economic activity and housing in the floodplain is limited.Supplementary InformationThe online version of this article contains supplementary material available at (10.1007/s13280-021-01548-4).  相似文献

Green infrastructure (GI) and ecosystem services (ES) are promoted as concepts that have potential to improve environmental planning in urban areas based on a more holistic understanding of the complex interrelations and dynamics of social–ecological systems. However, the scientific discourses around both concepts still lack application-oriented frameworks that consider such a holistic perspective and are suitable to mainstream GI and ES in planning practice. This literature review explores how multifunctionality as one important principle of GI planning can be operationalized by approaches developed and tested in ES research. Specifically, approaches developed in ES research can help to assess the integrity of GI networks, balance ES supply and demand, and consider trade-offs. A conceptual framework for the assessment of multifunctionality from a social–ecological perspective is proposed that can inform the design of planning processes and support stronger exchange between GI and ES research.  相似文献

A critical challenge in natural resource management is to bring all stakeholders together to negotiate solutions to critical problems. However, various collaborative approaches to heading off conflicts and resolving natural resource management disputes have been used. What drives these efforts, however, still needs further research. Our study provides a systematic look at the drivers likely to initiate collaborative problem-solving efforts in four cases in Romania. We use Emerson’s et al. (2012) framework for collaborative governance and multi-value qualitative comparative analysis (mvQCA) to analyze cases involving endangered species, restrictions on forest harvest, conflicts associated with infrastructure development projects, and disputes over the management of environmentally sensitive areas. Our findings contribute to the already existing collaborative governance literature indicating which of the four factors: uncertainty, interdependence, consequential incentives, and leadership, in which combination, are necessary and sufficient to spur collaborative resource management efforts. Our results showed that in Romania the initiation of collaboration is best explained by positive consequential incentives (i.e., financial opportunities) which has determined leaders to take initiative. This study provides additional information for the complicated process of natural resource management which is often overriding collaboration by investigating what enables and constrains collaborative efforts in a country where natural resources were managed and used according to the principles of central planning.  相似文献

Climate change has considerably dominated science-policy dialogue, public debate, and subsequently environmental policies since the three “Rio Conventions” were born. This has led to practically independent courses of action of climate change mitigation and biodiversity conservation actions, neglecting potential conflicts among outcomes and with missed opportunities for synergistic measures. Transformative governance principles have been proposed to overcome these limitations. Using a transformative governance lens, we use the case of the Norwegian "Climate Cure 2030" for the Land Use, Land-Use Change and Forestry (LULUCF) sector to, first, illustrate the mechanisms that have led to the choice of climate mitigation measures; second, to analyze the potential consequences of these measures on biodiversity and greenhouse gas (GHG) emissions; and, third, to evaluate alternative measures with potential positive outcomes for biodiversity and GHG emissions/removals. In Latin America and the Caribbean, river restoration projects are increasing, but many lack strategic planning and monitoring. We tested the applicability of a rapid visual social–ecological stream assessment method for restoration planning, complemented by a citizen survey on perceptions and uses of blue and green infrastructure. We applied the method at three urban streams in Jarabacoa (Dominican Republic) to identify and prioritize preferred areas for nature-based solutions. The method provides spatially explicit information for strategic river restoration planning, and its efficiency makes it suitable for use in data-poor contexts. It identifies well-preserved, moderately altered, and critically impaired areas regarding their hydromorphological and socio-cultural conditions, as well as demands on green and blue infrastructure. The transferability of the method can be improved by defining reference states for assessing the hydromorphology of tropical rivers, refining socio-cultural parameters to better address river services and widespread urban challenges, and balancing trade-offs between ecological and social restoration goals.Supplementary InformationThe online version contains supplementary material available at 10.1007/s13280-021-01565-3.  相似文献

There have been many studies on bio-inspired research, where biomimicry capabilities facilitating sustainable designs are in dearth. For a sustainable design, it is necessary to consider water efficiency, zero waste, thermal environment, and energy supply. This paper investigates how biomimicry is adopted in the sustainable design of buildings. A thorough content analysis of eight case studies focused on the built environment and how biomimicry integrated with the design of a building was executed. The selection of cases study was based on the concept of biomimicry by taking inspiration from nature and applying them in the everyday built environment. Thus, the building designs are more ecologically sustainable than conventional ones, where biomimicry approaches and principles are adopted. The findings suggest that the design of a building can inspire society with new ecological morals, where understanding of biological morphogenesis can inspire design to resolve challenges and essentially help create a healthy environment. Biomimicry harnesses and replicates the principles found in nature to create a built environment that benefits people and other living creatures and safeguards biodiversity. Thus, adopting biomimicry in designing a building will help to develop a culture of active environmental design.

Climate change and accelerating socioeconomic developments increasingly challenge flood-risk management in the Vietnamese Mekong River Delta—a typical large, economically dynamic and highly vulnerable delta. This study identifies and addresses the emerging challenges for flood-risk management. Furthermore, we identify and analyse response solutions, focusing on meaningful configurations of the individual solutions and how they can be tailored to specific challenges using expert surveys, content analysis techniques and statistical inferences. Our findings show that the challenges for flood-risk management are diverse, but critical challenges predominantly arise from the current governance and institutional settings. The top-three challenges include weak collaboration, conflicting management objectives and low responsiveness to new issues. We identified 114 reported solutions and developed six flood management strategies that are tailored to specific challenges. We conclude that the current technology-centric flood management approach is insufficient given the rapid socioecological changes. This approach therefore should be adapted towards a more balanced management configuration where technical and infrastructural measures are combined with institutional and governance resolutions. Insights from this study contribute to the emerging repertoire of contemporary flood management solutions, especially through their configurations and tailoring to specific challenges.  相似文献
