The oil and gas sector is a key driver of the offshore economy. Yet, it is also associated with a number of unwanted environmental impacts which potentially threaten the long term economic and environmental viability of marine ecosystems. Environmental Impact Assessment (EIA) can potentially make a significant contribution to the identification and management of adverse impacts through the promotion of evidence based decision making. However, the extent to which EIA has been embraced by key stakeholders is poorly understood. On this basis, this paper provides an initial evaluation of EIA performance within the oil and gas sector. The methodology adopted for the paper consisted of the structured review of 35 Environmental Statements (ESs) along with interviews with regulators, operators, consultants and advisory bodies. The findings reveal a mixed picture of EIA performance with a significant number of ESs falling short of satisfactory quality and a tendency for the process to be driven by compliance rather than best practice.  相似文献

In spite of rapid progress achieved in the methodological research underlying environmental impact assessment (EIA), the problem of weighting various parameters has not yet been solved. This paper presents a new approach, fuzzy clustering analysis, which is illustrated with an EIA case study on Baoshan-Wusong District in Shanghai, China. Fuzzy clustering analysis may be used whenever a composite classification of environmental quality/impact incorporates multiple parameters. In such cases the technique may be used as a complement or an alternative to comprehensive assessment. In fuzzy clustering analysis, the classification is determined by a fuzzy relation. After a fuzzy similarity matrix has been established and the fuzzy relation stabilized, a dynamic clustering chart can be developed. Given a suitable threshold, the appropriate classification can be accomplished. The methodology is relatively simple and the results can be interpreted to provide valuable information to support decision making and improve management of the environment.  相似文献

This paper presents a new methodology for impact assessment—SIAM (Spatial Impact Assessment Methodology)—which is based on the assumption that the importance of environmental impacts is dependent, among other things, on the spatial distribution of the effects and of the affected environment. The information generated by the use of Geographical Information Systems (GIS) in impact identification and prediction stages of Environmental Impact Assessment (EIA) is used in the assessment of impact significance by the computation of a set of impact indices. For each environmental component (e.g., air pollution, water resources, biological resources), impact indices are calculated based on the spatial distribution of impacts. A case study of impact evaluation of a proposed highway in Central Portugal illustrates the application of the methodology and shows its capabilities to be adapted to the particular characteristics of a given EIA problem.  相似文献

Published guidelines for Cumulative Effects Assessment (CEA) have called for the identification of cause-and-effect relationships, or causality, challenging researchers to identify methods that can possibly meet CEA's specific requirements. Together with an outline of these requirements from CEA key literature, the various definitions of cumulative effects point to the direction of a method for causality analysis that is visually-oriented and qualitative. This article consequently revisits network and system diagrams, resolves their reported shortcomings, and extends their capabilities with causal loop diagramming methodology. The application of the resulting composite causality analysis method to three Environmental Impact Assessment (EIA) case studies appears to satisfy the specific requirements of CEA regarding causality. Three “moments” are envisaged for the use of the proposed method: during the scoping stage, during the assessment process, and during the stakeholder participation process.  相似文献

This study evaluates and contrasts the management practice and the performance that characterise Environmental Impact Assessments (EIA) in Italy and in the UK. The methodology relies on the investigation of six carefully selected case studies, critically reviewed by referring to EIA and project design information, as well as collecting the opinion of key project participants. The study focuses on the construction industry and on specific key sectors like infrastructure for transport and renewable energy and commercial and tourism development. A main term of reference for the analyses has been established by critically reviewing international literature so as to outline common good practice, requirements for the enhancement of sustainability principles and typically incurred drawbacks. The proposed approach enhances transfer of knowledge and of experiences between the analyzed contexts and allows the provision of guidelines for practitioners. Distinctive differences between the UK and the Italian EIA systems have been detected for pivotal phases and elements of EIA, like screening, scoping, analysis of alternatives and of potential impacts, definition of mitigation strategies, review, decision making, public participation and follow up.  相似文献

EIA has been instituted in developing countries in the last decade largely in response to outside pressures. Governments have been quick to initiate reforms rather than jeopardize projects that might be key to national development plans. At the subnational level, most projects are not financed by foreign aid. The application of EIA at this level is often the result of pressure exerted on policy elites by the bureaucracy. This paper describes the reorganization of environmental protection agencies in the state of Rio de Janeiro in Brazil. This reorganization provided the setting for a bureaucratic initiative on EIA. The authors also analyze two cases in which EIA was applied unsatisfactorily and comment on the political realites of implementing EIA at the subnational level.  相似文献

This paper offers a review of the UK EIA system, providing insights into its evolution and reflecting on perceptions of effectiveness of the EIA system. The work adopts a similar approach used by Glasson in 1999, where he provided a review of the first 10 years of EIA in the UK, complimented by a SWOT analysis. In conducting the SWOT analysis, the authors make use of (1) a UK EIA survey which was conducted in 2011; (2) an interactive session organised at a 2013 workshop at the University of Liverpool on 25 years of the EU EIA Directive; and (3) a systematic literature review of publications since 1999. The results indicate that the internal factors (i.e. strengths and weaknesses) of the EIA system have not actually changed much in the last 15 years. Changes are more apparent for the external factors, especially with regards to opportunities. However, EIA may be suffering from a mid-life crisis at this point and a lot may be owing to perceptions towards EIA which may be influenced and inversely related to the length of experience in EIA. This paper aims to find ways to streamline the Environmental Impact Assessment (EIA) system in Thailand to increase its effectiveness by comparative analysis with China and Japan. This study is mainly focused on review, update and comparison of EIA systems between these three countries. It is intended to clarify fundamental information of the EIA systems and characteristics of the key elements of EIA processes (screening, consideration of alternatives, prediction or evaluation of impact, and public participation). Moreover, the number of the EIA projects that have been implemented in all the provinces in Thailand are presented. The results identified the similarities and differences of the EIA processes among the three aforementioned countries. The type of EIA report used in Thailand, unlike those in China and Japan, is an Environmental and Health Impact Assessment (EHIA), which is concerned with the health and environmental impacts that could occur from the project. In addition, EIA reports in Thailand are made available to the public online and the shortcomings of the process have details of barriers resulting from the projects to help future projects with reconsideration and improvements. In this study, it is pointed out that Thai's EIA system still lacks local EIA authority which needs to be empowered by implementing a set of laws or ordinance.  相似文献

In this paper, we aim to better understand the factors that contribute to the substantive performance of EIA systems in low and middle income countries. Substantive performance is defined as the extent to which the EIA process contributes to the EIA objectives for the long term, namely environmental protection or, even more ambitious, sustainable development. We have therefore developed a conceptual model in which we focus on the key actors in the EIA system, the proponent and the EIA authority and their level of ownership as a key capacity to measure their performance, and we distinguish procedural performance and some contextual factors. This conceptual model is then verified and refined for the EIA phase and the EIA follow-up phase (permitting, monitoring and enforcement) by means of 12 case studies from Ghana (four cases) and Georgia (eight cases), both lower–middle income countries. We observe that in most cases the level of substantive performance increases during the EIA phase but drops during the EIA follow-up phase, and as a result only five out of 12 operational cases are in compliance with permit conditions or national environmental standards. We conclude, firstly that ownership of the proponent is the most important factor explaining the level of substantive performance; the higher the proponent's level of ownership the higher the level of substantive performance. The influence of the EIA authority on substantive performance is limited. Secondly, the influence of procedural performance on substantive performance seems less important than expected in the EIA phase but more important during the EIA follow-up phase.In order to improve substantive performance we learned two lessons. Firstly, increasing the proponent's level of ownership seems obvious, but direct change is probably difficult. However, where international finance institutes are involved they can increase ownership. Despite the limited influence of the EIA authority, a proactive strategy of, for example, working together with international finance institutes has a slightly larger influence than a reactive strategy.  相似文献

This study applies a process of detailed assessment to summarize the potential impact of a proposed construction or other activity on the environment before implementation of an investment plan. The aim of the study was to develop a general methodology for analysis and evaluation of environmental issues connected with planned activities and proposed projects (especially buildings and engineering constructions, required implementation of environmental impact assessment process) using a risk analysis method, thus enabling the best option among the proposed activities to be chosen. The methodology was developed for conditions in Slovakia but could be arranged for any other country considering national conditions, requirements, standards and legislative. Application of the developed methodology in environmental impact assessment could create preconditions for more effective implementation of the EIA process. This paper provides a framework for the risk analysis component of the scoping phase within the EIA process. The process outlined in this paper will assist with determination of an estimation of risks to environmental and health of proposed activities.  相似文献

This paper assessed the composition of waste water effluent generated by a Petrochemical industry and a treatment system developed to improve the quality of the discharge water. Parameters as pH, COD, TSS chloride and lead ions were analysed and treated comparatively using hydrogen peroxide. At pH 8.0 post treatment analysis showed a COD – 96 mg/l TSS – 48 mg/l Cl – 798.75 mg/l and Pb2+ – 2 mg/l for treatment D where 40 g/l of alum was used on 30% solution of H2O2 compared to systems A-C. Process treatment included activated clay with sodium ion resin which at pH 6.8 had COD – 52 mg/l, TSS – 10 mg/l, Cl – 510 mg/l and Pb2+ – 0.070 mg/l. This system has an overall efficiency of 79.0% TSS, 45.83% COD, 97.5% Pb2+ and 36.1% Cl reduction. Characteristics obtained for the study has a higher efficiency compared with FEPA and WHO standard for similar industrial water treatment.  相似文献

There are two issues in indicator development that have not been adequately addressed: (1) how to select an optimal combination of potentially redundant indicators that together best represent an endpoint, given cost constraints; (2) how to identify and evaluate indicators when the endpoint is unmeasured. This paper presents an approach to identifying and evaluating combinations of indicators when the mathematical relationships between the indicators and an endpoint may not be quantified, a limitation common to many ecological assessments. The approach uses the framework of Structural Equation Modeling (SEM), which combines path analysis withmeasurement models, to formalize available informationabout potential indicators and to evaluate their potential adequacy for representing an endpoint. Unlike traditional applications of SEM which require data on all variables, our approach – judgement-based SEM (JSEM) – can utilize expert judgement regarding the strengths and shapes of indicator-endpoint relationships. JSEM is applied in two stages. First, a conceptual model that relates variables in a network of direct and indirect linkages is developed, and is used to identify indicators relevant to an endpoint. Second, an index of indicator strength – i.e., the strength of the relationship between the endpoint and a set of indicators – is calculated from estimates of correlation between the modeled variables, and is used to compare alternative sets of indicators. The second stage is most appropriate for large, long-term assessments. Although JSEM is not a statistical technique, basing JSEM on SEM provides a structure for validating the conceptual model and for refining the index of indicator strength as data become available. Our main objective is to contribute to a rigorous and consistent selection of indicators even when knowledgeabout the ability of indicators to represent an endpoint is limited to expert judgement.  相似文献

EIA plays an important role in enhancing the environmental performance of the construction sector. In recent years, the construction sector has been developing green procurement practices. Green procurement is a process that involves the incorporation of environmental requirements during the procurement of services and products. However, discussion on green procurement is rarely seen during the EIA phase. This paper addresses possible opportunities for improving the coordination between EIA and green procurement within the construction sector. The linking of EIA and green procurement has been postulated in the paper as an aid to strengthen the coordination between project planning and implementation. The paper is based on a literature review and is an outcome of an on-going research project concerning EIA and green procurement. This study indicated that it would be appropriate to introduce green procurement during the pre-decision phase of an EIA. In the present study, the opportunities for integrating green procurement at the stage of EIA are associated with the integration of project planning and EIA. Future research should investigate the mechanism through which the link can be established.  相似文献

Environmental Impact Assessment (EIA) experience in India dates back since the 70s when it was practiced only as an administrative decision. However, it was not made mandatory until 1994 with the introduction of the EIA Notification under the Environmental Protection Act of 1986. Hence, it's been just over 25 years since EIA was formally introduced in the country and in celebrating this landmark occasion, the paper provides a review of EIA performance in India since its inception. In doing so, it provides a systematic analysis against criteria set by one of the first EIA reviews conducted in the country way back in 1994. The four broad categories of this review include completeness, open and public character, objectivity and verifiability. In conducting the review, the paper consolidates publications on this subject area. This is further complemented with data collected via online survey and interviews with experts in the field. The findings reveal that since its inception days, EIA in India has made significant progress with regards to open and public character. However, this is still in need of further improvements. With regards to the other two criteria of completeness and objectivity, progress is rather limited. However, there has been hardly any improvements made with regards to verifiability of EIA. The new EIA notifications being drafted in the country do not seem to be engaging with the lessons learned over the years. Hence, based on the findings of the review, the paper provides some initial recommendations. In doing so the work further draws comparisons and inspirations from international experiences.  相似文献

Environmental impact assessment (EIA) has been, and remains for the time being, a very important tool of environmental management — though not always for the reasons one would expect. Major achievements of EIA have been through indirect benefits that have had little recognition to date, particularly the achievements of its stimulative and educative roles. However, EIA is evolving as a planning tool and will continue to do so, and we argue that, in time, we will be able to go beyond EIA as a separate stand alone process. We indicate the requirements for its eventual absorption into project planning and design, and the concomitant need to fully incorporate environmental issues in land use planning to address those matters that cannot be addressed on a project-by-project basis.  相似文献

The Environmental Impact Assessment Directive (EIA Directive) has created a reference framework for the implementation of the system of Environmental Impact Assessment (EIA) into the legal systems of the Member States of the European Union, including the countries belonging to the Visegrad Group (V4): Poland, Slovakia, the Czech Republic and Hungary. The Directive was the basis for the introduction of compulsory stages of the EIA process in the V4. The stages were then adapted to national requirements, including thresholds of the qualifying criteria of projects at the screening and scoping stages. The EIA system in the analysed countries has been growing, changing and being modified together with the political and economic changes of the last 30 years. Although all Visegrad Group countries are members of the EU and should harmonize the provisions of the EIA Directive and its amendments, there still exist singularities in each country's national EIA legislation, in terms of complementarities among the V4 countries, access to information resources, protection of natural resources, mitigation of socio-environmental impacts, or transboundary impact assessment. The article compares and evaluates the EIA systems in the four countries, specifies similarities and differences in the implementation of administrative proceedings and points out opportunities to strengthen the system. It presents selected results of a study conducted in 2013 within the framework of the international project “Assessment of the quality of the environment in the V4 Countries” (AQE V4). This paper indicates examples of good practice in the EIA systems and the obtained results are compared regarding the amendments to the current European Union EIA Directive.  相似文献

Paper substrate, especially circular filter paper placed inside a Petri dish, has long been used for the plant seed toxicity test (PSTT). Although this method is simple and inexpensive, recent evidence indicates that it gives results that are significantly different from those obtained using a method that does not involve paper, especially when testing metal cations. The study compared PSTT using three methods: filter paper, Growth Pouch-TM, and seed tray. The Growth Pouch-TM is a commercially available device. The seed tray is a newly designed plastic receptacle placed inside a Petri dish. The results of the Growth Pouch-TM method showed no toxic effects on rice for Ag up to 40 mg L–1 and Cd up to 20 mg L–1. Using the seed tray method, IC50 (50% inhibitory effect concentration) values were 0.55 and 1.4 mg L–1 for Ag and Cd, respectively. Although results of filter paper and seed tray methods were nearly identical for NaF, Cr(VI), and phenol, the toxicities of cations Ag and Cd were reduced by using the filter paper method; IC50 values were 22 and 18 mg L–1, respectively. The results clearly indicate that paper substrate is not advisable for PSTT.  相似文献

Environmental issues, bringing together the natural and the social spheres, are probably one of the most appropriate fields of development for transdisciplinary research. Transdisciplinarity, in addition to other contemporary epistemological paradigms, stresses the need to approach complex problems by blending new forms of non-expert knowledge with combined epistemologies. However, practical application of the transdisciplinary approach is still almost non-existent in everyday socio-environmental management. This paper has a two-fold aim: firstly, to establish the suitability of the transdisciplinary approach in Environmental Impact Assessment (EIA) as a means of rectifying a common incapacity to address the social dimension in the assessment process; and secondly, to evaluate this idea from the perspective of technicians and professionals in the EIA sector in Spain. To this end, a qualitative methodology was used, based on semi-structured interviews, which enabled in-depth investigation of the willingness of specialists to effectively integrate new forms of knowledge into the EIA procedure. Further, interviewees evaluated the real possibilities of widening public participation in the process of identifying and assessing impacts and discussed the difficulties facing the treatment and analysis of the social dimension within the EIA process.  相似文献

This research evaluates the importance and effectiveness of Environmental Impact Assessment (EIA) within wind farm planning debates, drawing on insights from case studies in Scotland. Despite general public support for renewable energy on the grounds that it is needed to tackle climate change and implement sustainable development, many proposed wind farms encounter significant resistance. The importance of planning issues and (EIA) processes has arguably been overlooked within recent wind farm social acceptability discourse. Through semi-structured interviews with key stakeholders and textual analysis of EIA documents, the characteristics of EIA are assessed in terms of its perceived purpose and performance. The data show that whilst respondents perceive EIA to be important, they express concerns about bias and about the inability of EIA to address climate change and wind farm decommissioning issues adequately. Furthermore, the research identifies key issues which impede the effectiveness of EIA, and reveals differences between theoretical and practical framings of EIA. The paper questions the assumption that EIA is a universally applicable tool, and argues that its effectiveness should be analysed in the context of specific development sectors. The article concludes by reviewing whether the recently amended EIA Directive (2014/52/EU) could resolve identified problems within national EIA practice.  相似文献

Lead,cadmium, arsenic and zinc in the ecosystem surrounding a lead smelter   总被引:2,自引:0,他引:2  
A lead smelter has been operating at Belledune in the province of New Brunswick, in eastern Canada, since 1966. This paper presents data on the concentrations of the four primary metals emitted from the smelter — lead, cadmium, arsenic and zinc — which were measured in the terrestrial environment near the smelter and the concentrate transport route. Deposition of these metals to the snowpack and the uptake by grass forage are discussed in relation to non-regulatory guidelines, toxicity and atmospheric emissions. A 1992 snowpack transect survey extending 0.5–40 km northwest, southeast and south of the smelter revealed lead concentrations of 2–3193 ppb, cadmium <0.10–49.7 ppb, arsenic <3.0–72.0 ppb, and zinc 3–401 ppb. Deposition estimates within this zone for lead were between 0.046 and 20.1 kg/ha/yr, cadmium <0.007 and 313 g/ha/yr, arsenic <0.016 and 453 g/ha/yr and zinc 0.020 and 2.52 kg/ha/yr. Concentrations of these metals in the snowpack were highest within 3 km of the smelter and were detectable at greater distances SE of the smelter. Lead was dispersed greater distances from the smelter than cadmium or arsenic. Snowpack samples collected within 5–20 m of the railway contained 140–7270 ppb of lead, 0.4–36.9 ppb of cadmium, <3.0–72.0 ppb of arsenic and 41–13100 ppb of zinc. Grass forage sampled within 0.6–16 km of the smelter contained lead 5–152 ppm, cadmium 0.10–4.1 ppm, and zinc 22–154 ppm. Highest concentrations of lead, cadmium and zinc in grass forage were found were found within 2.2 km of the smelter. Grass forage collected within 10–70 m of the railway contained lead 13–288 ppm, cadmium 0.4–1.3 ppm and zinc 98–831 ppm.  相似文献
