Despite supportive policy frameworks and increased environmental awareness, a growing body of evidence indicates that environmental sustainability is not central to planning and decision-making processes in land reform in South Africa. Increasing pressures on government to meet land reform targets, cumbersome and often inappropriate environmental assessment procedures, and a confusing multitude of laws all contribute to neglect of long-term environmental sustainability considerations in land reform. This is exacerbated by poor recognition of resource rights, a lack of proactive and pre-emptive environmental management plans, and insufficient implementation capacity. This paper argues that the early incorporation of environmental sustainability issues in pre-settlement and post-settlement land reform planning processes could significantly improve the environmental, social and economic outcomes of these projects. A simple, participant-driven environmental sustainability assessment tool is proposed to achieve these environmental and developmental goals.  相似文献

Throughout the wider Caribbean, marine protected areas (MPAs) are rapidly gaining momentum as a conservation tool, but management performance of existing MPAs is considered low. To enhance MPA management performance, stakeholders are increasingly being invited to discuss, debate, and develop rules about how people should interact with marine ecosystems. Using social and ecological data from a rapid assessment of 31 MPAs and their associated communities in the wider Caribbean, this study investigates stakeholder participation in MPA planning and management, and how participants' views of process quality relate to MPA performance. Findings indicate that (1) participants tended to be male, resource users, participate in community organizations, and have lived fewer years in the community associated with an MPA than non-participants; (2) simply participating was not associated with perceptions of the social and ecological performance of MPAs, however, perceptions of process quality were positively related to views of performance; and (3) resource users' perceptions of an MPA's ecological performance were likely shaped by a variety of factors. Conservation practitioners should be aware that participatory MPA processes are complex and require careful planning if they are to contribute positively to marine conservation efforts.  相似文献

On-ground natural resource management actions such as revegetation and remnant vegetation management can simultaneously affect multiple objectives including land, water and biodiversity resources. Hence, planning for the sustainable management of natural resources requires consideration of these multiple objectives. However, planning the location of management actions in the landscape often treats these objectives individually to reduce the process and spatial complexity inherent in human-modified and natural landscapes. This can be inefficient and potentially counterproductive given the linkages and trade-offs involved. We develop and apply a systematic regional planning approach to identify geographic priorities for on-ground natural resource management actions that most cost-effectively meet multiple natural resource management objectives. Our systematic regional planning approach utilises integer programming within a structured multi-criteria decision analysis framework. Intelligent siting can capitalise on the multiple benefits of on-ground actions and achieve natural resource management objectives more efficiently. The focus of this study is the human-modified landscape of the River Murray, South Australia. However, the methodology and analyses presented here can be adapted to other regions requiring more efficient and integrated planning for the management of natural resources.  相似文献

Local governments are under pressure to tackle an increasing spectrum of complex contemporary problems, such as climate change, while ensuring multiple stakeholder interests are incorporated into decision processes. Multi-criteria decision tools can assist, but challenges remain in creating an enabling environment for incorporating and balancing different stakeholder perspectives. Here, we draw on interview data and a sensitivity analysis to investigate the use of an evaluation matrix to guide local coastal adaptation decision-making in South Africa. We adopt a participatory action research framework and find that decision-making is influenced by individual, departmental and institutional values that are not adequately captured in the matrix approach. Our study reveals the compromise between achieving broad stakeholder representation and utilising technical expertise, and that altering matrix assumptions can imply different decision outcomes. Suggestions are made to improve multi-criteria decision approaches to better facilitate integrated coastal management in responding to local coastal adaptation challenges.  相似文献

Resource planning and management in British Columbia, Canada, has been steadily moving towards more active public participation. While government agencies have long been required to consult the general public during the course of land or resource use planning, the 1990s brought in a period of more intense public involvement. In terms of resource planning, this led to the creation of several new planning processes. Given that there is now considerable experience with the Commission on Resources and Environment (CORE) and the Land and Resource Management Plan (LRMP) processes, it is time for an appraisal. In particular, the paper examines the public's perceptions of these processes with respect to 'what works well' and 'what needs improvement'. The results highlight a number of areas to which process designers and managers should direct attention. There are three key items of note. First, there are generally low levels of awareness by respondents of public consultation processes in their community. Second, there is a need for access to timely, relevant and readable information throughout the course of the process in order to keep participants and the public as up-to-date as possible. Finally, there must be greater clarity about the process itself, including mandates, participants and decision-making powers.  相似文献

Environmental accounts bring together economic and environmental information in a common framework to measure the contribution of the environment to the economy and the impact of the economy on the environment. They enable governments to set priorities, monitor economic policies more precisely, enact more effective environmental regulations and resource management strategies, and design more efficient market instruments for environmental policies. This article uses examples from the regional environmental accounting programme in southern Africa to demonstrate the usefulness of environmental accounts to policy-making and natural resource management. The examples address the contribution of natural capital endowments (minerals and fisheries) to sustainable development in Botswana and Namibia; the economic importance of non-market forest goods and services in South Africa; and the socio-economic impact of current water allocation and pricing policies in Botswana, Namibia and South Africa. While there are many additional policy applications, these few provide a powerful argument for the use of environmental accounts in all countries.  相似文献

The objective of this article is to propose a program for the integrated coastal zone management that is required to stimulate and guide sustainable development of the Mediterranean coastal zone of Turkey. Improved data collection, quality control, analysis, and data management will provide a firm basis for future scientific understanding of the East Mediterranean coast of Turkey and will support long-term management. Various innovative procedures were proposed for a promising ecosystem-based approach to manage coastal wetlands in the Mediterranean: remote data acquisition with new technologies; environmental quality monitoring program that will provide a baseline for monitoring; linking a Geographic Information System (GIS) with natural resource management decision routines in the context of operational wetlands, fisheries, tourism management system; environmental sensitivity analysis to ensure that permitted developments are environmentally sustainable; and use of natural species to restore the wetlands and coastal dunes and sustain the system processes. The proposed management scheme will benefit the scientific community in the Mediterranean and the management/planning community in Eastern Turkey.  相似文献

/ Implementing the concept of sustainability through integrated approaches to natural resource management poses enormous challenges for both the rural communities and government agencies concerned. This paper reviews the underlying rhetoric of sustainable agricultural systems and the integrated resource management paradigm and identifies some of the challenges being experienced in translating this rhetoric into practice. A relatively recently implemented community-based integrated catchment management (ICM) process in a rural community in northeast Australia is examined in terms of some of the lessons learned that may be relevant to other similar integrated resource management (IRM) processes. It reveals a pragmatic, opportunistic, and evolving implementation process based on adaptive learning rather than a more traditional "rational" planning approach. Some essential characteristics of a community-based IRM process are identified, including fostering communication; providing a structure that fosters cooperation and facilities coordination among community, industry, and government agencies; the integration of IRM principles into local government planning schemes; and an emergent strategic approach to IRM program implementation. We conclude by identifying some essential characteristics of an IRM process that can assist a community to adapt to, and manage change for, sustainable resource use.  相似文献

The case of Puerto Morelos reef marine protected area (MPA) provides an example of a community-based marine conservation initiative to protect a coral reef ecosystem. The establishment and maintenance of this MPA had five stages: (a) identification of community leaders who would participate in the project; (b) generation of consensus on the need to protect the reef through discussions among local stakeholders, NGOs and reef scientists; (c) involvement of government agencies in establishing the status of a MPA; (d) take-over of decision-making by centralized governmental agencies; and (e) continuous problem-solving process between the government and stakeholders. Over a 9-year period, the control of the MPA was taken over by government and stakeholders' participation downgraded from a decision-making to an advice-giving role. Government shortcomings to manage this MPA could be circumvented via collaborative co-management. Given the small population size of the community and strong sense of ownership, there was a high level of participation in the decision-making processes and scientific advisors are present in the area.  相似文献

Natural resource management has traditionally been organized within discrete land, water, and fishery resource sectors. However, emerging environmental problems often cross these boundaries, and managers have struggled to find effective planning approaches for multi-resource concerns. No case better exemplifies these challenges than efforts to ensure sufficient flows of water for salmon in the Pacific Northwest. In this study, we investigate the organizational experiences of collaborative water and salmon recovery planning groups in the Puget Sound region of Washington. Using conceptual frameworks from organizational sociology, we examine how different regulative, normative, and cultural-cognitive institutional forces shape the structure and behavior of both water and salmon recovery planning groups. Data obtained through content analysis of planning documents and interviews with natural resource planners illustrate that legal structures, shared intra-group norms, and the distinct organizational cultures of water and salmon recovery groups constrain these organizations' ability to address linked water-for-salmon concerns. These findings illustrate that assessing institutional and organizational arrangements may be equally as important as understanding hydrology and biology when attempting to forward an integrated approach to water and fisheries management.  相似文献

Despite a heavy reliance on scientific knowledge as the primary source of information in resource management, many resources are in decline, particularly in fisheries. To try and combat this trend, researchers have drawn upon the knowledge of local resource users as an important supplement to scientific knowledge in designing and implementing management strategies. The integration of local knowledge with scientific knowledge for marine species management, however, is problematic stemming primarily from conflicting data types. This paper considers the use of spatial information technology as a medium to integrate and visualise spatial distributions of both quantitative scientific data and qualitative local knowledge for the purposes of producing valid and locally relevant fisheries management plans. In this context, the paper presents a detailed protocol for the collection and subsequent use of local knowledge in fisheries management planning using geographic information systems (GIS). Particular attention is paid to the use of local knowledge in resource management, accuracy issues associated with the incorporation of qualitative data into a quantitative environment, base map selection and construction, and map bias or errors associated with the accuracy of recording harvest locations on paper map sheets, given the complications of map scale.  相似文献

Despite the popularity of marine protected areas (MPAs) as a management tool, increasing evidence shows that many fail to achieve conservation objectives. Although several MPAs exist in Sri Lanka, most are not managed, and resource extraction and habitat degradation continue unabated. At present, the declaration and management of MPAs is carried out without adequate consideration of the ecology, socioeconomic realities, or long-term management sustainability. Managers have focused more toward the creation of new legislation and protected areas rather than ensuring the implementation of existing regulations and management of existing protected areas. Poor coordination and a lack of serious political will have also hindered successful resource management. As in other developing countries, MPA managers have to contend with coastal communities that are directly dependant on marine resources for their subsistence. This often makes it unfeasible to exclude resource users, and MPAs have failed to attract necessary government support because many politicians are partial toward the immediate needs of local communities for both economic and political reasons. A more integrated approach, and decisions based on the analysis of all relevant criteria combined with a concerted and genuine effort toward implementing strategies and achieving predetermined targets, is needed for effective management of MPAs and the sustainable use of marine resources in Sri Lanka.  相似文献

Worldwide, the implementation of marine protected areas (MPAs) offers opportunities for delivering fisheries and biodiversity management objectives. In Australia however, the primary function of an MPA is that of biodiversity conservation. Nonetheless, the management of Indigenous customary fisheries is one area where fisheries and biodiversity issues converge. This article examines the relationship between biodiversity and customary fisheries in an MPA context by investigation of the role and importance of Indigenous social contexts. Using case study examples from Australia, I explore the role of Indigenous social contexts in two dimensions: (i) management of traditional fisheries and (ii) Indigenous contribution to fisheries within an MPA. Findings demonstrate two narratives concerning social contexts, one of recognition and the other concerning Indigenous involvement in management. I conclude with a survey of Indigenous management initiatives within MPAs. The article ends with a discussion of the utility of understanding social contexts in any marine management endeavour, specifically other social contexts within an MPA.  相似文献

It is widely believed that improved resource and environmental management outcomes would occur if those responsible took a longer term view, considered whole systems rather than their components in isolation, and co-ordinated and integrated their activities with each other. There has been substantial action in many countries to achieve these ideals but with mixed success. Why has it not been possible to have a more co-ordinated and integrated approach to resource and environmental management (IREM)? We briefly review various conceptual issues regarding the purpose and character of IREM. The core of the paper is analysis of the factors contributing to success or failure, including the requirement that IREM, in practice, must be based on a careful analysis of the need and scope for integration in a given context, the significance of leadership, information access, and the links with other planning and management activities. Obstacles arising from these and other shortcomings, including the focus regarding what IREM involves, bureaucratic resistance, adverse financial arrangements and property rights problems, are also discussed. The paper concludes with five recommendations as to how to enhance integrated resource and environmental management dealing with need, scope and context, best management practice, information accessibility and integration, financial arrangements,and strengthening local and regional planning capacity.  相似文献

The current research agenda in environmental science is dominated by calls to integrate science and policy to better understand and manage links between social (human) and natural (nonhuman) processes. Freshwater resource management is one area where such calls can be heard. Designing computer-based models for integrated environmental science poses special challenges to the research community. At present it is not clear whether such tools, or their outputs, receive much practical policy or planning application. It is argued that this is a result of (1) a lack of appreciation within the research modeling community of the characteristics of different decision-making processes including policy, planning, and (2) participation, (3) a lack of appreciation of the characteristics of different decision-making contexts, (4) the technical difficulties in implementing the necessary support tool functionality, and (5) the socio-technical demands of designing tools to be of practical use. This article presents a critical synthesis of ideas from each of these areas and interprets them in terms of design requirements for computer-based models being developed to provide scientific information support for policy and planning. Illustrative examples are given from the field of freshwater resources management. Although computer-based diagramming and modeling tools can facilitate processes of dialogue, they lack adequate simulation capabilities. Component-based models and modeling frameworks provide such functionality and may be suited to supporting problematic or messy decision contexts. However, significant technical (implementation) and socio-technical (use) challenges need to be addressed before such ambition can be realized.  相似文献

Decision makers and planners in resource sectors recognize, at least in theory, the multiple uses of land, reflecting possible choices and options for society, and the need to evaluate the economic, social, and environmental implications of these choices. As such, the need for integrated resource management is now widely accepted in resource planning. This article contributes to the understanding of sustainable resource development through a specific case study. An integrated analytical system is developed and applied to the Peace River Region, British Columbia, Canada, to examine the impacts of a wide range of land-use options and policies upon the achievement of multiple resource use goals. The results indicate that an integrated approach in land resource analysis is not only possible but a necessary step in the move to develop procedures for assisting public decision makers in integrating the diverse functions of the land resource base and to revise demands or develop alternative strategies in order to move society closer to sustainable outcomes.  相似文献

Strategic environmental assessment (SEA) is gaining widespread recognition as a tool for integrating environmental considerations in policy, plan, and program development and decision-making. Notwithstanding the potential of SEA to improve higher-order decision processes, there has been very little attention given to integrating SEA with industry planning practices. As a result, the benefits of SEA have yet to be fully realized among industrial proponents. That said, SEA practice is ongoing, albeit informally and often under a different label, and is proving to be a valuable tool for industry planning and decision-making. Based on a case study of the Pasquai-Porcupine forest management plan in Saskatchewan, Canada, this paper illustrates how an integrated approach to SEA can contribute to industry environmental decision-making and can enhance the quality and deliverability of industry plans.  相似文献

Framework for Measuring Sustainable Development in Catchment Systems   总被引:15,自引:0,他引:15  
Integrated catchment management represents an approach to managing the resources of a catchment by integrating environmental, economic, and social issues. It is aimed at deriving sustainable benefits for future generations, while protecting natural resources, particularly water, and minimizing possible adverse social, economic, and environmental consequences. Indicators of sustainable development, which summarize information for use in decision-making, are invaluable when trying to assess the diverse, interacting components of catchment processes and resource management actions. The Driving-Forces–Pressure–State–Impact–Response (DPSIR) indicator framework is useful for identifying and developing indicators of sustainable development for catchment management. Driving forces have been identified as the natural conditions occurring in a catchment and the level of development and economic activity. Pressures include the natural and anthropogenic supply of water, water demand, and water pollution. State indicators can be split into those of quantity and those of quality. Impacts include those that affect the ecosystems directly and those that impact the use value of the resource. It core indicators are identified within each of the categories given in the framework, most major catchment-based management issues can be evaluated. This framework is applied to identify key issues in catchment management in South Africa, and develop a set of indicators for evaluating catchments throughout the country.  相似文献
