The Sustainable Development Goals (SDGs) set a universal agenda intended to stimulate social, economic and environmental action. Strategic Environmental Assessment (SEA) has the potential to assist in the implementation of actions supporting the SDGs by providing a systematic framework to incorporate them into policies, plans and programmes; and the SDGs in turn, could substantiate SEA's contribution to sustainable development. Therefore, the partnering of both policy instruments fosters a mutualistic relationship, benefiting both. In this paper, we review current engagement of SEA with the SDGs both in the academic literature and in practice. The findings reveal a recognisable subtle shift towards the adoption of a new paradigm in plan-making, particularly supported by governments' growingly proactive embracement of SDGs, albeit through different approaches, initiatives and commitments. This sets a robust foundation for spatial planning and, by extension, a reference framework for SEA. Nevertheless, operationalising the SDGs is difficult. The extent to which SDG objectives and targets are embedded in SEA and, indeed, integrated into plans/programmes seems to be hampered by the broad scope of both sustainability and SEA, and a general lack of awareness and know-how. This suggest a need to clarify SEA's mandate for engaging with the SDGs, as well as to provide training for a more proactive integration of the objectives and targets. Through initiatives such as these, there are opportunities to optimise mutual gains for both policy instruments.  相似文献

The primary purpose of Sustainable Building Assessment (SBA) tools is for behavioral changes in public building practice. In the Web 3.0 era, even non-experts may have the capacity to select and use Information & Communication Technology (ICT) tools to solve complicated problems in sustainable building decision making without any expert help. It is clear that the R&D of these tools which directly target project decision makers is a significant project for researchers and policy makers who are tasked with the challenge of changing individual building practice for regional sustainability. The purpose of the study is to suggest a tool and its development process for sustainable building assessment by project decision makers, especially targeting non-expert groups. This study defines an SBA tool for project decision makers based on a typology and suggests a “3-layer development process framework”. For the theoretical Background, we integrate interdisciplinary methods and principles such as cognitive problem-solving and sustainable building delivery, including long-term community benefits in a region and an information system development process. This framework is based on Boehem's spiral model for information system development processes and especially emphasizes the first cycle to develop a core set of indicators fit for the non-expert user's problem solving process. This presents an iterative and gradual process with the aim of approaching the tool type from passive tools such as checklists and guidelines, to interactive software, especially interactive DSS (Decision Support Systems) online ICT platforms. The development process is comprised of 8 stages: This includes the use of mixed-method sequential design, including interviews, workshops, the Delphi survey technique, FD-AHP weight analysis, and scenario analysis. In addition, the study presents a case study of the application of the first cycle to develop a core set of indicators and discusses its effectiveness. This study may help researchers by providing a clear and effective method to understand interdisciplinary approaches to develop appropriate tools for sustainable building practice in a regional context.  相似文献

Sustainable urban development focuses on enhancing urban well-being, while also balancing the demands of urban social and economic development, natural resource consumption, and environmental pollution. This work used general data envelopment analysis to assess the urban sustainability efficiency (USE) and sustainability potential (SP) in Lanzhou and Xiamen, two cities that are characteristic of urban areas in western and eastern China. The assessment indicator system included important natural and urban welfare factors as input and output indices, respectively. The results showed that overall urban sustainability efficiency increased in Lanzhou and Xiamen from 1985 to 2010, but that the sustainability of natural resources clearly decreased. The urban sustainability efficiency of Xiamen was higher than that of Lanzhou, and the sustainability potential of Xiamen was lower than that of Lanzhou; this indicates that Xiamen performed better in terms of urban sustainable development. The urban sustainability efficiency in Xiamen has increased with increasing urban population, and the rate and scale of economic development have been higher than in Lanzhou. The assessment and analysis performed in this study show that cities with different natural resources and development characteristics have different forms, patterns, and trajectories of sustainable development.  相似文献

Environmental sustainability is not being practiced in the supply chains of many industries. Previous studies on environmental sustainability have not outlined clear strategies to achieve sustainability across supply chains, particularly in the context of emerging economies, and have been of limited relevance in settings beyond the geographical region of their focus. To address these gaps, we have proposed a best worst method (BWM) as a framework to assess the environmental criteria for sustainability in select industries in Bangladesh. Different industrial activities or criteria affecting the environment in various ways were assessed and weighted using the BWM. To ensure the efficiency and accuracy of this framework, we sought the opinions of 34 experts to specify the most suitable indicators from our initial literature review. Findings from this study revealed that “waste management” was the most important indicator for establishing environmental sustainability in industries in Bangladesh, which was substantiated by a sensitivity analysis. This research will assist industry managers and entrepreneurs to work toward environmental sustainability across supply chains.  相似文献

The costs of conducting Environmental Impact Assessment (EIA) are well known. Yet the benefits of EIA are much more intangible, leading to a situation where some question its value as the tool of choice for informing decision makers of the sustainability consequences of their actions. Exponents of EIA have thus called for more research on the benefits of EIA in order to provide better evidence on its costs versus benefits, and therefore its value as a decision-making tool. This paper contributes to this evidence by exploring the perceived potential benefits and perceived realised benefits of EIA from a regulators' perspective in the context of sustainable development. Using South Africa as a case study, one third of all the officials responsible for EIA review and decision-making (referred to in this paper as the “regulator”) were surveyed to identify their perceptions of the benefits of EIA, and their ideas on how to bridge the gap between potential benefits and realised benefits. The paper contributes suggestions for the analysis of benefits in a sustainable development context, and identifies some additional benefits currently missing from the literature. In a South African context, the key potential and realised benefits as perceived by regulators are the protection of biodiversity, public participation, access to information, mitigation of environmental impacts, and legal compliance and enforcement.  相似文献

Environmental carrying capacity is an essential metric for measuring regional sustainability. Although the term "carrying capacity" has been applied for over a century, the concept definition, quantitative methods and comprehensive evaluation remain arguable. This study analyzed the carrying capacity of four environmental elements, including water resources, air, surface water and offshore sea, and integrated them into a comprehensive index to represent overall regional profiles of resources and environment. The method was then applied to thirteen municipalities in the Bohai Sea Rim area, one of the most rapidly developing regions in transition China. The results show that the comprehensive environmental carrying capacity of the municipalities in the south sub-region were largest in 2007, while that of the west municipalities were lowest. The regional economic development exceeded the overall environmental carrying capacity by 36% and the west sub-region area deserves overwhelming attention for future industrial allocation.  相似文献

Assessments of current and future development paths require comprehensive sets of indicators covering all essential aspects. From a holistic systems point of view, most currently proposed indicator sets are incomplete and deficient. Assessments of sustainable development require a full representation of the satisfaction states of the “basic orientors” (=fundamental interests) of constituent sector systems, and of their contribution to basic orientor satisfaction of the total system. Basic orientors are value dimensions (existence, effectiveness, freedom of action, security, adaptability, coexistence) emerging from a self-organizing system's interaction with its environment, and its fundamental properties (normal environmental state, scarce resources, variety, variability, change, other systems). Basic orientors are also reflected in human emotions, societal punishment, psychological and social needs, life styles, and values emerging in self-organization of artificial life. The relative weight assigned to basic orientors of partner systems is a question of ethics. Based on these concepts, a general scheme for finding a “complete” set of indicators of viability and sustainability is derived, and it is applied to deriving a comprehensive set of indicators of sustainable development for society and its sector systems (infrastructure, economic system, social system, individual development, government, environment and resource system). The method can be applied at different levels of complexity and regional resolution. A full set of regional indicators for sustainable development is presented, a method for compact assessment of development paths using orientor stars is described, and the approach for application at the community level is outlined.  相似文献

Global scarcity of freshwater has been gearing towards an unsustainable river basin management and corresponding services to the humans. It needs a holistic approach, which exclusively focuses on effective river water quality monitoring and quantification and identification of pollutant sources, in order to address the issue of sustainability. These days, rivers are heavily contaminated due to the presence of organic and metallic pollutants released from several anthropogenic sources, such as industrial effluents, domestic sewage, and agricultural runoff. It is astonishing to note that even in many developing countries, most of these contaminants are carried through open drains, which enter river premises without proper treatment. Such practice not only devastates riverine ecosystem but also gives rise to deadly diseases, such as minimata and cancer in humans. Considering these issues, the present study develops a novel approach towards simultaneous identification of major sources of pollution in the rivers, along with critical pollutants and locations using an advanced hierarchical cluster and multivariate statistical analysis. A systematic approach has been developed by agglomerating both R-mode and Q-mode analysis, which develops monoplots, two-dimensional biplots, rotated component matrices, and dendrograms (using “SPSS” and “Analyse It” software) to reveal relationships among various quality parameters to identify the pollutant sources along with clustering of critical sampling sites and pollutants. A case study of the Ganges River Basin of India has been considered to demonstrate the efficacy and usefulness of the model by analyzing 85 open drains. Both organic and metallic pollutants are analyzed simultaneously as well as separately to get a holistic understanding of all the relationships and to broaden the perspective of water characterization. Results provide a comprehensive guidance to the policy makers and water managers to optimize corrective efforts, minimize further damage, and improve the water quality condition to ensure sustainable development of the river basin.  相似文献

Urban infrastructures commonly include four types of functional infrastructures: traditional infrastructures, greenspace infrastructures, water infrastructures, and connective infrastructures. They work as an integrated system for supporting sustainable urban development. It is therefore important for having a proper method to help understand whether there is a balance between functional urban infrastructures' carrying capacities (FUICC). This paper introduces an alternative model named FUICC Catastrophe Model (FCM) to evaluate the balance of carrying capacity between various urban infrastructures. The development of the model FCM adopts Mean-Variance Analysis (MVA) technique and Catastrophe Progression Method (CPM) collectively. The application of FCM is demonstrated by using the empirical data collected from 35 cities in China. The research findings suggest that: 1) the difference in carrying capacity of each functional infrastructure between the sample cities is significant; 2) the difference in the degree of balance between FUICC is also significant between the sample cities; 3) the sample cities are classified into four categories, namely, acceptably balanced, less balanced, poorly balanced, and unbalanced. 4) the balance performance between FUICC among Chinese cities is characterized with polarization; 5) the balance performance of carrying capacity between functional urban infrastructures is generally poor in China, 40% of the sample cities achieving acceptable performance.  相似文献

This paper is aimed at analyzing, through a counter-accounting approach, to what extent companies considered to be sustainability leaders release transparent and balanced information on their commitment to the United Nations Global Compact (UNGC) and Sustainable Development Goals (SDGs). A content analysis was conducted on the sustainability reports of a sample of 28 companies from the UNGC LEAD program, and the results were compared with information disclosed by external sources not controlled by the studied organizations. Corporate disclosure counter-accounting reveals that more than 80% of the significant negative events related to LEAD companies were not reported or were only partially reported in their sustainability reports. Contrary to researchers' initial expectations, the length of the sustainability reports was not positively associated with their completeness or transparency. The findings of this study contribute to the literature on bluewashing and counter-accounting. They question the performance of companies considered to be sustainability leaders and the transparency of their reporting practices. From a managerial standpoint, the analysis of the results points at the necessity to shift the focus from the quantity of reports to their quality and transparency.  相似文献

Funding programmes for European cohesion policy are a crucial tool to support the sustainability goals of the European Union and national policies of its member states. All these funding programmes require a Strategic Environmental Assessment (SEA) to enhance sustainable development. This article compares five first SEA applications at cohesion policy level to discuss challenges, limitations and benefits of this instrument. In order to support the SEA-process a “Handbook on SEA for Cohesion Policy 2007–13” (GRDP 2006) was developed. The paper examines the special requirements and challenges at the programme level given the special conditions for stakeholder involvement, integration of SEA in the programme development process and strategies to cope with uncertainties to ensure real compatibility with policy goals. Using action research and in-depth interviews with SEA planners and programme managers enabled us to analyse the suitability of the methodology proposed by the handbook. The results show that some recommendations of the handbook should be changed in order to increase the transparency and to enhance the standard and comparability of the SEA-documents.Overall the SEA proved to be a rather successful tool for the integration of sustainability goals at the EU and national policy levels. Its particular strengths emerged as the process makes uncertainties visible and leads to possible redefinitions while maintaining actual policy goals.  相似文献

A roadmap for a more sustainable energy strategy is complex, as its development interacts critically with the economic, social, and environmental dimensions of sustainable development. This paper applied an impact matrix method to evaluate the environmental sustainability and to identify the desirable policy objectives of biomass-based energy strategy for the case of Alberta. A matrix with the sustainability domains on one axis and areas of environmental impact on the other was presented to evaluate the nexus effect of policy objectives and bioenergy production. As per to our analysis, economic diversification, technological innovation, and resource conservation came up as the desirable policy objectives of sustainable development for Alberta because they demonstrated environmental benefits in all environmental impact categories, namely climate change, human health, and ecosystem. On the other hand, human health and ecosystem impacts were identified as trade-offs when the policy objectives for sustainability were energy security, job creation, and climate change. Thus, bioenergy can mitigate climate change but may impact human health and ecosystem which then in turn can become issues of concern. Energy strategies may result in shifting of risks from one environmental impact category to another, and from one sustainable domain to another if the technical and policy-related issues are not identified.  相似文献

As an important component of sustainable development in mountain areas, evaluation for sustainable land use is always one of the hotpots of researches on sustainable development. Traditional evaluation for sustainable land use mainly focuses on the sustainability of land use model and biological production on temporal scale, and overlooks the effects of land use patterns on the sustainability, while landscape ecology can be a good help to realize the spatial analysis of sustainable land use. In this study, a synthetic evaluation indexes system for sustainable land use was constructed through the application of landscape metrics. Taking Yongsheng County of Yunnan Province, China as a case study, a series of quantitative evaluation were conducted in 1996, 1999 and 2001, to monitor the temporal dynamics of regional land use sustainability. Two indicators, contributing amount of indexes, and obstacle amount of indexes, were also set up to ascertain the significance of all the evaluation indexes to the evaluation results. The results showed that, in the study phases, the land use sustainability of the whole county had been low with a stable but great spatial difference, and great changes took place in regional land use system in 1999 with the deviation from the aim of sustainable land use. It also showed that, the most important indexes contributing for the land use sustainability in the study period, were the indexes of population density and land use degree, followed by the index of landscape diversity and cropping index. And the most important indexes counteracting the land use sustainability were the indexes of per unit area total production value of industry and agriculture, per unit area yield of cereal crops, landscape fragmentation, followed by the indexes of per unit area yield of economic crops and fertilizer consume per unit area.  相似文献

This paper examines the strategic environmental assessment (SEA)–sustainability relationship over the past decade, from 2000 to 2010, focusing in particular on the incorporation of sustainability in SEA. A total of 86 papers from the academic literature containing the terms ‘sustainability’ or ‘sustainable development’ and ‘strategic environmental assessment’ were identified and reviewed. Several common themes emerged by which SEA can support sustainability, including providing a framework to support decision making for sustainability; setting sustainability objectives, ensuring the consideration of ‘more sustainable’ alternatives, and integrating sustainability criteria in PPP development; and promoting sustainability outcomes through tiering and institutional learning. At the same time, our review identified many underlying barriers that challenge SEA for sustainability, including the variable interpretations of the scope of sustainability in SEA; the limited use of assessment criteria directly linked to sustainability objectives; and challenges for decision-makers in operationalizing sustainability in SEA and adapting PPP development decision-making processes to include sustainability issues. To advance SEA for sustainability there is a need to better define the scope of sustainability in SEA; clarify how to operationalize the different approaches to sustainability in SEA, as opposed to simply describing those approaches; provide guidance on how to operationalize broad sustainability goals through assessment criteria in SEA; and understand better how to facilitate institutional learning regarding sustainability through SEA application.  相似文献

Clear and effective legislation is a requisite to bring sustainable development from theory into practice. This paper develops a methodology to investigate how Italian regional legislation disciplines the use of Strategic Environmental Assessment (SEA), the procedure used in the European Union (EU) to pursue sustainable development of policies, plans, and programs (PPPs). Our case study is the Italian regional level, examined to identify eventual flaws and areas for improvement for each regional legislative framework. For this purpose, this study refers to a selection of analytical criteria recurring in the international debate on sustainability assessments. Statistical multi-dimensional analysis is used to identify Italian regions with similar SEA legislation. We recognize four taxonomies, depending on the way regional legislation provides information about i) legislation and guidelines, ii) integration between SEA and PPPs, iii) sustainability goals, iv) technical organization, v) participatory organization, and vi) monitoring. The results suggest that Italian administrators should cooperate to improve legislation at the regional level. Acknowledging the institution-centred nature of SEA, this methodology could drive the EU to better support SEA development in countries with diversified traditions.  相似文献

Multicriteria analysis is widely used to perform sustainability evaluation for purposes such as decision making or progress assessment following a chosen sustainable development concept. The stages of multicriteria analysis include indicator selection, data characterization, normalization, weighting, and aggregation. However, due to the various framings of sustainability, non-equivalent approaches could be adopted at each stage, introducing methodological uncertainty. Consequently, depending on the methods chosen, divergent and conflicting conclusions or decisions may result. This paper addresses the issue of methodological uncertainties in sustainability evaluation by analyzing how methodological uncertainties arise during multicriteria analysis, then proposing an analytical framework that employs uncertainty and sensitivity analyses to quantify and manage the effects of methodological uncertainties. The consideration of methodological uncertainties in the structure of multicriteria sustainability evaluation shifts the analysis from deterministic to probabilistic, which is advantageous to arrive at robust and homogenized sustainability conclusions or decisions.  相似文献

Certification systems for sustainable neighbourhoods started to emerge around a decade ago. This study analysed the content, structure, weighting and indicators of two established certification systems for sustainable urban development – BREEAM Communities and LEED for Neighborhood Development. Several limitations of these systems were identified: both have a bias for procedure and feature indicators over indicators that assess actual performance; performance demands are set according to a relative understanding of sustainable development; the focus is on internal sustainability, while upstream and downstream impacts of construction are disregarded; the number and distribution of mandatory issues do not cover essential sustainability aspects; and the disproportionately large number of non-mandatory issues makes benchmarking difficult and signals that sustainability aspects are exchangeable. Altogether, this means that an area can be certified without being sustainable. Moreover, the lack of continuous development of certification requirements in the systems means that they risk exerting a conservative effect on urban development, rather than pushing it forward.  相似文献

There is increasing concern about the disjunct between the intent of higher level government goals and actual projects “on the ground” in Canada. Although strategic environmental assessment (SEA) and a wide variety of plans, policies and programmes (PPP) contain and promote goals that envision a movement towards social, economic and environmental sustainability, these goals are not necessarily upheld by large-scale projects and their environmental impact assessments (EIAs). This disconnect is often illustrated through anecdotal observations. However, to be able to overcome this disjunct it is imperative to come to a clearer understanding of the degree of sustainability or unsustainability of large-scale developments and the way in which they “measure up” in terms of the goals when compared to alternative options. This article proposes a Compliance Analysis method for investigating the level of harmonization between SEA, PPP and proposed projects and their possible alternatives (CAPPP). This method is quantified through a Likert scale which allows for comparison of alternatives for decision making and analytical purposes. The 2009 proposal for the Turcot Exchange redevelopment in Montréal, Québec, put forward by the Ministry of Transport of Québec (MTQ), as well as two alternative proposals, were utilized as a case study to clearly demonstrate the CAPPP methodology and its applicability. The approved plan for the Turcot redevelopment proposed by MTQ was found to be in poor compliance with the majority of the 178 goals in the six sectors that were examined (air quality, climate change, health, noise, socioeconomic, transport), while alternative proposals were found to be in greater accordance with the intentions of governmental SEA and PPP.Synthesis and applications: The CAPPP methodology is a versatile “watchdog” tool for the examination of the level of compliance between stated goals for regions, industrial sectors, or governments and the EIAs of concrete projects “on the ground”. CAPPP can be used as a tool for comparative analysis in decision-making situations at various scales. CAPPP is a fairly straight-forward method that can be used by policy makers, EIA experts, and members of the general public alike.  相似文献
