Sustainable development is a widespread concept. Indicator selection and sustainability assessment are basic methods to analyse the sustainable development process. This study aims to develop a software application to select indicators and to allocate weightings to the indicators and the sub-indexes, so that they can be listed in a sustainability assessment. The Visual Basic software is used to develop a software package based on Delphi, analytic hierarchy, normalization and combination processes. Software for sustainability assessment was developed. Thirty-five indicators are selected as a first step of which eight health indicators and eight environmental ones and their sub-indexes are given weightings. The indicators are normalized. Sub-indexes are combined into a composite sustainable development index. The model is validated showing the ‘main features’ of the sustainability situation on health and environmental aspects in the Quang Tri province during the period 2000–2005. The results support the decision-making process of the competent authorities.  相似文献

This paper examines the strategic environmental assessment (SEA)–sustainability relationship over the past decade, from 2000 to 2010, focusing in particular on the incorporation of sustainability in SEA. A total of 86 papers from the academic literature containing the terms ‘sustainability’ or ‘sustainable development’ and ‘strategic environmental assessment’ were identified and reviewed. Several common themes emerged by which SEA can support sustainability, including providing a framework to support decision making for sustainability; setting sustainability objectives, ensuring the consideration of ‘more sustainable’ alternatives, and integrating sustainability criteria in PPP development; and promoting sustainability outcomes through tiering and institutional learning. At the same time, our review identified many underlying barriers that challenge SEA for sustainability, including the variable interpretations of the scope of sustainability in SEA; the limited use of assessment criteria directly linked to sustainability objectives; and challenges for decision-makers in operationalizing sustainability in SEA and adapting PPP development decision-making processes to include sustainability issues. To advance SEA for sustainability there is a need to better define the scope of sustainability in SEA; clarify how to operationalize the different approaches to sustainability in SEA, as opposed to simply describing those approaches; provide guidance on how to operationalize broad sustainability goals through assessment criteria in SEA; and understand better how to facilitate institutional learning regarding sustainability through SEA application.  相似文献

To address current challenges regarding sustainable development and support planning for this form of development, new learning about different possible futures and their potential sustainability implications is needed. One way of facilitating this learning is by combining the futures studies and sustainability assessment (SA) research fields.This paper presents the sustainability assessment framework for scenarios (SAFS), a method developed for assessing the environmental and social risks and opportunities of future scenarios, provides guidelines for its application and demonstrates how the framework can be applied. SAFS suggests assessing environmental and social aspects using a consumption perspective and a life cycle approach, and provides qualitative results. SAFS does not suggest any modelling using precise data, but instead offers guidelines on how to carry out a qualitative assessment, where both the process of assessing and the outcome of the assessment are valuable and can be used as a basis for discussion.The benefits, drawbacks and potential challenges of applying SAFS are also discussed in the paper. SAFS uses systems thinking looking at future societies as a whole, considering both environmental and social consequences. This encourages researchers and decision-makers to consider the whole picture, and not just individual elements, when considering different futures.  相似文献

Tools and methods to improve current practices and quality in the healthcare building sector are necessary to support decision-making at different building life cycle phases. Furthermore, Healthcare Building Sustainability Assessment (HBSA) Methods are based on criteria organised into different levels, such as categories and indicators. These criteria highlight aspects of significant importance when designing and operating a sustainable healthcare building. To bring more objectivity to the sustainability assessments, the standardisation bodies (CEN and ISO) proposed core indicators that should be used in the evaluation of the environmental, societal and economic performances of buildings. Nevertheless, relying on state of the art analysis, it is possible to conclude that there are aspects of major importance for the operation of healthcare buildings that are not considered in the HBSA methods.Thus, the aim of this paper is to discuss the context of sustainability assessment methods in the field of healthcare buildings and to present a proposal for the incorporation of Sustainable-Effective Design (SED) criteria in a new HBSA method. The used research method is innovative since in the development of the list of sustainability criteria it considers the opinion of main healthcare buildings' stakeholders, the existing healthcare assessment methods and the ISO and CEN standardisation works in the field of the methods to assess the sustainability of construction works. As a result, the proposed method is composed of fifty-two sustainability indicators that cover the different dimensions of the sustainability concept to support decision making during the design of a new or retrofitted healthcare building in urban areas.  相似文献

Environmental sustainability is not being practiced in the supply chains of many industries. Previous studies on environmental sustainability have not outlined clear strategies to achieve sustainability across supply chains, particularly in the context of emerging economies, and have been of limited relevance in settings beyond the geographical region of their focus. To address these gaps, we have proposed a best worst method (BWM) as a framework to assess the environmental criteria for sustainability in select industries in Bangladesh. Different industrial activities or criteria affecting the environment in various ways were assessed and weighted using the BWM. To ensure the efficiency and accuracy of this framework, we sought the opinions of 34 experts to specify the most suitable indicators from our initial literature review. Findings from this study revealed that “waste management” was the most important indicator for establishing environmental sustainability in industries in Bangladesh, which was substantiated by a sensitivity analysis. This research will assist industry managers and entrepreneurs to work toward environmental sustainability across supply chains.  相似文献

There has been an increased interest in using sustainability indicators for evaluating the impacts of development and conservation projects. Past and recent experiences have shown that sustainability indicators can be powerful tools for measuring the outcomes of various interventions, when used appropriately and adequately. Currently, there is a range of methods for applying sustainability indicators for project impact evaluation at the environment–development interface. At the same time, a number of challenges persist which have implication for impact evaluation processes especially in developing countries. We highlight some key and recurrent challenges, using three cases from Kenya, Indonesia and Brazil.In this study, we have conducted a comparative analysis across multiple projects from the three countries, which aimed to conserve biodiversity and improve livelihoods. The assessments of these projects were designed to evaluate their positive, negative, short-term, long term, direct and indirect impacts. We have identified a set of commonly used sustainability indicators to evaluate the projects and have discussed opportunities and challenges associated with their application. Our analysis shows that impact evaluation processes present good opportunities for applying sustainability indicators. On the other hand, we find that project proponents (e.g. managers, evaluators, donors/funders) face challenges with establishing full impacts of interventions and that these are rooted in monitoring and evaluation processes, lack of evidence-based impacts, difficulties of measuring certain outcomes and concerns over scale of a range of impacts.We outline key lessons learnt from the multiple cases and propose ways to overcome common problems. Results from our analysis demonstrate practical experiences of applying sustainability indicators in developing countries context where there are different prevailing socio-economic, cultural and environmental conditions. The knowledge derived from this study may therefore be useful to a wider range of audience who are concerned with sustainable integration of development and environmental conservation.  相似文献

Multicriteria analysis is widely used to perform sustainability evaluation for purposes such as decision making or progress assessment following a chosen sustainable development concept. The stages of multicriteria analysis include indicator selection, data characterization, normalization, weighting, and aggregation. However, due to the various framings of sustainability, non-equivalent approaches could be adopted at each stage, introducing methodological uncertainty. Consequently, depending on the methods chosen, divergent and conflicting conclusions or decisions may result. This paper addresses the issue of methodological uncertainties in sustainability evaluation by analyzing how methodological uncertainties arise during multicriteria analysis, then proposing an analytical framework that employs uncertainty and sensitivity analyses to quantify and manage the effects of methodological uncertainties. The consideration of methodological uncertainties in the structure of multicriteria sustainability evaluation shifts the analysis from deterministic to probabilistic, which is advantageous to arrive at robust and homogenized sustainability conclusions or decisions.  相似文献

A roadmap for a more sustainable energy strategy is complex, as its development interacts critically with the economic, social, and environmental dimensions of sustainable development. This paper applied an impact matrix method to evaluate the environmental sustainability and to identify the desirable policy objectives of biomass-based energy strategy for the case of Alberta. A matrix with the sustainability domains on one axis and areas of environmental impact on the other was presented to evaluate the nexus effect of policy objectives and bioenergy production.As per to our analysis, economic diversification, technological innovation, and resource conservation came up as the desirable policy objectives of sustainable development for Alberta because they demonstrated environmental benefits in all environmental impact categories, namely climate change, human health, and ecosystem. On the other hand, human health and ecosystem impacts were identified as trade-offs when the policy objectives for sustainability were energy security, job creation, and climate change. Thus, bioenergy can mitigate climate change but may impact human health and ecosystem which then in turn can become issues of concern. Energy strategies may result in shifting of risks from one environmental impact category to another, and from one sustainable domain to another if the technical and policy-related issues are not identified.  相似文献

This paper presents a framework for analysing the degree of consideration of sustainability principles in Strategic environmental assessment (SEA), and demonstrates its application to a sample of SEA of Italian urban plans. The framework is based on Gibson's (2006) sustainability principles, which are linked to a number of guidance criteria and eventually to review questions, resulting from an extensive literature review. A total of 71 questions are included in the framework, which gives particular emphasis to key concepts, such as intragenerational and intergenerational equity. The framework was applied to review the Environmental Report of the urban plans of 15 major Italian cities. The results of this review show that, even if sustainability is commonly considered as a pivotal concept, there is still work to be done in order to effectively integrate sustainability principles into SEA. In particular, most of the attention is given to mitigation and compensation measures, rather than to actual attempts to propose more sustainable planning decisions in the first place. Concerning the proposed framework of analysis, further research is required to clarify equity concerns and particularly to identify suitable indicators for operationalizing the concepts of intra/inter-generational equity in decision-making.  相似文献

Actors in the built environment are progressively considering environmental and social issues alongside functional and economic aspects of development projects. Infrastructure projects represent major investment and construction initiatives with attendant environmental, economic and societal impacts across multiple scales. To date, while sustainability strategies and frameworks have focused on wider national aspirations and strategic objectives, they are noticeably weak in addressing micro-level integrated decision making in the built environment, particularly for infrastructure projects. The proposed approach of this paper is based on the principal that early intervention is the most cost-effective and efficient means of mitigating the environmental effects of development projects, particularly macro infrastructure developments. A strategic overview of the various project alternatives, taking account for stakeholder and expert input, could effectively reduce project impacts/risks at low cost to the project developers but provide significant benefit to wider communities, including communities of future stakeholders. This paper is the first exploratory step in developing a more systematic framework for evaluating strategic alternatives for major metropolitan infrastructure projects, based on key sustainability principles. The developed Strategic Project Appraisal (SPA) framework, grounded in the theory of Strategic Environmental Assessment (SEA), provides a means of practically appraising project impacts and alternatives in terms of quantified ecological limits; addresses the neglected topic of metropolitan infrastructure as a means of delivering sustainability outcomes in the urban context and more broadly, seeks to open a debate on the potential for SEA methodology to be more extensively applied to address sustainability challenges in the built environment. Practically applied and timed appropriately, the SPA framework can enable better decision-making and more efficient resource allocation ensuring low impact infrastructure development.  相似文献

Until now, monitoring of large-scale regional funding programmes has been rare, although their large scope and abstract planning targets generally involve high levels of uncertainty. This study applies and examines a newly developed methodological approach for monitoring such programmes. It also critically reflects to what extent the Strategic Environmental Assessment (SEA) contributes to a better consideration of environmental sustainability and to a learning effect among the stakeholders as well as within the decision-making process. The interviews conducted during the SEA monitoring revealed a very low recognition of the SEA, and its content, among project applicants of the transnational regional funding programme. They further show that more information on the SEA and its recommendations to mitigate negative environmental impacts would be beneficial in the future. Overall, the monitoring confirmed, however, that the institutions responsible for the programme were aware of the benefits of considering environmental sustainability. The long-term application of SEA in an iterative process provided positive learning effects on environmental sustainability and awareness for environmental aspects. This study also shows how SEA monitoring can serve as a tool to enhance visibility and foster communication among decision makers and applicants.  相似文献

Eco-efficiency composite indicators are widely accepted as the ratio of environmental impact to created economic value. These indicators are realistic measures for assessing sustainability performance considering the economy and environment. The weights reflect the importance of indicators to the aggregated environmental impacts. Estimating the relative weight of indicators is highly subjective, and therefore the search for a single unique weighting method has been going on for years. The regression-based weights are one of the most recent trends in sustainability modeling. Since these methods are designed initially to investigate the impact of multiple variables on a response variable rather than to estimate weights, some drawbacks are associated with their potential to provide proper weights. This paper presents a novel weighting approach integrating linear mixed-effect models with Johnson's relative weights to address these drawbacks and provide meaningful relative weights for eco-efficiency composite indicators. The proposed approach's operational and computational procedures are illustrated using a real example, and the eco-efficiency of food consumption of 38 countries is estimated for the period between 1990 and 2012 using a consumption-based sustainability accounting method. The findings have shown that energy use and GHG indicators are the most critical contributor to global food consumption's environmental impacts. The country-based eco-efficiency performance in this work has shown that China, India, and Russia are located in the low eco-efficiency score class. The Spatio-temporal analysis downgraded the geographical location's significance on the trends of eco-efficiency behavior in time and space. On the other hand, it revealed the different types of emerging hot spots over the world.  相似文献

Nowadays an increasing attention of public and private agencies to the sustainability performance of events is observed, since it is recognized as a key issue in the context of sustainable development. Assessing the sustainability performance of events involves environmental, social and economic aspects; their impacts are complex and a quantitative assessment is often difficult. This paper presents a new quali-quantitative method developed to measure the sustainability of events, taking into account all its potential impacts. The 2014 World Orienteering Championship, held in Italy, was selected to test the proposed evaluation methodology. The total carbon footprint of the event was 165.34 tCO2eq and the avoided emissions were estimated as being 46 tCO2eq. The adopted quali-quantitative method resulted to be efficient in assessing the sustainability impacts and can be applied for the evaluation of similar events.  相似文献

This paper investigates the discursive construction of the substantive purposes of environmental assessment (EA). It addresses these purposes by exploring the complex and often multifaceted linkages between political factors and plural views of democracy, public participation, and the role of science that are embedded in environmental and sustainability discourses. The interaction between policy-making and public actors leads to the formulation of divergent and potentially competing rationales for public participation, and for social appraisal more generally. Participatory approaches have also given impetus to the development of several interpretations on the role of science in assessment procedures. Science is important in mediating public participation and the two are therefore reciprocally linked. This leads to discourses that become manifest in the construction of substantive purposes. Discourse analysis in EA is a relevant method for examining trends and patterns in sustainable development. It is argued that public participation is an important, if not decisive, variable in the articulation and civil legitimacy of certain purposes. A general proposition that results from this paper is that EA, although typically presented as an objective scientific tool, is an intrinsically normative process. Enhanced knowledge on the construction, and reconstruction over time, of substantive purposes is required if environmental and sustainability discourses are to be used and understood as meaningful analytical instruments to assess the socio-political implications of EA.  相似文献

This paper explores the role and capacity of strategic level assessments in addressing the strategic dimension of High Speed Rail (HSR) proposals and influencing decision-making processes. The overall research objective was to find out to what extent opportunities for strategic thinking are being undertaken in HSR. Three different cases of high speed rail were compared – High Speed Rail 2 (HS2) in the UK, High Speed Rail Network (RFAV) in Portugal and European Gauge Railway Line Kaunas in the Lithuanian-Latvian Border (Rail Baltica 2). Strategic environmental assessment (SEA) effectiveness literature was reviewed to draw on criteria that could establish a comparative framework to explain how environmental and sustainability assessments were undertaken in the three aforementioned European high speed rail case studies. Research results allow us to conclude that an SEA or a sustainability assessment/appraisal (SA) will be most beneficial if developed before any HSR project to first determine if HSR is really necessary and strategically justifiable to the achievement of both environmental and sustainability objectives. Results achieved suggest that even though the SEA and SA in the three cases studied can be said to have influenced the planning process mostly at project-level decisions, it also shows a missed opportunity to contribute to developing a high level strategy for HSR that addresses several strategic issues, assessing options before they are undertaken.  相似文献

There is no legal mandate for strategic environmental assessment (SEA) in New Zealand. However, a requirement to consider environmental and sustainability issues is a key feature of many statutes, including that relating to regional transport planning. Given this, the research sought to determine whether SEA could be used to improve the incorporation of environmental and sustainability aspects into the regional transport planning process in New Zealand. Existing practice was evaluated, examining what factors currently limiting the consideration of environmental and sustainability issues and to what extent elements of SEA are currently being used. The research culminated in the development of a conceptual model where SEA elements could be incorporated into the existing framework to promote improved consideration of environmental and sustainability issues. The results provide some reassurance about the value of SEA even where its application is not legally mandated. However, it also highlighted some ongoing issues around the integration of SEA in existing frameworks and around the scope of SEA as a decision-aiding tool.  相似文献

This study proposes a new quantitative methodology and extendable framework to assess corporate sustainability more comprehensively and to capture interrelationships across the multiple domains of sustainability. A case study from the mining industry is presented to demonstrate the application of this new approach and its ability to extract meaningful insights regarding the company's progress towards sustainability. The comprehensive sustainability target method (CSTM) is a novel extension to an existing environmental burden sustainability assessment technique with additional focus on impacts within and across the societal and social justice domain. CSTM extends sustainability assessment recognizing planetary limits from human activity and relevant societal and community-based targets by formalizing assessment to include social and environmental beneficial impacts, as well as the interdependencies between the economic, environmental and societal domains. Outcomes from the mining industry case study reveal new insights into the sustainability of corporate operations as the comprehensive assessment framework provides a deeper and more extensive evaluation as compared to traditional sustainability assessments and corporate disclosures. In addition to maximal earth carrying capacity estimates for environmental burden targets, this study proposes that companies should assess sustainability for minimal limits applying to social beneficial impacts and maximal limits for social burden impacts. The overall theoretical construct and framework are presented to illustrate the robustness and extendibility of the technique to broadly incorporate various sustainability domains, assessment boundaries, and temporal considerations.  相似文献

A revival in timber buildings and the appreciation of their positive physical and mechanical properties can be explained by the unique environmental credentials of timber products and their versatility. Heightened public awareness of sustainability in the construction sector places timber among the most preferential sustainable materials. There is plenty of previous research on sustainability assessments for complete buildings, although far less on the sustainability assessment of specific parts of the buildings, such as the case of timber structures. The objective of this study is to present an evaluation model, based on MIVES methodology, specifically designed for timber structures, which can be used to enhance the environmental sustainability and to reduce the impacts that are generated, in those areas where it has been awarded a lower score. The application of the model to the largest multi-storey residential timber building in south-western Europe clearly shows that changes to the material, such as its background and environmental certification, generate significant changes to the overall results of the assessment. A sensitivity analysis is then used to verify the analysis of the results and both the validity and the stability of the proposed model.  相似文献
