A methodology has been developed to carry out an integrated oil spill vulnerability index, V, for coastal environments. This index takes into account the main physical, biological and socio-economical characteristics by means of three intermediate indexes. Three different integration methods (worst-case, average and survey-based) along with ESI-based vulnerability scores, VESI, proposed for the Cantabrian coast during the Prestige oil spill, have been analyzed and compared in terms of agreement between the classifications obtained with each one for this coastal area. Results of this study indicate that the use of the worst-case index, VR, leads to a conservative ranking, with a very poor discrimination which is not helpful in coastal oil spill risk management. Due to the homogeneity of this coastal stretch, the rest of the methods, VI, VM and VESI, provide similar classifications. However, VM and VI give more flexibility allowing three indexes for each coastal segment and including socio-economic aspects. Finally, the VI procedure is proposed here as the more advisable as using this index promotes the public participation that is a key element in the implementation of Integrated Coastal Zone Management (IZCM).  相似文献

In many river floodplains in the UK, there has been a long history of flood defence, land reclamation and water regime management for farming. In recent years, however, changing European and national policies with respect to farming, environment and flood management are encouraging a re-appraisal of land use in rural areas. In particular, there is scope to develop, through the use of appropriate promotional mechanisms, washland areas, which will simultaneously accommodate winter inundation, support extensive farming methods, deliver environmental benefits, and do this in a way which can underpin the rural economy. This paper explores the likely economic impacts of the development of flood storage and washland creation. In doing so, consideration is given to feasibility of this type of development, the environmental implications for a variety of habitats and species, and the financial and institutional mechanisms required to achieve implementation.  相似文献

With the transition of the global economy toward a green economy, it is important to analyze the elements that can either support or impede this transformation. Therefore, in this study, we aimed to evaluate the potential of the green economy in the Middle East and North Africa (MENA) countries by analyzing the correlation between economic and environmental factors. The objective of this study is to explore the potential of the green economy in MENA countries by analyzing key factors such as access to clean fuel, GDP, and CO2 emissions. The study aims to distinguish between long- and short-term effects, assess the presence of a long-run relationship or co-integration between the parameter estimates, and evaluate the progress of MENA countries toward a green economy based on the impact of economic, and environmental factors. Using quarterly and seasonally adjusted data from 2000 to 2018, the auto-regressive distributed lag (ARDL) technique was employed to examine the co-integration of the factors in the long and short terms. Multiple cointegration techniques were also used to determine the feasibility of a green economy by analyzing the relationship between access to clean fuel for technology and cooking, GDP, and CO2 emissions. The study's findings indicate a clear long- and short-term relationship between the analyzed factors, as confirmed by the error correction model (ECM) which suggests that the variables are cointegrated and potentially relevant. Additionally, the result of the autoregressive distributed lag bound test shows that the green economy variables, GDP, CO2 emissions, and access to clean fuel, are cointegrated in the long-term.  相似文献

This research analyses urban expansion patterns and their eco-risks in the Poyang Lake region in China. A hybrid model consisting of auto-logistic regression, Markov chain and cellular automata (CA) is designed to improve the performance of the standard logistic regression model. An eco-risk assessment (ERA) index by integrating landscape fragmentation index and area weighted eco-service value index is established to promote the effectiveness for dynamically evaluating the environment and eco-security in watersheds. Scenario predictions are introduced to better understand the relationship between urban dynamics and their eco-risks. Three urban development scenarios such as historical development trend (HDT), environment protection priority (EPP) and goal-oriented restriction (GOR) are designed and transplanted into the CA model through the parameter self-modification method. The quantitative analysis results showed that in the period of the past five years, the urban growth primarily concentrated in the metropolitans. The simulations show that under the HDT scenario the urban growth will mainly emerge in the metropolitans, while under the EPP and GOR scenarios the urban growth will expand along with the metropolitans or the road networks and highways, respectively. Moreover, the ERA demonstrated that the GOR scenario was more effective in meeting the goal of environment protection and urban sustainable development for the study area.  相似文献

One method for recovering degraded soils in semiarid regions is to add organic matter to improve soil characteristics, thereby enhancing biogeochemical nutrient cycling. In this paper, we studied the changes in soil biological properties as a result of adding a crushed cotton gin compost (CCGC) and a poultry manure (PM) for 4 yr to restore a Xerollic Calciorthid located near Seville (Guadalquivir Valley, Andalusia, Spain). Organic wastes were applied at rates of 5, 7.5, and 10 Mg organic matter ha(-1). One year after the assay began, spontaneous vegetation had appeared in the treated plots, particularly in that receiving a high PM and CCGC dose. After 4 yr, the plant cover in these treated plots was around 88 and 79%, respectively, compared with 5% for the control. The effects on soil microbial biomass and six soil enzymatic activities (dehydrogenase, urease, BBA-protease, beta-glucosidase, arylsulfatase, and alkaline phosphatase activities) were ascertained. Both added organic wastes had a positive effect on the biological properties of the soil, although at the end of the experimental period and at high dosage, soil microbial biomass and soil enzyme activities were generally higher in the PM-amended soils compared to the CCGC-amended soils. Enzyme activity from the PM-amended soil was 5, 15, 13, 19, 22, 30, and 6% greater than CCGC-amended soil for soil microbial biomass, urease, BBA-protease, beta-glucosidase, alkaline phosphatase, arylsulfatase, and dehydrogenase activities, respectively. After 4 yr, the percentage of plant cover was > 48% in all treated plots and 5% in the control.  相似文献

Nitrate (NO3-) leaching to ground water poses water quality concerns in some settings. Riparian buffers have been advocated to reduce excess ground water NO3- concentrations. We characterized inorganic N in soil solution and shallow ground water for 16 paired cropland-riparian plots from 2003 to 2005. The sites were located at two private dairy farms in Central New York on silt and gravelly silt loam soils (Aeric Endoaqualfs, Fluvaquentic Endoaquepts, Fluvaquentic Eutrudepts, Glossaquic Hapludalfs, and Glossic Hapludalfs). It was hypothesized that cropland N inputs and soil-landscape variability would jointly affect NO3- leaching and transformations in ground water. Results showed that well and moderately well drained fields had consistently higher ground water NO3- compared to more imperfectly drained fields receiving comparable N inputs. Average 50-cm depth soil solution NO3- and ground water dissolved oxygen (DO) explained 64% of average cropland ground water NO3- variability. In interior western North America, many riparian forests dominated by cottonwood and willow are failing to reproduce downstream of dams. We tested the hypothesis that establishment is now prevented by absence of the bare, moist substrate formerly provided by floods and channel movement. Along Boulder Creek, a dammed stream in the Colorado plains, we tested the effects of disturbance (sod removal), irrigation, and addition of seed on the establishment of seedings of plains cottonwood (Populus deltoides subsp.monilifera) and peachleaf willow (Salix amygdaloides). In unirrigated, undisturbed plots, mean cottonwood density was 0.03 seedlings/m2. Irrigation or disturbance alone produced mean cottonwood densities of 0.39 and 0.75 seedlings/m2. Plots that were both irrigated and disturbed produced a mean cottonwood density of 10.3 seedlings/m2. The effects of irrigation and disturbance on cottonwood establishment were significant (P<0.005); added seed had no significant effect (P=0.78). The few cottonwood seedlings in unirrigated plots were in low positions susceptible to scour by future moderate flows. We conclude that cottonwood establishment along Boulder Creek is limited by the scarcity of bare, moist sites safe from future scour. Establishment of peachleaf willow was significantly affected only by disturbance; daily sprinkler irrigation did not provide sufficient moisture to increase survival of this species. Our results demonstrate the feasibility of restoring plains cottonwood forests using natural seedfall, even where only widely scattered adult trees are present. Because use of natural seedfall conserves the genetic makeup of the local population, this method may be preferable to the use of imported cuttings.  相似文献

There are inconsistencies in the treatment and attitudes of human beings to animals and much confusion in thinking about what are appropriate conditions for using and keeping animals. This article outlines some of these considerations and then proposes guidelines for designing animal management systems. In the first place, the global and local ecological effects of all animal management systems must be considered and an environment designed that will not rock the biospherical boat. The main points to consider are the interrelatedness of living things with each other and the environment, the self-sustaining nature of ecosystems, and the importance of diversity in the stability and maintenance of ecosystems. These can and should be taken into account when assessing animal management. They are illustrated by examples of companion/urban dogs, as well as farm, zoo, and circus animals. The environment must also be considered from the point of view of the ethological needs of the animals. There are two possible approaches to this: (1) the reductionist approach, illustrated by the choice experimental tests; and (2) a holistic, evolutionist approach that concentrates on the degree of behavioral restriction and the identification of distress. The assessment of an animal's ethological needs, and thus the ethological soundness of an environment, must take into account the species needs (communication system, species-specific characteristics of the brain receptors and cognition) and the individual's needs (his past experience). The behavioral effects of domestication and how distress can be assessed are discussed. Different ethical positions toward animals and their treatment are briefly outlined, and it is argued that, provided animals are in ecologically and ethologically sound environments, their use by human beings is ethically acceptable. The animal-human association should be characterized by symbiosis—mutual benefit—rather than a parasitic or exploitative relationship—employer to employee, rather than master to slave.  相似文献

Water quality is a key concern in the current global environment, with the need to promote practices that help to protect water quality, such as riparian zone management, being paramount. The present study used the theory of planned behaviour as a framework for understanding how beliefs influence decisions about riparian zone management. Respondents completed a survey that assessed their behavioural, normative, and control beliefs in relation to intentions to manage riparian zones on their property. The results of the study showed that, overall, landholders with strong intentions to manage their riparian zones differed significantly in terms of their beliefs compared to landholders who had weak intentions to manage their riparian zones. Strong intentions to manage riparian zones were associated with a favourable cost-benefit analysis, greater perceptions of normative support for the practice and lower perceptions of the extent to which barriers would impede management of riparian zones. It was also evident that willingness to comply with the recommendations of salient referents, beliefs about the benefits of riparian zone management and perceptions of the extent to which barriers would impede riparian zone management were most important for determining intentions to manage riparian zones. In the latter half of the 20th century, native pine woodlands in Scotland were restricted to small remnant areas within which there was little regeneration. These woodlands are important from a conservation perspective and are habitat for numerous species of conservation concern. Recent developments have seen a large increase in interest in woodland restoration and a dramatic increase in regeneration and woodland spread. The proximate factor enabling this regeneration is a reduction in grazing pressure from sheep and, particularly, deer. However, this has only been possible as a result of a complex interplay between ecological, political and socio-economic factors. We are currently seeing the decline of land management practices instituted 150-200 years ago, changes in land ownership patterns, cultural revival, and changes in societal perceptions of the Scottish landscape. These all feed into the current move to return large areas of the Scottish Highlands to tree cover. I emphasize the need to consider restoration in a multidisciplinary framework which accounts not just for the ecology involved but also the historical and cultural context.  相似文献

Chesapeake Bay has been the subject of intensive research on cultural eutrophication and extensive efforts to reduce nutrient inputs. In 1987 a commitment was made to reduce controllable sources of nitrogen (N) and phosphorous (P) by 40% by the year 2000, although the causes and effects of eutrophication were incompletely known. Subsequent research, modeling, and monitoring have shown that: (i) the estuarine ecosystem had been substantially altered by increased loadings of N and P of approximately 7- and 18-fold, respectively; (ii) hypoxia substantially increased since the 1950s; (iii) eutrophication was the major cause of reductions in submerged vegetation; and (iv) reducing nutrient sources by 40% would improve water quality, but less than originally thought. Strong public support and political commitment have allowed the Chesapeake Bay Program to reduce nutrient inputs, particularly from point sources, by 58% for P and 28% for N. However, reductions of nonpoint sources of P and N were projected by models to reach only 19% and 15%, respectively, of controllable loadings. The lack of reductions in nutrient concentrations in some streams and tidal waters and field research suggest that soil conservation-based management strategies are less effective than assumed. In 1997, isolated outbreaks of the toxic dinoflagellate Pfiesteria piscicida brought attention to the land application of poultry manure as a contributing factor to elevated soil P and ground water N concentrations. In addition to developing more effective agricultural practices, emerging issues include linking eutrophication and living resources, reducing atmospheric sources of N, enhancing nutrient sinks, controlling sprawling suburban development, and predicting and preventing harmful algal blooms.  相似文献

There is continuing concern over potential impacts of widespread application of nutrients and pesticides on ground- and surface-water quality. Transport and fate of nitrate and pesticides were investigated in a shallow aquifer and adjacent stream, Cow Castle Creek, in Orangeburg County, South Carolina. Pesticide and pesticide degradate concentrations were detected in ground water with greatest frequency and largest concentrations directly beneath and downgradient from the corn (Zea mays L.) field where they were applied. In almost all samples in which they were detected, concentrations of pesticide degradates greatly exceeded those of parent compounds, and were still present in ground waters that were recharged during the previous 18 yr. The absence of both parent and degradate compounds in samples collected from deeper in the aquifer suggests that this persistence is limited or that the ground water had recharged before use of the pesticide. Concentrations of NO(-)(3) in ground water decreased with increasing depth and age, but denitrification was not a dominant controlling factor. Hydrologic and chemical data indicated that ground water discharges to the creek and chemical exchange takes place within the upper 0.7 m of the streambed. Ground water had its greatest influence on surface-water chemistry during low-flow periods, causing a decrease in concentrations of Cl(-), NO(-)(3), pesticides, and pesticide degradates. Conversely, shallow subsurface drainage dominates stream chemistry during high-flow periods, increasing stream concentrations of Cl(-), NO(-)(3), pesticides, and pesticide degradates. These results point out the importance of understanding the hydrogeologic setting when investigating transport and fate of contaminants in ground water and surface water.  相似文献

Water transfers from agricultural to urban and environmental uses will likely become increasingly common worldwide. Many agricultural areas rely heavily on underlying groundwater aquifers. Out-of-basin surface water transfers will increase aquifer withdrawals while reducing recharge, thereby altering the evolution of the agricultural production/groundwater aquifer system over time. An empirical analysis is conducted for a representative region in California. Transfers via involuntary surface water cutbacks tilt the extraction schedule and lower water table levels and net benefits over time. The effects are large for the water table but more modest for the other variables. Break-even prices are calculated for voluntary quantity contract transfers at the district level. These prices differ considerably from what might be calculated under a static analysis which ignores water table dynamics. Canal-lining implies that districts may gain in the short-run but lose over time if all the reduction in conveyance losses is transferred outside the district. Water markets imply an evolving quantity of exported flows over time and a reduction in basin net benefits under common property usage. Most aquifers underlying major agricultural regions are currently unregulated. Out-of-basin surface water transfers increase stress on the aquifer and management benefits can increase substantially in percentage terms but overall continue to remain small. Conversely, we find that economically efficient management can mitigate some of the adverse consequences of transfers, but not in many circumstances or by much. Management significantly reduced the water table impacts of cutbacks but not annual net benefit impacts. Neither the break-even prices nor the canal-lining impacts were altered by much. The most significant difference is that regional water users gain from water markets under efficient management.  相似文献

Currently popular concepts such as sustainable development and sustainability seek the integration of environment and development planning. However, there is little evidence that this integration is occurring in either mainstream development planning or environmental planning. This is a function of the history, philosophies, and evolved roles of both. A brief review of the experience and results of mainstream planning, environmental planning, and ecosystem science suggests there is much in past scientific and professional practice that is relevant to the goal of integrated planning for environment and development, but still such commonly recommended reforms as systems and multidisciplinary approaches, institutional integration, and participatory, goal-oriented processes are rarely achieved. “Ecosystem approaches,” as developed and applied in ecology, human ecology, environmental planning, anthropology, psychology, and other disciplines, may provide a more transdisciplinary route to successful integration of environment and development. Experience with ecosystem approaches is reviewed, their advantages and disadvantages are discussed, and they are compared to traditional urban and regional planning, environmental planning, and ecosystem science approaches. Ultimately a synthesis of desirable characteristics for a framework to integrate environment and development planning is presented as a guide for future work and a criterion for evaluating existing programs.  相似文献
