清洁发展机制(CDM)是《京都议定书》提出的三种灵活的温室气体减排机制之一,允许通过发达国家与发展中国家合作使发达国家实现其减排目标的同时促进发展中国家的可持续发展。建筑节能是节能减排的重点领域,是CDM开发重点之一。但建筑节能CDM项目在推广力度、缺少具体方法学以及实施方面存在困难。通过对建筑节能CDM的障碍进行分析,认为应加强政策支持、宣传体系以及技术支持,以促进国内建筑行业充分利用CDM,促进建筑行业节能减排的发展。  相似文献

The Kyoto Protocol provides for the involvement of developing countries in an atmospheric greenhouse gas reduction regime under its Clean Development Mechanism (CDM). Carbon credits are gained from reforestation and afforestation activities in developing countries. Bangladesh, a densely populated tropical country in South Asia, has a huge degraded forestland which can be reforested by CDM projects. To realize the potential of the forestry sector in developing countries for full-scale emission mitigation, the carbon sequestration potential of different species in different types of plantations should be integrated with the carbon trading system under the CDM of the Kyoto Protocol. This paper discusses the prospects and problems of carbon trading in Bangladesh, in relation to the CDM, in the context of global warming and the potential associated consequences. The paper analyzes the effects of reforestation projects on carbon sequestration in Bangladesh, in general, and in the hilly Chittagong region, in particular, and concludes by demonstrating the carbon trading opportunities. Results showed that tree tissue in the forests of Bangladesh stored 92tons of carbon per hectare (tC/ha), on average. The results also revealed a gross stock of 190tC/ha in the plantations of 13 tree species, ranging in age from 6 to 23 years. The paper confirms the huge atmospheric CO(2) offset by the forests if the degraded forestlands are reforested by CDM projects, indicating the potential of Bangladesh to participate in carbon trading for both its economic and environmental benefit. Within the forestry sector itself, some constraints are identified; nevertheless, the results of the study can expedite policy decisions regarding Bangladesh's participation in carbon trading through the CDM.  相似文献

The Clean Development Mechanism (CDM) under the Kyoto Protocol to the United Nations Framework Convention on Climate Change is considered a key instrument to encourage developing countries' participation in the mitigation of global climate change. Reduction of greenhouse gas (GHG) emissions through the energy supply and demand side activities are the main options to be implemented under the CDM. This paper analyses the general equilibrium effects of a supply side GHG mitigation option-the substitution of thermal power with hydropower--in Thailand under the CDM. A static multi-sector general equilibrium model has been developed for the purpose of this study. The key finding of the study is that the substitution of electricity generation from thermal power plants with that from hydropower plants would increase economic welfare in Thailand. The supply side option would, however, adversely affect the gross domestic product (GDP) and the trade balance. The percentage changes in economic welfare, GDP and trade balance increase with the level of substitution and the price of certified emission reduction (CER) units.  相似文献

Biosphere greenhouse gas (GHG) management consists of preserving and enhancing terrestrial carbon pools and producing biomass as a fossil fuel substitute. The discussion of this topic has focused primarily on carbon-accounting and project-level issues, particularly relating to carbon sequestration as a source of emissions credits under the Kyoto Protocol. While international consensus on these matters is needed, this paper argues that an important domestic policy agenda also deserves attention. National policies for biosphere GHG management are necessary to bring about large-scale changes in land-use, forestry, and agricultural practices and can address some of the technical and policy issues that have proven to be particularly problematic from carbon-accounting and project-level perspectives. These policies should minimize land-use and resource-management conflicts, account for collateral benefits, and ensure institutional compatibility with existing resource-management regimes. Issues relating to project permanence, leakage, and transaction costs should also be addressed. A range of policy instruments should be used and biosphere GHG management should be one component of an integrated approach to environmental and resource management. Countries promoting biosphere GHG management as an important element of their climate change strategies should be developing these domestic policies to complement international negotiations and to demonstrate that carbon sequestration and biomass production can make an effective contribution to the stabilization of atmospheric GHG concentrations.  相似文献

The Clean Development Mechanism (CDM) emerged under the Kyoto Protocol to facilitate collaboration between developed and developing countries in order to mitigate greenhouse gases. The CDM allows developed countries to receive credits towards meeting their obligatory targets by investing in emission reduction projects in developing countries. The countries are required to set up a Designated National Authority (DNA) to approve the CDM projects. This paper examines the role of the DNA in ensuring sustainable development, using the empirical case of China and India. Three aspects of the DNA's role are examined: the institutional structure, the policy context and the CDM project market. All three aspects highlight the important role of the DNA in meeting the countries' sustainable development priorities.  相似文献

Based on a recognition of the essence of climate change and the pressure on China to reduce its greenhouse gas (GHG) emissions, this paper interprets the important role that the Chinese iron and steel industry may play in managing emissions. Through an investigation of the key sources of GHG emissions in the Chinese iron and steel industry, a comparison of the current Chinese and international situations, and a survey of the technology and methods available for reducing GHG emissions, and their application in China, the authors analyze the major issues currently faced by the Chinese iron and steel industry, and propose the following four approaches through which the industry might reduce its GHG emissions: (1) encouragement of clean development mechanism (CDM) projects, mainly involving secondary energy reuse, to provide capital and technology for GHG reduction activities in China; (2) stimulation of the social responsibility-based voluntary carbon market (VCM) to increase the long-term benefits for the Chinese iron and steel industry from emission reductions; (3) undertaking of strict energy auditing to help enterprises establish appropriate emission reduction targets and formulate reasonable plans; (4) promotion of emission reduction-oriented investment within the industry to obtain profits from project operation, while at the same time gaining extra compensation for emission reductions. More specifically, the design of each of these approaches should take into consideration the related economic factors and incentive mechanisms.  相似文献

One of the dual objectives of the Clean Development Mechanism (CDM) of the Kyoto Protocol is to assist host countries in achieving sustainable development. With various CDM indicators for 58 CDM host countries over the period 2005‐2010, this paper empirically assesses whether CDM project development fulfils its sustainable development objective. Using a unique dynamic panel data method based on the long‐differenced model, this research provides convincing evidence that CDM projects contribute to sustainable development in host countries. It sheds light on the role of the CDM in the process of global sustainability with clear policy implications for developing countries and those embracing market instruments.  相似文献

Carbon sequestration through forestry and agroforestry can help mitigate global warming. For Africa, carbon sequestration also represents an opportunity to fund sustainable development through financial inflows. However, with a low share of global carbon trade, there are strong concerns that African countries are losing out on this valuable opportunity. Through a comprehensive review of 23 carbon sequestration projects across 14 countries, this paper discusses ways to overcome critical challenges to scale up carbon investments in Africa. These projects are expected to sequester 26.85 million tCO2 beyond the baseline situation. Within the continent, East Africa is the preferred destination for carbon investors. Most projects are non‐Kyoto compliant and represent voluntary emission reductions. While project benefits such as increased local incomes and improved natural resources are promising, there are concerns that conversion of grasslands into tree plantations can harm local ecosystems. Insecure land tenure constrains new investments and increases the risk that local communities will lose access to forests. Another challenge is that projects with smallholders have high transaction costs. These costs can be overcome by building strong community institutions and simplifying project guidelines. To attract more projects, African governments will need to build their capacity to identify relevant opportunities.  相似文献

This paper analyses CO2 emissions reduction costs based on project data from the Climate Cent Foundation (CCF), a climate policy instrument in Switzerland. Four conclusions are drawn. First, for the projects investigated, the CCF on average pays €63/ton. Due to the Kyoto Protocol, the CCF buys reductions only until 2012. This cut-off increases reported per ton reduction costs, as the additional lifetime project costs are set in relation to reductions only until 2012, rather than to reductions realised over the whole lifetime. Lifetime reduction costs are €45/t. Second, correlation between CCF's payments and lifetime reduction costs per ton is low. Projects with low per ton reduction costs should thus be identified based on lifetime per ton reduction costs. Third, the wide range of project costs per ton observed casts doubts on the widely used identification of the merit order of reduction measures based on average per ton costs for technology types. Finally, the CCF covers only a fraction of additional reduction costs. Decisions to take reduction efforts thus depend on additional, non-observable and/or non-economic motives. Any generalisation of results has to consider that this analysis is based on prospective costs of a sub-sample of projects in Switzerland.  相似文献

The Kyoto Protocol on global warming has provoked great controversy in part because it calls for heavier burdens on wealthy countries than on developing countries in the effort to control climate change. The U.S. Senate voted unanimously to oppose any agreement that does not require emissions reductions in low-income countries. The ethics of this position are examined in this paper which shows that there are good moral reasons for supporting the provisions of the Kyoto Protocol. Such a conclusion follows easily from considerations of distributive justice but can also be supported by more narrowly self-interested arguments. International emissions trading under the Kyoto Protocol or an alternative international regime need a registration system to prevent the creation of fake emission permits. We suggest a two-tier system consisting of an International Registry (IR) and a set of national registries. National registries have to adhere to a set of minimum standards. The IR maintains accounts for countries and private entities. The latter would thus be ensured against expropriation. We suggest that permits should become fungible across all Kyoto Mechanisms, and are allocated a serial number to allow tracking. The IR should collect fees for adaptation and administration. It should also be charged with reallocation of emission budgets owing to various causes, enforcing of eventual caps, and discounting of permits owing to non-compliance. Central and Eastern Europe (CEE) is a rapidly changing and developing region which is making the transition to a market based economy. Along with economic reforms, the countries of the region are engaged in substantial environmental reforms, including climate change mitigation activities. Mitigation of, and adaptation to, the consequences of climate change are costly processes. It is therefore of great importance that the national and international mechanisms addressing these problems use methods both environmentally sound and economically efficient. Through two case studies that address the Clean Development Mechanism (CDM) in the Former Yugoslav Republic of Macedonia, and the Green Investment Scheme (GIS) in Romania, this paper explores challenges, related tasks and main problems in the establishment of mechanisms of the Kyoto Protocol in Central and Eastern Europe.  相似文献

Given the likelihood that a post-Kyoto climate change agreement will include provisions for trading greenhouse gas (GHG) emission rights (carbon credits), it is timely and important to look more closely into the merits (or otherwise) of emissions trading systems (ETS), in particular with regard to the issue of the allocation and distribution of entitlements. Thus far, ETSs and other tradable permit systems have allocated entitlements to those historically responsible for emissions or the exploitation of resources (the “grandfathering” principle). There are, however, strong reasons for challenging this practice, and for advocating the allocation of entitlements to all people, in line with the per capita distribution principle. This article argues that GHG emission rights, if they are to be granted, should be distributed on a globally determined equal per capita basis, but collectively managed by community bodies (Community Carbon Trusts) on an “individuals-in-community” basis, instead of being granted or sold by governments to (big) emitters. The approach advocated here is not only ethically more justified, but also strengthens the capacity of communities to deal with climate change and to advance sustainability. It offers an example of how a significant environmental challenge can be met in a more positive way than by the prevailing approaches based on narrow, mainly economic, considerations.  相似文献

ABSTRACT: Contrary to the general trend of only a few actual trades occurring within point‐nonpoint source water quality trading programs in the United States, two trading projects in the Minnesota River Basin, created under the provisions of National Pollutant Discharge Elimination System (NPDES) permits, have generated five major trades and numerous smaller ones. In this paper, these two projects are described to illustrate their origins, implementation, and results. It was found that several factors contributed to the relatively high number of trades in these projects, including the offsetting nature of the projects (hence a fixed number of credits that the point sources were required to obtain), readily available information on potential nonpoint source trading partners, and an effectively internal trading scheme used by one of the two projects. It was also found that long term structural pollution control measures, such as streambank stabilization, offered substantial cost savings over point source controls. Estimates of transaction costs showed that the total costs of the trading projects were increased by at least 35 percent after transaction costs were taken into account. Evidence also showed that in addition to pollution reduction, these two trading projects brought other benefits to the watershed, such as helping balance environmental protection and regional economic growth.  相似文献

This paper analyses energy savings, GHG emission reductions and costs of bio-refinery systems for polylactic acid (PLA) production. The systems comprise ‘multi-functional’ uses of biomass resources, i.e. use of agricultural residues for energy consumption, use of by-products, and recycling and waste-to-energy recovery of materials. We evaluate the performance of these systems per kg of bio-based polymer produced and per ha of biomass production. The evaluation is done using data of Poland assuming that biomass and PLA production is embedded in a European energy and material market. First, the performance of different bio-refinery systems is investigated by means of a bottom-up chain analysis. Second, an analysis is applied that derives market prices of products and land depending on the own-price elasticity of demand. Thus, the costs of bio-refinery systems depending on the demand of land and material are determined. It is found that all PLA bio-refinery systems considered lead to net savings of non-renewable energy consumption of 70–220 GJ/(ha yr) and net GHG emission reductions of 3–17 Mg CO2eq/(ha yr). Most of these PLA bio-refinery systems lead to net costs for the overall system of up to 4600 €/(ha yr). PLA production from short rotation wood leads to net benefits of about 1100 €/(ha yr) if a high amount of a high value product, i.e. fibres, is produced. Multi-functionality is necessary to ensure the viability of PLA bio-refinery systems from biomass with regard to energy savings and GHG emission reduction. However, the multi-functional use of biomass does not contribute much to overall incomes. Multifunctional biomass use – especially the use of biomass residues for energy consumption – contributes significantly to savings of non-renewable energy sources. Own-price elasticity of the demand for materials influences the overall costs of the bio-refinery system strongly. The own-price elasticity of land demand markets could become important if bio-refineries are introduced on a large scale.  相似文献

The Russian natural gas industry is the world's largest producer and transporter of natural gas. This paper aims to characterize the methane emissions from Russian natural gas transmission operations, to explain projects to reduce these emissions, and to characterize the role of emissions reduction within the context of current GHG policy. It draws on the most recent independent measurements at all parts of the Russian long distance transport system made by the Wuppertal Institute in 2003 and combines these results with the findings from the US Natural Gas STAR Program on GHG mitigation options and economics.With this background the paper concludes that the methane emissions from the Russian natural gas long distance network are approximately 0.6% of the natural gas delivered. Mitigating these emissions can create new revenue streams for the operator in the form of reduced costs, increased gas throughput and sales, and earned carbon credits. Specific emissions sources that have cost-effective mitigation solutions are also opportunities for outside investment for the Joint Implementation Kyoto Protocol flexibility mechanism or other carbon markets.  相似文献
