ABSTRACT

Residential care has increased in number of facilities and has grown in density in urban areas, yet it is disproportionately dispersed in cities and only beginning to meet the current long-term care need of older adults as an alternative to institutional and in-home care. California State Department of Social Services residential care facility data were linked with Los Angeles County census tract data to examine the spatial distribution of facilities through hot spot analysis of clusters of small and large facilities and zero-inflated negative binomial regression of census tract facility counts on older age and race groups, older disabled adults, and older adults in poverty in the area. The results show clusters of large facilities west of downtown Los Angeles and clusters of small facilities in the northern suburbs of the city in the San Fernando Valley. Increases in pre- and early-retired adults and older Hispanics in census tracts are associated with the greatest decreases in facility tract capacity in the area, whereas increases in the oldest old and older disabled adults are associated with the greatest increases. Understanding spatial disparities in residential care can help local agencies and developers plan and partner in more intentional and equitable development of facilities. The greatest opportunity for such development may lie in institutional tools for eldercare facility development such as the eldercare facility ordinance of Los Angeles and development of board and care facilities in residential zones of Los Angeles and other cities.  相似文献

ABSTRACT: The Central Nebraska Basins (NAWQA) study unit includes the Platte River and two major tributaries, the Loup and Elkhorn Rivers. Platte River flows are variable in the western part of the study unit because of diversions, but the Loup and Elkhorn Rivers originate in an area of dune sand covered by grassland that generates consistent base flows. More frequent runoff in the eastern part of the study unit also sustains stream flow. Ground water in the study unit has no regional confining units and the system is a water table aquifer throughout. Macroinvertebrate and fish taxa at biological sampling sites in the state were related to stream flow. One of the four wetland complexes identified in the study unit includes habitat for threatened and endangered bird species. The study unit is an agricultural area that includes row crops, both irrigated and nonirrigated in the eastern and southern parts, and rangeland in the Sand Hills of the western part. A water quality assessment will be based on the differences in environmental setting in each of four subunits within the study unit.]  相似文献

An attempt was made to investigate the relationship between raw coal characteristics and effluent quality in two coking coal washeries of Central Coalfields Limited, Kedla and Rajrappa in Jharkhand State, India. Coal samples-raw coal feed, washed fine clean coal, washed coarse clean coal, middlings and rejects were collected. Similarly, raw water (intake to washery) and effluent samples generated in the washeries, namely, fine coal jig under water, coarse coal jig under water and slurry pond water were also collected over a period of 6 months. Parameters outlined in Ministry of Environment and Forest (MoEF) Schedule VI Indian standards were determined, both in coal samples and water/washery effluent samples. Apart from the parameters listed in the standard, sodium, potassium, calcium, magnesium, sulphate and chloride found to be present in coal were also determined in coal and water samples. The processing results essentially in production of huge quantities of suspended material, which is beyond the stipulated limit of 100mg/l as specified in the Standard. Lowering of pH was observed in both the washeries. The trace/heavy elements were found to be concentrated in the heavier fractions in rejects produced from the washery. The concentrations of major elements in coal-Na, K, Ca, Mg, and minor elements in coal-Mn; F, SO4 and Cl were found to be higher in process water than in raw water indicating that these elements are transferred from coal to the water in washeries. However, only in the case of Mn, the stipulated limit of the effluent standard was exceeded. Trace elements like As, Se, Hg, Cd, though found to be present in coal, were absent in the process water indicating that these elements are not released by coal during washing.  相似文献

River engineers use sediment transport formulas to design regulated channels in which the river's ability to transport bedload would remain in equilibrium with the delivery of materials from upstream. In gravel-bed rivers, a number of factors distort the simple relationship between particle size and hydraulic parameters at the threshold of sediment motion, inherent in the formulas. This may lead to significant errors in predicting the bedload transport rates in such streams and hence to instability of their regulated channels. The failure to recognize a nonstationary river regime may also result in unsuccessful channelization. Rapid channel incision has followed channelization of the main rivers of the Polish Carpathians in the 20th century. A case study of the Raba River shows that incision has resulted from the increase in stream power caused by channelization and the simultaneous reduction in sediment supply due to variations in basin management and a change in flood hydrographs. Calculations of bedload transport in the river by the Meyer-Peter and Müller formula are shown to have resulted in unrealistic estimates, perhaps because the different degree of bed armoring in particular cross-sections was neglected. It would have been possible to avoid improper channelization if the decreasing trend in sediment load of the Carpathian rivers had been recognized on the basis of geomorphological and sedimentological studies. Allowing the rivers to increase their sinuosity, wherever possible without an erosional threat to property and infrastructure, and preventing further in-stream gravel mining are postulated in order to arrest channel incision and reestablish the conditions for water and sediment storage on the floodplains.  相似文献

This paper examines the relationship between North American beef consumption and deforestation in South and Central America. Some writers have argued that consumption of hamburgers in North America, particularly hamburgers consumed in fast food restaurants, contributes to the depletion of the rainforest in South and Central America. We survey the published policy literature on the causes of rainforest depletion in the region. We also review the published estimates of the rate and extent of clearing of rainforest that has occurred in South and Central America since 1970. Finally, we review the data on beef imports and consumption in Canada and the United States in a effort to assess the importance of South and Central America as suppliers of beef to the North American market. We conclude that the relationship between beef consumption in North America should not be considered an important cause of forest depletion in South and Central America. Domestic policies and market forces in the countries where rainforests are located are the leading causes of rainforest depletion in this region. This lesson seems to have been lost on some popular and even some textbook writers on this subject. With the goal of resilience becoming ever more present in diverse policy discourses, it is important to reflect critically on its meaning and realisation. In this viewpoint, we re-emphasise that understanding the systemic nature of social and ecological interactions and interdependencies is fundamental to developing resilience to shocks and stresses in whatever context they materialise. Through the lens of the 2011 Japanese multi-disaster, we reflect on some of the difficulties in generating knowledge to underpin resilience-building processes and illustrate some dilemmas inherent in seeking to cultivate resilience in practice. Events in Japan underscore the complex vulnerabilities of place in multi-hazard scenarios and highlight, in particular, the choices to be made in determining which systemic interactions are to be imagined, characterised, assessed and forewarned and which are not. These events also emphasise that while resilience ultimately must be located where consequences are felt, strategies for a resilient future have to take on the multi-scale interactions and tensions within which local processes are embedded. There are dangers, we argue, in thinking about resilience in overly simple and non-systemic ways and in responding to these challenges only as a matter of extended techno-managerial competence.  相似文献

The objective of this study was to assess the effects of dredging on the structure and composition of diatom assemblages from a lowland stream and to investigate whether the response of diatom assemblages to the dredging is also influenced by different water quality. Three sampling sites were established in Rodríguez Stream (Argentina); physico-chemical variables and benthic diatom assemblages were sampled weekly in spring 2001. Species composition, cell density, diversity and evenness were estimated. Diatom tolerance to organic pollution and eutrophication were also analyzed. Differences in physico-chemical variables and changes in benthic diatom assemblages were compared between the pre- and post-dredging periods using a t-test. Data were analyzed using Principal Components Analysis (PCA), non-metric multidimensional scaling (MDS) ordination and cluster analysis. The effects of dredging in the stream involve two types of disturbances: (i) in the stream bed, by the removal and destabilization of the substrate and (ii) in the water column, by generating chemical changes and an alteration of the light environment of the stream. Suspended solids, soluble reactive phosphorus and dissolved inorganic nitrogen were significantly higher in post-dredging periods. Physical and chemical modifications in the habitat of benthic diatoms produced changes in the assemblage; diversity and species numbers showed an immediate increase after dredging, decreasing at the end of the study period. Changes in the tolerance of the diatom assemblage to organic pollution and eutrophication were also observed as a consequence of dredging; in the post-dredging period sensitive species were replaced by either tolerant or most tolerant species. These changes were particularly noticeable in site 1 (characterized by its lower amount of nutrients and organic matter previous to dredging), which showed an increase in the amount of nutrients and oxygen demand as a consequence of sediment removal. However, these changes were not so conspicuous in sites 2 and 3, which already presented a marked water quality deterioration before the execution of the dredging works.  相似文献

Women are globally underrepresented in the energy industry. This paper reviews existing academic and practitioner literature on women's employment in renewable energy in industrialized nations, emerging economies and developing countries. It highlights similarities and differences in occupational patterns in women's employment in renewables in different parts of the world, and makes recommendations for optimizing women's participation. Findings reveal the need for broader socially‐progressive policies and shifts in societal attitudes about gender roles, in order for women to benefit optimally from employment in renewables. In some industrialized countries, restructuring paid employment in innovative ways while unlinking social protection from employment status has been suggested as a way to balance gender equity with economic security and environmental protection. However, without more transformative social changes in gender relations, such strategies may simply reinforce rather than subvert existing gender inequities both in paid employment and in unpaid domestic labor. Grounded interventions to promote gender equality in renewable energy employment – especially within the context of increasing access to energy services for underserved communities – are more prevalent and better‐established in some non‐OECD (Organisation for Economic Co‐operation and Development) countries. OECD countries might be well‐advised to try to implement certain programs and policies that are already in place in some emerging economies.  相似文献
