Linking UN Sustainable Development Goals (SDGs) and Environmental Assessment (EA)—for mutual benefit—is an emerging topic within research and practice. Thus, knowledge and models of how to make the link are rather undiscovered and novel. This article aims to contribute to the understanding of linkages between the SDGs and EA in theory and practice. The output of the article is a framework for determining the level of integration of the SDGs and EA. In the framework, three main forms of integration are distinguished: non-integration, partial integration, and radical integration, and covering six levels of integration. A research agenda is proposed to strengthen the framework and to explore potentials and implications of the integration of the two concepts.  相似文献

A correct characterization of the status and trend of forest condition is essential to support reporting processes at national and international level. An international forest condition monitoring has been implemented in Europe since 1987 under the auspices of the International Co-operative Programme on Assessment and Monitoring of Air Pollution Effects on Forests (ICP Forests). The monitoring is based on harmonized methodologies, with individual countries being responsible for its implementation. Due to inconsistencies and problems in sampling design, however, the ICP Forests network is not able to produce reliable quantitative estimates of forest condition at European and sometimes at country level. This paper proposes (1) a set of requirements for status and change assessment and (2) a harmonized sampling strategy able to provide unbiased and consistent estimators of forest condition parameters and of their changes at both country and European level. Under the assumption that a common definition of forest holds among European countries, monitoring objectives, parameters of concern and accuracy indexes are stated. On the basis of fixed-area plot sampling performed independently in each country, an unbiased and consistent estimator of forest defoliation indexes is obtained at both country and European level, together with conservative estimators of their sampling variance and power in the detection of changes. The strategy adopts a probabilistic sampling scheme based on fixed-area plots selected by means of systematic or stratified schemes. Operative guidelines for its application are provided.  相似文献

Research on the climate change issue has generally focused on uncertainties in climate projections and calculation of mitigation costs. Most integrated assessment (IA) efforts have been directed at the mitigation component. The problem of climate change, however, is really about the potential effects on ecosystems, resources, and societies that depend on them. As illustrated by experiences from the Mackenzie Basin Impact Study, a case study from Northwest Canada, these effects will be unique to each region and country. Many of these will be indirect, including region specific thresholds, vulnerabilities and adaptations which may not be included in sectoral analyses. Science can define some of the “What if” aspects of climate change, but the regional “So what” and “What should be done” questions are largely unanswered and subject to intense debate in various political fora. IA needs to recognize the multiobjective and multistakeholder aspects of vulnerabilities, risks, and potential responses to climate change. IA could provide a more holistic analysis of the regional impacts dimension of climate change by including both modeling and non‐modeling approaches, and incorporating institutional and stakeholder issues that do not readily lend themselves to economic analyses.  相似文献

In this paper, a new methodology is developed for integrated allocation of water and waste-loads in river basins utilizing a fuzzy transformation method (FTM). The fuzzy transformation method is used to incorporate the existing uncertainties in model inputs. In the proposed methodology, the FTM, as a simulation model, is utilized in an optimization framework for constructing a fuzzy water and waste-loads allocation model. In addition, economic as well as environmental impacts of water allocation to different water users are considered. For equitable water and waste load allocation, all possible coalition of water users are considered and total benefit of each coalition, which is a fuzzy number, is reallocated to water users who are participating in the coalition. The fuzzy cost savings are reallocated using a fuzzy nucleolus cooperative game and the FTM. As a case study, the Dez River system in south-west of Iran is modeled and analyzed using the methodology developed here. The results show the effectiveness of the methodology in optimal water and waste-loads allocations under uncertainty.  相似文献

Life cycle assessment (LCA) is explored as an analytical tool in strategic environmental assessment (SEA), illustrated by case where a previously developed SEA process was applied to municipal energy planning in Sweden. The process integrated decision-making tools for scenario planning, public participation and environmental assessment. This article describes the use of LCA for environmental assessment in this context, with focus on methodology and practical experiences. While LCA provides a systematic framework for the environmental assessment and a wider systems perspective than what is required in SEA, LCA cannot address all aspects of environmental impact required, and therefore needs to be complemented by other tools. The integration of LCA with tools for public participation and scenario planning posed certain methodological challenges, but provided an innovative approach to designing the scope of the environmental assessment and defining and assessing alternatives.  相似文献

Sustainable development of the aquatic environment depends upon routine and defensible cumulative effects assessment (CEA). CEA is the process of predicting the consequences of development relative to an assessment of existing environmental quality. Theoretically, it provides an on-going mechanism to evaluate if levels of development exceed the environment's assimilative capacity; i.e., its ability to sustain itself. In practice, the link between CEA and sustainable development has not been realized because CEA concepts and methods have developed along two dichotomous tracks. One track views CEA as an extension of the environmental assessment (EA) process for project developments. Under this track, stressor-based (S-B) methods have been developed where the emphasis is on local, project-related stressors, their link with aquatic indicators, and the potential for environmental effects through stressor-indicator interactions. S-B methods focus on the proposed development and prediction of project-related effects. They lack a mechanism to quantify existing aquatic quality especially at scales broader than an isolated development. This limitation results in the prediction of potential effects relative to a poorly defined baseline state. The other track views CEA as a broader, regional assessment tool where effects-based (E-B) methods specialize in quantification of existing aquatic effects over broad spatial scales. However, the predictive capabilities of E-B methods are limited because they are retrospective, i.e., the stressor causing the effect is identified after the effect has been measured. When used in isolation, S-B and E-B methods do not address CEA in the context necessary for sustainable development. However, if the strengths of these approaches were integrated into a holistic framework for CEA, an operational mechanism would exist to better monitor and assess sustainable development of our aquatic resources. This paper reviews the existing conceptual basis of CEA in Canada including existing methodologies, limitations and strengths. A conceptual framework for integrating project-based and regional-based CEA is presented.  相似文献

Small-bodied fishes are more commonly being used in environmental effects monitoring (EEM) studies. There is a lack of understanding of the biological characteristics of many small-bodied species, which hinders study designs for monitoring studies. For example, 72 % of fish population surveys in Canada’s EEM program for pulp and paper mills that used small-bodied fishes were conducted outside of the reproductive period of the species. This resulted in an inadequate assessment of the EEM program’s primary effect endpoint (reproduction) for these studies. The present study examined seasonal changes in liver size, gonad size, and condition in seven freshwater and estuarine small-bodied fishes in Atlantic Canada. These data were used to examine differences in reproductive strategies and patterns of energy storage among species. Female gonadal recrudescence in all seven species began primarily in the 2-month period in the spring before spawning. Male gonadal development was concurrent with females in five species; however, gonadal recrudescence began in the fall in male three-spined stickleback (Gasterosteus aculeatus) and slimy sculpin (Cottus cognatus). The spawning period for each species was estimated from the decline in relative ovary size after its seasonal maximum value in spring. The duration of the spawning period reflected the reproductive strategy (single vs multiple spawning) of the species. Optimal sampling periods to assess reproductive impacts in each species were determined based on seasonal changes in ovary size and were identified to be during the prespawning period when gonads are developing and variability in relative gonad size is at a minimum.  相似文献

Environmental Impact Assessment (EIA) aims to determine if the environmental effect of an activity or project complies with standards and regulations. A primary component of the environment to evaluate is air and the effect that various activities can have on its quality. To this end, emission factors (EFs), which are empirical coefficients or mathematical relationships, are normally used. The present research critically analyzes the implications and consequences of using imported EFs in environmental impact studies (EISs), taking as case of study the situation in Chile. Among the main results, the widespread use of EFs in EISs in the country and the lack of assessments of their actual applicability stand out. In addition, the official guidelines related to emissions estimation that are used for EIA in the country mostly include EFs derived elsewhere, without considering the recommendations or restrictions that the original sources indicate for their use. Finally, the broad use of default values defined for the Metropolitan Region in Central Chile, is highly questionable for a country that extends north-south along more than 35° of latitude, with wide variability in climate, traffic conditions, population, soil types, etc. Finally, it is very likely that situations similar to those observed in the present work occurs in other countries with young environmental impact assessment systems, and therefore, that the results herein presented should be of general interest and relevance.  相似文献

For nearly one decade, the German political and research-agenda has been to a large extent determined by the ongoing question of how to limit the expansion of settlement areas around cities in order to preserve natural resources, make settlement growth more sustainable and to strengthen the re-use of existing inner-urban areas (see a.o. Kötter et al. 2009a, 2010; Schetke et al. 2009, 2010b). What is already under discussion within the international literature are the recommendations of the German Council for Sustainability to quantitatively reduce the daily greenfield consumption from the current rate of over 100 ha per day to a rate of 30 ha per day in 2020 and to bring urban infill development up to a ratio of 3:1 with greenfield development (German Council for Sustainability, 2004).). This paper addresses the added value beyond those abstract political targets and presents an innovative, multi-criteria assessment (MCA) of greenfield and infill sites to evaluate their sustainability and resource efficiency. MCA development and its incorporation into a Decision Support System (DSS) were accomplished by utilising a stakeholder-driven approach. The resulting tool can be applied in preparing and revising land-use plans. The paper presents the concept and the development process of the MCA-DSS. Test runs with planners prove that the evaluation of potential housing sites using individually weighted environmental indicators helps to identify those strategies of housing development that accord most closely with sustainability goals. The tests further show that the development of greenfield sites generally exhibits less sustainability than that of infill sites.  相似文献

Available water quality indices have some limitations such as incorporating a limited number of water quality variables and providing deterministic outputs. This paper presents a hybrid probabilistic water quality index by utilizing fuzzy inference systems (FIS), Bayesian networks (BNs), and probabilistic neural networks (PNNs). The outputs of two traditional water quality indices, namely the indices proposed by the National Sanitation Foundation and the Canadian Council of Ministers of the Environment, are selected as inputs of the FIS. The FIS is trained based on the opinions of several water quality experts. Then the trained FIS is used in a Monte Carlo analysis to provide the required input-output data for training both the BN and PNN. The trained BN and PNN can be used for probabilistic water quality assessment using water quality monitoring data. The efficiency and applicability of the proposed methodology is evaluated using water quality data obtained from water quality monitoring system of the Jajrood River in Iran.  相似文献

Solar radiation data are required by solar engineers, architects, agriculturists, and hydrologists for many applications such as solar heating, cooking, drying, and interior illumination of buildings. In order to achieve this, numerous empirical models have been developed all over the world to predict solar radiation. The main objective of this study is to examine and compare 147 solar radiation models available in the literature for the prediction of monthly solar radiation at Ankara (Turkey) based on selected statistical measures such as percentage error, mean percentage error, root mean square error, mean bias error, and correlation coefficient. Our results showed that Ball et al. (Agron J 96:391?C397, 2004) model and Chen et al. (Energy Convers Manag 47:2859?C2866, 2006) model performed best in the estimation of solar radiation on a horizontal surface for Ankara.  相似文献

Desertification is a complex process, characterised not only by a damaged ecology but also by conflict over access to scarce resources and trade-offs between the needs of multiple stakeholders at multiple scales. As such, orthodox approaches to environmental assessment in drylands, which rely solely on ecological expertise, are gradually losing legitimacy and greater attention is being given to integrated and participatory assessment approaches, which draw on multiple sources of knowledge in order to accurately describe complex socioecological processes. Moreover, there is growing recognition that successful management of desertification requires a strategy that can accommodate the multiple and often competing needs of contemporary and future stakeholders. In light of these conceptual advances, this paper highlights seven key criteria that dryland environmental assessments must meet: (1) accurately understand complex socioecological system processes, (2) focus on slow variables, (3) integrate multiple scales of analysis, (4) integrate multiple stakeholder perspectives and values, (5) ensure that future generations are fairly represented, (6) ensure that less powerful stakeholders are fairly represented and (7) integrate local and scientific knowledge. The virtues and challenges of deliberative environmental assessments, a novel subset of participatory environmental assessment approaches which places emphasis on social learning, argumentation and critical reflection, are considered in relation to each of these requirements. We argue that deliberative approaches have the potential to achieve accurate, progressive and integrated assessment of dryland environments.  相似文献

Performance assessment is a critical objective of management systems. As a result of the non-deterministic and qualitative nature of performance indicators, assessments are likely to be influenced by evaluators’ personal judgments. Furthermore, in developing countries, performance assessments by the Health, Safety and Environment (HSE) department are based solely on the number of accidents. A questionnaire is used to conduct the study in one of the largest steel production companies in Iran. With respect to health, safety, and environment, the results revealed that control of disease, fire hazards, and air pollution are of paramount importance, with coefficients of 0.057, 0.062, and 0.054, respectively. Furthermore, health and environment indicators were found to be the most common causes of poor performance. Finally, it was shown that HSE management systems can affect the majority of performance safety indicators in the short run, whereas health and environment indicators require longer periods of time. The objective of this study is to present an HSE-MS unit performance assessment model in steel industries. Moreover, we seek to answer the following question: what are the factors that affect HSE unit system in the steel industry? Also, for each factor, the extent of impact on the performance of the HSE management system in the organization is determined.  相似文献

In this work, four major Lebanese rivers were investigated, the Damour, Ibrahim, Kadisha, and Orontes, which are located in South, Central, and North Lebanon and Bekaa Valley, respectively. Five sampling sites were considered from upstream to downstream, and 12 sampling campaigns over four seasons were conducted during 2010–2011. Thirty-seven physicochemical parameters and five microbial tests were evaluated. A principal component analysis (PCA) was used for data evaluation. The first PCA, applied to the matrix-containing data that was acquired on all four rivers, showed that each river was distinct in terms of trophic state and pollution sources. The Ibrahim River was more likely to be polluted with industrial and human discharges, while the Kadisha River was severely polluted with anthropogenic human wastes. The Orontes and Damour rivers seemed to have the lowest rates of water pollution, especially the Orontes, which had the best water quality. PCA was also performed on individual data matrices for each river. In all cases, the results showed that the springs of each river have good water quality and are free from severe contamination. The other monitoring sites on each river were likely exposed to human activities and showed important spatial evolution. Through this work, a spatiotemporal fingerprint was obtained for each studied river, defining a “water mass reference” for each one. This model could be used as a monitoring tool for subsequent water quality surveys to highlight any temporal evolution of water quality.

The quantification of knowledge related to the terrain and the landuse/landcover of administrative units in Southern Greece (Peloponnesus) is performed from the CGIAR-CSI SRTM digital elevation model and the CORINE landuse/landcover database. Each administrative unit is parametrically represented by a set of attributes related to its relief. Administrative units are classified on the basis of K-means cluster analysis in an attempt to see how they are organized into groups and cluster derived geometric signatures are defined. Finally each cluster is parametrically represented on the basis of the occurrence of the Corine landuse/landcover classes included and thus, landcover signatures are derived. The geometric and the landuse/landcover signatures revealed a terrain dependent landuse/landcover organization that was used in the assessment of the forest fires impact at moderate resolution scale.  相似文献

The use of native plants was examined in three rural communities in the semi-arid of the state of Pernambuco, in northeastern Brazil. The techniques employed in the present study combined a number of different techniques of data-gathering, including semi-structured interviews, guided tour, key-informants, and participating observation, and sampling of the vegetation to evaluate the biodiversity of useful plants. A total of 61 woody species were cataloged, mostly used for construction purposes or fuel. Among the species that stood out for their local importance and multiplicity of uses were: Myracrodruon urundeuva (Engl.) Fr. All., Schinopsis brasiliensis Engl., and Anadenanthera colubrina (Vell.) Brenan. The first two species are included in Brazilian lists of threatened species. Arguments are presented for strategies of management and conservation of plant resources in the semi-arid region that seek alternatives to the use of timber species and the development of alternative non-timber resources.  相似文献

Saltwater intrusion (SWI) represents a threat to coastal aquifers worldwide by rendering groundwater quality not viable for its intended purposes. Therefore, understanding SWI impacts is indispensable for informed decision-making on aquifer management. Despite advances in methods to assess the impact of SWI, it remains challenging to select appropriate methods that are effective, timely, and affordable under the influence of a range of factors including aquifer characteristics, hydro-geochemical dynamics, shoreline geomorphology, biochemical reactions, and data availability among others. This study examines commonly used methods that assess the impact of SWI towards the development of an assessment framework in coastal aquifers underlying densely populated urban areas. The methods were selected using complexity-functionality criteria and then tested at a pilot aquifer by coupling Strengths, Weaknesses, Opportunities and Threats (SWOT) and Multi-Attribute Decision Making (MADM) analyses to evaluate the effectiveness of the methods and identify elements of the framework. The framework proved functional in synthesizing parametric results, assessing the dynamics of SWI and quantifying its potential impact, as well as providing an effective platform for informed impact assessment and planning for sustainable exploitation of coastal aquifers.  相似文献

Alluvial soils may represent important sinks of contaminants as a result of the deposition of contaminated sediments along the river by overbank flooding or after dredging. Because of the erosion of alluvial deposits or the release of contaminants from sediments, alluvial soils can also be a source of contamination. In this paper, a risk assessment for contaminated (alluvial) soils is presented. The approach, mainly based on physico-chemical soil characteristics, single extractions and leaching tests, is illustrated by means of a case study from four Belgian catchments. The extractions and leaching tests that were used have been validated by European testing programs and can provide valuable information for classifying the potential environmental risks of soils. Irrespective of the location, pH, organic carbon content and 'mobilisable' metal concentrations were the most important factors explaining 'mobile' metal concentrations in the alluvial soils. Additionally, the data of the physico-chemical soil characterization, extractions and leaching tests were combined with local and regional factors to classify the alluvial soils in different categories according to their actual and potential risk for the environment.  相似文献

Drought-induced anomalies in vegetation condition over wide areas can be observed by using time-series satellite remote sensing data. Previous methods to assess the anomalies may include limitations in considering (1) the seasonality in terms of each vegetation-cover type, (2) cumulative damage during the drought event, and (3) the application to various types of land cover. This study proposed an improved methodology to assess drought impact from the annual vegetation responses, and discussed the result in terms of diverse landscape mosaics in the Mt. Kenya region (0.4° N 35.8° E?~?1.6° S 38.4° E). From the 30-year annual rainfall records at the six meteorological stations in the study area, we identified 2000 as the drought year and 2001, 2004, and 2007 as the normal precipitation years. The time-series profiles of vegetation condition in the drought and normal precipitation years were obtained from the values of Enhanced Vegetation Index (EVI; Huete et al. 2002), which were acquired from Terra MODIS remote sensing dataset (MOD13Q1) taken every 16 days at the scale of 250-m spatial resolution. The drought impact was determined by integrating the annual differences in EVI profiles between drought and normal conditions, per pixel based on nearly same day of year. As a result, we successfully described the distribution of landscape vulnerability to drought, considering the seasonality of each vegetation-cover type at every MODIS pixel. This result will contribute to the large-scale landscape management of Mt. Kenya region. Future study should improve this method by considering land-use change occurred during the long-term monitoring period.  相似文献
