ABSTRACT: The construction of three Missouri River main stem dams, Garrison, Oahe and Fort Randall, and the related reservoir taking caused social and economic changes on five Indian reservations, Fort Berthold, Cheyenne River, Standing Rock, Crow Creek and Lower Brute. The inundation of Missouri River riparian lands caused the loss of important cultural, social and economic environments. Ninety percent of the reservations timber, seventy-five percent of its wildlife and most of the fertile cropland were in the reservoir taking area. Urban and more fertile environments downstream and to the east received most of the projects benefits. The Indian minority on the five reservations received few economic and social benefits after bearing a disporportionate share of the social and economic costs of the developments. Relocation was forced upon those who had the longest historic and cultural claim to the land. The social costs to the American Indian occasioned by the Missouri River water developments illustrates two broad areas seldom considered during the decision process. First, the unique historic, cultural or religious values of minorities affected by developments. Second, the disproportionate spacial allocation of both benefits and costs. The second item includes social, economic and cultural considerations in not just a geographic framework but a cultural framework as well.  相似文献

ABSTRACT: There is mounting evidence that increasing amounts of atmospheric carbon dioxide may lead to significant changes in global climate during the next century. The possible effects of such climatic changes on surface runoff in the Great Basin Region of the western United States has been investigated by applying water balance models to four watersheds in Nevada and Utah. The most probable change, a 2°C increase in average annual temperature coupled with a 10 percent decrease in precipitation, would reduce runoff from 17 to 28 percent of the present mean, with drier basins showing the greatest change. Decreasing precipitation by 25 percent causes runoff reductions of 33 to 51 percent. Equivalent changes to a cooler and wetter climate show corresponding increases in runoff of approximately the same magnitude, but such a shift is not considered likely. Based on projected water requirements for the year 2000, a change to a warmer and drier climate would cause severe water shortages in many parts of the Great Basin.  相似文献

ABSTRACT The American Indian occupies a unique place in the federal system of government There are indications that this relationship will continue and that Indian reservations are at the threshold of economic development. As this occurs, the nature and extent of Indian water rights becomes more important to Indian and non-Indian alike. The determination of these rights is a matter of more than judicial decisions. To a large degree the determination of these rights will rest in the non-judicial arena and will be influenced by the perceptions of those rights held by Indians and water allocation officials, both state and federal. If the perceptions of these political actors are not congruent, then political conflict will occur as the rights become more important. To depend solely upon the judicial system to resolve these conflicts entails risks and costs to both Indians and to allocating officials. Indians are taking seriously the federal policy of Indian self-determination, and water allocation officials run decided risks in failure to realize this. An alternative suggested is to include Indians as consulting parties when decisions are being made that affect Indian interests.  相似文献

ABSTRACT: This study investigates the degree of economic inefficiency of the current institutional arrangements for surface and ground water management in meeting urban water demand in the Jakarta region. A numerical model of integrated surface and ground water management is developed using GAMS (General Algebraic Modelling System) software. The model maximizes the net present value of social benefits from piped water and ground water consumption across all users over time from 1999 to 2025. Four policy scenarios are examined: the status quo, the social planner's solution, and two ground water pumping quota scenarios: an aggregate ground water pumping quota and a partial quota applied to commercial and industrial users. Three variations in each policy scenario are considered: investment in water infrastructure of the Jakarta water enterprise (PAM Jaya), water demand growth, and discount rates. The status quo, depending on the investment option, the growth of water demand, and the discount rate, results in a 7.4 to 47.8 percent loss in economic efficiency relative to the social planner's solution. The partial quota is the most feasible, applicable, and manageable scenario. The optimal investment option could increase the volume of piped water supply and reduce the cost of water production. The volume of water delivery could increase by up to 156 percent, but it implies only a 35 percent increase in the surface raw water demands above the current level. However, it does not significantly reduce cumulative ground water extraction over the time period considered.  相似文献

ABSTRACT: Data were collected in the fall of 1998 and the winter of 1999 from 1,011 land owner‐operators within three watersheds in the North Central Region of the United States to assess adoption of soil and water protection practices. Farm owner‐operators were asked to indicate how frequently they used 18 different agricultural production practices. Many farmers within the three watersheds had adopted conservation protection practices. However, they also employed production practices that could negate many of the environmental benefits associated with conservation practices in use. Comparison of adoption behaviors used in the three watersheds revealed significant differences among the study groups. Respondents in the Iowa and Ohio watersheds reported greater use of conservation production systems than did farmers in Minnesota. However, there were no significant differences between Ohio and Iowa farmers in terms of use of conservation production practices. This was surprising, since farmers in the Ohio watershed had received massive amounts of public and private investments to motivate them to adopt and to continue using conservation production systems. These findings bring into serious question the use of traditional voluntary conservation programs such as those employed in the Ohio watershed. Study findings suggest that new policy approaches should be considered. It is argued that “whole farm planning” should be a significant component of new agricultural conservation policy.  相似文献

ABSTRACT: A computer model was developed in order to establish a yield predictive relationship and to estimate the water requirements for supplemental irrigation of horticultural crops in the humid region. Alternative distribution systems were developed and designed using the results from the computer model and Wood's (1980) pipe network algorithm. The capital, operational, and maintenance costs of the distribution and recommended on-farm irrigation systems were determined and used to evaluate the economic feasibility of the alternative designs. Results show that the concentration of irrigated area along the distribution system, the length of the distribution system, and cropping system all have an important effect on the economic feasibility of supplemental irrigation in Wayne County, Kentucky.  相似文献

ABSTRACT: Pollutants in urban storm water runoff, a significant and increasing fraction of pollutants in some waters of the U.S., originate from multiple activities. The industrial sector, one source category, is subject to federal and state-level storm water pollution prevention regulations, primarily General NPDES Permits that rely heavily on facility operators to identify themselves and develop appropriate site-specific pollutant controls. Degree of compliance is not readily determined and enforcement is inhibited because no publicly-available inventories contain data necessary to comprehensively identify facilities required to comply. This research evaluates the first stage of compliance, facility self-identification, concentrating on the motor-vehicle, transportation industry category using data at three scales: statewide, regional, and local or watershed. Data for California statewide and for the Los Angeles region show about 8 percent to 15 percent of motor-vehicle transportation facilities have complied with first-stage requirements. However, facility-specific evaluation in one Los Angeles County watershed suggests less than 50 percent of facilities in the industry conduct industrial activities of the kind covered by regulations; others need not comply. Results show strong variation by industry category. Second-stage compliance, follow-up reporting, is also evaluated for the Los Angeles region. About 17 percent to 34 percent of facilities completing first-stage requirements have also completed second-stage requirements.  相似文献

With the exception of the Sierra-Cascade mountain ranges, the Rocky Mountain chain is the only portion of the western United States that consistently yields more than 3 cm of flow annually. Ten to 15 percent of the land mass in the region produces the majority of the total flow. This paper addresses the opportunities for increasing flow through forest manipulation, and summarizes the research base that has yielded the current “state of the art” understanding of how snow pack and vegetation management can influence water yield. The optimal harvest design appears to consist of small openings, irregularly shaped, and about 3 to 8 tree heights in width parallel to the wind.  相似文献

ABSTRACT: Non-technological factors related to the behavior and characteristics of organizations involved in pollution control are explored here as to their importance as determinants or indicators of the level of pollution control effectiveness. Methods of evaluating the existing level of effectiveness are developed and tested using the response of a selected set of industrial establishments to state water pollution abatement action in the New York Region from 1966 to 1971. The compliance of 209 manufacturing establishments to state abatement orders in the New York Region is evaluated with respect to selected organizational and industrial characteristics and characteristics of the firms'socioeconomic environment. The influence of state policies arid programs is also discussed. It was found that the degree of compliance to state abatement action by industry in the Region is positively related to organization size, the extent of waste generation, the wealth and size of the town in which the firm is located, and the availability of waste treatment facilities in the town. The age of the firm was not related to compliance. The structure of state abatement scheduling also influences the degree of compliance. The methods of analysis used here provide a basis for a comprehensive analysis of the effectiveness of pollution control as an alternative to the case by case approach that is currently being used.  相似文献

ABSTRACT: Results of a study to determine the relationship between physical characteristics of Adirondack lakes and variations in peak boat-use intensity indicated that 69 percent of the variation in peak use can be accounted for by the number of public and commercial boat-launching facilities per mile of lake shoreline. Other lake characteristics related to peak boat use were: the number of commercial overnight accommodations available, number of boat slips, lake size, and miles of lake shoreline. Lake characteristics not related to peak use were: accessibility, configuration, tent spaces available, surrounding landscape quality, volume of traffic and availability of other lakes. This information should provide recreation managers and planners with a better understanding of factors related to variation in peak boating-use periods.  相似文献

The cost of developing groundwater resources in northeastern Illinois from 198cL2020 is estimated for the purpose of providing a basis for comparing alternative sources. Demands for each township in the study area are estimated at 10-year increments and are satisfied, where the supply is sufficient, in such a way as to minimize the cost subject to constraints on supply. Sources of water are two shallow aquifers with known potential yields and a series of deep aquifers treated as a single unit and modeled on a digital computer. For each township the costs of wells, pumps, power and rehabilitation is estimated for each aquifer on a per million gallons of water per day basis. In addition the cost of groundwater treatment necessary to raise the quality to that of treated Lake Michigan water is considered. Raw water costs are found to vary from 2 to 14 cents per 1000 gallons depending upon the depth to the deep aquifer water. Treated water costs vary from 22 to 53 cents per 1000 gallons, the lower costs applying to the largest users because of the economy of scale. It is found that with proper distribution of pumpage there is sufficient water in storage in the deep aquifers to meet groundwater demands through 2020.  相似文献

ABSTRACT: Water marketing is an increasing important topic for policy makers and water managers, especially in the Western United States. Indian reserved rights (or Winters rights) differ in significant ways from water rights under most state prior appropriation systems. As Winters rights are quantified, a number of issues are emerging concerning the extent to which these water rights may be marketed, particularly to off-reservation users. ABSTRACT: In this paper, a system approach to water resources development in Tehran Metropolitan Area, with its complex system of water supply and demands, is discussed. Water resources in this region include water storage in the Lar, Latyan, and Karaj reservoirs, the Tehran aquifer, as well as water discharge in local rivers and in drainage channels (mainly supplied by urban runoff and wastewater). This study consists of three phases of long‐term water resources planning and management in the Tehran metropolitan area. In each phase, a different level of details among different components of the system is considered. In the first phase, optimal operating policies for Tehran reservoirs and a decision support system are developed. In the second phase, interactions between surface and ground water resources as well as surface runoffs and wastewater disposal in different subareas are investigated. The water table fluctuations as a result of implementing sewerage collection project was also simulated. In the last phase, long‐term scenarios for water resources and agricultural development in the Southern part of Tehran are defined, and the effects of each scenario on the quality and quantity of surface and ground water resources are studied.  相似文献

ABSTRACT: The value of using climate indices such as ENSO or PDO in water resources predictions is dependent on understanding the local relationship between these indices and streamflow over time. This study identifies long term seasonal and spatial variations in the strength of El Niño Southern Oscillation (ENSO) and Pacific Decadal Oscillation (PDO) correlations with timing and magnitude of discharge in snowmelt streams in Oregon. ENSO is best correlated with variability in annual discharge, and PDO is best correlated with spring snowmelt timing and magnitude and timing of annual floods. Streams in the Cascades and Wallowa mountains show the strongest correlations, while the southernmost stream is not correlated with ENSO or PDO. ENSO correlations are weaker from 1920 to 1950 and vary significantly depending on whether Southern Oscillation Index (SOI) or Niño 3.4 is used. PDO correlations are strong from 1920 to 1950 and weak or insignificant other years. Although there are not consistent increasing or decreasing trends in annual discharge or spring snowmelt timing, there are significant increases in fractional winter runoff that are independent of precipitation, PDO, or ENSO and may indicate monotonic winter warming.  相似文献

ABSTRACT: Methods to estimate streamflow and channel hydraulic geometry were developed for unpaged streams in the Mid‐Atlantic Region. Observed mean annual streamflow and associated hydraulic geometry data from 75 gaging stations in the Appalachian Plateau, the Ridge and Valley, and the Piedmont Physiographic Provinces of the Mid‐Atlantic Region were used to develop a set of power functions that relate streamflow to drainage area and hydraulic geometry to streamflow. For all three physiographic provinces, drainage area explained 95 to 98 percent of the variance in mean annual streamflow. Relationships between mean annual streamflow and water surface width and mean flow depth had coefficients of determination that ranged from R2= 0.55 to R2= 0.91, but the coefficient of determination between mean flow velocity and mean annual streamflow was lower (R2= 0.44 to R2= 0.54). The advantages of using the regional regression models to estimate streamflow over a conceptual model or a water balance model are its ease of application and reduced input data needs. The prediction of the regression equations were tested with data collected as part of the U.S. Environmental Protection Agency (USEPA) Environmental Monitoring and Assessment Program (EMAP). In addition, equations to transfer streamflow from gaged to ungaged streams are presented.  相似文献

常见的空气污染物有总悬浮颗粒物、二氧化硫、氮氧化物、氧化碳和苯并芘等.它们在一定条件下还可形成二次污染,造成更严重危害.燃烧是烟尘和SO2的主要排放源.为此,本文对北京5个城区74块煤中硫和灰分的含量进行了测定.测定结果如下蜂窝煤中水分含量为3.4%~10.6%,超标者6.8%,其余含水量正常;全硫含量为0.2%~0.4%,北京市地方标准DB 11/097-1998<低硫优质煤及制品中规定煤中的全硫值≤0.5%,说明符合标准;灰分含量为25%~35%(无规定标准).1个月中燃煤含硫量的连续测定值为0.2%~0.4%,表明北京地区对高硫煤的控制卓有成效.在煤样中添加一定量的秸秆粉、CaCO3粉和粘合剂,含硫量平均值为0.18~0.28%,灰分为25.5~27.4%.实验表明固硫效果显著.  相似文献

The International Drinking Water Supply and Sanitation Decade, which was inaugurated in November of 1980 is intended to focus attention and development efforts on the implementation of national drinking water supply and sanitation plans. This article briefly describes the background and goals of the Decade and analyses the findings and recommendations of a seminar on rural water supply held in Uppsala, Sweden in October of 1980. The meeting, which was jointly sponsored by the Government of Sweden, Uppsala University and the United Nations Department of Technical Cooperation for Development examined – among other issues – appropriate technology; operation and maintenance; monitoring and evaluation; and consumer-producer-donor relationships. La Décennie internationale de l'eau potable et de l'assainissement qui a été inaugurée en novembre 1980 a pour but d'attirer l'attention et de centraliser les efforts sur les plans nationaux pour la fourniture d'eau potable et pour l'assainissement. Cet article décrit brièvement les raisons et les objectifs de la Décennie. Il analyse les résultats et les recommandations d'un séminaire sur la fourniture de l'eau rurale qui s'est tenue à Uppsala, en Suède, en octobre 1980. La réunion qui a été organisée conjointement par le Gouvernement de la Suède, l'Université d'Uppsala et le Département des Nations Unies de la coopération technique pour le développement a étudié, entre autres, la technologie nécessaire, le mode opératoire et l'entretien, la supervision et les estimations, et les rapports entre consommateur, producteur et donateur. El Decenio Internacional del Agua Potable y del Saneamiento Ambiental que se inauguró en noviembre de 1980 enfocará la atención y los esfuerzos de desarrollo en la implementación de los planes nacionales de suministro de agua potable y saneamiento. Este artículo describe brevemente los antecedentes y metas del Decenio y analiza los resultados y recomendaciones de un seminario sobre suministro de agua en zonas rurales realizado en Suecia en octubre de 1980. La reunión que fue organizada en forma conjunta por el Gobierno Sueco, la Universidad de Uppsala y el Departamento de Cooperación Técnica para el Desarrollo de las Naciones Unidas examinó – entre otros temas – la tecnología apropiada, operación y mantenimiento, seguimiento y evaluación, y las relaciones entre productor y consumidor.  相似文献

ABSTRACT: Problems of water quality and quantity are critical to development of the energy resources of the Western U. S. Based on a number of independent measures, the Upper Colorado River Basin will experience severe water availability problems in a few decades if projected energy and agricultural development occurs. Given the impending collision between the competing interests of various Western water users, water resource management and conservation deserves the utmost attention. Substantial opportunities for conservation exist in energy and agricultural development. Selection of both conversion and cooling technologies and careful siting decisions can sharply reduce the water requirements of energy development. Agricultural water conservation strategies include improving irrigation and cultivation practices, removing phreatophytes, removing marginal lands from production, and changing crop patterns. In order to accomplish significant conservation, however, there must be changes in those aspects of Western water law that remove conservation incentives from the water use system.  相似文献
