Latin American countries have an extensive biological diversity and a tropical or subtropical climate. This condition has advantages for development and for the implementation of biotechnological solutions for environmental problems. Environmental biotechnology could be used to enhance biodegradation, waste recovery, and also for the development of biotechnology-based products to diagnose and reduce environmental impacts such as biosensors, biopesticides, biofertilizers and biofuels. To generate new environmental biotechnological products, Latin American countries must not only overcome the known limitations associated with investment in science and technology and in human resource training, but also develop their own vision of using environmental biotechnology, adapted to the economic, and environmental context. Biotechnology used wisely as a tool for promoting sustainable development in Latin American countries may also contribute to the solution of problems that represent potential risks to society and the environment in general. This document discusses the context of the research and innovation in Latin American countries around environmental biotechnology and also reviews perspectives for the improvement of these developments.  相似文献

Summary The Dominican Republic and other Caribbean countries face serious challenges to their natural resource base. In recent years the government of the Dominican Republic has taken major steps toward the development and implementation of a comprehensive plan for national natural resources management. This plan is called Plan Sierra. An important component of this plan is the outline of actions for carrying out an environmental education programme within the country. This demonstrates a commitment to fulfill Recommendation No. 96 of the Stockholm Conference in a way that could become a model for other Latin American nations. Clinton L. Shepard is Assistant Professor in the Division of Environmental Education, School of Natural Resources, The Ohio State University. Dr Shepard holds a Bachelor of Science degree in Zoology from the University of Kentucky and graduate degrees from The Ohio State University in Natural Resources/Environmental Education and Education-Foundations and Research. He has worked as an interpreter and Environmental Education Coordinator for the State of Ohio Department of Natural Resources, a research associate for ERIC—Science, Math, and Environmental Education Clearinghouse, and College instructor in interpretive methods, environmental education methodology, resident outdoor programming, and natural resources development. He is also involved in international research and development, especially in the Caribbean Basin. Robert E. Roth is Chairman/Professor in the Division of Environmental Education, School of Natural Resources, The Ohio State University. Dr Roth received a Bachelor's degree in Wildlife Management, a Bachelor's degree in Secondary Science Education, a Master's degree in Conservation Education from The Ohio State University, and his Ph.D. in Environmental Education from The University of Wisconsin. he came to OSU in 1969 and since that time has designed and institutionalized the only academic unit in the US that offers both well developed undergraduate and graduate programmes in Environmental Communications, Education and Interpretation and has published over 40 works in the field. He has been instrumental in implementing a growing international environmental education research and development emphasis in the wider Caribbean, he continues as an Executive Editor of theJournal of Environmental Education.  相似文献

Mineral reserves are unevenly and erratically distributed throughout the world; those countries which were intensively explored in the past — the USA, Canada, the USSR, Australia, South Africa, and a limited number of Asian, African, and Latin American countries — control a large share of many of the industrially important metallic minerals. Current attitudes towards exploration and the mining industry in both the developed and the less developed countries should clearly encourage rather than discourage new exploration. Given an increase in exploration, new reserves may well be found in previously unexplored areas, but any major increase in world mineral supplies will probably come from mining very low- grade deposits and developing new methods of mining and processing non-conventional ores. While it is vital to increase research and development in exploration techniques and mining and processing technology, it is also critical to maintain current levels of consumption and trade by reversing the trend towards trade restriction on the part of some of the less developed countries who are important mineral exporters.  相似文献

Summary The current views on whether environmental law is a subject of study at the Universities is discussed in this paper. The author traces the development of environmental law, and maintains that legal science is one, and that it has been grounded into branches for teaching and research purposes. A case for the teaching of environmental law at the universities is made. A teaching programme is suggested which brings out the relationships of environmental law with ecology, social science, economics, management science, technology and other branches of legal science.Born in Argentina, with a Doctor of Law from the University of Buenos Aires. Has held professorships in Water and Mining Laws, Agrarian and Mining Law, Natural Resources Law, in several universities in Argentina. He was a visiting professor in the period 1967–71, at Delft Technological Institute, The Netherlands.From 1969–70, he was Secretary of State for Water Resources of Argentina, and in 1970, Vice-Chairman of the UN Committee on Natural Resources. Consultant on Environmental Law for FAO in 1970. He is at present (1980–82) President of the International Water Resources Association.He has been a member of the IUCN Commission on Environmental Policy, Law and Administration since 1978, is President of the Inter American Commission on Environmental Law and Administration, and Regional Governor (Latin America) of the International Council on Environmental Law.In 1978 he was awarded the Elizabeth Haub Prix on Environmental law.He is author of several books and papers on environmental, natural resources and water laws. These include Code on Natural Resources (Province of Corrientes Argentina, 1980) and co-author of Code on the Renewable Natural Resources and Environmental Protection, Colombia, 1974.  相似文献

Summary Sustainable development is high on development analysts' agendas as people seek viable alternatives to current development concepts. These latter approaches have not satisfied people's livelihoods especially in developing countries. This paper suggests that the promotion of sustainable development must correctly identify the contexts within which it is to be pursued. It is essential to note that this is best done if people recognize that as a complex concept, sustainable development has several dimensions, including the resource base of a country/community/society; external factors impacting on it; internal factors at play within; population factors and political economic factors.For rural Africa, the context is one of small community and kinship based production groups largely dependent on their local environments for survival. It is essential to identify endogenous factors such as local knowledge bases, common property arrangements, other local social institutions and local environmental practices and to base sustainability strategies on these.There is growing awareness of the efficacy of these local indigenous systems but constraints to their promotion as a valuable resource are also significant. There is room for being hopeful that rural Africa might sustain itself if recognition of the correct contexts is sought.Mr Joseph Z.Z. Water scarcity is threatening social and economic growth in rural areas of developing countries. There are potential markets for water purification technologies in these regions. The main focus of this article is to evaluate the social, economic and political feasibilities of providing water purification technologies to rural areas of developing countries. The findings of this research can serve as the basis for private investors interested in entering this market. Four representative regions were selected for the study. Economic, demographic, and environmental variables of each region were collected and analyzed along with domestic markets and political information. Rural areas of the developing world are populated with poor people unable to fulfill the basic needs for clean water and sanitation. These people represent an important group of potential users. Due to economic, social, and political risks in these areas, it is difficult to build a strong case for any business or organization focusing on immediate returns on capital investment. A plausible business strategy would be to approach the water purification market as a corporate responsibility and social investing in the short term. This would allow an organization to be well positioned once the economic ability of individuals, governments, and donor agencies are better aligned.  相似文献

Rural electrification is an essential element in development planning in developing countries. In the past, the conventional approach to rural electrification has been either to extend national grids from central power stations, or to install small diesel generators. This article explores a third alternative, namely the harnessing of such renewable sources of energy as solar, wind and biomass for the production of local electric power. The author outlines the concept of the Rural Energy Centre in comparison with the structure of energy needs, and responds to critics of this integrated approach to the problem of rural electrification.  相似文献

Full integration of projects and programmes for rural water supply and sanitation has yet to take place in most developing countries, thus contributing to a situation in which long-term success in the sector has been difficult to demonstrate. It is suggested that full integration in individual countries will require reorientation of project planning procedures, and the development of a community support programme (CSP) to provide backup to communities after project completion. Ultimately, full integration of projects and programmes is an iterative process, requiring the evaluation of past efforts in the field. Experience in the International Drinking Water Supply and Sanitation Decade (1981–90) has demonstrated that coverage alone — as the de facto indicator of success — is not sufficient (particularly in rural areas). The 1990s represent a fresh chance to modify indicators for success, and to go beyond coverage by integrating projects and programmes for rural water supply and sanitation.  相似文献

Rural regions in post-industrial countries confront significant new challenges, particularly in relation to climate, biodiversity, unconventional resource development and energy. Yet at a time when the contours of these challenges are still being sketched, and preliminary, planned interventions undertaken, the practice of rural planning finds itself at a low ebb. We examine two ‘critical cases’, one each from Australia and the USA, to explore the issues and options for capacity of rural regional planning to surmount these new challenges. 日本与我国在历史上同属传统的东亚小农经济国家,在社会、经济、文化等方面的发展历程和存在的问题具有共通性。日本的农村生态环境管理随社会经济发展不断调整适应,政府也数次推动乡村振兴。对比研究中日两国农村环境管理及其背后的社会经济因素,虽然两国在农村环境管理上有相似性,但也有较大不同,我国不能完全照搬日本的农村环境管理体制机制,必须走一条适应我国国情的特色道路,循序渐进推进农业农村污染防治。在开展农村环保工作的具体举措上,日本也有较多可借鉴之处:一是以完善的法规政策体系保障农村环境管理;二是以精准的财政补贴支撑农村环境管理;三是以科学的规划和技术标准体系服务农村环境管理;四是以规范的行业和市场服务体系推动农村环境管理;五是以亲民务实的环境宣传教育助力农村环境管理。  相似文献

Rapid urbanization and industrialization in southern Jiangsu Province have consumed a huge amount of arable land. Through comparative analysis of land cover maps derived from TM images in 1990, 2000 and 2006, we identified the trend of arable land loss. It is found that most arable land is lost to urbanization and rural settlements development. Urban settlements, rural settlements, and industrial park-mine-transport land increased, respectively, by 87 997 ha (174.65%), 81 041 ha (104.52%), and 12 692 ha (397.99%) from 1990 to 2006. Most of the source (e.g., change from) land covers are rice paddy fields and dryland. These two covers contributed to newly urbanized areas by 37.12% and 73.52% during 1990–2000, and 46.39% and 38.86% during 2000–2006. However, the loss of arable land is weakly correlated with ecological service value, per capita net income of farmers, but positively with grain yield for some counties. Most areas in the study site have a low arable land depletion rate and a high potential for sustainable development. More attention should be directed at those counties that have a high depletion rate but a low potential for sustainable development. Rural settlements should be controlled and rationalized through legislative measures to achieve harmonious development between urban and rural areas, and sustainable development for rural areas with a minimal impact on the ecoenvironment.  相似文献

Rural areas in China suffer from various problems. The stagnating economic development and a lack of (sufficient) job opportunities and basic services, etc., lead to disadvantages for great parts of China's population. In this context, the transport sector plays a crucial role for the development of rural settlements. Although the degree of undersupply varies between villages, the situation of Chinese villages is often worsened by an insufficient developed transport sector. Regarding mobility in rural China, major constraints and therefore challenges are the difficult access to the transport infrastructure, bad road conditions and the lack of public transport systems. Improvements within the transport sector can be regarded as crucial for the economic and social development of (rural) China and should be carried out in a sustainable and holistic manner using participatory approaches. The aim should be the development of mobility strategies considering the specific needs within the field of transport, which shall have a decisive and positive impact on related sectors. This paper is based on experiences made during the 3 years lasting Sino-European research project SUCCESS (Sustainable Users Concept for China Engaging Scientific Scenario) that analyses the present and the potential future role of transport systems in selected rural areas of China. Referring to the case studies of three villages in rural China, some mobility-related projects that present a favourable impact not only on the transport sector but also on the social system and the economy shall be highlighted. Finally, based on the analysis, instruments and measures for the development of a pathway to a sustainable mobility in rural China will be outlined.  相似文献

This paper presents lessons from applying an innovative action research approach for linking smallholder farmers to markets, in eastern and southern Africa. The Enabling Rural Innovation (ERI) approach aims to strengthen social organization and entrepreneurial capacity in rural communities. It focuses on fostering community‐based capacity for the inclusion of rural women and the poor in analyzing and accessing market opportunities. Using case studies from Malawi and Uganda the paper assesses the outcomes of ERI on rural communities with a focus on human capital, gender issues and investment in natural resource management. Results show that households are benefiting significantly from linkages to markets in terms of increasing household incomes, and accumulating assets. Skills in analyzing markets and in negotiating with traders have increased among smallholder farmers. The integration of gender in the approach has led to changes in gender decision making patterns at household and community level towards a more shared decision‐making process. The results however show a difference in skills between men and women, with women showing lower levels of skills acquisition. Farmer participatory research has increased investments in improved technologies such as fertilizer applications for soil fertility management.  相似文献

ABSTRACT Development of community water systems in rural areas through the Farmers Home Administration, U. S. D. A., has been marked since the initiation of the program in the early 1%O's. System development in Mississippi has been very rapid and now numbers the largest among the states excepting Texas. Concurrent with this growth, however, has been a concern for operational quality and efficiency as well as questions of community impacts. 中国是一个农业历史悠久的大国,乡村在社会中具有重要地位。通过近30多年的改革开放,乡村的建设和农业生产水平均有了显著的提高。但是在工业化、城镇化的浪潮下,乡村所受到的冲击十分剧烈。城镇化是经济与社会发展的强大动力,也是历史发展的必然趋势。城镇化进程有其客观规律,而且城市与乡村之间有着密切联系。因此,人为地阻挡城镇化不利于经济发展。然而,若不顾实际条件,不惜代价地加快城镇化进程,不仅难以保持和提高城市的经济发展和生活质量,而且对乡村的影响会更大。本文在论述中国1949年以来几个阶段城镇化特点的基础上,从近年来城乡差距与乡村人口劳动力的变化、土地高速非农化与粮食安全、乡村生态环境、乡村文化四个方面论述快速城镇化对乡村的冲击,并在此基础上讨论乡村的发展问题。根据上述乡村发展问题,本文提出若干意见,其中最要顾及的是新型城镇化进程中的乡村建设和农业生产。由于我国的自然条件、资源禀赋、各地的经济区位差异很大、发展的起点不同、进程有快慢、水平有高低,所以,以人为本的新型城镇化,特别要在城乡发展一体化的进程中,构建平等协调的城乡关系。各地城镇化的发展时序可有所不同,但必须因地制宜、同时做好乡村发展规划,力求农业现代化与工业化、信息化、城镇化同步,从而使农业和乡村经济得到持续发展。  相似文献

Summary Agro-ecosystems in many of the developing economies are coming under increased pressure, especially in areas where population demands, weak economic growth, and debt burdens, are resulting in mass rural poverty and assault on environmental resources. The loss of forests is a double-edge blow for most rural and agricultural systems. The forests provide the resource substitutes for the many manufactured products which are scarce or physically and economically inaccessible, and they also provide congenial environments which support rural food systems by way of productive agricultural land opportunities.In many of the rural areas of Africa, in particular, forest stability is more threatened, and this requires both local and external responses to make sustainable development a possibility. This paper, which is based on a field study in Ghana by the author, identifies emerging socio-economic constraints in woodfuel systems in environments where demands on forest ecosystems are high. The degree to which such local socio-economic processes affect stability of forest ecosystems, and the conditions within which the research information could assist planners and resource managers towards sustainable use of forest ecosystems are analysed.Dr William Y. Osei was born in Ghana where he obtained a BA (Hons) Geography from the University of Ghana. He subsequently obtained an MA from Carleton University, Ottawa, Canada and a PhD from the University of Western Ontario, London, Canada. In recent decades, many changes have occurred in the approach to financing and operating water services in developing countries. The demand‐responsive approach is now adopted in many countries in a context of donor‐supported decentralization processes, which gives more responsibility to end users. However, the government's responsibility at different levels is enforced by the international recognition of the human right to water. This paper examines specific actions that build the role of local government authorities in this scenario. A collaboration between an international NGO and a rural district in Tanzania from 2006 to 2009 is used as an action research case study that is representative of local capacity‐building needs in decentralized contexts and rural areas. Three main challenges were detected: i) lack of reliable information; ii) poor allocation of resources in terms of equity; and iii) lack of long‐term community management support from the district. Two mechanisms were established: i) water point mapping as a tool for information and planning; and ii) a District Water and Sanitation Unit Support (DWUS) for community management. The results show how the framework provided by the goal of human right to water helps to define useful strategies for equity‐oriented planning and post‐project support at the local level.  相似文献

The Kew lecture provides a major contribution to contemporary environmental views. The Hon. Timothy E. Wirth is US Under Secretary of State for Global Affairs and he is responsible within the US State Department for overseeing environment, population, human rights, refugee, narcotics and related programmes. He was elected to the US Senate from Colorado in 1986 and served until 1993 when he chose not to run for re-election. He was, previously, a Congressman for 12 years and was voted one of the 25 most effective Members of Congress. In 1992, he served as national co-chair of the Clinton – Gore presidential campaign. The lecture was delivered at the Royal Botanic Gardens, Kew, London, on 15 September 1997.  相似文献
