A probabilistic approach is presented for estimating the release of contaminants by leaching, when wastes are being considered for disposal in a class of landfills but the specific landfill disposal site is uncertain. A simple percolation and equilibrium-based release model is used in conjunction with laboratory testing results and observations of field leachate characteristics for municipal solid waste landfills, hazardous waste landfills and industrial co-disposal landfills. The approach is applied for assessing the efficacy of potential treatment processes for mercury contaminated soils. For each landfill scenario, historical values of leachate pH and annual leachate generation quantities were used to derive the probability distribution functions of the field pH and LS ratio that may be expected to contact the disposed material over an estimated time period of 100 years. For each potential treatment process, laboratory testing was used to establish the treated material's leaching characteristics as a function of pH LS ratio. This approach allowed determination of distribution frequencies and limit values for release estimates instead of single point estimates. The probability of the mass of a constituent of interest released exceeding a hypothetical threshold was examined for each treatment process and landfill system. Results of the probabilistic analysis allowed for integration of a range of data and provided a good basis for assessing the efficacy of the examined treatment processes over the three assumed disposal scenarios.  相似文献

Long-term estimates make clear that the amount of solid waste to be processed at landfills in the Netherlands will sharply decline in coming years. Major reasons can be found in the availability of improved technologies for waste recycling and government regulations aiming at waste reduction. Consequently, market size for companies operating landfills shrinks. Among the companies facing the problem is the Dutch company Essent. Given the expected market conditions, it looks for alternative business opportunities. Landfill mining, i.e., the recycling of existing landfills, is considered one of them. Proceeds of landfill mining are related to, for example, recycled materials available for re-use, regained land, and possibilities for a more efficient operation of a landfill. The market for landfill mining is of a considerable size--there are about 3800 landfills located in the Netherlands. Given market size the company faces the dilemma of how to explore this market, i.e., select the most profitable landfills in a fast and efficient way. No existing methods or tools could be found to do so. Therefore, to answer to the problem posed, we propose a step-wise research method for market exploration. The basic idea behind the method is to provide an adequate, cost-saving and timely answer by relying on a series of quick scans. Relevant aspects of a mining project concern the proceeds of regained land and recyclables, the costs of the mining operation and the associated business and environmental risks. The method has been tested for its practical use in a pilot study. The pilot study addressed 147 landfills located in the Dutch Province of Noord-Brabant. The study made clear how method application resulted in the selection of a limited number of high potential landfills in a few weeks, involving minimal research costs.  相似文献

Generally speaking, landfilling is one of the prominent methods of waste disposal around the globe, but some under-developed and developing countries still continue to practice uncontrolled open dumping of waste. These uncontrolled landfills pose a relatively high threat to the various elements of the environment in comparison with the conventional engineered landfills that are used in many developed countries. However, some closed, un-engineered landfills do exist in developing countries. This paper presents a novel approach to compare the pollution potential of uncontrolled landfills using an index. The landfill pollution potential index (LPPI) has been developed using the Delphi technique and is an aggregation of six pollution indices that have already been developed for the quantification of different environmental elements. The LPPI is an increasing scale index, in which a higher index value indicates a higher pollution threat. The LPPI of a landfill in Delhi was calculated and the high LPPI value indicates that the respective landfill poses a significant threat to the environment. The LPPI can be used as an aid to diagnose a landfill's pollution potential relative to other landfills and therefore also to rank remediation investments.  相似文献

This paper presents a model using fuzzy synthetic evaluation to estimate the methane generation rate constant, k, for landfills. Four major parameters, precipitation, temperature, waste composition and landfill depth were used as inputs to the model. Whereas, these parameters are known to impact the methane generation, mathematical relationships between them and the methane generation rate constant required to estimate methane generation in landfills, are not known. In addition, the spatial variations of k within a landfill combined with the necessity of site-specific information to estimate its value, makes k one of the most elusive parameters in the accurate prediction of methane generation within a landfill. In this paper, a fuzzy technique was used to develop a model to predict the methane generation rate constant. The model was calibrated and verified using k values from 42 locations. Data from 10 sites were used to calibrate the model and the rest were used to verify it. The model predictions are reasonably accurate. A sensitivity analysis was also conducted to investigate the effect of uncertainty in the input parameters on the generation rate constant.  相似文献

A disturbing trend among governmental agencies is the remediation of so‐called “nonhazardous” contaminated sediments/soils by deposition in minimum‐design Subtitle D municipal solid waste (MSW) landfills or landfills with equivalent design. This is done despite the fact that, in terms of protection of public health and environmental quality, the designation “nonhazardous” is misleading at best, and the fact that minimum‐design Subtitle D landfills as being allowed will not ensure protection of groundwater quality for as long as the buried wastes remain a threat. Although acknowledged in the regulatory documentation and exposed in the writings of a few in the scientific/engineering community, the environmental and public health issues that will inevitably be faced at minimum‐design Subtitle D landfills are underplayed, and even misrepresented, to the public. Sustainable disposal of municipal solid waste (MSW) requires assurance that contaminant release will be minimized or prevented within a reasonable time frame before the landfill is abandoned so that the risk of contamination release is not passed to future generations. This could be accomplished through waste acceptance criteria such as those established by the European Union (EU) that prohibit land disposal of untreated organic matter. In the EU, mechanical, biological and/or thermal pretreatment of MSW is therefore necessary prior to landfilling which is complicated and costly. In other parts of the world, treatment within highly engineered landfills is under development, known as bioreactor landfills. However, the completed bioreactor landfill still contains material, largely nonbiodegradable carbon and ammonia that may be released to the environment over the long-term. This paper provides a conceptual analysis of an approach to ensure landfill sustainability by the rapid removal of these remaining materials, leachate treatment and recirculation combined with aeration. The analysis in this paper includes a preliminary experimental evaluation using real mature leachate and waste samples, a modeling effort using a simplified mass balance approach and input parameters from real typical bioreactor cases, and a cost estimate for the suggested treatment method.  相似文献

The paper by Sasao on using a choice experiment (CE) to incorporate social costs in siting a landfill is a good step forward in siting landfills and other waste handling facilities in a more socially responsible manner. However, Sasao's method, which is well-established in the economics literature, has a number of underlying assumptions that practitioners must be careful to consider in applying the approach. The focus of this discussion is on three issues: (1) the form of utility function used, (2) the perceptions of the survey questions by the respondents versus the intended perception, and (3) the application of the results to situations beyond the assessed situations. This discussion article urges practitioners to carefully check their implementation of a choice experiment method to make sure the elicited values correctly represent those of the community. This discussion should not be construed as suggesting that the approach or results of Sasao (2004) are incorrect. Instead this discussion is meant to elaborate on the ideas and approach presented by Sasao with the hope that the approach will be applied more widely.  相似文献

Municipal solid waste landfills represent the dominant option for waste disposal in many parts of the world. While some countries have greatly reduced their reliance on landfills, there remain thousands of landfills that require aftercare. The development of cost-effective strategies for landfill aftercare is in society’s interest to protect human health and the environment and to prevent the emergence of landfills with exhausted aftercare funding. The Evaluation of Post-Closure Care (EPCC) methodology is a performance-based approach in which landfill performance is assessed in four modules including leachate, gas, groundwater, and final cover. In the methodology, the objective is to evaluate landfill performance to determine when aftercare monitoring and maintenance can be reduced or possibly eliminated. This study presents an improved gas module for the methodology. While the original version of the module focused narrowly on regulatory requirements for control of methane migration, the improved gas module also considers best available control technology for landfill gas in terms of greenhouse gas emissions, air quality, and emissions of odoriferous compounds. The improved module emphasizes the reduction or elimination of fugitive methane by considering the methane oxidation capacity of the cover system. The module also allows for the installation of biologically active covers or other features designed to enhance methane oxidation. A methane emissions model, CALMIM, was used to assist with an assessment of the methane oxidation capacity of landfill covers.  相似文献

Methane emission monitoring has become increasingly essential for diffusive area sources, especially for landfills, which contribute to a significant fraction of the total anthropogenic methane emission globally. Statutorily, methane emission rate from landfills in Germany shall be examined on a semiannual basis; however, an appropriate approach has yet to be developed and adopted for general use. In this study, a new method is proposed based on experimental results, which utilizes a TDLAS (Tunable Diode Laser Absorption Spectroscopy) instrument – GasFinder2.0® system and a dispersion model LASAT (Lagrangian Simulation of Aerosol Transport) as the measurement device and calculation model, respectively. Between April 2010 and December 2011, a research project was conducted at a pilot scale landfill in the south of Germany. Drawing on the extensive research into this pilot project, an effective strategy of measurement setup was determined. Methane concentration was measured with GasFinder2.0® system in the upstream and downstream sections of the project site, while wind and turbulence data were measured simultaneously by an ultrasonic anemometer. The average methane emission rate from the source can be calculated by using the results as input data in the dispersion model. With this method, site-specific measurement approaches can be designed for not only landfills, but also different diffusive area sources with less workload and lower cost compared to conventional FID (Flame Ionization Detector) method.  相似文献

The use of fuzzy multiple criteria analysis (MCA) in solid waste management has the advantage of rendering subjective and implicit decision making more objective and analytical, with its ability to accommodate both quantitative and qualitative data. In this paper a modified fuzzy TOPSIS methodology is proposed for the selection of appropriate disposal method and site for municipal solid waste (MSW). Our method is superior to existing methods since it has capability of representing vague qualitative data and presenting all possible results with different degrees of membership. In the first stage of the proposed methodology, a set of criteria of cost, reliability, feasibility, pollution and emission levels, waste and energy recovery is optimized to determine the best MSW disposal method. Landfilling, composting, conventional incineration, and refuse-derived fuel (RDF) combustion are the alternatives considered. The weights of the selection criteria are determined by fuzzy pairwise comparison matrices of Analytic Hierarchy Process (AHP). It is found that RDF combustion is the best disposal method alternative for Istanbul. In the second stage, the same methodology is used to determine the optimum RDF combustion plant location using adjacent land use, climate, road access and cost as the criteria. The results of this study illustrate the importance of the weights on the various factors in deciding the optimized location, with the best site located in Çatalca. A sensitivity analysis is also conducted to monitor how sensitive our model is to changes in the various criteria weights.  相似文献

In today’s context of waste management, landfilling of Municipal Solid Waste (MSW) is considered to be one of the standard practices worldwide. Leachate generated from municipal landfills has become a great threat to the surroundings as it contains high concentration of organics, ammonia and other toxic pollutants. Emphasis has to be placed on the removal of ammonia nitrogen in particular, derived from the nitrogen content of the MSW and it is a long term pollution problem in landfills which determines when the landfill can be considered stable. Several biological processes are available for the removal of ammonia but novel processes such as the Single Reactor System for High Activity Ammonia Removal over Nitrite (SHARON) and Anaerobic Ammonium Oxidation (ANAMMOX) process have great potential and several advantages over conventional processes. The combined SHARON–ANAMMOX process for municipal landfill leachate treatment is a new, innovative and significant approach that requires more research to identify and solve critical issues. This review addresses the operational parameters, microbiology, biochemistry and application of both the processes to remove ammonia from leachate.  相似文献

This article discusses the appropriateness of using landfills as part of remediating hazardous chemical and Superfund sites, with particular emphasis on providing for true long‐term public health and environmental protection from the wastes and contaminated soils that are placed in the landfills. On‐site landfilling or capping of existing wastes is typically the least expensive approach for gaining some remediation of existing hazardous chemical/Superfund sites. The issues of the deficiencies in US EPA and state landfilling approaches discussed herein are also applicable to the landfilling of municipal and industrial solid “nonhazardous” wastes. These deficiencies were presented in part as “Problems with Landfills for Superfund Site Remediation” at the US EPA National Superfund Technical Assistance Grant Workshop held in Albuquerque, New Mexico, in February 2003. They are based on the author's experience in investigating the properties of landfill liners and the characteristics of today's landfills, relative to their ability to prevent groundwater pollution and to cause other environmental impacts. Discussed are issues related to both solid and hazardous waste landfills and approaches for improving the ability of landfills to contain wastes and monitor for leachate escape from the landfill for as long as the wastes in the landfill will be a threat. © 2004 Wiley Periodicals, Inc.  相似文献

Practice review of five bioreactor/recirculation landfills   总被引:1,自引:0,他引:1  
Five landfills were analyzed to provide a perspective of current practice and technical issues that differentiate bioreactor and recirculation landfills in North America from conventional landfills. The bioreactor and recirculation landfills were found to function in much the same manner as conventional landfills, with designs similar to established standards for waste containment facilities. Leachate generation rates, leachate depths and temperatures, and liner temperatures were similar for landfills operated in a bioreactor/recirculation or conventional mode. Gas production data indicate accelerated waste decomposition from leachate recirculation at one landfill. Ambiguities in gas production data precluded a definitive conclusion that leachate recirculation accelerated waste decomposition at the four other landfills. Analysis of leachate quality data showed that bioreactor and recirculation landfills generally produce stronger leachate than conventional landfills during the first two to three years of recirculation. Thereafter, leachate from conventional and bioreactor landfills is similar, at least in terms of conventional indicator variables (BOD, COD, pH). While the BOD and COD decreased, the pH remained around neutral and ammonia concentrations remained elevated. Settlement data collected from two of the landfills indicate that settlements are larger and occur much faster in landfills operated as bioreactors or with leachate recirculation. The analysis also indicated that more detailed data collection over longer time periods is needed to draw definitive conclusions regarding the effects of bioreactor and recirculation operations. For each of the sites in this study, some of the analyses were limited by sparseness or ambiguity in the data sets.  相似文献

Within the scope of an investigation for the German Federal Environment Agency (“Umweltbundesamt”), the basics for the estimation of the methane emissions from the landfilling of mechanically and biologically treated waste (MBT) were developed. For this purpose, topical research including monitoring results regarding the gas balance at MBT landfills was evaluated.For waste treated to the required German standards, a methane formation potential of approximately 18–24 m3 CH4/t of total dry solids may be expected. Monitoring results from MBT landfills show that a three-phase model with differentiated half-lives describes the degradation kinetics in the best way. This is due to the fact that during the first years of disposal, the anaerobic degradation processes still proceed relatively intensively. In addition in the long term (decades), a residual gas production at a low level is still to be expected.Most of the soils used in recultivation layer systems at German landfills show a relatively high methane oxidation capacity up to 5 l CH4/(m2 h). However, measurements at MBT disposal sites indicate that the majority of the landfill gas (in particular at non-covered areas), leaves the landfill body via preferred gas emission zones (hot spots) without significant methane oxidation. Therefore, rather low methane oxidation factors are recommended for open and temporarily covered MBT landfills. Higher methane oxidation rates can be achieved when the soil/recultivation layer is adequately designed and operated.Based on the elaborated default values, the First Order Decay (FOD) model of the IPCC Guidelines for National Greenhouse Gas Inventories, 2006, was used to estimate the methane emissions from MBT landfills. Due to the calculation made by the authors emissions in the range of 60,000–135,000 t CO2-eq./a for all German MBT landfills can be expected. This wide range shows the uncertainties when the here used procedure and the limited available data are applied. It is therefore necessary to generate more data in the future in order to calculate more precise methane emission rates from MBT landfills. This is important for the overall calculation of the climate gas production in Germany which is required once a year by the German Government.  相似文献

A large number of countries are involved in a process of transformation with regard to the management of municipal solid waste. This process is a consequence of environmental requirements that occasionally materialise in legislation, such as the European Council Directive 31/99/EC on waste release in the European Union. In some cases, the remediation of old landfills can be carried out in compliance with environmental requirements; in other cases, it is necessary to proceed with the closure of the landfill and to assimilate it into its own environment. In both cases, it is necessary to undertake a diagnosis and characterisation of the impacted areas in order to develop an adequate action plan. This study presents a new methodology by which environmental diagnosis of landfill sites may be carried out. The methodology involves the formulation of a series of environmental indeces which provide information concerning the potential environmental problems of the landfills and the particular impact on different environmental elements, as well as information related to location, design and operation. On the basis of these results, it would be possible to draw up action plans for the remediation or closure of the landfill site. By applying the methodology to several landfills in a specific area, it would be possible to prioritize the order of actions required.  相似文献

In the analysis and design of municipal solid waste (MSW) landfills, there are many uncertainties associated with the properties of MSW during and after MSW placement. Several studies are performed involving different laboratory and field tests to understand the complex behavior and properties of MSW, and based on these studies, different models are proposed for the analysis of time dependent settlement response of MSW. For the analysis of MSW settlement, it is very important to account for the variability of model parameters that reflect different processes such as primary compression under loading, mechanical creep and biodegradation. In this paper, regression equations based on response surface method (RSM) are used to represent the complex behavior of MSW using a newly developed constitutive model. An approach to assess landfill capacities and develop landfill closure plans based on prediction of landfill settlements is proposed. The variability associated with model parameters relating to primary compression, mechanical creep and biodegradation are used to examine their influence on MSW settlement using reliability analysis framework and influence of various parameters on the settlement of MSW are estimated through sensitivity analysis.  相似文献

In the seismic impact zone, seismic force can be a major triggering mechanism for translational failures of landfills. The scope of this paper is to develop a three-part wedge method for seismic analysis of translational failures of landfills with retaining walls. The approximate solution of the factor of safety can be calculated. Unlike previous conventional limit equilibrium methods, the new method is capable of revealing the effects of both the solid waste shear strength and the retaining wall on the translational failures of landfills during earthquake. Parameter studies of the developed method show that the factor of safety decreases with the increase of the seismic coefficient, while it increases quickly with the increase of the minimum friction angle beneath waste mass for various horizontal seismic coefficients. Increasing the minimum friction angle beneath the waste mass appears to be more effective than any other parameters for increasing the factor of safety under the considered condition. Thus, selecting liner materials with higher friction angle will considerably reduce the potential for translational failures of landfills during earthquake. The factor of safety gradually increases with the increase of the height of retaining wall for various horizontal seismic coefficients. A higher retaining wall is beneficial to the seismic stability of the landfill. Simply ignoring the retaining wall will lead to serious underestimation of the factor of safety. Besides, the approximate solution of the yield acceleration coefficient of the landfill is also presented based on the calculated method.  相似文献

Dry tomb and bioreactor landfills were analyzed with respect to their external costs in an intergenerational cost-benefit analysis in a partial framework which enabled a sounder comparison to be carried out between these two technologies from a socio-economic viewpoint. Obviously, this approach was only a first step for building a comprehensive basis of any environmental as well as fiscal policy in the field of waste management. All external costs are identified and evaluated in three different scenarios, corresponding to a worst case, a best guess and a best case. Obviously, discounting is crucial with respect to an intergenerational perspective. Generation-adjusted discounting (GAD) was applied to take into account equity as well as efficiency criteria, in order to deal with three different types of uncertainties that are decisive in waste policy decisions: a physical uncertainty is captured by introducing our three different scenarios; a macroeconomic uncertainty is taken into consideration by calculating present values using different real growth rates; and a microeconomic uncertainty is taken into account by considering individual peculiarities reflected in their subjective time preference rate. The findings show, that whenever there is a low real GDP growth of less than 1%, the bioreactor is generally superior to the dry tomb (lower present values of external costs). This statement becomes more valid as the growth rate decreases. However, whenever there are high positive growth rates, it is the dry tomb technology which is superior to the bioreactor system.  相似文献

Solid waste disposal in Sri Lanka has been assessed using environmental, economic, and social indicators, based on a life cycle approach. The existing situation of open dumping in Sri Lanka was compared with that of a sanitary landfill with gas recovery, since the latter is anticipated to constitute an initial step towards sustainable development. The results revealed the extent to which sanitary landfills with gas recovery systems could contribute to reducing environmental impacts such as global warming potential, acidification potential, and eutrophication potential. Assessment of life cycle cost and damage to human health also showed results in favour of sanitary landfills with gas recovery system. The results obtained quantify the sustainability benefits of the proposed option for solid waste management, and can be useful for justifying policy measures that encourage the replacement of open dumping with sanitary landfills.  相似文献
