试论城市环境水利问题

一、城市环境水利问题环境水利是国内近年来出现的一个新名词。我们这里所讲的环境水利,目前主要包括四个方面的内容:一是与环境问题有关的水利问题,例如,由于工农业生产的点污染源、面污染源污染江河湖库等水质,影响水资源的合理开发利用,因而产生了水资源保护问题。二是与水利问题有关的环境问题,例如水利(包括水电)工程对环境生态的影响,因而就产生了水利工程环境影响评价问题。三是城市环境水利问题,它既有与环境问题有关的水利问题,也有与水利问题有关的环境问题,以及兼有一些城市特有的环境     

浅析环境问题中的社会关系和社会矛盾

本文在对环境问题归纳和总结的基础上,揭示环境问题与社会问题相互作用的类型、原因、特点,揭示不同区域、不同社会团体、不同人群之间的环境关系、环境矛盾的特点,以及环境问题与社会矛盾相互转化的状况,对如何消除环境冲突和摩擦,协调环境问题中人际关系进行了思考。

面对社区的环境问题,相关环保主管部门在常规环境监察执法的过程中有时忽视环境问题利益各方的沟通与交流,公众缺乏知情权和参与机会,不利于环境问题的彻底解决,不能有效消除公众的疑虑和缓和社会矛盾。为了更有效地协调环境问题的各方利益,鼓励公众参与环境保护,促进环境问题的有效解决,国家环保总局宣教中心于2006年启动并组织实施了“社区环境圆桌对话项目”,该项目为解决社区环境问题提供了一种新的选择,它为政府部门、社区公众和有关企事业单位搭建了平等对话解决环境问题的平台,开拓了环境执法部门、社区管理者的工作思路,通过开展平等、公开的对话协商,平稳解决环境问题,保障了公众的知情权、参与权、表达权和监督权,实现了政府行政管理与基层群众自治的有效衔接和良性互动,通过社会各界及居民的广泛参与,增强了社区的自治功能,也是构建和谐社会的有益实践和重要补充。

FACTORS IN THE COMMUNITY PERCEPTION OF WATER RESOURCE PROBLEMS1

ABSTRACT The study explores the perception of community problems, including flooding and pollution, among leaders in four different communities, ranging in size from 10,000 to 20,000. Water-related problems were considered in the context of other community problems which were defined by these leaders. Among these leaders, water-related problems were characterized by low salience and by low consensus. In seeking solutions, these leaders see water problems as being less likely to be solved at the local community level and to necessitate extra-community assistance. They also see water-related problems as requiring a relatively low level of community coordination and as being primarily the responsibility of the public sector. Local governmental leaders were seen as being more important in problem solving in water-related problems than they were in other community problems.

Reviewing the framework for dealing with urban environmental problems

It is now widely accepted that there are problems with the state of urban environments globally. This paper presents the commonly used approaches for dealing with environmental problems, which have been categorised into target, top-down, market-driven and participative. The problems with these approaches are discussed, and the significance of participative approaches in dealing with environmental problems at the local scale is highlighted. The paper questions the basis underlying these approaches, and concludes that a new framework is needed to provide fresh approaches for dealing with environmental problems.

Urban environmental problems in cities of the Kurdistan region in Iraq

Cities in the Kurdistan region in Iraq – particularly, the capital city of Hewlair (Erbil) – are facing environmental problems such as water, air and noise pollution. Political instability, ethnic tensions, politically motivated decisions, wars and economic sanctions, consumerism, lack of sufficient funds, and tension between the federal and regional governments due to power and wealth sharing are major contributors to the environmental problems; this paper will depict and analyse these. Although these problems are causing serious health issues for the inhabitants and sometimes death, the authorities are unable to solve them. The paper sheds light on the causes and effects of the environmental problems and also draws conclusions and makes suggestions.

Ten Key Questions About the Management of Water in the Yellow River Basin

Water is scarce in many regions of the world, clean water is difficult to find in most developing countries, there are conflicts between irrigation needs and urban demands, and there is wide debate over appropriate means of resolving these problems. Similarly, in China, there is limited understanding of the ways in which people, groups, and institutions contribute to, are affected by, and respond to changes in water quantity and quality. We use the example of the Yellow River basin to argue that these social, managerial, and policy dimensions of the present water problems are significant and overshadow the physical ones. Despite this, they receive relatively little attention in the research agenda, particularly of the lead agencies in the management of the Yellow River basin. To this end, we ask ten research questions needed to address the policy needs of water management in the basin, split into two groups of five. The first five relate to the importance of water in this basin and the changes that have affected water problems and will continue to do so. The second five questions represent an attempt to explore possible solutions to these problems.
