Integrated food security covers three aspects: food quantity security, food quality security, and sustainable food security. Because sustainable food security requires that food security must be compatible with sustainable development, the risk assessment of sustainable food security is becoming one of the most important issues. This paper mainly focuses on the characteristics of sustainable food security problems in the major grain-producing areas in China. We establish an index system based on land resources and eco-environmental conditions and apply a dynamic assessment method based on status assessments and trend analysis models to overcome the shortcomings of the static evaluation method. Using fuzzy mathematics, the risks are categorized into four grades: negligible risk, low risk, medium risk, and high risk. A case study was conducted in one of China’s major grain-producing areas: Dongting Lake area. The results predict that the status of the sustainable food security in the Dongting Lake area is unsatisfactory for the foreseeable future. The number of districts at the medium-risk range will increase from six to ten by 2015 due to increasing population pressure, a decrease in the cultivated area, and a decrease in the effective irrigation area. Therefore, appropriate policies and measures should be put forward to improve it. The results could also provide direct support for an early warning system—which could be used to monitor food security trends or nutritional status so to inform policy makers of impending food shortages—to prevent sustainable food security risk based on some classical systematic methods. This is the first research of sustainable food security in terms of risk assessment, from the perspective of resources and the environment, at the regional scale.  相似文献

Assessments of current and future development paths require comprehensive sets of indicators covering all essential aspects. From a holistic systems point of view, most currently proposed indicator sets are incomplete and deficient. Assessments of sustainable development require a full representation of the satisfaction states of the “basic orientors” (=fundamental interests) of constituent sector systems, and of their contribution to basic orientor satisfaction of the total system. Basic orientors are value dimensions (existence, effectiveness, freedom of action, security, adaptability, coexistence) emerging from a self-organizing system's interaction with its environment, and its fundamental properties (normal environmental state, scarce resources, variety, variability, change, other systems). Basic orientors are also reflected in human emotions, societal punishment, psychological and social needs, life styles, and values emerging in self-organization of artificial life. The relative weight assigned to basic orientors of partner systems is a question of ethics. Based on these concepts, a general scheme for finding a “complete” set of indicators of viability and sustainability is derived, and it is applied to deriving a comprehensive set of indicators of sustainable development for society and its sector systems (infrastructure, economic system, social system, individual development, government, environment and resource system). The method can be applied at different levels of complexity and regional resolution. A full set of regional indicators for sustainable development is presented, a method for compact assessment of development paths using orientor stars is described, and the approach for application at the community level is outlined.  相似文献

Forests are becoming severely fragmented as a result of land development. South Korea has responded to changing community concerns about environmental issues. The nation has developed and is extending a broad range of tools for use in environmental management. Although legally mandated environmental compliance requirements in South Korea have been implemented to predict and evaluate the impacts of land-development projects, these legal instruments are often insufficient to assess the subsequent impact of development on the surrounding forests. It is especially difficult to examine impacts on multiple (e.g., regional and local) scales in detail. Forest configuration and size, including forest fragmentation by land development, are considered on a regional scale. Moreover, forest structure and composition, including biodiversity, are considered on a local scale in the Environmental Impact Assessment process. Recently, the government amended the Environmental Impact Assessment Act, including the SEA, EIA, and small-scale EIA, to require an integrated approach. Therefore, the purpose of this study was to establish an impact assessment system that minimizes the impacts of land development using an approach that is integrated across multiple scales.This study focused on forest fragmentation due to residential development and road construction sites in selected Congestion Restraint Zones (CRZs) in the Greater Seoul Area of South Korea. Based on a review of multiple-scale impacts, this paper integrates models that assess the impacts of land development on forest ecosystems. The applicability of the integrated model for assessing impacts on forest ecosystems through the SEIA process is considered.On a regional scale, it is possible to evaluate the location and size of a land-development project by considering aspects of forest fragmentation, such as the stability of the forest structure and the degree of fragmentation. On a local scale, land-development projects should consider the distances at which impacts occur in the vicinity of the forest ecosystem, and these considerations should include the impacts on forest vegetation and bird species. Impacts can be mitigated by considering the distances at which these influences occur. In particular, this paper presents an integrated environmental impact assessment system to be applied in the SEIA process. The integrated assessment system permits the assessment of the cumulative impacts of land development on multiple scales.  相似文献

The WWF water risk assessment tool is a universal methodology, as the establishment of its indicators fully consider various types of natural and social environments. When this tool is applied to China, a large country with a complex water situation in a period of rapid development, appropriate localization adjustment is necessary to ensure that indicators are generally stable and assessment results are internationally comparable. Based on the localization of WWF water risk assessment tools, this is the first application assessing water risk in China in terms of physical risks, regulatory risks and reputation risks. It explores the sources of China's water risk from industrial sectors and constructs a classification index system according to the degree of water dependence and the level of water pollution. Using the classification index system and relevant data, we find the key industrial sectors, enterprises and production processes to reduce water risk in China's ten major water valleys and offer some effective and practical management suggestions. Due to the large regional differences of water risk-bearing capacity in China, the assessment results should be interpreted in combination with specific national conditions of China and emphasis should be laid on key areas and industries.  相似文献

Research on the climate change issue has generally focused on uncertainties in climate projections and calculation of mitigation costs. Most integrated assessment (IA) efforts have been directed at the mitigation component. The problem of climate change, however, is really about the potential effects on ecosystems, resources, and societies that depend on them. As illustrated by experiences from the Mackenzie Basin Impact Study, a case study from Northwest Canada, these effects will be unique to each region and country. Many of these will be indirect, including region specific thresholds, vulnerabilities and adaptations which may not be included in sectoral analyses. Science can define some of the “What if” aspects of climate change, but the regional “So what” and “What should be done” questions are largely unanswered and subject to intense debate in various political fora. IA needs to recognize the multiobjective and multistakeholder aspects of vulnerabilities, risks, and potential responses to climate change. IA could provide a more holistic analysis of the regional impacts dimension of climate change by including both modeling and non‐modeling approaches, and incorporating institutional and stakeholder issues that do not readily lend themselves to economic analyses.  相似文献

Conflicts between economic development and fragile natural resources represent a growing problem among the islands of the Caribbean. Relatively simple methods exist to incorporate environmental impact assessment (EIA) into development planning and review. These methods can save scarce financial resources for island nations, increase their control over the development process, and possibly forestall widespread environmental deterioration and its attendant public cost. Island nations have more power as negotiating partners in the development process than is generally realized. This power can be exercised if EIA is integrated into the national planning process, giving ministries a stronger bargaining position when negotiating with development interests.This paper begins with a discussion of the most prevalent environmental concerns in the region, including oil development, water supply, beach erosion and fisheries depletion, and proceeds to discuss practical solutions to improve local control over economic development and environmental resource management. A hypothetical case study is used to illustrate major obstacles to effective integration of economic development and EIA. Recommendations are included to advance the state-of-the-art of EIA using joint fact-finding, expanding participation in EIA, evaluating cumulative impacts and project alternatives, and conducting post-projecting monitoring.  相似文献

This study explores Knowledge Brokerage (KB) aspects of an ex-post Impact Assessment (IA) for the Rural Development Programme (RDP) measure of setting up young farmers, under the Common Agricultural Policy (CAP), at the regional level in Northern Greece. The measure supports the entry of young farmers in agriculture by moving land from older to younger farmers. The aim of the study was to test a set of KB tools for improving the interaction between researchers and policy makers. Our analysis mainly focused on a suite of IA Support Modules to guide practitioners, and on a technical tool kit, a web-based contextualisation platform, to support the IA of the specific test case. Offering a structured approach towards IA, both the Support Modules and LIAISE-KIT allow framing the context, organisation, scheduling and method selection in the light of KB objectives. The evaluation of how IA Support Modules influence the Science Policy Interface (SPI), in the case of the ex-post assessment, demonstrated the high relevance of KB activities for facilitating the interaction between researchers and regional policy makers. The assessment bridges the gap between knowledge producers developing scientific output to be applied in a specific context, and knowledge users, who want clear messages regarding the policy challenges they face. Other conclusions include the need for specific guidelines and training for knowledge users, especially with regard to the use of tools. According to our findings, a consequent application of KB activities is a crucial pre-condition for successfully implementing IAs in future RDP measures.  相似文献

Impact assessment (IA) tools are targeted at decisions and decision-making in theory and in practice. Often described as decision support instruments, most IA are driven by the grand purpose of providing for informed decision-making. In practice this often means IA tends to be more concerned with the information to be provided than with the outcomes of IA and its relevance to the decision(s), and decision-makers(s) to which it should be targeted. Decisions and decision-making are, however, understood in many different ways, and actors involved in decision-making may therefore act widely different with diverse results. Therefore, distinguishing which decisions, and to which decision-makers IA are targeted at, is arguably indispensable to enhance IA effectiveness. Based on an overview of decision-making theory, this paper searches for the understanding of decision and decision-making in IA by exploring how it is conceived in guidance documents. Guidance documents have a prominent role in defining IA practice, and the explicit and implicit recognition of decision-making in guidance is therefore relevant to investigate in order to understand how IA relates to decision-making. With a focus on guidance documents related to the European Union Directive on environmental assessment of plans and programmes, this paper scrutinises four guidance documents and discusses the implications of the identified understandings of decision-making to the practice of IA. The key finding of this paper is that legislation-oriented guidance documents appear to miss to reflect the different forms of decision-making, and primarily depicts decision-making as a single, often timeless and faceless moment. The implications for practice are discussed including reflection on how to describe the nature of decision-making in guidance documents.  相似文献

The objective of this paper was to assess the sustainability impacts of planned agricultural development interventions, so called upgrading strategies (UPS), to enhance food security and to identify what advantages and risks are assessed from the farmer's point of view in regards to social life, the economy and the environment. We developed a participatory methodological procedure that links food security and sustainable development. Farmers in four different case study villages in rural Tanzania chose their priority UPS. For these UPS, they assessed the impacts on locally relevant food security criteria. The positive impacts identified were mainly attributed to increased agricultural production and its related positive impacts such as increased income and improved access to necessary means to diversify the diet. However, several risks of certain UPS were also indicated by farmers, such as increased workload, high maintenance costs, higher competition among farmers, loss of traditional knowledge and social conflicts. We discussed the strong interdependence of socio-economic and environmental criteria to improve food security for small-scale farmers and analysed several trade-offs in regards to UPS choices and food security criteria. We also identified and discussed the advantages and challenges of our methodological approach. In conclusion, the participatory impact assessment on the farmer level allowed a locally specific analysis of the various positive and negative impacts of UPS on social life, the economy and the environment. We emphasize that only a development approach that considers social, economic and environmental challenges simultaneously can enhance food security.  相似文献

Regional landscape ecological security is an important issue for ecological security, and has a great influence on national security and social sustainable development. The Pearl River Delta (PRD) in southern China has experienced rapid economic development and intensive human activities in recent years. This study, based on landscape analysis, provides a method to discover the alteration of character among different landscape types and to understand the landscape ecological security status. Based on remotely sensed products of the Landsat 5 TM images in 1990 and the Landsat 7 ETM+ images in 2005, landscape classification maps of nine cities in the PRD were compiled by implementing Remote Sensing and Geographic Information System technology. Several indices, including aggregation, crush index, landscape shape index, Shannon’s diversity index, landscape fragile index, and landscape security adjacent index, were applied to analyze spatial–temporal characteristics of landscape patterns in the PRD. A landscape ecological security index based on these outcomes was calculated by projection pursuit using genetic algorithm. The landscape ecological security of nine cities in the PRD was thus evaluated. The main results of this research are listed as follows: (1) from 1990 to 2005, the aggregation index, crush index, landscape shape index, and Shannon’s diversity index of nine cities changed little in the PRD, while the landscape fragile index and landscape security adjacent index changed obviously. The landscape fragile index of nine cities showed a decreasing trend; however, the landscape security adjacent index has been increasing; (2) from 1990 to 2005, landscape ecology of the cities of Zhuhai and Huizhou maintained a good security situation. However, there was a relatively low value of ecological security in the cities of Dongguan and Foshan. Except for Foshan and Guangzhou, whose landscape ecological security situation were slightly improved, the cities had reduced values in landscape ecological security, with the most decreased number 0.52 in Zhaoqing. Results of this study offer important information for regional eco-construction and natural resource exploitation.  相似文献

Atmospheric acidification in the Asian region is discussed from the perspectives of currently available regional measurements, and the knowledge now available from several decades of acidic deposition research in the northern mid-latitudes. The main conclusions emerge: (1) that there is insufficient information currently available to enable a quantitative assessment of the present state or future potential for atmospheric acidification across the whole region; and (2) that within the limitations imposed by (1) the possibility of future acidification in certain areas cannot be ruled out if economic development and energy use on a per capita basis evolve to the levels of the major industrial countries. These two conclusions point to the need for systematic, multidisciplinary studies covering the whole region. The studies should assess quantitatively the current levels of acidic and alkaline emissions (both natural and anthropogenic) to the atmosphere, identify the relevant chemical transformations and transport/deposition pathways in the regional atmosphere, and assess the susceptibility of regional plants, soils and groundwaters to acidification.Plenary speaker.  相似文献

Development projects and innovations are often implemented based on scientific recommendations and do not incorporate local knowledge and demand for interventions. In this paper, we demonstrate the successful engagement of local stakeholders in the implementation and evaluation process of improved cooking stoves; a technology that improves food security in two climatically contrasting regions in Tanzania.The Framework for Participatory Impact Assessment tool was used to conduct impact assessments on firewood-based improved cooking stoves to evaluate their contribution to food security at local stakeholder level. Between 2014 and 2017, four annual impact assessments were conducted with local stakeholders in four villages in the semi-arid Dodoma and the sub-humid Morogoro regions to assess the impact of improved cooking stoves on locally defined nine food security criteria. The Framework for Participatory Impact Assessment was used to (i) ex-ante identify the expected impact, and (ii) to ex-post assess the experienced impact of improved cooking stoves on the nine food security criteria. The impact assessments showed that the perceived contribution of improved cooking stoves towards the food security criteria was positive throughout all assessments. In particular, improved cooking stoves addressed relevant food security criteria such as social relations, food availability, and market participation. The Framework for Participatory Impact Assessment tool supported continuous knowledge exchange between scientists and local stakeholders, thus improving communication and co-learning; while identifying merits and demerits of the improved cooking stoves that could be addressed during the project lifetime.  相似文献

Sustainable urban development focuses on enhancing urban well-being, while also balancing the demands of urban social and economic development, natural resource consumption, and environmental pollution. This work used general data envelopment analysis to assess the urban sustainability efficiency (USE) and sustainability potential (SP) in Lanzhou and Xiamen, two cities that are characteristic of urban areas in western and eastern China. The assessment indicator system included important natural and urban welfare factors as input and output indices, respectively. The results showed that overall urban sustainability efficiency increased in Lanzhou and Xiamen from 1985 to 2010, but that the sustainability of natural resources clearly decreased. The urban sustainability efficiency of Xiamen was higher than that of Lanzhou, and the sustainability potential of Xiamen was lower than that of Lanzhou; this indicates that Xiamen performed better in terms of urban sustainable development. The urban sustainability efficiency in Xiamen has increased with increasing urban population, and the rate and scale of economic development have been higher than in Lanzhou. The assessment and analysis performed in this study show that cities with different natural resources and development characteristics have different forms, patterns, and trajectories of sustainable development.  相似文献

Integrated assessment (IA) can be defined as a structured process of dealing with complex issues, using knowledge from various scientific disciplines and/or stakeholders, such that integrated insights are made available to decision makers (J. Rotmans, Enviromental Modelling and Assessment 3 (1998) 155). There is a growing recognition that the participation of stakeholders is a vital element of IA. However, only little is known about methodological requirements for such participatory IA and possible insights to be gained from these approaches. This paper summarizes some of the experiences gathered in the ULYSSES project, which aims at developing procedures that are able to bridge the gap between environmental science and democratic policy making for the issue of climate change. The discussion is based on a total of 52 IA focus groups with citizens, run in six European and one US city. In these groups, different computer models were used, ranging from complex and dynamic global models to simple accounting tools. The analysis in this paper focuses on the role of the computer models. The findings suggest that the computer models were successful at conveying to participants the temporal and spatial scale of climate change, the complexity of the system and the uncertainties in our understanding of it. However, most participants felt that the computer models were less instrumental for the exploration of policy options. Furthermore, both research teams and participants agreed that despite considerable efforts, most models were not sufficiently user-friendly and transparent for being accessed in an IA focus group. With that background, some methodological conclusions are drawn about the inclusion of the computer models in the deliberation process. Furthermore, some suggestions are made about how given models should be adapted and new ones developed in order to be helpful for participatory IA. Environmental managers are faced with the wise management, sustainability, and stewardship of their land for natural resource values. This task requires the integration of ecological evaluation with economics. Using the Department of Energy (DOE) as a case study, we examine the why, who, what, where, when, and how questions about assessment and natural resource protection of buffer lands. We suggest that managers evaluate natural resources for a variety of reasons that revolve around land use, remediation/restoration, protection of natural environments, and natural resource damage assessment (NRDA). While DOE is the manager of its lands, and thus its natural resources, a range of natural resource trustees and public officials have co-responsibility. We distinguish four types of natural resource evaluations: (1) the resources themselves (to the ecosystem), (2) the value of specific resources to people (e.g. hunting/fishing/bird-watching/herbal medicines), (3) the value of ecological resources to services for communities (e.g. clean air/water), and (4) the value of the intact ecosystems (e.g. forests or estuaries). Resource evaluations should occur initially to provide information about the status of those resources, and continued evaluation is required to provide trends data. Additional natural resource evaluation is required before, during and immediately following changes in land use, and remediation or restoration. Afterwards, additional monitoring and evaluations are required to evaluate the effects of the land use change or the efficacy of remediation/restoration. There are a wide range of economic methods available to evaluate natural resources, but the methods chosen depend upon the nature of the resource being evaluated, the purpose of the evaluation, and the needs of the agencies, natural resource trustees, public officials, and the public. We discuss the uses, and the advantages and disadvantages of different evaluation methods for natural resources.  相似文献

The very nature of impact assessment (IA) means that it often involves practitioners from a very wide range of disciplinary and professional backgrounds, which open the possibility that how IA is perceived and practised may vary according to the professional background of the practitioner. The purpose of this study is to investigate the extent to which a practitioner's professional background influences their perceptions of the adequacy of impact assessment in New Zealand under the Resource Management Act (RMA). Information gathered concerned professional affiliations, training, understanding of impact assessment practise, and perceptions of adequacy in relation to impact assessment.The results showed a dominance of a legalistic, operational perspective of impact assessment under the Resource Management Act, across all the main professions represented in the study. However, among preparers of impact assessments there was clear evidence of differences between the four main professional groups – surveyors, planners, engineers and natural scientists – in the way they see the nature and purpose of impact assessment, the practical steps involved, and what constitutes adequacy. Similarly, impact assessment reviewers – predominantly planners and lawyers – showed variations in their expectations of impact assessment depending on their respective professional affiliation.Although in many cases the differences seem to be more of a matter of emphasis, rather than major disputes on what constitutes a good process, even those differences can add up to rather distinct professional cultures of impact assessment. The following factors are seen as leading to the emergence of such professional cultures: different professions often contribute in different ways to an impact assessment, affecting their perception of the nature and purpose of the process; impact assessment training will usually be a secondary concern, compared with the core professional training, which will be reflected in the depth and length of such training; and any impact assessment training provided within a profession will often have the “cultural” imprint of that profession.  相似文献

基于近些年的调查和监测结果,统计分析了我国地下水环境质量基本状况及主要超标指标的地区分布情况。指出,当前我国地下水环境监测工作主要由自然资源、水利、生态环境等部门分别组织开展,存在地下水监测信息共享与整合难度较大、尚未形成全国统一的地下水环境监测体系、“双源”地下水监测现状尚未摸清、地下水监测能力明显不足、地下水监测的生态环境保护作用尚未体现等问题。提出,进一步推动部门资源共享与整〖JP2〗合、统一全国地下水监测体系、优化完善考核机制、尽快摸清地下水监测现状和逐步提升监测能力等工作建议,以期为下一阶段全国地下水环境监测工作提供借鉴。  相似文献

从江苏省环境安全形势出发,借鉴“压力-状态-响应”(PSR)模型的框架思路,构建了环境安全度量的层次指标体系。从环境安全的压力、状态、响应3个方面确定相应的指数及对应的评估指标,通过基于德尔斐法的层次分析法确定权重,计算环境安全综合指数,并建立环境安全等级划分标准。应用建立的环境安全评估体系,对2006-2012年江苏省环境安全进行了评估。结果表明:2006-2012年,全省环境安全综合指数呈明显下降趋势,安全等级由中警状态好转为预警状态,江苏省环境安全形势不断改善。但2012年以来,大气灰霾、酸雨等复合型污染有所加重,环境安全接近中警状态,全省环境安全形势亟需进一步采取措施进行有效保障。  相似文献

Impact assessment faces a number of key challenges. One area singled out as needing attention is community-based impact assessment. Impact assessment related to Indigenous communities is a particular case in point. We lend an Indigenous voice to this conversation. The emerging field of Indigenous impact assessment is under-developed compared to other forms of IA, particularly in terms of its theoretical foundation. In the article we address that gap by highlighting the current conundrum in Indigenous practice, exemplified in the context of Aotearoa New Zealand. Then we base our deliberation in an Indigenous worldview, applying Indigenous planning theory to impact assessment. Indigenous planning theory has an explicit decolonising agenda that supports communities to reclaim traditional planning approaches. We provide key parameters for establishing a theoretical and practical space for Indigenous IA, and for conceptualising the relationship between Indigenous IA other forms of IA. We argue for a ‘third space’ that facilitates co-existence of different forms of IA activity rather than integration of Indigenous endeavours into broader IA types. In doing so, we demonstrate the potential of Indigenous planning theory to connect international dialogue and case studies on Indigenous impact assessment, and to broaden and deepen IA theory and practice.  相似文献
