ABSTRACT: The water reductions resulting from Contra Costa Water District's 1989 residential audit program are measured using a multivariate regression model. The model explains metered residential water use as a function of both conservation and other household variables. The principle conclusions drawn are that (1) installation of low-flow showerheads reduced indoor water use by 9.7 percent or 7.8 gallons per capita day, (2) the outdoor segment of the audit reduced irrigation needs by 18.7 percent, and (3) irrigation timers are being used inefficiently. 相似文献

This paper explores the trends in industrial water intake, discharge, recycling, and gross water use to see whether or not the 1972 Clean Water Act (CWA) has had an impact on industrial effluent discharge. Quinquennial Census data indicate that the levels of discharge, both generally and per unit of product, have been falling for as long as these data have been gathered. Trends in gross water use and recycling ratios suggest that during the 25 years of record production processes were gradually modified so that less total water was discharged and less was used per unit of output. Untreated discharge as a percent of all discharge fell fairly steadily across all industries until 1973 and continued to fall in 1978 in the major BOD-discharging industries. By 1978, 75 percent of the pulp and paper effluent and 40 percent of the food processing effluent was treated. The consistent increase in treated discharge in the pulp and paper mills, with their large component of BOD-related process discharge, was not matched by parallel trends in the steel, petroleum, and chemicals industries with their relatively smaller amounts (and percents) of process discharge. This suggests that the CWA may have been responsible in part for the change in the former. In the pulp and paper industry, there is further evidence that the CWA has influenced wastewater discharge. Although, for the century as a whole, pulp and paper mills discharged less water, and more discharge was treated, in 1978 than in 1973, these trends were especially dramatic among firms in the Northeast where controls were likely to have been most stringent. Finally, using the only direct evidence we have, it appears that the drop in discharge levels and the increasing amounts of treatment had a significant effect on the amount of BOD discharged to surface and ground water. In 1973 the pulp and paper mills in Wisconsin discharged an average of about 868,000 lbs/day; by 1982, despite increased levels of production, they discharged less than 10 percent of that. There is no doubt that industrial water use changed over the 25 years of record. Although the evidence is circumstantial, it appears that the CWA and the environmental ethic which spawned it played an important part in some aspects of the shifts. 相似文献

ABSTRACT: This work begins by defining rational water use, and then discusses important factors that most strongly influence it. A general model is then developed to enable factories to quantify the ratio of rational industrial water reuse based on the least cost method. The model is established to minimize the cost of water with reference to gross water use and three subsystems ‐ the intake, reuse, and discharge of industrial water. Discharge cost is determined using data from a 1997 survey of 38 factories, and reuse costs are ranked and expressed by a step function. The model is verified using data from a typical semiconductor factory in northern Taiwan's Hsinchu Science Based Industrial Park, whose effective rational water reuse ratio is about 38 percent. A sensitivity analysis shows that improving water reuse technology is the most important factor in determining the rational water reuse ratio, and the price of water is the second most important. When water costs over NT$30 (New Taiwan Dollar, US$1 = NT$34) per cubic meter, increasing reuse becomes significant. ABSTRACT: An index of residential water efficiency - a “W-Index” - can serve as a measure of effectiveness of water conservation features in the home. The index provides a calculated numerical value for each dwelling unit, derived from the number and kind of water-saving features present, including indoor and outdoor water savers and water harvesting or recycling systems. A W-Index worksheet, devised for on-site evaluation of single-family residences in the Tucson, Arizona, region shows that a nonconserving residence with all the water-using features would use 151,000 gallons per year or 148 gallons per capita per day (gpcpd), while the fully conserving model would use 35,300 gallons per year or 35 gpcpd and with water harvesting and graywater recycling systems would have a maximum W-Index of W-160. A Tucson water conservation demonstration home, Casa del Agua, received a rating of W-139, and field tests of about 30 homes in new Tucson subdivisions show values ranging from W-75 to W-100, indicating the incorporation of some water conservation in current new models. By adjustment of some climatic or water-use parameters, the W-Index format can be applied to various types of dwelling units or to other urban areas. The W-Index can be used by individual homeowners or builders to evaluate water efficiency of residential units, or by water providers or water management agencies as a device for promoting and achieving water conservation goals. 相似文献

As a result of the UK Government's waste policy, which increasingly encourages sustainable development, and the realisation that water in the UK cannot be treated as an unlimited resource, there is growing interest in reducing the demand for water by industry. A series of industrial waste minimisation clubs have been set up within the country. This paper identifies the effectiveness of these clubs in reducing the demand for water. An overview of some of the clubs show how there is a major discrepancy between potential and implemented water savings, whilst a more detailed analysis of three specific examples show how water demand and cost to the company can be reduced, with the project paying for itself within around 1 year. It appears that companies are able to reduce water consumption by approximately 30%. If this level of saving was taken up by the entire industrial sector in England and Wales, water consumption could be reduced by approximately 1500 Ml/day. This reduction would be more significant in regions of lower rainfall, for example East Anglia and Southeast England. 相似文献

Within the research field of urban water demand management, understanding the link between environmental and water conservation attitudes and observed end use water consumption has been limited. Through a mixed method research design incorporating field-based smart metering technology and questionnaire surveys, this paper reveals the relationship between environmental and water conservation attitudes and a domestic water end use break down for 132 detached households located in Gold Coast city, Australia. Using confirmatory factor analysis, attitudinal factors were developed and refined; households were then categorised based on these factors through cluster analysis technique. Results indicated that residents with very positive environmental and water conservation attitudes consumed significantly less water in total and across the behaviourally influenced end uses of shower, clothes washer, irrigation and tap, than those with moderately positive attitudinal concern. The paper concluded with implications for urban water demand management planning, policy and practice. 相似文献

ABSTRACT: Managing the demand for municipal water supply has become a viable alternative or supplement to traditional supply management responses. Though senior governments in Canada are committed to the concept, there is a lack of knowledge concerning the level of use of the demand management concept and little promotion of water conservation. This paper assesses the extent of the use of this concept as it applies to municipal water supply across southern Ontario and examines factors that influence the variation in use of water conservation strategies. Information from 219 municipalities revealed that the concept is not in wide use in southern Ontario and that existing variation can be partially explained by the extent of problems experienced and the population size served by the municipal water supply system. Suggestions for increasing municipal use of the demand management concept are offered. 相似文献

ABSTRACT: Most southwestern cities were founded along rivers or in areas having springs or readily available ground water. Because of the generally sparse precipitation, the renewable fresh water supply in the Southwest is smaller than most other areas of the United States. Despite the arid climate, water use has increased rapidly, first in the form of irrigation, and more recently the use in cities. This has caused extensive development of local water resources and overdraft of ground water basins in some areas. It is difficult to implement new local supplies and importation projects due to a myriad of environmental and legal constraints and a general shortage of public funds. Various opportunities and plans for water management, both on the demand and supply sides, are discussed. Evolving water strategies in four metropolitan areas - El Paso, Albuquerque, Las Vegas, and Phoenix - and issues regarding the Central Arizona Project are presented. 相似文献

This study systematically evaluates residential consumer responses to a utility conservation initiative based on an econometric analysis of a sample of 510 households served by Artesian Water Company, Inc. (New Castle County of Delaware). Using a panel study approach covering the period from 1992 to 1997, this study shows that Artesian's water conservation program has had statistically significant and persistent impacts on residential water consumption. 相似文献

ABSTRACT: Water providers nationwide are implementing nonprice conservation measures such as education, public information, appliance retrofit and ordinances, with the expectation that these programs will reduce residential water demand. However, little empirical information exists on the effectiveness of nonprice conservation programs in reducing water demand. Previous econometric studies indicate these programs have had minimal impact. We examine the types and number of major nonprice conservation programs that have been implemented during an 11-year period in seven cities in the southwestern United States. A cross sectional, monthly time series residential water demand model, with parameters to control for variation in prices, temperature, precipitation and other factors, was used to empirically investigate the effectiveness of nonprice conservation programs in reducing water demand. We found significant reductions in use ranging between 1.1 percent and 4.0 percent per program. Because of the lack of information, we were unable to distinguish the effectiveness of individual or specific types of programs. Beyond finding that nonprice programs can be effective in reducing demand, questions regarding the efficiency and benefits to be achieved by conservation remain. As a step towards separating and evaluating the effects of individual programs, program benefits and efficiency, we recommend that utilities maintain more detailed and consistent information regarding the implementation of their nonprice programs. 相似文献

ABSTRACT: A water use model was developed to estimate water savings from installation of low-flow showerheads and toilet displacement devices in residential housing. The model measures household water use in per capita terms with adjustments for age of occupants, household income, if occupants responsible for direct payment of water bill, and type of water fixtures. Detailed data on 308 single family residences involved with a pilot retrofit program in the Seattle, Washington, area were analyzed. We estimated per capita indoor water use to decline by 6.4 and 2.1 percent from complete installation of low-flow showerheads and toilet displacement devices, respectively. 相似文献

Abstract: Many municipalities have implemented demand management of outdoor water use. Measures such as restrictions on lawn watering and promotion of xeriscaping are effective in reducing water demand during summer months, especially during dry spells. However, little research examines a key factor shaping the success of these programs: residents’ perceptions of and satisfaction with such conservation measures. This article describes an urban outdoor water conservation program in Guelph, Ontario, assesses that program from the perspective of residents, and explores socio‐economic, attitudinal and other factors associated with residents’ assessment of the program. A survey of Guelph residents revealed broad support for the program, which includes restrictions on various outdoor water uses and, under certain circumstances, a ban on lawn watering. However, there was much uncertainty among residents about the effectiveness of the program in reducing water use and the effectiveness of program enforcement. Key factors influencing residents’ assessment of the program were neighborhood, gender and environmental attitude. Implications for the design and implementation of outdoor water conservation programs are discussed, including the importance of better communication of information on program effectiveness and enforcement. 相似文献

Rainwater harvesting (RWH) has traditionally been implemented in areas with (semi) arid climates or limited access to potable water supplies; however, recent droughts in the humid southeastern United States have led to increased implementation of RWH systems. The objectives of this study were twofold: (1) present usage characteristics and performance results for four RWH systems installed in humid North Carolina (NC) as compared with systems located in arid/semiarid regions and (2) identify system benefits and modifications that could help improve the performance of RWH systems installed in humid regions of the world. For this study four RWH systems were installed in NC. Their usage was monitored for at least one year and compared with similar studies. Results revealed that dedicated water uses and usage characteristics for RWH systems in NC differed from those previously reported in the literature. Two of the systems studied met 100 and 61% of the potable water demand with designated uses of animal kennel flushing and greenhouse irrigation, respectively. The designated uses yielding the greatest potable water replacement were often seasonal or periodic, thus necessitating the need for identifying and implementing secondary objectives for these systems, namely, stormwater management. Otherwise, the expense and effort required to implement RWH systems in humid areas will most likely preclude their use. 相似文献

ABSTRACT: Increasing costs and competition for water have resulted in pressure to manage urban water demand through conservation programs. Metering, pricing, devices, restrictions, building code changes, and horticultural practices have all been effective in reducing average residential water use. Some conservation means are specifically aimed at reducing peak demands but these usually reduce average usage as well. Combined programs of conservation can be expected to reduce urban demand by as much as 25–30 percent over the long term. Restrictions can reduce water usage on the short term even further. The success of conservation programs is as dependent on the effectiveness of public education and information dissemination as on the conservation practices themselves. 相似文献

The strategies included (1) installation of weather‐sensitive irrigation controller switches (WSICS) in residences and municipal athletic fields; (2) installation of rainwater harvesting systems in residences; (3) two outreach programs: (a) free home indoor water use audits and water fixture retrofit kits and (b) rebates for low‐water‐demand toilets and washing machines; and (4) soil amendments to improve soil moisture retention at a municipal athletic field. The goals of this study are to summarize the effectiveness of the four water conservation strategies and to introduce nonparametric statistical methods for evaluating the effectiveness of these conservation strategies in reducing water use. It was found that (1) the municipal WSICS significantly reduced water use; (2) residences with high irrigation demand were more likely than low water users to experience a substantial demand decrease when equipped with the WSICS; (3) rainwater harvesting provided substantial rainwater use, but these volumes were small relative to total domestic water use and relative to the natural fluctuations in domestic water use; (4) both the audits/retrofit and rebate programs resulted in significant water savings; and (5) a modeling approach showed potential water savings from soil amendments in ball fields. 相似文献

If conservation measures are preplanned, properly engineered, and coordinated, reductions in utility bills for water, waste water, and energy are estimated at $30+per person per year. Installation of devices to reduce water use, engineering plans to prevent malfunctioning of collecting sewers, and engineered process modifications of treatment facilities must be coordinated to achieve full benefits of water conservation. ABSTRACT: A residential single family dwelling was retrofitted to recycle graywater for landscape irrigation and toilet flushing. The objective of this study was to determine improvements in graywater quality by evaluating five simple graywater treatment systems that were easily adapted to the household plumbing. The treatment systems consisted of (1) water hyacinths and sand filtration, (2) water hyacinths, copper ion disinfection, and sand filtration, (3) copper ion disinfection and sand filtration, (4) copper/silver ion disinfection and sand filtration, and (5) 20–μm cartridge filtration. Water quality parameters measured were fecal and total coliform indicator bacteria, nitrates, suspended solids, and turbidity. Reductions in bacterial concentration, suspended solids and turbidity were achieved by all systems tested. Treatment reduced nitrate concentrations to an average of 2.6 mg/liter. Reductions in suspended solids, and turbidity were influenced more by the quality of the graywater entering the treatment system than the efficiency of the systems themselves. The water hyacinths and sand filtration system provided the best graywater quality in terms of the concentrations of fecal indicator bacteria. The system providing the best water quality in regard to average suspended solids after treatment was the water hyacinths, copper ion, and sand filtration system, and the best average turbidity was achieved by the copper/silver ion generating unit with sand filtration. All systems were capable of significant reductions in fecal indicator bacteria, suspended solids, and turbidity; however, additional treatment or disinfection would be necessary to further reduce the level of coliform and fecal coliform bacteria to achieve regulatory standards in the State of Arizona. 相似文献

ABSTRACT: The use of scientific knowledge in environmental policy making is an important topic. However, the relation between knowledge producers and policy makers is not a straightforward producer-user relationship. The development of a national desiccation policy in the Netherlands and the implementation of desiccation plans in local situations are used as a case study to investigate the knowledge policy relationship. Three theoretical explanations were used to analyze this case: a difference between the cultures of producers and users; a different rationality of the policy making and research processes; and processes of social construction of problem definitions which imply that different knowledge stocks are used depending on the framing of the policy problem. Emergence of the policy issue at the national level is demonstrated to develop in close interaction between knowledge producers and policy makers, while the interactions at the local level were more based on integration of expert knowledge through personal expertise and closely tied to the development of management plans. This case study thus reveals a difference between general knowledge supporting measures at the national policy level and the way in which specific knowledge is applied in local cases. Therefore more attention should be paid to the translation of policy problems from rather high levels of political authority to the conceptualization at lower management levels. A final conclusion is that knowledge use in Dutch desiccation policy can be understood by pointing to multiple theoretical perspectives. The rational actor model and a construc-tivist perspective turned out to be especially useful in explaining the different ways knowledge was used at the national and the local level. 相似文献

Abstract: Residential water demand is a function of several factors, some of which are within the control of water utilities (e.g., price, water restrictions, rebate programs) and some of which are not (e.g., climate and weather, demographic characteristics). In this study of Aurora, Colorado, factors influencing residential water demand are reviewed during a turbulent drought period (2000‐2005). Findings expand the understanding of residential demand in at least three salient ways: first, by documenting that pricing and outdoor water restriction policies interact with each other ensuring that total water savings are not additive of each program operating independently; second, by showing that the effectiveness of pricing and restrictions policies varies among different classes of customers (i.e., low, middle, and high volume water users) and between predrought and drought periods; and third, in demonstrating that real‐time information about consumptive use (via the Water Smart Reader) helps customers reach water‐use targets. 相似文献

ABSTRACT: This paper synthesizes and interprets data pertaining to the evolution of average water revenue, water use, and the average cost of water supply in the City of Santa Barbara, California, from 1986 to 1996, a period which included one of the most devastating droughts in California this century. The 1987–1992 drought hit the study area particularly hard. The City of Santa Barbara was dependent exclusively on local sources for its water supply. That made it vulnerable as the regional climate is prone to extreme variability and recurrent droughts. The 1986–1992 drought provided a rare opportunity to assess the sensitivity of municipal water use to pricing, conservation, and other water management measures under extreme drought conditions. Our analysis indicates that the average cost of water rose more than three-fold in real terms from 1986 to 1996, while the gap between the average cost of supply and the average revenue per unit of water (= 100 cubic feet) rose in real terms from $0.14 in 1986 to $ 0.75 in 1996. The rise of $3.08 in the average cost of supplying one unit of water between 1986 and 1996 measures the cost of hedging drought risk in the study area. Water use dropped 46 percent at the height of the drought relative to pro-drought water use, and remains at 61 percent of the pre-drought level. The data derived from the 1987–1992 California drought are unique and valuable insofar as shedding light on drought/water demand adaptive interactions. The experience garnered on drought management during that unique period points to the possibilities available for future water management in the Arid West where dwindling water supplies and burgeoning populations are facts that we must deal with. 相似文献
