The fact that the artisanal and small-scale mining (ASM) sector in Ghana is driven largely by poverty means that the sector is a major source of livelihood for people in mining communities across the country. However, given the various social and environmental problems associated with the ASM sector, there is now an emerging consensus that the formalization of the sector would not only allow for these associated problems to be addressed but also ensures that the sector contributes to sustainable development and safeguard the livelihood of local communities. While a large body of extant literature has examined the challenges and opportunities facing the process of formalization, the question of the criminalization of the sector and its consequences for local livelihood has received only limited attention. Drawing from primary data collected during fieldwork in Ghana, this study examined the livelihood implications of the ban on galamsey in the Tarkwa-Nsuaem Municipality in South-Western Ghana from the perspectives of local communities and other key stakeholders. The study reveals that the ban on galamsey has imposed significant socio-economic hardships on the people and appears to be entrenching poverty rather than sustainable development. The study considers the theoretical and practical implications of the findings for sustainable livelihood enhancement in developing countries. 相似文献

Migratory pastoralism is an adaptation to a harsh and unstable environment, and pastoral herders have traditionally adapted to environmental and climatic change by building on their in-depth knowledge of this environment. In the Hindu Kush Himalayan region, and particularly in the arid and semiarid areas of northern Pakistan, pastoralism, the main livelihood, is vulnerable to climate change. Little detailed information is available about climate trends and impacts in remote mountain regions; herders’ perceptions of climate change can provide the information needed by policy makers to address problems and make decisions on adaptive strategies in high pastoral areas. A survey was conducted in Gilgit–Baltistan province of Pakistan to assess herders’ perceptions of, and adaptation strategies to climate change. Herders’ perceptions were gathered in individual interviews and focus group discussions. The herders perceived a change in climate over the past 10–15 years with longer and more intense droughts in summer, more frequent and heavier snowfall in winter, and prolonged summers and relatively shorter winters. These perceptions were validated by published scientific evidence. The herders considered that the change in climate had directly impacted pastures and then livestock by changing vegetation composition and reducing forage yield. They had adopted some adaptive strategies in response to the change such as altering the migration pattern and diversifying livelihoods. The findings show that the herder communities have practical lessons and indigenous knowledge related to rangeland management and adaptation to climate change that should be shared with the scientific community and integrated into development planning. 相似文献

Global climate change will have a strong impact on Nigeria, particularly on agricultural production and associated livelihoods. Although there is a growing scientific consensus about the impact of climate change, efforts so far in Nigeria to deal with these impacts are still rudimentary and not properly coordinated. There is little evidence of any pragmatic approach towards tracking climate change in order to develop an evidence base on which to formulate national adaptation strategies. Although Nigeria is not alone in this regard, the paper asserts that National Climate Change Adaptation Strategy could help address this situation by guiding the integration of climate change adaptation into government policies, strategies, and programs, with particular focus on the most vulnerable groups and the agricultural sectors. There is an urgent need to adopt abatement strategies that will provide economic incentives to reduce the risk from disasters, such as developing agricultural practices that are more resilient to a changing climate. 相似文献

Application of a Physical Input–Output Table to Evaluate the Development and Sustainability of Continental Water Resources in Spain 总被引:1,自引:0,他引:1
Continental waters are complex resources in terms of a measurable physical quantity, and measuring them requires a good knowledge of total water availability. In this research, an accounting physical input–output table (PIOT) was applied to evaluate total water resources and gross annual availabilities at each stage of the natural-artificial water cycle. These stages are considered subsystems of a continental water resource system describing water transfers for an average year within 13 administrative basins of Spain. Water transfers between various subsystems are characterized by internal flows decreasing the water resource availabilities. The PIOT analysis establishes these internal flows, and the origins and final uses of the total resources for each subsystem. The input-output balance registered an unsustainable negative net accumulation in eight water basins. The PIOT analysis also allowed the calculation of significant indicators such as water resource developments (RDI) and their sustainable use (SUI). RDI and SUI demonstrate that groundwater is a critical resource affecting the environment (e.g., wetlands in the upper Guadiana) and the water supply (e.g., irrigation in the Segura basin). The results of this model suggest that above-/below-ground hydrological links are important when decisions have to be made in order to provide a satisfactory supply of water in Spain. The model integrates the different water basins under territorial criteria, and therefore it may be useful for the Spanish National Hydrological Plan. 相似文献

Many reports and studies have noted that a significant portion of problem-oriented coastal science does not actually link to decisions. Here, three competitively funded project case studies are studied to determine what funders can and should do to better link science with decisions. The qualitative analysis used for this study indicates that the studied program was seen as being unusually attentive to the issue of linking science to decisions, as opposed to simply generating new knowledge. Nevertheless, much of the data indicate that funders can and should do more. Three ideas figured most prominently in the qualitative data: (1) funders should do more to ensure that the problem itself is defined more thoroughly with people who are envisioned as potential users of the science; (2) funders need to allocate more resources and attention to communicating effectively (with users) throughout the project; and (3) funders need to demand more engagement of users throughout the project. These findings have important implications for how funders review and support science, especially when competitive processes are used. Most importantly, funders should adjust what kind of science they ask for. Secondly, funders need to change who is involved in the review process. Currently, review processes focus on knowledge generation, which means that the reviewers themselves have expertise in that area. Instead, review panels should be balanced between those who focus on knowledge generation and those who focus on linking knowledge to decisions; this is a separate but critical discipline currently left out of the review process. 相似文献

Farmers’ Perceptions of Climate Change and Agricultural Adaptation Strategies in Rural Sahel 总被引:14,自引:3,他引:14
Farmers in the Sahel have always been facing climatic variability at intra- and inter-annual and decadal time scales. While
coping and adaptation strategies have traditionally included crop diversification, mobility, livelihood diversification, and
migration, singling out climate as a direct driver of changes is not so simple. Using focus group interviews and a household
survey, this study analyzes the perceptions of climate change and the strategies for coping and adaptation by sedentary farmers
in the savanna zone of central Senegal. Households are aware of climate variability and identify wind and occasional excess
rainfall as the most destructive climate factors. Households attribute poor livestock health, reduced crop yields and a range
of other problems to climate factors, especially wind. However, when questions on land use and livelihood change are not asked
directly in a climate context, households and groups assign economic, political, and social rather than climate factors as
the main reasons for change. It is concluded that the communities studied have a high awareness of climate issues, but climatic
narratives are likely to influence responses when questions mention climate. Change in land use and livelihood strategies
is driven by adaptation to a range of factors of which climate appears not to be the most important. Implications for policy-making
on agricultural and economic development will be to focus on providing flexible options rather than specific solutions to

Advancement of modern agricultural biotechnology has brought various potential benefits to humankind, but at the same time ethical concerns regarding some applications such as genetically modified foods (GMF) have been raised among the public. Several questions are being posed; should they utilize such applications to improve quality of their life, or should they refrain in order to save themselves from any associated risk? What are the ethical principles that can be applied to assess these applications? By using GMF as a case study, this paper discusses possible answers to these questions from Islamic perspective. Such answers are based on the understanding of the Islamic concept of maslahah (benefit) and mafsadah (harm) as well as the Islamic principles of priority. There is no specific GMF that has been declared as unlawful by Muslim scholars thus far. Nevertheless, they generally state that any GMF that contains unlawful substance is prohibited in Islam. Such statement can be understood since Islam puts highest priority to preserve shari’ah (Islamic law) which prescribes the lawful and unlawful things in human life. Priorities have also been given to preserve human health and environment therefore any GMF that may inflict harm on both entities is also considered as unlawful. 相似文献

This article sets out to evaluate the range of meanings and preferences for the concepts of adaptation, resilience, mitigation and coping of a variety of professionals in New York who are undertaking leadership positions in developing climate change policies and practices. This article positions a normative set of simplified meanings for each of the aforementioned concepts based on a review of existing literature. Utilizing a survey, these normative meanings are evaluated by and between the: (a) concepts and meanings; (b) concepts and applications and (c) applications and preferences, as applied to various risk-based scenarios ranging from sea-level rise to heat waves. This survey tests the hypotheses that the respondents: (i) are unable to consistently match the concept of resiliency with the normative meanings or applications: and (ii) will not consistently show a preference for resilience applications or outcomes ahead of other concepts. The results of the survey confirm both hypotheses, which is demonstrative of the inadequacy of the current framework dominated by a narrowly defined framework for resilience. It is anticipated that the results of this article will advance an argument for the necessity to develop consistent meanings for concepts which bridge the scientific, policy and popular domains. 相似文献

In Ethiopia, climate change and associated risks are expected to have serious consequences for agriculture and food security. This in turn will seriously impact on the welfare of the people, particularly the rural farmers whose main livelihood depends on rain-fed agriculture. The level of impacts will mainly depend on the awareness and the level of adaptation in response to the changing climate. It is thus important to understand the role of the different factors that influence farmers’ adaptation to ensure the development of appropriate policy measures and the design of successful development projects. This study examines farmers’ perception of change in climatic attributes and the factors that influence farmers’ choice of adaptation measures to climate change and variability. The estimated results from the climate change adaptation models indicate that level of education, age and wealth of the head of the household; access to credit and agricultural services; information on climate, and temperature all influence farmers’ choices of adaptation. Moreover, lack of information on adaptation measures and lack of finance are seen as the main factors inhibiting adaptation to climate change. These conclusions were obtained with a Multinomial logit model, employing the results from a survey of 400 smallholder farmers in three districts in Tigray, northern Ethiopian. 相似文献

In this article, we discuss the results of a survey on the perception of climate change in the 14 “tourist zones” (as defined by the Spanish Statistical Institute, INE) that stretch from the French border to Gibraltar alongside the Spanish Mediterranean coast, including the Balearic Islands. Our sample consisted of 1,014 telephone interviews stratified according to the number of tourists staying in each zone. Respondents showed concern for the likely impacts of climate change on jobs and thought that climate change would reduce the economic activity of their areas. Responses were also pessimistic regarding future water availability but agreed with the development of alternative sources such as desalination and water re-use. Household size, educational levels, and employment tended to be the most significant statistical explanatory factors regarding attitudes toward climate change. Respondents in larger households (a variable not tested in the literature as far as we know), respondents with higher education, and respondents working for a wage tended to express more concerns than the rest. 相似文献

Creative cities are generally considered as “cool” spaces which attract a particular “creative class” whose ability to innovate and transform – particularly in the media and cultural sectors – offers urban economies a competitive edge. This paper argues that, in the face of dangerous climate change, the creativity of the “not-so-cool” sectors needs to be acknowledged and valued. A case study of Salford in the north-west of England shows how political, technological and economic creativity has secured sustainable regeneration within a floodplain. It is argued that the concept of “creativity” in urban economic discourse needs to be widened to acknowledge the importance of the creativity of planners, civil engineers and builders in securing environmentally sustainable cities. Environmental sustainability, it suggests, not only underpins economic sustainability. Faced with dangerous climate change and society's need to respond, the skills and expertise can in themselves contribute to a city's competitiveness. 相似文献
