The organic sector is in an ongoing, but somewhat ambiguous, process of differentiation. Continuing growth has also entailed intensified competition and the emergence of conventional structures within the sector. Producers are under pressure to adapt their terms of production to these developments, bearing the risk that the original values and principles of organic farming may become irrelevant. To confront these tendencies and maintain their position on the market, organic producers and processors have launched a number of organic–fair initiatives. As some consumers attach importance to ethical aspects of consumption, these actors sense market opportunities in such quality differentiation. This article presents results of a study on current organic–fair criteria, as formulated by such initiatives. All of them define standards of distributive, procedural and informational fairness, with fair prices for producers and processors and long-term agreements being core standards. We show that distributive and procedural fairness are closely linked. Although organic–fair initiatives and their main protagonists focus on external fairness, such as fair prices for farmers, thus far internal concerns, such as minimum wages or employee involvement, are of less importance. The initiatives exemplify the differentiation of quality-oriented organic food producers in highly competitive markets. They have the potential to revitalise the original values of the sector and contribute significantly to ethical standardization therein. In order to make a substantial contribution to future development of the sector, a critical examination of aspects of internal fairness as well as the formulation of appropriate standards in this field is recommended.  相似文献

The drafters of water legislation in the developing countries are faced with two major challenges: first, to make the law a suitable instrument for promoting social investment in the development of water resources; and second, to devise machinery which will protect those resources in all their different forms. This paper addresses those challenges. It also discusses the ways in which the law deals with the problems of water and the pollution of water resources. The concept of economic externalities is of basic importance in any consideration of both of these questions. The goal is to handle them with legal instruments designed to prevent individuals from taking action which affects the welfare of other users or which impedes the conservation of water resources for the purposes of their development and long-term utilization.  相似文献

Several studies on ethical and social food attributes have shown that consumers, especially in developed countries, are willing to pay a price premium for fair trade foods products. However, there is a scant literature on how consumers’ preferences and willingness to pay (WTP) for fair trade products are affected by the presence of other ethical food attributes. To fill this gap, a choice experiment was conducted in Scotland, the Netherlands and France to assess consumers’ preferences and WTP for ethical attributes, i.e., fairtrade, organic, and lower carbon footprint, of bananas and to find out whether this ethical food attributes are competing in real markets. The results showed that in the three countries consumers are willing to pay a price premium for the three ethical food attributes. The results showed that in the current market situation these ethical foods are not generally competing against each other. Nonetheless, they are likely to become competing for consumer’s money at least when: (1) the price of organic foods is decreased significantly, (2) the price for fairtrade food products is set higher than consumers’ WTP, and (3) bananas labeled as having lower carbon footprint are made available in retail stores and sold at a price lower than consumers’ WTP.  相似文献

Over the past decade many developing and transition economies have liberalized their investment regimes for mining and privatized formerly state-owned mineral assets. In response, these economies have witnessed increased foreign investment in exploration and development, growth in the number and diversity of mineral projects, and the opening up of new channels for harnessing increased economic and social benefits from development in the minerals sector. The restructuring of fiscal and regulatory regimes to encourage foreign investment, and the associated influx of mining capital, technology and skills, is transforming traditional relationships between mining firms, local communities and the government. This transformation necessitates a re-evaluation of the most effective policy approaches to capture increased economic and social benefits from mineral production. This article considers effective mechanisms for improving the capacity of developing and transition countries to maximize the economic and social benefits of mineral production. Common challenges associated with minerals economies are reviewed. Consideration is given to the opportunities for harnessing foreign direct investment and the possibilities for creating new partnerships between local communities, industry, government, and multilateral development agencies through social investment projects. The article concludes with a series of recommendations for the design and implementation of policy approaches towards harnessing mineral production for economic and social benefit following the liberalization of investment regimes for mining.  相似文献

The Self‐Employed Women's Association (SEWA) is a trade union founded in 1972 to organize women in the informal sector in the western Indian state of Gujarat for better working conditions and social security provisions. The Gujarat Mahila Housing SEWA Trust (MHT) and the SEWA Bank are independently registered SEWA sister organizations that facilitate self‐employed women's access to housing and financial services, respectively. This paper seeks to document and critically analyze the experiences of MHT and SEWA Bank in partnering with the state, the private sector, funding agencies, urban local bodies and other NGOs in developing and delivering housing, water and sanitation programs for low‐income urban families living in slums. Using MHT as a case study, this paper will shed light upon challenges and opportunities NGOs may face while collaborating with partners with different core philosophies, motivations, working styles, strengths and constraints. The paper also makes recommendations that would enable different actors to play an optimal role in partnerships designed to improve the living and working conditions of the poor.  相似文献

Ethical consumption is on the rise, however little is known about the degree and the implications of the sometime conflicting sets of values held by the broad category of consumers who report consuming ethically. This paper explores convergence and divergence of ethical consumption values through a study of organic, fair trade, and local food consumers in Colorado. Using survey and focus group results, we first examine demographic and attitudinal correlates of ethical consumption. We then report evidence that while many organic, fair trade, and local food consumers converge around similar values, some Colorado consumers support only local food, while opposing the consumption of organic and fair trade products. Next, we investigate how ethical consumers who converge and diverge frame their commitment to consuming ethically. The discussion and conclusion suggest that community development planners of projects that focus on ethical consumption will need to successfully traverse issues stemming from convergence and divergence to enjoy long-term sustained success.  相似文献

The rapid expansion of the dimension stone and black granite industry in Zimbabwe in the 1990s, a result of increasing domestic and international demand for black granite, has ushered in new challenges and opportunities for producers and beneficiaries alike. This article investigates the social, environmental and economic challenges emanating from the export boom, the economic opportunities presented by the expanding market and the potential role the robust industry could play in regional economic development and poverty alleviation. The article evaluates the long-term sustainability of the dimension stone industry and recommends the reinvestment of revenues into diversification of the regional economic base, upgrading of local infrastructure, further processing of rough stone before export and encouragement of micro-businesses to enhance sustainability. The author argues for modification of economic incentives to incorporate environmental and social objectives in order to enhance sustainability. The need for a holistic approach to policies affecting the exploitation, processing and marketing of granite resources and their products is recognized. More research on the operations of the industry is called for.  相似文献

During the last decade, forest certification has gained momentum as a market-based conservation strategy in tropical forest countries. Certification has been promoted to enhance forest management in countries where governance capacities are insufficient to adequately manage natural resources and enforce pertinent regulations, given that certification relies largely on non-governmental organisations and private businesses. However, at present there are few tropical countries with large areas of certified forests. In this study, we conducted semi-structured stakeholder interviews in Ecuador and Bolivia to identify key framework conditions that influence the costs and benefits for companies to switch from conventional to certified forestry operations. Bolivia has a much greater relative area under certified forest management than Ecuador and also significantly more certified producers. The difference in the success of certification between both countries is particularly notable because Bolivia is a poorer country with more widespread corruption, and is landlocked with less access to export routes. Despite these factors, several characteristics of the Bolivian forest industry contribute to lower additional costs of certified forest management compared to Ecuador. Bolivia has stronger government enforcement of forestry regulations a fact that increases the cost of illegal logging, management units are larger, and vertical integration in the process chain from timber extraction to markets is higher. Moreover, forestry laws in Bolivia are highly compatible with certification requirements, and the government provides significant tax benefits to certified producers. Results from this study suggest that certification can be successful in countries where governments have limited governance capacity. However, the economic incentives for certification do not only arise from favourable market conditions. Certification is likely to be more successful where governments enforce forestry laws, provide financial incentives for certified forestry, and provide land tenure security, and where large-scale and vertically integrated forestry operations are commercially feasible. For this reason, at present, there are few developing countries where forest certification is likely to achieve widespread success.  相似文献

Forest certification is a mechanism involving the regulation of trade of forest products in order to protect forest resources and improve forest management. Although China had a late start in adopting this process, the country has made good progress in recent years. As of July 31, 2009, 17 forest management enterprises and more than one million hectares of forests in China have been certified by the Forest Stewardship Council (FSC). Several major factors affect forest certification in China. The first set is institutional in nature. Forest management in China is based on centralized national plans and therefore lacks flexibility. A second factor is public awareness. The importance and value of forest certification are not widely understood and thus consumers do not make informed choices regarding certified forest products. The third major factor is the cost of certification. Together these factors have constrained the development of China’s forest certification efforts. However, the process does have great potential. According to preliminary calculations, if 50% of China’s commercial forests were certified, the economic cost of forest certification would range from US$0.66–86.63 million while the economic benefits for the forestry business sector could exceed US$0.66–86.63 million while the economic benefits for the forestry business sector could exceed US150 million. With continuing progress in forest management practices and the development of international trade in forest products, it becomes important to improve the forest certification process in China. This can be achieved by improving the forest management system, constructing and perfecting market access mechanisms for certificated forest products, and increasing public awareness of environmental protection, forest certification, and their interrelationship.  相似文献

Farmworkers are often overlooked as producers and consumers of food; although farmworkers in California labour in some of the most productive agricultural regions in the world, they are largely food insecure. This paper investigates approaches to relieving farmworker food insecurity in one of the most productive agricultural regions in North America, California's Northern Central Coast. I explore the structural causes for farmworker food insecurity, looking at how farmworker food insecurity is linked to international trade and immigration policies, as well as the systematic exploitation of workers in California agriculture. Investigating the various ways that farmworkers cope with food insecurity, I compare two different approaches, food assistance programmes and farmworker gardens. I discuss the linkages between farmworkers' place in the food system as both producers and consumers, as they simultaneously are exploited for their labour and create their own coping mechanisms utilising their embodied agricultural knowledge.  相似文献

This review analyses some of the environmental and economic implications of current trade policies and changes in the world trading system for mineral producers and consumers. A principal factor which determines environmental performance is whether firms have the resources and capabilities to undertake innovation. We therefore place particular emphasis on the anticipated effects of liberalized trade on innovation and competitiveness at the firm level. Evidence indicates that improvements in environmental management would be expected to occur irrespective of the country hosting the investment. Due to the opening investment climate and relatively large quantities of mineral reserves, we expect these effects to be positive for many mineral producing developing countries. One difficulty which may arise is whether policy measures to promote production efficiency and develop innovation in mining and mineral processing operations could be interpreted as protectionism. The creation of new lines of credit, to promote, but not subsidize, technological and organizational innovation, may be the best way forward for developing countries .  相似文献

In the early 2000s, the development of local food systems in advanced industrial countries has expanded beyond creation and support of farmers’ markets and community supported agriculture farms and projects to include targeted Buy Local Food campaigns. Non-governmental groups in many U.S. places and regions have launched such campaigns with the intent of motivating and directing consumers toward more local food purchasing in general. This article examines the current manifestations and possibilities for social justice concerns in Buy Local Food campaigns, by considering them within the more general category of “selective patronage“ campaigns. Historical campaign examples, such as Buy Union, Buy American, and Buy Black campaigns, offer instructive comparisons to contemporary consumer campaigns promoting local food. Through examining the construction of threats, intended beneficiaries, products to be avoided, and those to be preferentially selected, the paper demonstrates how selective patronage campaigns have emphasized social justice needs and concerns for designated groups in ways that have been potentially exclusionary of other disadvantaged groups and thus undermining of social justice more broadly. As a contemporary instance of “selective patronage,“ Buy Local Food campaigns exhibit similar contradictory impulses, which are intensified by the conceptual and practical pitfalls in designating “local.“ The article concludes by considering how the challenges and prospects for commitments to social justice in local food consumer campaigns reinforce the importance of emerging initiatives centered on domestic fair trade.  相似文献

The productivity of tropical agricultural commodities is affected by the health of the ecosystem. Shade tolerant crops such as coffee and cocoa benefit from environmental services provided by forested landscapes, enabling landscape design that meets biodiversity conservation and economic needs. What can motivate farmers to apply and maintain such landscape approaches? Rather than rely on a proliferation of externally funded projects new opportunities are emerging through the international market that buys these commodities. As part of their growing commitment to sustainable supply chains, major companies are supporting agroforestry approaches and requiring producers and traders to demonstrate that the source of their commodities complies with a set of principles that conserves forested landscapes and improves local livelihoods. The paper presents examples of international companies that are moving in this direction, analyzes why and how they are doing it and discusses the impact that has been measured in coffee and cocoa communities in Latin America and Africa. It particularly considers the role of standards and certification systems as a driver of this commitment to promote profitable operations, environmental conservation and social responsibility throughout the coffee and cocoa value chains. Such approaches are already being taken to scale and are no longer operating only in small niches of the market but the paper also considers the limitations to growth in this market-based approach.  相似文献

Providing reliable and affordable wastewater treatment in rural areas is a challenge in many parts of the world, particularly in developing countries. The problems and limitations of the centralized approaches for wastewater treatment are progressively surfacing. Centralized wastewater collection and treatment systems are costly to build and operate, especially in areas with low population densities and dispersed households. Developing countries lack both the funding to construct centralized facilities and the technical expertise to manage and operate them. Alternatively, the decentralized approach for wastewater treatment which employs a combination of onsite and/or cluster systems is gaining more attention. Such an approach allows for flexibility in management, and simple as well as complex technologies are available. The decentralized system is not only a long-term solution for small communities but is more reliable and cost effective. This paper presents a review of the various decentralized approaches to wastewater treatment and management. A discussion as to their applicability in developing countries, primarily in rural areas, and challenges faced is emphasized all through the paper. While there are many impediments and challenges towards wastewater management in developing countries, these can be overcome by suitable planning and policy implementation. Understanding the receiving environment is crucial for technology selection and should be accomplished by conducting a comprehensive site evaluation process. Centralized management of the decentralized wastewater treatment systems is essential to ensure they are inspected and maintained regularly. Management strategies should be site specific accounting for social, cultural, environmental and economic conditions in the target area.  相似文献

This paper provides a reflexive account of engagement in activist/academic organic agri-food research in Uganda. I argue that critical engagement across the third space – between and across activist and academic subjectivities – enables a re-thinking of the subjectivities of activist/academics and research participants and the place of research in social change and theory building. I demonstrate some of the multiple ways of enacting activism within the academy by reflecting on my critical engagement with the Katuulo Organic Pineapple Cooperative in Uganda, whose members grow certified organic pineapples for sale on the international market. While there is a growing interest in critical activist research, its agenda is also constrained by the corporatist turn in universities. As such, the subjectivities, methods and theory building of activist/academics in agri-food (and other) research represents part of the resistance to normalised ways of doing and being in contemporary neo-liberal universities.  相似文献

This study examines Jamaica's attempt to protect a tropical forest reserve. The biophysical setting, and the types and magnitude of forest development pressures are reviewed. Next, Jamaica's approach to developing new land-use strategies and compatible environmental protection and economic development programs are examined. Finally, the practical and theoretical implications by which institutions can be designed to encourage planning for sustainable development are reviewed. The implications suggest how to provide an appropriate mix of cooperation and market competition, by which people acting in their own interests accomplish socially equitable economic development, while protecting the environment for the benefit of future generations. The experience illustrates that effective long-term protection of natural areas requires the building of local relationships and support, the development of local economic activities supportive of conservation, the defining of clear boundaries, and significant monitoring and enforcement. Long-term protection of the Blue and John Crow mountains, and other important natural areas of Jamaica, will also require the development of a workable and enforceable system of land-use planning for the island, and adjustments to the economic incentive structure so that sustainable, nonextractive uses of natural capital are placed on equal footing with other economic uses (e.g., coffee production).  相似文献

In contemporary governance situations, varying, but often similar, ecological, economic, cultural and social challenges are experienced by differing stakeholder groups in a variety of policy sectors. To meet such challenges requires attention both to policy agendas and to policy processes, the ways in which policy is developed. This paper sets out some principles for policy making that can help to meet these challenges while acknowledging the inevitable limits to policy success. Such principles have particular pertinence in relation to environmental issues that often suffer from being divorced from mainstream institutional structures and often lack policy communities with a specific remit to champion their concern. The authors suggest that to maximize success and minimize failure, policy processes must be deliberative rather than solely technocratic and should attempt as far as possible to: articulate their message clearly; frame activity in the policy sector and as far as possible help guide strategies and programmes in other relevant sectors; help co-ordinate policy interventions through links to other policy communities operating across differing spatial scales; be legitimized through working with a broad range of stakeholder groups; and mobilize stakeholders toward implementing programme goals.  相似文献

Recent research has suggested that health damage from air pollution—most notably from inhalable particulate matter and lead—is a serious concern in many cities in developing countries. A comparative risk assessment conducted in Cairo in 1994 found these two pollutants to be especially worrisome, and an analysis of the potential economic benefits associated with controlling these pollutants suggests that their economic damage is significant. Control strategies to reduce ambient pollutant levels are under development, with point source controls on major industrial facilities—especially in the secondary lead smelling industry—a cost-effective initial step.  相似文献

This paper critically reflects on the challenges of engaging, proactively, in Corporate Social Responsibility (CSR) in oil-rich sub-Saharan Africa. Most of the region's oil production takes place in enclave-type environments offshore and in countries ruled by autocratic governments which generally exert minimal pressure on companies to embrace CSR. With companies having little sense of who to target in their local economic development policies and programs, there is always a possibility of ‘offshore CSR’ – recognized here as potentially-effective ideas for improving social welfare that linger within the enclave and never fully materialize – surfacing. The aim is to conceptualize and broaden understanding of the challenge of developing CSR programs in these settings, where there are no clear linkages to communities or local economies more generally.  相似文献

This paper explores the complexities, degree of organisation and embedded potentials in selected informal worlds of work involving women in Agbogbloshie, a site that has achieved both national and international notoriety for its ostensible environmental and social unrest challenges. The analysis provides empirical evidence to show how informality remains a persistent, substantial and the defining feature of Ghana’s economy in terms of its fostering growth and creating jobs, although its overall role in the national development discourse is largely ignored or seldom considered. Drawing on participant observation and qualitative field-based survey data, the paper presents the multi-dimensional ways migrant women from northern Ghana adopt to innovate, network and “graduate” from e-waste-related activities to engage in long-distance trade, which, in turn, serves as a catalyst for spin-off activities that manifest differently between the south and the north of the country. It also sheds light on how these women, with little prospect of formal employment, negotiate contemporary economic shifts and create an occupational continuum that defies strict compartmentalisation. The paper adds to the expanding corpus of writings on informalisation as a growing, noteworthy and integral feature of Sub-Saharan Africa’s economy.  相似文献
