Air pollution, a by-product of economic growth, has been incurring extensive environmental costs in Seoul, Korea. Unfortunately, air pollution impacts are not treated as a commercial item, and thus it is difficult to measure the environmental costs arising from air pollution. There is an imminent need to find a way to measure air pollution impacts so that appropriate actions can be taken to control air pollution. Therefore, this study attempts to apply a choice experiment to quantifying the environmental costs of four air pollution impacts (mortality, morbidity, soiling damage, and poor visibility), using a specific case study of Seoul. We consider the trade-offs between price and attributes of air pollution impacts for selecting a preferred alternative and derive the marginal willingness to pay (WTP) estimate for each attribute. According to the results, the households' monthly WTP for a 10% reduction in the concentrations of major pollutants in Seoul was found to be approximately 5494 Korean won (USD 4.6) and the total annual WTP for the entire population of Seoul was about 203.4 billion Korean won (USD 169.5 million). This study is expected to provide policy-makers with useful information for evaluating and planning environmental policies relating specifically to air pollution.  相似文献

One of the objectives of US environmental regulations was to reduce industrial air pollution emissions, especially from the electric utility industry, the major industrial air polluter. In this study, a comparative analysis of air pollution emissions from fossil-fuel-burning electric utility plants is conducted. The analysis focuses on a 12-yr period from 1975 to 1987 for three air pollutants: particulates, surfur dioxide, and nitrogen oxides. The results indicate that particulate emissions have been significantly reduced but that sulfur dioxide and nitrogen oxides are still major problems for a number of plants. Furthermore, the disparity in the performance by plants indicates that by using current technology, the industry as a whole could greatly reduce these emissions. These results have policy implication for future environmental legislation.  相似文献

Studies show a direct relationship between occurrence of asthma and increases of particulate matter in the air. Private transportation is found to be a significant contributor to this problem. The objective of this article is to explore this link between air pollution, asthma and vehicular dependency in order to provide recommendations for health and transport policy. This article focuses on the survey of literature on the relationship between vehicular air pollution and asthma; combining it with the literature on vehicular dependency or ‘car culture’ in the global context and in The Netherlands. This article exposes the imbalance of power between patient groups and polluting industries, and the government failure to protect the weaker party can be explained by corporate pressures. It will be argued that since air pollution is tied to the corporate support for the car industry and vested interests in promoting a ‘car culture’, strategic policy that claims to be concerned with public health should explicitly link the present pattern of mobility to public health. This article concludes with a recommendation for raising environmental health awareness by explicitly linking vehicular dependency to respiratory health through a combination of holistic and citizenship education.  相似文献

About half the world's households cook and/or heat daily with biomass fuels. At small scale, biomass combustion releases significant amounts of particulates, carbon monoxide, and hydrocarbons, the latter with significant concentrations of polycyclic aromatic hydrocarbons. Preliminary measurements in kitchens of developing-country villages have established airborne concentrations of these healthdamaging pollutants that are orders of magnitude above urban levels or relevant standards. Particle size measurements and dose calculations lead to significant concerns about potential health hazards. The few epidemiological studies are consistent with such effects although more work is clearly needed. These findings may have significant implications for the planning of rural energy development in a number of countries. In particular, they may relate directly to the question of the optimum balance between centralized and decentralized systems.  相似文献

China has laid out an ambitious strategy for developing its vast shale gas reserves. This study developed an input–output based hybrid life-cycle inventory model to estimate the energy use, water consumption, and air emissions implications of shale gas infrastructure development in China over the period 2013–2020, including well drilling and operation, land rig and fracturing fleet manufacture, and pipeline construction. Multiple scenarios were analyzed based on different combinations of well development rates, well productivities, and success rates. Results suggest that 700–5100 petajoules (PJ) of primary energy will be required for shale gas infrastructure development, while the net primary energy yield of shale gas production over 2013–2020 was estimated at 1650–7150 PJ, suggesting a favorable energy balance. Associated emissions of CO2e were estimated at 80–580 million metric tons, and were primarily attributable to coal-fired electricity generation, fugitive methane, and flaring of methane during shale gas processing and transmission. Direct water consumption was estimated at 20–720 million metric tons. The largest sources of energy use and emissions for infrastructure development were the metals, mining, non-metal mineral products, and power sectors, which should be the focus of energy efficiency initiatives to reduce the impacts of shale gas infrastructure development moving forward.  相似文献

衡水市区的大气污染对人体健康、农业、建筑材料造成的经济损失是巨大的。运用修正的人力资本法、生产率变动法、成果参照法等环境经济学方法,计算出衡水市区1996-2000年各年的大气污染经济损失。以2000年为例,衡水市区大气污染经济损失为1.23亿元,相当于研究区域每人损失510元,其中大气污染引起的人体健康经济损失为12079万元,农业经济损失85.4万元,建筑材料经济损失175万元。由于认识、数据搜集、技术上的原因,本研究给出的经济损失数据只是一个半定量的供宏观思考的结论,可看作是实际损失的下限值。  相似文献

Our research focuses on the linkage between land use planning policy and the spatial pattern of exposure to air toxics emissions. Our objective is to develop a modeling framework for assessment of the community health risk implications of land use policy. The modeling framework is not intended to be a regulatory tool for small-scale land use decisions, but a long-range planning tool to assess the community health risk implications of alternative land use scenarios at a regional or subregional scale. This paper describes the development and application of an air toxic source model for generating aggregate emission factors for industrial and commercial zoning districts as a function of permitted uses. To address the uncertainty of estimating air toxics emission rates for planned general land use or zoning districts, the source model uses an emissions probability mass function that weights each incremental permitted land use activity by the likelihood of occurrence. We thus reduce the uncertainty involved in planning for development with no prior knowledge of the specific industries that may locate within the land use district. These air toxics emission factors can then be used to estimate pollutant atmospheric mass flux from land use zoning districts, which can then be input to air dispersion and human health risk assessment models to simulate the spatial pattern of air toxics exposure risk. The model database was constructed using the California Air Toxics Inventory, 1997 US Economic Census, and land assessment records from several California counties. The database contains information on more than 200 air toxics at the 2-digit Standard Industrial Classification (SIC) level. We present a case study to illustrate application of the model. Whether the proposed Yucca Mountain nuclear waste repository system will adversely impact tourism in southern Nevada is an open question of particular importance to visitor-oriented rural counties bisected by planned waste transportatin corridors (highway or rail). As part of one such county's repository impact assessment program, tourism implications of Three Mile Island (TMI) and other major hazard events have beem revisited to inform ongoing county-wide socioeconomic assessments and contingency planning efforts. This paper summarizes key research implications of such research as applied to Lincoln County, Nevada. Implications for other rural counties are discussed in light of the research findings.  相似文献

Portovelo-Zaruma, Ecuador is an artisanal and small-scale gold mining (ASGM) region with approximately 6000 gold miners working with mercury and cyanide. Although artisanal gold mining (AGM) has taken place in Portovelo-Zaruma for centuries, highly mechanized small-scale gold mining (SGM) processing plants capable of increased throughput began being built in the 1990s. While there are benefits associated with ASGM, there are also negative impacts experienced by the miners and the surrounding communities. To take advantage of ASGM as a poverty-alleviating mechanism while reducing unwanted externalities, the cumulative impacts must be understood. Numerous challenges to measuring, monitoring, and addressing ASGM impacts result from the complexity of the impacts themselves, the nature of the gold mining as an informal industry, and the shortfalls in the current regulatory framework. These are discussed in the context of ongoing, unresolved issues including efforts to address trans-boundary water pollution, management of mining waste, and conflicts regarding priorities, ambiguities, and enforcement of existing regulations and policies. Internationally, interventions to address both AGM and SGM impacts have typically focused almost exclusively on technological changes through the elimination of mercury use. Our analysis suggests that to better address ASGM and their cumulative impacts in Ecuador, it will be beneficial to revisit the legal definitions of AGM and SGM. Additionally, promotion of information-based strategies including educational outreach programs and cross-scale and cross-level mitigation methods may also be beneficial. The success of these strategies to reduce ASGM-related cumulative impacts will depend on sufficient funding and the commitment of stakeholders.  相似文献

The distribution of environmental pollutant, sulphur, over Kano municipality was monitored on the basis of the chemical analysis of Scots Pine (Pinus sylvestris L.) needles collected from randomly selected sampling points over the period 1995–1996. Of the five zones in which the municipal area was subdivided, two could be regarded as least polluted, two as moderately polluted and one zone as heavily polluted. The mean value of all measurements in the metropolis amounted to 1940 gg–1 S with a co-efficient of variation of 38 percent.  相似文献

This study estimates minimum marginal health benefits (morbidity reduction only) of air pollution control and total health benefits arising from regulatory intervention regarding the adoption of the World Bank emission guidelines (WBEG) for thermal power plants (TPPs) in Delhi. The Industrial Source Complex-Short-Term Version–3 (ISCST3) model has been used to estimate the contribution to air pollution from TPPs. The household health production function (avertive behaviour) has been used to value health benefits of air pollution control. The study revealed that the ambient air pollution due to TPPs is reduced by between 62.17% to 83.45% by adopting the WBEG. Annual marginal benefit due to reduction in exposure to air pollution by 1 μg m?3 is estimated to be US$0.353 per person. Total annual health benefits for adopting the WBEG for TPPs are estimated at US$235.19 million. This study provides a novel methodology to evaluate health benefits of regulatory intervention.  相似文献

Global climate change measures are difficult to implement. In this context, local air pollution measures may play an important role in the political agenda since their effects are felt more immediately by citizens. Distributional implications are one of the main barriers for implementing environmental policies. This paper explores the distributional implications of air pollution taxes and compares them to climate change taxes. For the comparison, both tax schemes were set to yield the same revenue. Methodologically, the study uses a top–down approach linking a macro model to a micro model. We find that taxes on local air pollutants are more regressive than those levied on CO2. This is because the goods implicitly taxed have a greater weight in the consumer basket of low-income groups, even if the tax revenues are recycled. Furthermore, the revenue-neutral recycle scheme increases both taxes efficiency, but, at the same time, can increase regressivity.  相似文献

As the number of proposals to divert streamflow for power production has increased in recent years, interest has grown in predicting the impacts of flow reductions on riparian vegetation. Because the extent and density of riparian vegetation depend largely on local geomorphic and hydrologic setting, site-specific geomorphic and hydrologic information is needed. This article describes methods for collecting relevant hydrologic data, and reports the results of such studies on seven stream reaches proposed for hydroelectric development in the eastern Sierra Nevada, California, USA. The methods described are: (a) preparing geomorphic maps from aerial photographs, (b) using well level records to evaluate the influence of streamflow on the riparian water table, (c) taking synoptic flow measurements to identify gaining and losing reaches, and (d) analyzing flow records from an upstream-downstream pair of gages to document seasonal variations in downstream flow losses. In the eastern Sierra Nevada, the geomorphic influences on hydrology and riparian vegetation were pronounced. For example, in a large, U-shaped glacial valley, the width of the riparian strip was highly variable along the study reach and was related to geomorphic controls, whereas the study reaches on alluvial fan deposits had relatively uniform geomorphology and riparian strip width. Flow losses of 20% were typical over reaches on alluvial fans. In a mountain valley, however, one stream gained up to 275% from geomorphically controlled groundwater contributions.  相似文献

We apply the entropy-based Bayesian optimizing approach of Le and Zidek to the spatial redesign of the extensive air pollution monitoring network operated by Metro Vancouver, in the Lower Fraser Valley, British Columbia. This method is chosen because of its statistical sophistication, relative to other possible approaches, and because of the very rich, two-decade long data record available from this network. The effect of air mass (AM) on the performance of multi-crystalline silicon (m-Si), amorphous silicon (a-Si), and hetero-junction with intrinsic thin layer (HIT)-technology-based photovoltaic (PV) modules are evaluated for representative day of four seasons during the year 2011 for composite climate of India. To find the best performing PV module technology with respect to AM at the site, annual energy yields and performance ratio against different AM bands (AM 1–4.5) are plotted. It is found that HIT modules perform better than m-Si and a-Si at each AM band. Annual energy yields for all three technologies decrease with increasing order of AM bands. The performance ratio for HIT and m-SI modules initially increases and then decreases with increasing order of AM bands. However, for a-Si modules, the performance ratio decreases with increasing order of the AM bands.  相似文献

Most nonpoint source pollution problems on forest lands can be controlled by careful planning and management of specific critical areas. Critical areas include sites with high mass and surface erosion hazards, overland flow areas, and the riparian zone. In this article, a methodology for evaluating the effect of land use/land cover on the quality of nearby stream water in a semiarid environment is described and tested on a large watershed in Southeastern Brazil. The approach aims at identifying the width of the riparian area having the strongest effect on different water quality parameters. The land use/land cover data were generated from remotely sensed data while water quality point data were supplied by a government agency. Testing was conducted for both the rainy and dry seasons in an effort to understand the direct effect of surface runoff. The approach combines cartographic modelling using a geographical information system (GIS) and statistics to establish the strength of the relationship between water quality, land use and the distance from the stream. Results suggest a strong relationship between land use/land cover and turbidity, nitrogen and fecal coliforms. They also suggest that each of these parameters has a unique behavior when distance from the stream is considered. Finally, although it was expected that the models would apply better during the wet season, some parameters had the opposite behavior and displayed a better fit during the dry season.  相似文献

根据模糊数学方法,建立了水污染风险模糊综合评价数学模型,以煤炭资源型城市阜新为研究对象,选取辽河流域阜新段1996~2005年枯水期和丰水期水质状况平均值进行水污染风险评价。旨在定量分析评价阜新地区地表水环境质量现状和存在的问题。结果表明:辽河阜新段水质在1996~2005年间波动较大,呈水质日益恶化的状态。水体主要污染物为有机物、氨氮和溶解性铁,总体来说各污染物变化规律各不相同,总磷、BOD5、溶解性铁呈递增趋势,其他污染物质都呈波动性变化。  相似文献
