Sewage treatment works are one of the major sources that cause atmospheric odour pollution. The increase in the number of complaints about odour nuisance is due to the increase in environmental concerns. Unfortunately, the legislation on odour nuisance from sewage treatment works is very limited. In order to determine suitable thresholds on which to base legal standards, reliable and efficient odour measurement methods need to be defined. A chemical sensor array was developed for the purpose of measuring wastewater odour. This paper describes the development of the chemical sensor system which is specifically tuned to odours of wastewater origin and which can give an electronic measure of the wastewater odours. Odour emissions from a wastewater treatment facility were detected by using a quartz crystal microbalance (QCM) sensor array. The array consists of nine sensor elements, which were coated with different materials. In this paper, the usage of these novel instruments in the water industry was shown.  相似文献

In wastewater treatment facilities (WWTF), technical and financial aspects have been considered a priority, while other issues, such as social aspects, have not been evaluated seriously and there is not an accepted methodology for assessing it. In this work, a methodology focused on social concerns related to WWTF is presented. The methodology proposes the use of 25 indicators as a framework for measuring social performance to evaluate the progress in moving towards sustainability. The methodology was applied to test its applicability and effectiveness in two WWTF in Mexico (urban and rural). This evaluation helped define the key elements, stakeholders and barriers in the facilities. In this context, the urban facility showed a better overall performance, a result that may be explained mainly by the better socioeconomic context of the urban municipality. Finally, the evaluation of social aspects using the semi-qualitative approach proposed in this work allows for a comparison between different facilities and for the identification of strengths and weakness, and it provides an alternative tool for achieving and improving wastewater management.  相似文献

The effectiveness of EIA for evaluating transport planning projects is increasingly being questioned by practitioners, institutions and scholars. The academic literature has traditionally focused more on solving content-related problems with EIA (i.e. the measurement of environmental effects) than on process-related issues (i.e. the role of EIA in the planning process and the interaction between key actors). Focusing only on technical improvements is not sufficient for rectifying the effectiveness problems of EIA. In order to address this knowledge gap, the paper explores how EIA is experienced in the Spanish planning context and offers in-depth insight into EIA process-related issues in the field of urban transport planning. From the multitude of involved actors, the research focuses on exploring the perceptions of the two main professional groups: EIA developers and transport planners. Through a web-based survey we assess the importance of process-related barriers to the effective use of EIA in urban transport planning. The ever-growing industry of municipal solid waste (MSW) disposal appeals to the growing need for disposal facilities, and MSW treatment facilities are increasingly an environmental and public health concern. Residents living near MSW management facilities are confronted with various risk perceptions, especially odour. In this study, in an effort to assist responsible decision-makers in better planning and managing such a project, a structured questionnaire was designed and distributed to assess the nearby residents’ concerns and attitudes surrounding the Laogang Landfill in Shanghai. Geographic information system techniques and relevance analysis were employed to conduct the spatial analysis of physical perceptions, especially odour annoyance. The findings of the research indicate that a significant percentage of the responding sample was aware of the negative impacts of landfills on the environment and public health, and residents in close proximity preferred to live farther from the landfill. The results from the spatial analysis demonstrated a definite degree of correlation between odour annoyance and distance to the facility and proved that the benefits of the socially disadvantaged have been neglected. The research findings also direct attention to the important role of public participation, information disclosure, transparency in management, and mutual communication to avoid conflicts and build social trust.  相似文献

A comparative study was undertaken at two different sites (one urban, one suburban) in Greater London in order to examine whether there was a relationship between publicly available air quality data and the public's perception of air quality. Perceptions of air quality and its role as a potential quality of life indicator was also investigated. A total of 200 people were interviewed in Wood Green and Wimbledon in 1999 and air quality data were obtained simultaneously from the nearest appropriate monitoring station. The study has enabled a comparison between the public's perception of air quality and the actual monitored concentration values. The survey results reveal how seriously the public regards air pollution from road traffic in terms of their quality of life and identifies the attitudes of the public to nuisance from road traffic. The results reveal that the public's perception of air quality is not a reliable indicator of the actual levels of air pollution in their area. The results also revealed that air pollution issues generated as a result of road traffic are of high importance in terms of people's quality of life when compared to other aspects of their quality of life. The study revealed that residents in the urban area (Wood Green) were more disturbed by road traffic than residents in the suburban area (Wimbledon). Out of all the disturbances listed, it was found that residents were more disturbed by vehicle-derived fumes, dust and dirt than other aspects of road traffic related nuisance. The TELETEXT/CEEFAX service on air quality was little used by the public as a means of obtaining information on air pollution.  相似文献

This paper introduces a new portable intelligent electronic nose system developed especially for measuring and analysing livestock and poultry farm odours. It can be used in both laboratory and field. The sensor array of the proposed electronic nose consists of 14 gas sensors, a humidity sensor, and a temperature sensor. The gas sensors were especially selected for the main compounds from the livestock farm odours. An expert system called “Odour Expert” was developed to support researchers’ and farmers’ decision making on odour control strategies for livestock and poultry operations. “Odour Expert” utilises several advanced artificial intelligence technologies tailored to livestock and poultry farm odours. It can provide more advanced odour analysis than existing commercially available products. In addition, a rank of odour generation factors is provided, which refines the focus of odour control research. Field experiments were conducted downwind from the barns on 14 livestock and poultry farms. Experimental results show that the predicted odour strengths by the electronic nose yield higher consistency in comparison to the perceived odour intensity by human panel. The “Odour Expert” is a useful tool for assisting farmers’ odour management practises. The implementation and maintenance of an air pollution monitoring program can be expensive and time consuming, especially when the aim is for long-term monitoring over a significant area. Consequently, it is essential that sites are optimized to provide the best representative cover while minimizing costs. In the past, there has been a tendency to locate sampling stations at pollution hot-spots. While this is acceptable for determining a maximum potential exposure or identifying the extent of a risk, there are limitations to this approach when assessing the potential impact of any future abatement strategies or determining the level of exposure outside the vicinity. This paper presents an approach in which representative air quality assessments can be undertaken for an urban area using the minimum number of measurement sites. A novel methodology is described that involves site selection to capture the maximum variance in measured pollutants, while minimizing spatiotemporal autocorrelation between the selected sites. A case study is presented for Yazd, Iran. Overall, the results show that the proposed methodology can be effective and enable the long-term monitoring of air pollution to be undertaken on a cost-effective basis in urban areas. In addition, there is the potential for the methodology to be utilized for other forms of pollution (e.g., water, soil, and noise).  相似文献

One of the main objectives of impact assessments is to identify potentially significant impacts. However, determining this significance has received very limited attention as a procedural step in social impact assessments. Consequently, only limited research and documentation exists on approaches, survey tools and evaluation methods, especially with regard to participatory approaches and combined participatory-technical approaches. This study aims to address this research gap by developing and applying a joined participatory and technical impact significance evaluation. The approach is applied in a case study which analysed the livelihood impacts of the large-scale concentrated solar power plant NOORO I in Ouarzazate, Morocco.The analysis shows that although different approaches and significance criteria must be applied when involving both local stakeholders and experts, the linked analysis offers more robust results and an improved basis for decision-making. Furthermore, it was observed in the case study that impacts affecting the social, cultural and political spheres were more often considered significant than impacts affecting the physical and material livelihood dimensions. Regarding sustainability assessments of large-scale renewable energy plants, these findings underline the importance (as for other large-scale infrastructure developments) of placing greater emphasis on the inclusion of social aspects in impact assessments.  相似文献

The science and practice of assessing the status and trends of ecological conditions in great rivers have not kept pace with perturbation wrought on these systems. Participants at a symposium sponsored by the U.S. Environmental Protection Agency (USEPA) and the Council of State Governments concluded that useful and efficient assessments of great river ecosystems require thoughtful alignment of sampling designs, spatial and temporal scales, indicators, management needs, and ecosystem characteristics. Site-specific physical, chemical, and biological data long accumulated by monitoring programs have value but fail to provide the integrated system-wide perspective required for adaptive management and the Clean Water Act. Use of existing data may be limited by methodological incompatibilities, access difficulties, and the exclusive applicability of data to specific habitats or sites. The transition from site-specific to system-wide assessments benefits from research being done by USEPA's Environmental Monitoring and Assessment Program (EMAP) and other programs that use probability surveys and biological indicators. Indicators of various taxa (in particular fish, algae, and benthic invertebrates) have been successfully developed for great rivers. However, optimizing the information these ecological indicators convey to managers and the public is the subject of ongoing research.  相似文献

A revival in timber buildings and the appreciation of their positive physical and mechanical properties can be explained by the unique environmental credentials of timber products and their versatility. Heightened public awareness of sustainability in the construction sector places timber among the most preferential sustainable materials. There is plenty of previous research on sustainability assessments for complete buildings, although far less on the sustainability assessment of specific parts of the buildings, such as the case of timber structures. The objective of this study is to present an evaluation model, based on MIVES methodology, specifically designed for timber structures, which can be used to enhance the environmental sustainability and to reduce the impacts that are generated, in those areas where it has been awarded a lower score. The application of the model to the largest multi-storey residential timber building in south-western Europe clearly shows that changes to the material, such as its background and environmental certification, generate significant changes to the overall results of the assessment. A sensitivity analysis is then used to verify the analysis of the results and both the validity and the stability of the proposed model.  相似文献

Coal extraction remains supported in many countries despite a global context challenging the industry. A large evidence base links coal with negative consequences for human health. Environmental assessments (EAs) are regulated in nearly every country to assess and set conditions for large industry projects, including coal mines, but tend to exclude health impacts. This study investigated the institutional dynamics surrounding the inclusion of health in coal mining EAs in New South Wales, Australia. Semi-structured interviews with varied stakeholders were supported by a review of legislation, relevant case law and media analysis. Using insights from theories on power and institutions the findings show how EA practice is influenced by the politicization of coal mining that excludes potentially negative narratives surrounding the known human health impacts of coal. Poor EA practice is compounded by legislative ambiguity and lack of conceptual understanding about assessing health. EA's legislative purpose of approving projects undermines confidence that a balanced assessment of impacts has been made. EA is seen as a pro-industry process that disempowers those with dissenting voices. The research explains how the institutional dynamics of a policy process like EA challenge its potential to meaningfully engage with the impact of coal mining on human health.  相似文献

Urban rivers are natural elements in the urban landscape that are technologically changed to solve flood and pollution problems, and as a result of these interventions in the riverbed, they can be sources of well-being or problems for different segments of a city's population. As such, alternatives for assessment from different temporal and spatial viewpoints are necessary. Here we examine the importance of an urban river which has been technologically transformed over time, through the perception of families who live alongside it. Historical background was initially used to provide context, followed by binary logistic regression to analyze survey data (stratified sample of 710 inhabitants, significance level = 0.05). The results show that perceptions varied by the type of riverbed where each respondent lived (straightened, natural, or underground) and how long residents had lived near the river, and that the technologies used influence perceptions of impacts on the quality of life in riverside populations. The findings of this study provide possibilities for evaluating urban rivers as assets that generate diffuse effects capable of intensively impacting the quality of life of various residents in different ways, with intensities moderated by the nature of the corrective technologies used in each segment of the river, as well as priorities for conservation policies developed in each community or riverside micro-society. The conclusion is that high-impact technological solutions tended to be highly effective, and despite the ongoing deterioration of water quality and escalating risk, part of the population continues to value the river as a public natural resource and believes that solutions should come from government efforts.  相似文献

The evaluation of sustainable tourism strategies promoted by National Parks (NP) related stakeholders is a key concern for NP managers. To help them in their strategic evaluation procedures, in this paper we propose a methodology based on the Analytic Network Process and a Delphi-type judgment-ensuring procedure. The approach aims at involving stakeholders in a participatory and consensus-building process.The methodology was applied to Los Roques NP in Venezuela. The problem included three sustainable tourism strategies defined by the stakeholders: eco-efficient resorts, eco-friendly leisure activities and ecological transportation systems. Representatives of eight stakeholders participated in the methodology. 13 sustainability criteria were selected.Results provide some important insights into the overall philosophy and underlying participants' conception of what sustainable development of Los Roques NP means. This conception is broadly shared by stakeholders as they coincided in the weights of most of the criteria, which were assigned individually through the questionnaire. It is particularly noteworthy that tourists and environmentalists almost fully match in their assessments of criteria but not of the alternatives.Moreover, there is a great agreement in the final assessment. This suggests that the regular contact among the different stakeholders, i.e. tourists with inhabitants, authorities with environmentalists, tour operators with representatives of the ministry, etc. has led to a common understanding of the opportunities and threats for the NP.They all agreed that the procedure enhances participation and transparency and it is a necessary source of information and support for their decisions.  相似文献

The performance of urban transport depends on a variety of factors related to metropolitan structure; in particular, the patterns of commuting, roads and public transport (PT) systems. To evaluate urban transport planning efforts, there is a need for a metric expressing the aggregate performance of the city's transport systems which should relate to residents' preferences. The existing metrics have typically focused on a measure to express the proximity of job locations to residences. A Transport Performance Index (TPI) is proposed in which the total cost of transportation system (operational and environmental costs) is divided by willingness to pay (WTP) for transport plus the willingness to accept (WTA) the environmental effects on residents. Transport operational as well as the environmental costs are derived from a simulation of all transport systems, to particular designs of spatial development. Willingness to pay for transport and willingness to accept the environmental effects are derived from surveys among residents. Simulations were modelled of Surabaya's spatial structure and public transport expansion. The results indicate that the current TPI is high, which will double by 2030. With a hypothetical polycentric city structure and adjusted job housing balance, a lower index occurs because of the improvements in urban transport performance. A low index means that the residents obtain much benefit from the alternative proposed. This illustrates the importance of residents' preferences in urban spatial planning in order to achieve efficient urban transport. Applying the index suggests that city authorities should provide fair and equitable public transport systems for suburban residents in the effort to control the phenomenon of urban sprawl. This index is certainly a good tool and prospective benchmark for measuring sustainability in relation to urban development.  相似文献

Environmental impact assessment (EIA) serves as a gatekeeper to prevent environmental pollution, and public participation is a legal requirement in the EIA process that ensures people's awareness of activities that may jeopardize the environment. Recently, with the elevated awareness of environmental protection and increasing environmental sensitivity, EIA has evolved as a means for the public to show their attitudes towards environmental issues. More frequently, public protests against not-in-my-backyard (NIMBY) facilities have become a significant challenge in the government's decision-making process. Government officials and EIA practitioners continue to look for a more effective way of public participation and aim to establish a platform that can involve related stakeholders. However, current research on public participation is limited to individual case studies or lacks a systematic approach to analysing diversified modes of public participation, which may differentiate levels of acceptance by the government in the EIA process and consequently lead to different effects. Therefore, from the perspectives of the participation extent and conflict level, this paper aims to establish an integrated framework to categorize different public participation patterns in EIA practices and to analyse their characteristics, such as preferences and the action logic arising from different stakeholders, including the government and public. The paper concludes that collaborative public participation is a possible way to strengthen the effectiveness of public involvement within the Chinese context.  相似文献

Urban floods have a significant impact on the economy, livelihoods, and daily activities. Despite extensive research on flood adaptation, there is a lack of consensus on ways to assess flood adaptive capacity. This research thus proposes an assessment framework of flood adaptive capacity of urban residents in flood-prone areas. The indicators are based on six components: economic resources, social capital, awareness and training, technology, infrastructure, and institutions and policies. The relevancy of the indicators was evaluated by experts in related fields, and a questionnaire was developed to collect data from a random sample of 230 households in 10 flood-prone municipalities in Thailand. Statistical analysis and structural equation modeling were subsequently performed to validate the components and indicators, and a flood-adaptability questionnaire was constructed. As a trial implementation, the questionnaire was applied to a target flood-prone municipality, Phetchaburi, to assess its adaptive capacity to flooding, expressed as flood adaptive capacity index. The adaptive capacity of Phetchaburi municipality to flooding was found to be high indicating the improvement in economic resources and infrastructure components. These findings reveal that the proposed framework is suitable for assessing the flood adaptive capacity of urban residents and useful for integrated flood risk assessment and management.  相似文献

Annoyance produced by air pollution has been suggested as a useful proxy for determining ambient air pollution exposure. However, most of the studies, to date, have focused on nitrogen dioxide and sulphur dioxide, with no work done on volatile organic compounds (VOC). This study is aimed at examining the associations between odour annoyance and VOC in ‘Chemical Valley’, Sarnia, Ontario, Canada. Annoyance scores were extracted from a community health survey (N?=?774), and exposures to VOC were estimated from respondents’ six-digit alphanumeric postal codes using land use regression models. Univariate analyses were used to explore the relationships between odour annoyance and modelled pollutants, whilst multivariate ordinal logistic regression was utilized to examine the determinants of odour annoyance. The results indicate that odour annoyance is significantly associated with modelled benzene, toluene, ethylbenzene, o-xylene and (m?+?p)?xylene (BTEX) pollutants. The findings also show that the determinants of odour annoyance in the context of VOC include gender, number of relatives in the community, perception of air pollution, community satisfaction, medical checkups, ability to cope with daily life demands and general symptoms. When compared, the analysis indicates that Sarnia residents respond to considerably lower BTEX concentrations than the allowable ‘safe’ levels in the province of Ontario. In general, the results exhibit a dose–response gradient with annoyance score increasing with rising modelled pollutant concentrations. The observed relationships suggest that odour annoyance might be a function of true exposure and may serve as a proxy for air quality and ambient air pollution monitoring. However, questionnaire-based odour annoyance scores need to be longitudinally validated across different geographical scales and pollutants if they are to be adopted at the national level.  相似文献

Health Impact Assessment (HIA) is a decision support approach which is applied in various shapes and forms throughout the world. In England, amongst a range of areas of application, HIA is applied in local (spatial) plan making and project development planning. Whilst various authors have reflected on HIA practice in England, the extent of application and its quality has remained unclear. This paper aims at addressing this gap by reporting on the results of a systematic review of HIA in planning. It is found that between 100 and 200 HIAs are likely being produced each year in England. Whilst most assessments are rapid (desk based), there are also examples of comprehensive and intermediate HIAs, where a participatory procedural approach is followed. An important finding is that those HIAs applied within the context of other assessments (integrated impact assessment -IIA, strategic environmental assessment - SEA/ sustainability appraisal -SA and environmental impact assessment – EIA) tend to be of a higher quality than standalone HIAs, mainly because of the existing comprehensive statutory procedural requirements for these other assessments into which HIA can be integrated.  相似文献

Life cycle assessment (LCA) is explored as an analytical tool in strategic environmental assessment (SEA), illustrated by case where a previously developed SEA process was applied to municipal energy planning in Sweden. The process integrated decision-making tools for scenario planning, public participation and environmental assessment. This article describes the use of LCA for environmental assessment in this context, with focus on methodology and practical experiences. While LCA provides a systematic framework for the environmental assessment and a wider systems perspective than what is required in SEA, LCA cannot address all aspects of environmental impact required, and therefore needs to be complemented by other tools. The integration of LCA with tools for public participation and scenario planning posed certain methodological challenges, but provided an innovative approach to designing the scope of the environmental assessment and defining and assessing alternatives.  相似文献
