The notion of creating marine protected areas (MPAs) in the high seas has been hailed as “an idea whose time has come”, and
advocates are calling for them to be part of a global representative system to be established by 2012. It is argued in this
paper that embedding the high seas MPA concept in the macro-goal of a global representative system subsumes more pragmatic
and politically acceptable “micro-actions”. Development of politically contentious policy proposals such as high seas MPAs
may have a better chance of success if they proceed by increments and are negotiated outside the limelight of a full scale,
temporally defined global project. The following paper critically analyses the salience of international environmental agreements
in the context of high seas MPAs and suggests a prototype MPA established by means of a negotiated agreement between a small
number of countries which share political will and technological capacity to make a difference. Modelled on the recently implemented
Titanic Accord, the prototypical high seas MPA would allow parties to develop a collaborative, rules-based regime which could be used to
manage the actions of citizens involved in activities that may have a negative impact on the specified area. 相似文献

A comprehensive list of planning criteria for optimizing compliance in Marine Protected Areas (MPAs) was compiled and used to compare the views of recreational fishers and compliance officers for facilitating voluntary compliance in the Port Stephens - Great Lakes Marine Park (PSGLMP). Expert working groups were tasked separately with: 1) criteria identification and weighting; 2) scoring of no-take zones; 3) prioritizing and determining uncertainty; and 4) analysis of results and sensitivity testing. Multi-Criteria Analysis (MCA) revealed that both groups had similar perspectives and recommendations, despite weighting the individual planning criteria differently. Significantly, "manageability" scores for no-take zones from MCA appeared to correlate well with past numbers of enforcement actions recorded for each zone. This provides empirical evidence that adopting manageability criteria during the planning of MPAs could lead to a marked increase in voluntary compliance. As a result, greater consideration to compliance planning during MPA design and zoning is recommended in order to optimize voluntary compliance. Whilst the majority of no-take zones in the PSGLMP case study were evaluated as being relatively effective in terms of optimizing voluntary compliance, there remains considerable potential to improve design, management and use of the poorer performing zones. Finally, the study highlighted the value of recreational fisher engagement in MPA planning processes to maximize voluntary compliance and manageability. 相似文献

Marine protected areas (MPAs) are one tool that can be used in the comprehensive management of human activities in areas of the ocean. Although researchers have supported using MPAs as an ecosystem management tool, scientific research on MPAs in areas other than fisheries and fisheries management is limited. This paper presents a model for designing marine protected areas that protect important components of the ecosystem while minimizing economic impacts on local communities. This model combines conservation principles derived specifically for the marine environment with economic impact assessment. This integrated model allows for consideration of both fishery and non-fishery resources and activities such as shipping and recreational boating. An illustration of the model is presented that estimates the total economic impacts on Massachusetts' coastal counties of restricting fishing and shipping at certain sites in an area in the southern Gulf of Maine. The results suggest that the economic impacts on the region would differ according to the site in which shipping and fishing were restricted. Restricting activities in certain sites may have considerable impacts on local communities. The use of the model for evaluating and comparing potential MPA sites is illustrated through an evaluation of three different policy scenarios. The scenarios demonstrate how the model could be used to achieve different goals for managing resources in the region: protecting important components of the ecosystem, minimizing economic impacts on the local region, or a combination of the two. 相似文献

Community-based coastal resource management has been widely applied within the Philippines. However, small-scale community-based reserves are often inefficient owing to management inadequacies arising because of a lack of local support or enforcement or poor design. Because there are many potential pitfalls during the establishment of even small community-based reserves, it is important for coastal managers, communities, and facilitating institutions to have access to a summary of the key factors for success. Reviewing relevant literature, we present a framework of lessons learned during the establishment of protected areas, mainly in the Philippines. The framework contains summary guidance on the importance of (1) an island location, (2) small community population size, (3) minimal effect of land-based development, (4) application of a bottom-up approach, (5) an external facilitating institution, (6) acquisition of title, (7) use of a scientific information database, (8) stakeholder involvement, (9) the establishment of legislation, (10) community empowerment, (11) alternative livelihood schemes, (12) surveillance, (13) tangible management results, (14) continued involvement of external groups after reserve establishment, and (15) small-scale project expansion.These framework components guided the establishment of a community-based protected area at Danjugan Island, Negros Occidental, Philippines. This case study showed that the framework was a useful guide that led to establishing and implementing a community-based marine reserve. Evaluation of the reserve using standard criteria developed for the Philippines shows that the Danjugan Island protected area can be considered successful and sustainable. At Danjugan Island, all of the lessons synthesized in the framework were important and should be considered elsewhere, even for relatively small projects. As shown in previous projects in the Philippines, local involvement and stewardship of the protected area appeared particularly important for its successful implementation. The involvement of external organizations also seemed to have a key role in the success of the Danjugan Island project by guiding local decision-makers in the sociobiological principles of establishing protected areas. However, the relative importance of each component of the framework will vary between coastal management initiatives both within the Philippines and across the wider Asian region.Published on line 相似文献

Parks and protected areas are a global ecological, social and health resource visited by over 8 billion people annually. Their use can yield substantial benefits, but only if a balance between ecological integrity and sustainable visitation is struck. This research explores the potential influence of climate-driven environmental change on visitation to North America's most popular glacier, the Athabasca Glacier in Jasper National Park, Canada. Photorealistic environmental visualizations were used to gauge visitors’ perceptions of environmental change and potential impacts on consumer behaviour. Results suggest that impacts could substantially diminish the site's pull as a tourism destination. Rather than improving visitation prospects, expert-proposed adaptations underestimated the importance of perceived naturalness and contributed to further potential decline. Findings are relevant to protected areas planning and management. They suggest that a natural path to climate change adaptation is the best way to support both ecological integrity and the long-term tourism pull of protected areas. 相似文献

Although humans are a major mechanism for short and long distance seed dispersal, there is limited research testing clothing as a vector. The effect of different types of material (sports vs hiking socks), or different items of clothing (boots, socks, laces vs legs) or the same item (socks) worn in different places on seed composition were assessed in Kosciuszko National Park, Australia. Data was analyzed using Repeated Measures ANOVA, independent and paired t-tests, Multi-dimensional Scaling Ordinations and Analysis of Similarity. A total of 24,776 seeds from 70 taxa were collected from the 207 pieces of clothing sampled, with seed identified from 31 native and 19 non-native species. Socks worn off-track collected more native seeds while those worn on roadsides collected more non-native seeds. Sports socks collected a greater diversity of seeds and more native seeds than hiking socks. Boots, uncovered socks and laces collect more seeds than covered socks and laces, resulting in 17% fewer seeds collected when wearing trousers. With seeds from over 179 species (134 recognized weeds) collected on clothing in this, and nine other studies, it is clear that clothing contributes to unintended human mediated seed dispersal, including for many invasive species. 相似文献

Reconciling conservation and social justice imperatives is a major challenge facing many postcolonial states worldwide. Where historically disenfranchised communities have laid legal claim to protected areas, the typical resolution has been collaborative management agreements between the state and claimant communities. The real outcomes of such strategies for people and ecosystems have been seriously questioned, although alternative approaches are seldom explored. Here, we reflect on one such alternative that was pursued in a case in South Africa, where the land was handed back to the community and a replacement protected area created. Our objective was to explore the opportunities and trade-offs associated with this approach for communities and conservation agencies alike, and to compare these to typical collaborative management outcomes. Methods included key informant interviews, focus group discussions and household surveys. We find that, surprisingly, this approach created more benefits for the conservation agency than for claimant communities. Indeed, the community experiences bore a striking resemblance to those experienced in collaborative management settings: intra-community conflict, confusion over leadership and serious questions about the boundaries of the “community”. Processes aimed at redressing past injustice in disputes over conservation land, regardless of the approach adopted, must bring with them a strong commitment to building institutional and leadership capacities within communities, and pay serious attention to the ways in which equity and social justice can be fostered after the settlement of a land claim. The New South Wales State Government (Australia) gazetted the Jervis Bay Marine Park (JBMP) in 1998. During the preparation of the draft zoning plan in 2000, societal data on two conflicting park user groups—recreational scuba divers and fishers (anglers)—was collected. While conflict resolution was a plan priority, other factors, such as cumulative environmental impacts of users and protection for the critically endangered grey nurse shark (Carcharias taurus), further complicated planning. Both scuba diving and angling are primary summer activities and are disproportionately concentrated around the headlands of the bay. Furthermore, shore based game-fishing was concentrated on the northern headland, where the conflict was centered. However, when the exact locations of divers and anglers were determined, there was a partial partitioning of the available space, with only a small contested overlap. To resolve conflict and maximize positive environmental outcomes, a sanctuary zone and no-anchoring zone option in the draft zoning plan was sought to formalize this partition. The human dimension data proved valuable in guiding environmental management in this politically volatile situation. A baseline study conducted 11 years previously was also used to gain a limited perspective on change in user numbers. Comparison between study periods indicated dive numbers had remained similar, while the number of dive charter trips was significantly less. The numbers of anglers, for the four months compared, had doubled and tripled. The actual data used to inform management is presented and the limitations of this best available data approach are discussed. 相似文献

Protected areas cannot be considered as elements isolated from the human groups that inhabit them. Consideration of the social factor is fundamental to guarantee the success of any management model. In this sense, analyzing the perception of people who live in protected areas can be a key tool for the formulation of proposals for improving the existing models. This article explores perceptions of local residents in the Sierra Nevada Protected Area in Southern Spain and identifies the socio-demographic factors that affect these perceptions. The main objective is to generate relevant data for the protected area management team. The recommendations we can offer entail a review of the communication plan and participatory strategy considering social differences in perceptions of the local population. 相似文献

We reconstructed the history of Chatthin Wildlife Sanctuary (CWS) to understand how social and economic events, and policy changes affected the sanctuary's condition. We surveyed 25 villages surrounding CWS to evaluate past and present ecological conditions, compare the results with historical accounts and identify causal relationships. During the first half of the 20th century, the primary threat was the government's reduction of old growth forest to supply fuel wood for the British-built railway. The railroad opened the area to colonization, but the villagers' impact on timber and wildlife was low. From 1945 to 1988, villagers became the primary force of landscape degradation. The post-war windfall of firearms increased hunting pressure, and populations of large mammal started to decline. With the economic decline of the 1970s and 1980s, the community's demand for game and forest products intensified, and the large mammal fauna was reduced from eleven to four species. From 1988-2003, the forests surrounding the sanctuary were fragmented and degraded. The absence of large predators rendered the park safe for livestock, and the combined effects of grazing and removal of forest products seriously degraded habitat within CWS. Major threats to CWS during the past two decades have resulted from land use decisions in which government-planned economic enterprises caused encroachment by villagers. Stabilization and recovery of this sanctuary will require management compatible with human needs, including expanded buffer zones, better core area protection, community forestry projects, and probably relocation of villages within the park. 相似文献

The Kohonen neural network was applied to hydrochemical data from the Detritic Aquifer of the Lower Andarax, situated in a
semiarid zone in the southeast of Spain. An activation map was obtained for each of the sampling points, in which the spatial
distribution of the activated neurons indicated different water qualities. To extract the information contained in the activation
maps, they were divided into nine quadrats. Cartesian coordinates were assigned to each quadrant (x, y), and for each sampling point, three derived variables were selected, which were assigned the values x and y of the corresponding quadrat. A classification was defined based on this simple matrix system which allows an easy and rapid
means of evaluating the water quality. This assessment highlights the various processes that affect groundwater quality. The
method generates output that is easier to interpret than from traditional statistical methods. The information is extracted
from the activation maps without significant loss of information. The method is proposed for assessing water quality in hydrogeochemically

Urban-agricultural parks could have some advantages to wildlife because of less intensive agricultural procedures, absence
of hunting pressure, and reduced human disturbance. In this study, the breeding and wintering bird communities and the small
mammal community in an urban-agricultural park of Rome were compared to those of a close urban park and a close agricultural
area just outside the city. The aim was to assess the best destination and management of wildlife in natural areas at the
urban–rural interface. Richness and diversity of bird communities were higher in the urban-agricultural park. Due to habitat
features and probably human disturbances, but not to urbanization, predation, and competition factors, the urban park drastically
reduces the abundance of decreasing open-land bird species. Abundance of these species was not significantly different in
the urban-agricultural park and in the agricultural area. In the urban-agricultural and urban park, bird and mammal pest species
were more abundant than they were in the agricultural area. Regarding decreasing abundance of small mammal species, no significant
difference among the study areas was observed. Urban-agricultural park is a better choice than urban park for wildlife. Thus,
a higher number of preserved urban natural areas should be devoted to urban-agricultural parks. However, to increase the abundance
of open-land species and in general wildlife, a less intensive management of cultivated and pasture patches is necessary. 相似文献

Even after 30 years of strict de jure protection, today's de facto extraction of products from Nepal's Royal Chitwan National Park (RCNP) and their great economic importance to local households suggests that this reality should be explicitly internalised in managing this world heritage park. Several studies have quantified local people's use of protected areas and estimated the value of such areas to them. However, few studies incorporate economic analyses to investigate the effect of management interventions on local communities' resource use and collection behaviour. In Nepal, buffer zones and especially buffer zone community forestry are seen as means to define and demarcate places, where local people may legally extract goods that are either identical to or relevant substitutes for products that are collected in protected areas. The intention is to resolve park-people conflicts over resource use. This article presents the findings of an in-depth study of the importance of natural resources to the livelihoods of 18 households. One village was located inside RCNP with no realistic alternatives to Park resources, while the other is located in the buffer zone with equal distance to the Park, a national forest and their community forest. For each household, the collection of products, allocation of time, and purchase and sale of goods were recorded daily through 12 consecutive months and economic values were calculated on the basis of local market prices and recorded quantities. The study shows that products from RCNP are of great importance to the livelihoods of local people. Furthermore, we find that products collected in the national forest substitute products from the Park, while the substitution effect of the community forest is small. Accordingly, the study illustrates that, irrespective of buffer zone community forestry, there is still a gap between local people's need for supplementing natural resources and their rights to satisfy them on a legal basis, which is likely to be unsustainable in the longer term. This calls for a thorough evaluation of actual park-people relations and how these may be improved through local participation that goes beyond the current form of buffer zone community forestry and the admitted 7-14 annual days of open access grass cutting within the park. 相似文献

The present research deals with the quantification of health hazard in a fluorosis prone area from east-coast of India. The average health hazard quotients are 2.09, 2.42, 1.79, and 1.69 for infants, children, male, and female adults, respectively. These values are more than the tolerance limit (1) in 92% groundwater samples and 96% of the study area. The children are more vulnerable to fluorosis than infants and adults. Ca2+/ Na+ versus HCO3−/Na+ and Ca2+/Na+ versus Mg2+/Na+ plots suggest silicate weathering as the prime factor while linear relationship of TDS versus NO3− + (Cl−/HCO3−) supports the anthropogenic input of F− to the aquifer system. The study suggests that the F− ions are chiefly derived from fluorite, apatite, biotite, and hornblende present in the granitic basement under alkaline environment. The secondary sources are domestic and industrial sewage as well as return flow from irrigation with ingredients of phosphate fertilizers. The adverse effects of fluorosis can be minimized by mass awareness programmes, alternative source of potable drinking water, defluoridation techniques, dilution of high F− concentration in groundwater, and minimizing the use of phosphate fertilizers. 相似文献

Tannery effluents and relevant ground water and soil samples collected from various tanning industries of Peshawar were analyzed for Na, Ca, K, Mg, Fe, Mn, Cr, Co, Cd, Ni, Pb and Zn by the AAS method. The metal concentration data for the three media are reported in terms of basic statistical parameters, metal-to-metal correlations and linear regression analyses. Metal distributions in the three media were quite divergent and showed non-normal distributions with high standard deviation and skewness parameters. Sodium exhibited the highest mean levels of 1,277mg/L, 881mg/L and 12,912mg/kg in the effluent, ground water and soil samples, respectively. Among other metals, Cr concentrations were 410mg/L, 0.145mg/L, 100mg/kg and Ca, 278mg/L, 64.8mg/L, and 2,285mg/kg in the effluent, ground water and soil samples, respectively. Some significant correlations were observed between effluent and soils in terms of Na, Cr, Ni, Co and Pb. The ground water-soil interrelationship suggested that Na levels in the soil and ground water were significantly correlated with each other (r=0.486, P<0.01). Similarly, Cr in the soil is strongly correlated with Ca in ground water (r=0.486, P<0.01). These results were duly supported by the linear regression analysis of data. The source identification studies conducted using Principal Component Analysis (PCA) and Cluster Analysis (CA) evidenced that ground water and soil were being contaminated by the toxic metals emanating from the tannery effluents. 相似文献
