Sustainable development planning must be based on environmental and biophysical baseline indices that effectively define comparative development potential and environmental constraints. As such, indices must define the comparative advantage of the natural resource base and measure the fundamental capacity to sustain production rates of natural resource goods and services used to create societal well being. Complex biophysical and socioeconomic characteristics affect the identification and selection of sustainable development strategies. When derived from effective baseline indicators, indices may be used to define the spatial and temporal distribution of economically viable production opportunities and may be expressed in derived indices that realistically describe basic production opportunities and guide the selection of feasible, long-term development strategies. Specifically, representative indices are critical in the identification of development goals and realistic objectives and can be used to evaluate, select and implement sustainable development strategies and plans. It is stressed that the relevancy and effectiveness of public policies depend on the identification of representative evaluation models and baseline indices to define development strategies that are both environmentally sustainable and economically viable. In this context, the role of baseline indicators that define natural resource production capacities is discussed. This includes potential resource uses, derived benefits and their economic and environmental impacts. Key thematic indicators are suggested that may be especially useful in identifying development alternatives and impacts. This suggested that clearly defined environmental pollution limits or impact standards be used to define public risk tolerance limits and carrying capacity constraints. It is argued that these measures may be more effective in directing policy choices than economic valuation of non market goods and services that represent environmental externalities associated with resource exploitation options and economic development strategies. To this end, examples of thematic indicators and derived indices are introduced that may prove effective in resource assessment, economic evaluation and strategic development planning. 相似文献

This paper reviews a workshop discussion postulated on the notion that social, economic and behavioural factors are responsible
for the creation of environmental hazards and benefits that, in turn, can affect human health, with concomitant effects on
future social well-being. The workshop case study centred on environmental health investigations, public engagement and partnership
work undertaken following the death of two neighbouring children in Cheshire. Discussion included questions of causality and
generalisability. It revealed how the attribution of responsibility for environmental damage to health is fraught with difficulties.
It may often militate against an informed and open debate among interested parties, with concomitant implications for reducing
the danger from environmental hazards. To improve communication, vocabulary needs to be free from jargon and acronyms, and
differences in conceptual approach between different disciplines need to be better understood. The definition of the ‘community’
is itself far from clear-cut, yet questions of how to involve this community in intervention processes are important ones.
The workshop identified a clear need for better, more considered forms of communication with communities and the public if
fears are to be allayed, but recognised the additional costs that this would incur. 相似文献

This study explores the linkages between trade policy, corruption, and environmental policy. We begin by presenting a theoretical model that produces several testable predictions, including: (i) the effect of trade liberalization on the stringency of environmental policy depends on the level of corruption; and (ii) corruption reduces environmental policy stringency. Using panel data from a mix of developed and developing countries from 1982 to 1992, we find evidence that supports these conjectures. We view these results as representing an attempt at understanding the myriad of complex relationships that exist in an open economy. 相似文献

Estuaries and coastal lagoons are characterized by a strong spatial and temporal variability of physicochemical characteristics and productivity patterns. In these environments, the magnitude and direction of the ecological responses to inorganic nutrient increase (i.e. eutrophication) are difficult to predict. In the framework of the project, New Indicators of Trophic state and environmental quality of marine coastal ecosystems and transitional environments (NITIDA), we analysed benthic indicators of trophic state, ecosystem efficiency, and environmental quality in four different transitional environments. The trophic state of the sediments was assessed in terms of quantity and bioavailability of sediment organic C pools; ecosystem efficiency was determined in terms of the prokaryote efficiency in exploiting enzymatycally degraded organic C; environmental quality was determined in terms of meiofaunal diversity. Here, we provide a synopsis of the results obtained and a meta-analysis of the scores assessments obtained using the different ecological indicators of environmental quality and demonstrate that trophic state, ecosystem efficiency, and biodiversity in transitional ecosystems are closely linked. We conclude that the assessment of the environmental quality of transitional ecosystems should be based upon a battery of trophic state indicators and ‘sensors’ of ecosystem functioning, efficiency, and quality. 相似文献

This study analyzes how groups of organizations that share their social and environmental information are formed in a similar way to identify barriers to the homogenization of social and environmental disclosure (SED) at the international level. Based on a sample of observations of listed firms from six different countries, results suggest that SED does not homogenize globally, spontaneously, because of cultural and geographical barriers. The institutions of environmental disclosure (ED) and social disclosure (SD) are different, thus forming different organizational fields at the international level. The spoken language is a barrier to the international isomorphism of ED and therefore to its comparability. However, language is a less important barrier to SD. When cultural institutions are weaker or have the same roots as North American institutions, cultural diversity does not stop the homogenization of the SD. Moreover, the ED is more isomorphic/comparable at the global level than SD, while the SD is more isomorphic/comparable at the level of culturally distinguishable subsets than ED. 相似文献

This paper tests an equilibrium condition from a model that incorporates: (1) altruism of parents toward their young children, and (2) household production of latent health risks. The model demonstrates that an altruistic parent's marginal rate of substitution between an environmental health risk to herself and to her child is equal to the ratio of marginal risk reduction costs. Econometric estimates support this prediction based on data from a stated preference survey involving 488 parents of children aged 3–12 years. This outcome implies that parents reallocate family resources to at least partly offset the effectiveness of public programs that aim to reduce their children's environmental risks. 相似文献

A new type of environmental numerical models, hybrid environmental numerical models (HEMs) based on combining deterministic modeling and machine learning components, is introduced and formulated. Conceptual and practical possibilities of developing HEM, as an optimal synergetic combination of the traditional deterministic/first principles modeling (like that used for solving PDEs on the sphere representing model dynamics of global climate models) and machine learning components (like accurate and fast neural network emulations of model physics or chemistry processes), are discussed. Examples of developed HEMs (hybrid climate models and a hybrid wind–wave ocean model) illustrate the feasibility and efficiency of the new approach for modeling extremely complex multidimensional systems. 相似文献

The removal of corn stover or production of herbaceous crops such as switchgrass (Panicum virgatum) or big bluestem (Andropogon gerardii) as feedstocks for bioenergy purposes has been shown to have significant benefits from an energy and climate change perspective. There is potential, however, to adversely impact water and soil quality, especially in the United States Corn Belt where stover removal predominantly occurs and possibly in other areas with herbaceous energy crops depending upon a number of geo-climatic and economic factors. The overall goal of this research was to provide a thorough and mechanistic understanding of the relationship between stover and herbaceous crop production management practices and resulting range of impacts on soil and water quality, with a focus on eastern Iowa, USA. Comparisons of the production of herbaceous bioenergy crops to continuous corn (Zea mays L.) and corn-soybean (Glycine max L.) rotations on five different soils representative of the region were performed. Indices for total nutrient (nitrogen and phosphorus) loss to surface water and groundwater, total soil loss due to water and wind erosion, and cumulative soil carbon loss were derived to assess long-term sustainability. The Agricultural Policy/Environmental eXtender (APEX) agroecosystem model was used to quantify the sustainability indices and to generate sufficient data to provide a greater understanding of variables that affect water and soil quality than previously possible. The results clearly show the superiority of herbaceous crop production from a soil and water quality perspective. They also show, however, that compared to traditional cropping systems (e.g., corn-soybean rotations with conventional tillage), soil and water quality degradation can be reduced under certain conditions at the same time stover is removed. 相似文献

Environmental pollution of urban areas is one of key factors that state authorities and local agencies have to consider in the decision-making process. To find a compromise among many criteria, spatial analysis extended by geostatistical methods and dynamic models has to be carried out. In this case, spatial analysis includes processing of a wide range of air, water and soil pollution data and possibly noise assessment and waste management data. Other spatial inputs consist of data from remote sensing and GPS field measurements. Integration and spatial data management are carried out within the framework of a geographic information system (GIS). From a modeling point of view, GIS is used mainly for the preprocessing and postprocessing of data to be displayed in digital map layers and visualized in 3D scenes. Moreover, for preprocessing and postprocessing, deterministic and geostatistical methods (IDW, ordinary kriging) are used for spatial interpolation; geoprocessing and raster algebra are used in multi-criteria evaluation and risk assessment methods. GIS is also used as a platform for spatio-temporal analyses or for building relationships between the GIS database and stand-alone modeling tools. A case study is presented illustrating the application of spatial analysis to the urban areas of Prague. This involved incorporating environmental data from monitoring networks and field measurements into digital map layers. Extra data inputs were used to represent the 3D concentration fields of air pollutants (ozone, NO2) measured by differential absorption LIDAR. ArcGIS was used to provide spatial data management and analysis, extended by modeling tools developed internally in the ArcObjects environment and external modules developed with MapObjects. Ordinary kriging methods were employed to predict ozone concentrations in selected 3D locations together with estimates of variability. Higher ozone concentrations were found above crossroads with their heavy traffic than above the surrounding areas. Ozone concentrations also varied with height above the digital elevation model. Processed data, spatial analysis and models are integrated within the framework of the GIS project, providing an approach that state and local authorities can use to address environmental protection issues. 相似文献

Environmental regulations that grandfather existing plants, by not holding them to the same strict standards as new plants, may have the unintended consequence of retarding new investment. If new plants are cleaner, then this effect may increase pollution in the short run. I develop a dynamic model of a facility’s decisions over scrapping and abatement, which depend on capital depreciation, profitability shocks, and environmental policy. Using data from fossil fuel fired boilers at electric power plants, I estimate the structural parameters of the model and assess the impact of grandfathering in the Clean Air Act on sulfur dioxide emissions. Counterfactual policy simulations show that an increase in the stringency of performance standards would have led to a decrease in investment in new boilers. However, this does not lead to increased emissions, since there is less investment in dirtier coal boilers as compared to relatively cleaner oil or natural gas boilers. 相似文献

This paper investigates privately and socially optimal patterns of economic development in a two-sector endogenous growth model with clean and dirty goods. We consider a second-best fiscal policy framework in which distortionary taxes jointly influence economic growth and environmental quality. In this policy setting, three conditions produce an Environmental Kuznets Curve (EKC): (i) dirty output is bounded; (ii) clean output grows endogenously; and (iii) growth in the dirty sector reduces growth in the clean sector. These conditions do not arise with a consumption externality, but can emerge with a production externality. Endogenous labor supply implications are also investigated. Although not necessary for producing an EKC, endogenous labor supply provides additional linkages that produce an EKC under circumstances in which it would otherwise not appear. 相似文献

We study how the distribution of income among members of society, and income inequality in particular, affects social willingness to pay (WTP) for environmental public goods. We find that social WTP for environmental goods decreases (increases) with income inequality if and only if environmental goods and manufactured goods are substitutes (complements). We derive adjustment factors for benefit transfer to control for differences in income distributions between a study site and a policy site. For illustration, we quantify how social WTP for environmental public goods depends on the respective income distributions for empirical case studies in Sweden and the World at large. Lovelock, famed for his Gaia hypothesis, which views the Earth as a living integrated and interconnected self-regulating system whose equilibrium comes about from complex energy-based interactions and feedback loops, ultimately sustaining life, passed away at the end of July, 2022 at the age of 103. Not only are the adaptive mechanisms of Gaia central to the conversation of environmental homeostasis, they lie at the heart of climate change and global warming. Lovelock is also remembered as the co-inventor of the electron capture detector that eventually allowed for the sensitive detection of chlorofluorocarbons and pesticides. Many factors are aggravating desertification and degradation of forests such as urbanization, droughts, exploitation of natural resources and climate change. The study aims at estimating and assessing the degradation of forests in arid and semi-arid regions. This task however is complicated since the impact of the degradation will be in different forms such as loss of wood, soil erosion and lost recreational areas. Nevertheless the dynamic impact of the degradation is increasing the complexity of analysis since forest once lost is a reduction of value for all subsequent years. This study is considering the value of damages over time and it is using the concept of three environmental valuation methods to estimate the whole impact of the degradation: the habitat equivalency analysis (HEA), the productivity method and the benefit transfer method. The methods were applied to specific values of forests, depending on the best applicability, and the results combined to an overall value loss. The costs are calculated based on the year 2014 with two time horizons: 30 and 100 years. To apply the valuation approach, Jordan as an arid and semi-arid country is chosen. The result shows that the annual costs of environmental degradation of Jordanian forest areas equal about 0.14% of GDP in 2013, proving the enormous value lost to forest degradation or deforestation. The valuation approach can be transferred to other arid or semi-arid areas and stimulate forest conservation activities to prevent further degradation and to save the forest ecosystem services for the future. 相似文献

Maintenance of biodiversity through seed banks and botanical gardens, where the wealth of species’ genetic variation may be preserved ex situ, is a major goal of conservation. However, challenges can persist in optimizing ex situ collections if trade-offs exist among cost, effort, and conserving species evolutionary potential, particularly when genetic data are not available. We evaluated the genetic consequences of population preservation informed by geographic (isolation by distance [IBD]) and environmental (isolation by environment [IBE]) distance for ex situ collections for which population provenance is available. We used 19 genetic and genomic data sets from 15 plant species to assess the proportion of population genetic differentiation explained by geographic and environmental factors and to simulate ex situ collections prioritizing source populations based on pairwise geographic distance, environmental distance, or both. Specifically, we tested the impact prioritizing sampling based on these distances may have on the capture of neutral, functional, or putatively adaptive genetic diversity and differentiation. Individually, IBD and IBE explained limited population genetic differences across all 3 genetic marker classes (IBD, 10–16%; IBE, 1–5.5%). Together, they explained a substantial proportion of population genetic differences for functional (45%) and adaptive (71%) variation. Simulated ex situ collections revealed that inclusion of IBD, IBE, or both increased allelic diversity and genetic differentiation captured among populations, particularly for loci that may be important for adaptation. Thus, prioritizing population collections based on environmental and geographic distance data can optimize genetic variation captured ex situ. For the vast majority of plant species for which there is no genetic information, these data are invaluable to conservation because they can guide preservation of genetic variation needed to maintain evolutionary potential within collections. 相似文献

The idea that natural selection can be meaningfully applied at the group level may be more important than previously thought. This perspective, a modern version of group selection, is called multilevel selection. Multilevel selection theory could incorporate previous explanations for the evolution of cooperation including kin selection. There is general agreement that natural selection favors noncooperators over cooperators in the case of an unstructured population. Therefore, the evolution of cooperation by multilevel selection often requires positive assortment between cooperators and noncooperators. The question is how this positive assortment can arise in the ecological meaning. We constructed an individual-based model of multilevel selection and introduced migration and evolution. The results showed that positive assortment was generated especially when a migration strategy was adopted in which individuals respond specifically to bad environmental conditions. It was also shown that the founder effect in the evolutionary process could further facilitate positive assortment by working with migration. We analyzed assortment by using relatedness defined in group-structured populations. The fact that cooperation was achieved by such migration and by the founder effect highlights the importance of sensitiveness to the ecological environment and of fluctuations in group size, respectively. 相似文献
