The registration of the present situation regarding environmental investigation is the basis for efficiently proceeding in the course of the implementation of environmental management systems (EMS). The basic analysis is found on the individual elements: reaction audit, management audit and compliance audit. Via an optimal performance of an environmental investigation while implementing an EMS, the basis for a maximum utilization has been created for the user as well for agriculture. Utilization for the company is provided by documentation of the organizational structure showing a transparency of procedures with regard to efficiency. Furthermore, an EMS is useful in the course of external tasks, e.g. public approach, business partners, position to authorities, deregulation or minimization of liability.  相似文献

Sustainability standards and certification serve to differentiate and provide market recognition to goods produced in accordance with social and environmental good practices, typically including practices to protect biodiversity. Such standards have seen rapid growth, including in tropical agricultural commodities such as cocoa, coffee, palm oil, soybeans, and tea. Given the role of sustainability standards in influencing land use in hotspots of biodiversity, deforestation, and agricultural intensification, much could be gained from efforts to evaluate and increase the conservation payoff of these schemes. To this end, we devised a systematic approach for monitoring and evaluating the conservation impacts of agricultural sustainability standards and for using the resulting evidence to improve the effectiveness of such standards over time. The approach is oriented around a set of hypotheses and corresponding research questions about how sustainability standards are predicted to deliver conservation benefits. These questions are addressed through data from multiple sources, including basic common information from certification audits; field monitoring of environmental outcomes at a sample of certified sites; and rigorous impact assessment research based on experimental or quasi‐experimental methods. Integration of these sources can generate time‐series data that are comparable across sites and regions and provide detailed portraits of the effects of sustainability standards. To implement this approach, we propose new collaborations between the conservation research community and the sustainability standards community to develop common indicators and monitoring protocols, foster data sharing and synthesis, and link research and practice more effectively. As the role of sustainability standards in tropical land‐use governance continues to evolve, robust evidence on the factors contributing to effectiveness can help to ensure that such standards are designed and implemented to maximize benefits for biodiversity conservation.  相似文献

At the centre of the debate surrounding sustainable development is a recognition that companies can make a major contribution by being environmentally and socially responsible and that tools associated with these concepts can enhance the competitiveness and economic performance of the firm. In this paper we go further in arguing that in a world of globalisation it is equally important to look at issues of international trade.

In an examination of free trade we argue that it is neither fully consistent with sustainable development nor to the benefit of business. We point to a new imperative to develop sound sourcing, and equitable and fair trading relationships. We identify issues associated with fair trade (including issues of human rights, fair wages, sustainability reporting procedures and codes of conduct on ethics) and associated tools of analysis (guaranteed prices, codes of conduct and end price audits).

The paper argues that in a world of globalisation with greater transparency and information availability it will be important for companies to be clear about their policies on supply chain management and trade. Indeed, with the growth of an active and sophisticated civil society, it will be argued that policies associated with sound sourcing, equitable trade and fair trade could provide companies with a new competitive strategy based on ethical standards communicated to the consumer through a strategy of differentiation. We explore strategies for the integration of fair trade policies, strategies and standards, and the opportunities for new markets and niches that this presents. It is argued that the integration of fair trade into a business strategy can enhance competitiveness.  相似文献

Although problems may occur in the implementation of environmental management systems (EMS) in agriculture, an EMS can be a suitable farm management tool. In the past, pilot projects have revealed that the environmental audit as a base analysis still contains methodical weak points. A uniform procedure for the implementation process is not possible due to variations in the structure of farms in Germany with respect to size, employee structure and capital resources. While the resource costs which occur on larger farms can lead to a benefit due to increased efficiency, this has not yet been established for smaller farms. In these cases, other measures such as the implementation of generic management systems (especially environment and quality) or a farm-specific implementation of a management system without the cost-intensive certification may be a possible alternative.  相似文献

Green clubs     
This paper treats programs in which firms voluntarily agree to meet environmental standards as “green clubs”: clubs, because they provide non-rival but excludable reputation benefits to participating firms; green, because they also generate environmental public goods. The model illuminates a central tension between the congestion externality familiar from conventional club theory and the free-riding externality familiar from the theory on private provision of public goods. We compare three common program sponsors—governments, industry, and environmental groups. We find that if monitoring of the club standard is perfect, a government constrained from regulating club size may prefer to leave sponsorship to industry if public-good benefits are sufficiently low, or to environmentalists if public-good benefits are sufficiently high. If monitoring is imperfect, an important question is whether consumers can infer that a club is too large for its standard to be credible. If they can then the government may deliberately choose an imperfect monitoring mechanism as a way of regulating club size indirectly. If they cannot then this reinforces the government's preference for delegating sponsorship.  相似文献

This study explores the effect of environmental self-audits (“audits”), which represent an important type of environmental management system practice, on the extent of facilities’ compliance with wastewater discharge limits. Theoretically, audits may (1) improve compliance by enhancing the effectiveness of treatment technologies and pollution prevention methods, (2) undermine compliance by distracting facilities’ personnel with audit-related administrative burdens, or (3) not influence compliance because these effects neutralize each other. By examining the extent of compliance, our study’s results reflect both improvement toward and beyond compliance. By assessing compliance with multiple pollutants separately, our study examines whether audits influence the control of different pollutants uniformly. Lastly, we employ a dynamic panel estimator, which allows us to explore whether facilities adjust their discharges dynamically, while controlling for any inertia in facilities’ pollution control systems. Our study empirically examines the U.S. chemical manufacturing sector between 1999 and 2001 using survey and publicly available EPA data.  相似文献

The need for a better management of estuaries requires an environmental characterization following a methodology that allows the comparison of distinct estuarine systems and the assessment of their evolution. The peculiar characteristics of estuaries, in particular their intrinsic variability, make this characterization difficult and there is no commonly accepted general methodology available. The approach followed in freshwater ecosystems is generally based on the concept of environmental indicators, but such a concept has not been developed for estuaries. Indeed, a different approach is needed here, due to the spatial heterogeneity and the different time scales associated with the processes that control water quality. This paper presents a proposal for a methodology that starts with observed values and uses a procedure to integrate these values in time and space in order to calculatesignificant values, upon whichnormalized indicators are built which take into account criteria based either on legal, scientific or heuristic concentration limits. A normalization is carried out in two steps: (1) application of a mathematical operator to theignificant values, (2) transformation using the concept ofpenalty curves. This methodology may be complemented with the definition ofquality classes, particularly appealing and useful, as tools to communicate with decision makers and the public in general. Water quality data pertaining to the Tejo estuary are used to test the methodology.  相似文献

The Environmental Protection Agency's (EPA's) audit policy authorizes reduced penalties for firms that voluntarily undertake compliance audits and then correct and report any discovered violations to the agency. While the EPA claims the policy is a success, this paper joins a growing literature in questioning that claim. A game-theoretic model of the audit policy is developed where the goal of enforcement is remediation and the agency is unable to commit to a pre-announced inspection policy. Self-auditing is beneficial because it permits both self-reporting and self-policing to occur; however additional costs are imposed on firms. Self-auditing is more likely to be socially beneficial when the damages caused by violations are large. The current audit policy explicitly excludes violations that result in serious actual or potential harm. When violations are small, as most current disclosures under the audit policy are, firm self-auditing is likely to increase social costs.  相似文献

We consider the auditing problem of an environmental enforcement agency with fixed audit resources: How to decide which firms to audit after having observed the firms' taxable emissions reports. The goal of the agency is to implement the socially efficient emissions level. The audit mechanism is the agency's sole choice variable, while other variables such as the tax rate on emissions and the fine for non-compliance are determined by other governmental actors. The fines and budget of the agency are constrained in such a way that the common random audit mechanism fails to implement socially efficient emissions. Assuming perfect information among the firms, we derive an optimal audit mechanism capable of implementing the socially efficient emissions level. The optimal audit mechanism creates a contest exploiting the strategic interdependencies between the firms, where the probability of winning (not being audited) for each firm depends on costly efforts (their taxable emissions reports).  相似文献

In many Asian cities the public water supply is characterised by low pressure, frequent interruptions and occasional contamination. Hence, private households have to store water and increase pressure individually to ensure an uninterrupted supply at sufficient pressure and water for drinking has to be boiled or supplied separately in bottles. In this study the present water supply system in Hanoi and a number of modification options were analysed from an environmental point of view through life cycle assessment (LCA) in order to identify the most sustainable solutions for future water supply. It was found that the boiling of water for drinking was the largest source of impacts in the present system. Impacts could be reduced significantly if the public supply network was improved and private pumping and storage could be avoided and if the water could be used directly for drinking. It was also found that impacts could be reduced if consumers used bottled water for drinking instead of boiling tap water. Finally, it was demonstrated that even if drinking water cannot be supplied directly through the public network, a reliable public water supply at high pressure is environmentally advantageous. Sensitivity analyses revealed that the conclusions of this study are likely to be applicable to other cities with similar water supply systems.  相似文献

Sustainable development planning must be based on environmental and biophysical baseline indices that effectively define comparative development potential and environmental constraints. As such, indices must define the comparative advantage of the natural resource base and measure the fundamental capacity to sustain production rates of natural resource goods and services used to create societal well being. Complex biophysical and socioeconomic characteristics affect the identification and selection of sustainable development strategies. When derived from effective baseline indicators, indices may be used to define the spatial and temporal distribution of economically viable production opportunities and may be expressed in derived indices that realistically describe basic production opportunities and guide the selection of feasible, long-term development strategies. Specifically, representative indices are critical in the identification of development goals and realistic objectives and can be used to evaluate, select and implement sustainable development strategies and plans. It is stressed that the relevancy and effectiveness of public policies depend on the identification of representative evaluation models and baseline indices to define development strategies that are both environmentally sustainable and economically viable. In this context, the role of baseline indicators that define natural resource production capacities is discussed. This includes potential resource uses, derived benefits and their economic and environmental impacts. Key thematic indicators are suggested that may be especially useful in identifying development alternatives and impacts. This suggested that clearly defined environmental pollution limits or impact standards be used to define public risk tolerance limits and carrying capacity constraints. It is argued that these measures may be more effective in directing policy choices than economic valuation of non market goods and services that represent environmental externalities associated with resource exploitation options and economic development strategies. To this end, examples of thematic indicators and derived indices are introduced that may prove effective in resource assessment, economic evaluation and strategic development planning.  相似文献

Lynn White Jr.’s “The Historical Roots of Our Ecologic Crisis,” which was published in Science in 1967, has played a critical role in precipitating interdisciplinary environmental studies. Although White advances a multifaceted argument, most respondents focus on his claim that the Judeo‐Christian tradition, especially Christianity, has promoted anthropocentric attitudes and environmentally destructive behaviors. Decades later, some scholars argue contrarily that Christianity in particular and the world's predominant religions in general are becoming more environmentally friendly, known as the greening‐of‐religion hypothesis. To test these claims, we conducted a comprehensive review of over 700 articles—historical, qualitative, and quantitative—that are pertinent to them. Although definitive conclusions are difficult, we identified many themes and dynamics that hinder environmental understanding and mobilization, including conservative theological orientations and beliefs about the role of divine agency in preventing or promoting natural events, whether the religion is an Abrahamic tradition or originated in Asia. On balance, we found the thrust of White's thesis is supported, whereas the greening‐of‐religion hypothesis is not. We also found that indigenous traditions often foster proenvironmental perceptions. This finding suggests that indigenous traditions may be more likely to be proenvironmental than other religious systems and that some nature‐based cosmologies and value systems function similarly. Although we conclude White's thesis and subsequent claims are largely born out, additional research is needed to better understand under what circumstances and communication strategies religious or other individuals and groups may be more effectively mobilized to respond to contemporary environmental challenges.  相似文献

Urban Fluid Mechanics: Air Circulation and Contaminant Dispersion in Cities   总被引:6,自引:1,他引:5  
Recently, many urban areas of the world have experienced rapid growth of population and industrial activity raising concerns of environmental deterioration. To meet challenges associated with such rapid urbanization, it has become necessary to implement wise strategies for environmental management and planning, addressing the exclusive demands of urban zones for maintaining environmental sustainability and functioning with minimum disruption. These strategies and related public policy must be based on state-of-the-science tools for environmental forecasting, in particular, on mathematical models that accurately incorporate physical, biological, chemical and geological processes at work on urban scales. Central to such models are the mechanics of environmental fluids (air and water) and their transport and transformation characteristics. Although much progress has been made on understanding environmental flow phenomena, a myriad of issues akin to urban flow, the transport phenomena, air and water quality and health issues (epidemiology) remain to be understood and quantified. We propose to initiate a new focus area – Urban Fluid Mechanics (UFM) – tailored to research on such issues. For optimal societal impact, UFM must delve into fundamental and applied fluid flow problems of immediate utility for the development of urban public policy and environmental regulations. Such efforts often entail the use of `whole' systems approach to environmental studies, requiring careful synthesis between crosscutting areas.In this paper, a few topics in the realm of UFM are presented, the theme being the flow and air quality in urban areas. Topics such as the scales of flow, the atmospheric boundary layer, pollutants and their transport and modeling of flow and air quality are briefly reviewed, discussed and exemplified using case studies. Identification of important flow-related issues, rigorous multidisciplinary approaches to address them and articulation of results in the context of socio-political cause calebre will be the challenges faced by UFM.  相似文献

Background, aim, and scope Economists assess politics (also concerning energy supply) due to the efficiency criterion. Thus, economic instruments for environmental protection shall contribute to achieve ecological goals in an (cost-)efficient way. We show that the overemphasis of efficiency is an alien in the way (ecological) systems are working. Mostly, ecological systems are not high-grade efficient. Hence, economic instruments of environmental protection introduce an inappropriate logic to ecological systems that may have severe impacts on their resilience. We illustrate this with the example of emission trading. Time efficiency is considered to be a powerful criterion due to the interest yield requirements of investors, also for ecological investments. We show how the concentration on time efficiency destroys diversity and has negative impacts on the resilience of (eco-)systems. Main features The economic system is embedded in society and natural environment (as self-organizing, living systems). The economy as an ‘instrumental system’ should serve these systems. The guiding value approach (a system theory approach) gives indication that overemphasizing certain guiding values (such as efficiency, as the economic science does) may weaken the functional capability of systems and finally may lead to a collapse of the systems. Results and discussion The article tries to change the focus of the discussion. An altered focus probably has to be implemented by scientists of other subject areas. Contemporary environmental economics (with its focus on efficiency) is unable to give satisfying answers on the pestering problems. Conclusions Criticising the primacy of efficiency is not the same as generally to disclaim considering efficiency needs. Instead, based on the guiding value theory, we want to be contrary to the one-sided and dominating stressing of the of the efficiency criterion. Perspectives Not following the efficiency guide any more means to think over some ‘sacred cows’ such as emission trading or shareholder value. Instead we have to think over alternative designs to reach the ecological targets.  相似文献

Abstract: The sustainable production of bioenergy is vital to avoiding negative impacts on environmental goods such as climate, soil, water, and especially biodiversity. We propose three key issues that should be addressed in any biodiversity risk‐mitigation strategy: conservation of areas of significant biodiversity value; mitigation of negative effects related to indirect land‐use change; and promotion of agricultural practices with few negative impacts on biodiversity. Focusing on biodiversity concerns, we compared principles and criteria set to address biodiversity and other environmental and social issues in seven standards (defined here as commodity‐based standards or roundtables, or relevant European legislation): five voluntary initiatives related to bioenergy feedstocks, the Renewable Transport Fuel Obligation (United Kingdom), and the European Renewable Energy Source Directive. Conservation of areas of significant biodiversity value was fairly well covered by these standards. Nevertheless, mitigation of negative impacts related to indirect land‐use change was underrepresented. Although the EU directive, with its bonus system for the use of degraded land and a subquota system for noncrop biofuels, offered the most robust standards to mitigate potential negative effects, all of the standards fell short in promoting agricultural practices with low negative impacts on biodiversity. We strongly recommend that each standard be benchmarked against related standards, as we have done here, and that efforts should be made to strengthen the elements that are weak or missing. This would be a significant step toward achieving a bioenergy industry that safeguards Earth's living heritage.  相似文献

On June 1, 2017, President Trump announced the United States' withdrawal from the Paris agreement on climate change. Despite this decision, American firms continued investing in low-carbon technologies and some states committed to tougher environmental standards. To understand this apparent paradox, this paper studies how a weakening of environmental standards affects the behavior of profit-maximizing firms. It finds that a relaxation of emission standards (i) may increase firms’ incentives to adopt clean technologies, but not to pollute less; (ii) may negatively affect industry profitability if it is perceived as temporary; and, when this is the case, (iii) the unilateral adoption of stricter standards by large states may increase the expected profitability of every firm.  相似文献

Species where most but not all females mate monandrously can provide insight into the potential factors both promoting and restricting polyandry. Polyandry is typically explained by direct and/or indirect benefits models; however, polyandry may also confer costs via sexually antagonistic processes. The fitness of polyandrous and monandrous females may also vary with environmental conditions, such as availability of water. For some lepidopterans, water is a vital resource that increases fecundity and may be a direct benefit of multiple mating. Male lepidopterans transfer large spermatophores that may be an important water source for females, particularly for species living in water-depauperate environments. In such species, multiple-mating females may increase their reproductive output. We examined the fitness consequences of multiple mating in the almond moth, Cadra cautella. Males transfer substantial spermatophores; these have a large chitinous process attached, which decrease female longevity. To assess the impact of female mating treatment and water availability on female fitness, females mated once or twice, either with the same or different males, with half the females in each treatment receiving water. Water-fed females had dramatically increased fecundity, but we found no fitness benefits of multiple mating. Male longevity decreased with increased mating frequency and potentially his level of reproductive investment. Water-deprived females that mated twice died sooner than once-mated females, while multiple-mating females that received water lived longer than their water-deprived counterparts. It is interesting to note that the male’s spermatophore process did not affect female fitness or longevity. Why polyandry is maintained in this species is discussed.  相似文献
