The positive non-intervention policy adopted by the Hong Kong Government has successfully led Hong Kong to an economically prosperous stage. Nevertheless, the extension of this policy to the area of waste management and waste recycling is a major reason for the sluggish waste recovery rate in Hong Kong even given the fact that Hong Kong is experiencing perhaps the greatest pressure from waste disposal in the world. The official approach to waste recycling is one of bottom-up promotion and encouragement of recycling through environmental education. While environmental education is indispensable in the course of promoting waste recycling, the use of top-down measures, such as legislation and fiscal policies, may be needed for a sustainable waste management. Waste management in Hong Kong has meant “coping with” the continuous growth in waste volume. However, in other areas of environmental management, such as air, water and noise, economic and regulatory instruments like tax differentiation and legislative control have been employed thus showing that a deviation from the minimal regulation requirement is sometimes considered justifiable. The low priority given to waste management and waste recycling for top-down measures leads to the loss of a lot of precious and non-renewable resources, and detriment to the welfare of future generations.  相似文献

This article presents a review of the current municipal solid waste (MSW) and domestic waste generation and recovery situation in Hong Kong and identifies the factors affecting the waste generation rates. The results show that before 1997, MSW and domestic waste generation rates were driven by population growth and growth in the gross domestic product, with the latter having the larger effect. But recent waste generation data show poor correlation between waste generation rates and economic and population figures due to the increase in recycling efforts in the community. The results are also reported of a small-scale survey to explore the public attitude to waste recovery. The results show that most domestic householders have developed habits to carry out separation of waste at source for recycling, but the amount of recyclables recovered was low.  相似文献

All too often, waste authorities either assume that they know enough about their bulky waste stream or that it is too insignificant to deserve attention. In this paper, we use Hong Kong as an example to illustrate that official bulky waste figures can actually be very different from the reality and therefore important waste management decisions made based on such statistics may be wrong too. This study is also the first attempt in Hong Kong to outline the composition of bulky waste.It was found that about 342 tonnes/day of wood waste were omitted by official statistics owing to incomplete records on actual bulky waste flow. This is more than enough to provide all the feedstock needed for one regular-sized wood waste recycling facility in Hong Kong. In addition, the proportion of bulky waste in the municipal solid waste (MSW) streams in Hong Kong should be about 6.1% instead of the officially stated 1.43%. Admittedly, there are limitations with this study. Yet, present findings are suggestive of significant MSW data distortion in Hong Kong.  相似文献

Efficacy of waste recycling is one of the key determinants of environmental sustainability of a city. Like other pro-environmental activities, waste recycling cannot be successfully accomplished by just one or two people, but only by a concerted effort of the community. The collective-action dilemma creates a common underlying difficulty in formulating workable solutions to many environmental problems. With a view to the non-excludability of the outcome, rationality drives people to free-ride efforts of others in waste recycling. To solve this free-rider problem, some scholars suggest the use of economic incentive. This article attempts to study the impacts of reward schemes on waste recycling behaviour of residents in 122 private housing estates in Hong Kong. The study is differentiable from the others as the latter mainly focus on domestic waste recycling in low-rise low-density housing while this one looks into the same in a high-rise high-density residential setting. According to the results of analyses on a set of aggregate data, reward schemes are found to have a significant positive relationship with the per-household weight of recyclables collected, keeping other things constant. The research findings suggest that economic incentives do work in promoting waste recycling in Hong Kong. Practical and policy implications follow.  相似文献

In April 1998, two intense dust storms were generated in CentralAsia and transported eastward across East Asia (15 and 19 April). This article presents the chemical characterization ofHong Kong (HK) aerosols during the dust storms. During the 15 Aprildust storm, hourly respiratory suspended particles (RSP)(particle diameter smaller than 10 m) concentrationsmonitored at 7 sites in Hong Kong reached the peak valuessynchronously between 9 and 11 a.m. on 17 April, in which thehighest concentration was 267 g m-3. Analysis ofthe RSP samples showed that concentrations of crustalelements (Ba, Ca, Cd, Cr, Fe, Mg, K+) and anthropogenicspecies (As, Ni, Pb, Zn, NH4 +, NO3 -,SO4 2- and total carbon) were substantiallyenhanced. Enhancement of these species was more than afactor of 2 to 14 relative to the non dust period. The totalcarbon content was high, at 59 g m-3 (notincluding carbonate), and the enrichment factors of Asand Pb on 17 April were 122 and 117, respectively. Thisimplied that anthropogenic materials together with mineraldust were transported to HK from Mainland China. Based onmaterial balance calculations, mineral dust contributed41% to the observed RSP mass on 17 April, which was 2 times thatof the nondust sample (22%). From the 5-day backwardtrajectory analysis, this storm was transported directlyfrom Northwest China to HK. However, there was nocorresponding observation for the 19 April dust stormaerosol. Consequently, 15 April storm had stronger impact onHK's atmosphere than 19 April storm. Compared to the HK AirQuality Objective, 15 April dust storm did not cause seriousair pollution in HK.  相似文献

Very few data for polybrominated diphenyl ethers (PBDEs) were available in the electronic waste (e-waste) as one of the most PBDEs emission source. This study reported concentrations of PBDEs in e-waste including printer, rice cooker, computer monitor, TV, electric iron and water dispenser, as well as dust from e-waste, e-waste dismantling workshop and surface soil from inside and outside of an e-waste recycling plant in Shanghai, Eastern China. The results showed that PBDEs were detected in the majority of e-waste, and the concentrations of ΣPBDEs ranged from not detected to 175 g/kg, with a mean value of 10.8 g/kg. PBDEs were found in TVs made in China after 1990. The mean concentrations of ΣPBDEs in e-waste made in Korea, Japan, Singapore and China were 1.84 g/kg, 20.5 g/kg, 0.91 g/kg, 4.48 g/kg, respectively. The levels of ΣPBDEs in e-waste made in Japan far exceed the threshold limit of RoHS (1.00 g/kg). BDE-209 dominated in e-waste, accounting for over 93%. The compositional patterns of PBDEs congeners resembled the profile of Saytex 102E, indicating the source of deca-BDE. Among the samples of dust and surface soil from a typical e-waste recycling site, the highest concentrations of Σ18PBDEs and BDE-209 were found in dust in e-waste, ranging from 1960 to 340,710 ng/g and from 910 to 320,400 ng/g, which were 1–2 orders of magnitude higher than other samples. It suggested that PBDEs released from e-waste via dust, and then transferred to surrounding environment.  相似文献

Laboratory tests using 240 mm diameter columns were conducted to study fines migration in conditions that simulate daily soil covers in Hong Kong municipal solid waste landfills. Five factors suspected to affect fines migration were examined: moisture content at soil compaction, overburden pressure, pumping rate, cover thickness, and soil-waste interface condition. The results show that moisture content at compaction, cover thickness, and soil-waste interface are the most influential parameters on fines migration in completely decomposed granite daily covers. The measured equivalent sizes of migratory fines from the soil covers were in the range of 4–140 μm. The majority of migratory fines migrated during first permeations, representing 64–86% of the total by mass. Larger particles tended to migrate from the soil mass during the saturation process. In a typical run, about 0.0018% of the total cover soil (by dry weight) was washed out during a typical 1 h rainfall event. The results of the laboratory studies point to important engineering implications on the operation of local MSW landfills regarding the use of sandy daily covers.  相似文献

E-waste management in Vietnam poses real challenges such as the lack of specific e-waste legislation, the strong involvement of “craft villages” and the missing of monitoring data. Many issues (e.g., pollution level, generated waste, health of workers and resident living at recycling sites) lead to the limited access to these craft villages. Thus, there is no comprehensive picture on e-waste management in Vietnam available today. This research focuses on the current situation of e-waste management. Sources of e-waste, collection and treatment in Vietnam are investigated by utilizing most available sources of information (published journals, unpublished works from projects and reports from institutes, ministry) together with the interviewed data from experts, collectors, workers and especially, biggest traders in the field. Based on this information, the processes applied in Vietnam, both in the formal and informal sector, have been analyzed systematically in terms of inputs, outputs, potential emissions and related risks for workers. From these aspects, a comparison in terms of legal frameworks, collection and treatment at both formal and informal sector between Vietnam and other countries in Asian region was undertaken. Thus, major challenges of e-waste management and relatively comprehensive image of e-waste management and treatment in Vietnam have been identified.  相似文献

As Hong Kong is a compact city with limited available land and high land prices, the construction of high-rise buildings is prevalent. The construction industry produces a significant amount of building waste. In 2005, about 21.5 million tonnes of construction waste were generated, of which 11% was disposed of in landfills and 89% in public filling areas. At the present rate, Hong Kong will run out of both public filling areas and landfill space within the next decade. The government is taking action to tackle the problem, such as by introducing a construction waste landfill charge, and promoting prefabrication to reduce on-site waste generation. This paper reports an ongoing study on the use of prefabrication in buildings and its impact on waste reduction in Hong Kong. A questionnaire survey was administered to experienced professionals, and case studies of recently completed building projects were conducted. The results revealed that construction waste reduction is one of the major benefits when using prefabrication compared with conventional construction. The average wastage reduction level was about 52%. This implies that a wider use of prefabrication could considerably reduce construction waste generation in Hong Kong and alleviate the burdens associated with its management.  相似文献

The major potential problems from a landfill are biogas and leachate generated from the wastes deposited. These factors can also exert harmful effects on the growth of vegetation and influence the diversity and distribution of soil animals, either directly or indirectly. This paper describes investigations undertaken at the completed Gin Drinkers' Bay landfill, Hong Kong. The absence of plant cover at the site limited the occurrence of some common soil animals such has Diplopoda, Hemiptera, Isopoda and Isoptera. This was possibly due to the shortage of plants as shelter and the lack of organic matter as food. One area (site H), with a high level of landfill gas in the soil zone, had a lower diversity of soil animals than another area (site L) with a lower level of landfill gas. Some edaphic factors such as moisture content and concentrations of K, Na and Mg in the “contaminated” site H may also have resulted in lower numbers of species and individuals.  相似文献

This paper examines the policy trends of electronic waste (e-waste) management in Asia. E-waste is a rapidly growing waste stream in the world today and is estimated to be growing at 3–5 % per annum. Fast paced obsolescence in the electronic sector has resulted in the generation of e-waste. There are concerns that e-waste generated in developed countries is ending up in developing countries especially in Asia resulting in adverse environmental and health impacts. Consequently, a number of countries in Asia are developing policy instruments to ensure the proper management of e-waste. These include e-waste regulatory frameworks, data and inventories, and infrastructure and capacity building. These trends indicate a positive development path towards sustainable e-waste management in Asia. Nevertheless, potential limiting obstacles for e-waste management in Asia may also include an over-reliance on legislation to drive e-waste management or the simplistic adoption of policies from developed countries without taking into context the local political, cultural and socio-economic waste management issues. Consequently, this paper suggest that e-waste policy development may require a more customized approach where, instead of addressing e-waste in isolation, it should be addressed as part of the national development agenda that integrates green economy assessment and strategic environmental assessment as part of national policy planning. In conclusion, policy trends of e-waste management in Asia appear promising provided there is a paradigm shift from an e-waste perception of an environment problem to a e-waste perception of a potential opportunity as sustainable national green growth strategy in Asia.  相似文献

The purpose of this study is to construct an approach and a methodology to estimate the future outflows of electronic waste (e-waste) in India. Consequently, the study utilizes a time-series multiple lifespan end-of-life model proposed by Peralta and Fontanos for estimating the current and future quantities of e-waste in India. The model estimates future e-waste generation quantities by modeling their usage and disposal. The present work considers two scenarios for the approximation of e-waste generation based on user preferences to store or to recycle the e-waste. This model will help formal recyclers in India to make strategic decisions in planning for appropriate recycling infrastructure and institutional capacity building. Also an extension of the model proposed by Peralta and Fontanos is developed with the objective of helping decision makers to conduct WEEE estimates under a variety of assumptions to suit their region of study. During 2007–2011, the total WEEE estimates will be around 2.5 million metric tons which include waste from personal computers (PC), television, refrigerators and washing machines. During the said period, the waste from PC will account for 30% of total units of WEEE generated.  相似文献

In China, the use and obsolescence of both electronic and electrical equipment have increased rapidly in recent years. China has also begun to take measures to cope with this problem since it began experiencing a rapid process of industrialization and urbanization in the 1990s. In this paper, the profile of the electrical and electronic waste (e-waste) problem in China is depicted from such aspects as domestic e-waste and imported e-waste, along with their recycling systems, policies, and regulations. Based on statistics of the consumption of major household appliances and personal computers, a forecast is made of the numbers of obsolete major household appliances and personal computers. The results show that currently the number of electrical and electronic products in use in China is tremendous. An investigation on household appliances and personal computers in Beijing was made to assess the use and obsolescence of these products. Also, the legal issues relating to e-waste in China are summarized, and these will be the juristic foundation for the solution of e-waste problems.  相似文献

A material flow study on five types of household electrical and electronic equipment, namely television, washing machine, air conditioner, refrigerator and personal computer (TWARC) was conducted to assist the Government of Hong Kong to establish an e-waste take-back system. This study is the first systematic attempt on identifying key TWARC waste disposal outlets and trade practices of key parties involved in Hong Kong. Results from two questionnaire surveys, on local households and private e-waste traders, were used to establish the material flow of household TWARC waste. The study revealed that the majority of obsolete TWARC were sold by households to private e-waste collectors and that the current e-waste collection network is efficient and popular with local households. However, about 65,000 tonnes/yr or 80% of household generated TWARC waste are being exported overseas by private e-waste traders, with some believed to be imported into developing countries where crude recycling methods are practiced. Should Hong Kong establish a formal recycling network with tight regulatory control on imports and exports, the potential risks of current e-waste recycling practices on e-waste recycling workers, local residents and the environment can be greatly reduced.  相似文献
