The aim of this article is to examine the needs of nomadic-pastoral land users with respect to EIA theory, methods and effectiveness based on literature review by applying Retief (2010)’s framework. The article intends to identify these needs and analyse whether EIA addresses them sufficiently and appropriately. Retief (2010)’s framework defines theory, methods (quality) and effectiveness as three main interrelated themes of environmental assessment. Our review was guided by these three themes and moreover, using nomadic pastoralism as a test case, we attempted to expand this broad framework into a four-step approach that can be used to systematically examine EIA literature. The approach first adopts the Retief (2010)’s framework and secondly, identifies issues of nomadic-pastoral land use which matter the most with respect to Retief (2010)’s themes. The next step selected 156 articles for literature review considering the issues identified previously and the fourth step examined the selected articles using a concept-centric review and a content analysis. Nomadic-pastoral land users need EIA theory to incorporate irrational logic and complex and unpredictable socio-ecological features of nomadic-pastoral land use. Decisions made based on the rational decision-making model in EIA cannot sufficiently incorporate the needs of nomadic-pastoral land use due to uncertainties associated with rational decision-making and different power, values and interests of stakeholders in pasture land resources. Furthermore, the needs of nomadic-pastoral land users with respect to EIA methods are related to impact pathways and dynamic character of land use. EIA methods systematically address impact pathways. However, the current EIA methods primarily focus on static land use, and do not address sufficiently and appropriately dynamic nature of land use. For nomadic-pastoral land users, maintaining land quality in nomadic pastoralism and participation in EIA are the most important issues with respect to effectiveness of EIA. However, empirical data are needed to examine whether these needs are addressed in EIA. Nevertheless, the current frameworks for evaluation of effectiveness of EIA are sufficient for assessment of EIA's capacity for addressing the needs of nomadic-pastoral land users. Further studies should aim at incorporating the nature of socio-ecological interaction and dynamics into EIA theories and developing suitable models on herding mobility and strategy for impact prediction in EIA. 相似文献

Biodiversity, soil, water, air, climate, landscape and other components are typically analyzed in Environmental Impact Assessment (EIA) when looking for the effects of a given project on the biological and ecological components of the environment. Strategic Environmental Assessment (SEA) tends to follow the same general pattern, when looking for the environmental effects of plans and programs. In both cases, ecosystem services are often not explicitly considered. We developed a framework to analyze environmental assessment (EA) practice and infer about ecosystem services based on existing evidence from EIA and SEA reports and supporting information. Our framework addresses the relations between ecosystem services and the environmental factors assessed in EIA and SEA, considering the relevant conceptual frameworks such as the ES cascade model and the DPSIR framework applied to ES provision. We base our proposals on results from a preliminary meta-analysis of recent EIA and SEA reports from several types of plans and projects in Portugal, in which implicit assessments of ES were clearly predominant. We discuss the implications of those results and the opportunities to infer about ecosystem services, and conclude on the need for more dedicated and explicit efforts to ecosystem services assessment in EIA and SEA. 相似文献

This research evaluates the importance and effectiveness of Environmental Impact Assessment (EIA) within wind farm planning debates, drawing on insights from case studies in Scotland. Despite general public support for renewable energy on the grounds that it is needed to tackle climate change and implement sustainable development, many proposed wind farms encounter significant resistance. The importance of planning issues and (EIA) processes has arguably been overlooked within recent wind farm social acceptability discourse. Through semi-structured interviews with key stakeholders and textual analysis of EIA documents, the characteristics of EIA are assessed in terms of its perceived purpose and performance. The data show that whilst respondents perceive EIA to be important, they express concerns about bias and about the inability of EIA to address climate change and wind farm decommissioning issues adequately. Furthermore, the research identifies key issues which impede the effectiveness of EIA, and reveals differences between theoretical and practical framings of EIA. The paper questions the assumption that EIA is a universally applicable tool, and argues that its effectiveness should be analysed in the context of specific development sectors. The article concludes by reviewing whether the recently amended EIA Directive (2014/52/EU) could resolve identified problems within national EIA practice. 相似文献

Recently, various EIA systems have been subjected to system review processes with a view to improve performance. Many of these reviews resulted in some form of legislative reform. The South African Environmental Impact Assessment (EIA) regulations were modified in 2006 with the express intent to improve EIA effectiveness. In order to evaluate to what extent the desired outcome was achieved, the quality of EIA reports produced under the 2006 regulations was investigated for comparative analysis with the preceding regime. A sample of EIA reports from the two legislative regimes was reviewed using an adapted version of a well established method known colloquially as the “Lee and Colley” review package. Despite some improvements in certain aspects, overall report quality has decreased slightly from the 1997 EIA regime. It therefore appears that the modifications to the regulations, often heralded as the solution to improvements in performance have not resulted in improved quality of EIA reports. 相似文献

Current political discussions and developments indicate the importance and urgency of incorporating climate change considerations into EIA processes. The recent revision of the EU Directive 2014/52/EU on Environmental Impact Assessment (EIA) requires changes in the EIA practice of the EU member states. This paper investigates the extent to which the Environmental Impact Assessment (EIA) can contribute to an early consideration of climate change consequences in planning processes. In particular the roles of different actors in order to incorporate climate change impacts and adaptation into project planning subject to EIA at the appropriate levels are a core topic. Semi-structured expert interviews were carried out with representatives of the main infrastructure companies and institutions responsible in these sectors in Austria, which have to carry out EIA regularly. In a second step expert interviews were conducted with EIA assessors and EIA authorities in Austria and Germany, in order to examine the extent to which climate-based changes are already considered in EIA processes. This paper aims to discuss the different perspectives in the current EIA practice with regard to integrating climate change impacts as well as barriers and solutions identified by the groups of actors involved, namely project developers, environmental competent authorities and consultants (EIA assessors/practitioners). The interviews show that different groups of actors consider the topic to different degrees. Downscaling of climate change scenarios is in this context both, a critical issue with regards to availability of data and costs. Furthermore, assistance for the interpretation of relevant impacts, to be deducted from climate change scenarios, on the specific environmental issues in the area is needed. The main barriers identified by the EIA experts therefore include a lack of data as well as general uncertainty as to how far climate change should be considered in the process without reliable data but in the presence of knowledge about possible consequences at an abstract level. A joint strategy on how to cope with uncertain prognoses about main impacts on environmental issues for areas without reliable data requires a discussion and cooperation between EIA consultants and environmental authorities. 相似文献

This paper presents the results of an analysis of deliberative norms in the framework for Environmental Impact Assessment (EIA) in roads planning in Sweden. The more specific question is how this framework has responded to the shift towards more deliberative approaches to planning and decision making, advocated in planning theory and policy literature over the last decade. The analysis, which compares the current framework and guidance with an earlier iteration, identifies a shift towards deliberation; deliberative norms are present, and even dominate recent guidance. However, an instrumental norm permeates both the former and the current guidance, suggesting that even as a language of consultation is replaced by one of deliberation, the intention remains to secure and legitimise a smooth development pathway. Evidence from interviews with professionals working in the Swedish EIA system highlights the difficulties of navigating these uncertainties in practice. By opening up critical analysis of deliberative norms as they shape the conditions for practice, this study contributes to the continuous development of planning practice, by supporting a more normatively reflexive approach to framework-design. 相似文献

In this paper, we aim to better understand the factors that contribute to the substantive performance of EIA systems in low and middle income countries. Substantive performance is defined as the extent to which the EIA process contributes to the EIA objectives for the long term, namely environmental protection or, even more ambitious, sustainable development. We have therefore developed a conceptual model in which we focus on the key actors in the EIA system, the proponent and the EIA authority and their level of ownership as a key capacity to measure their performance, and we distinguish procedural performance and some contextual factors. This conceptual model is then verified and refined for the EIA phase and the EIA follow-up phase (permitting, monitoring and enforcement) by means of 12 case studies from Ghana (four cases) and Georgia (eight cases), both lower–middle income countries. We observe that in most cases the level of substantive performance increases during the EIA phase but drops during the EIA follow-up phase, and as a result only five out of 12 operational cases are in compliance with permit conditions or national environmental standards. We conclude, firstly that ownership of the proponent is the most important factor explaining the level of substantive performance; the higher the proponent's level of ownership the higher the level of substantive performance. The influence of the EIA authority on substantive performance is limited. Secondly, the influence of procedural performance on substantive performance seems less important than expected in the EIA phase but more important during the EIA follow-up phase.In order to improve substantive performance we learned two lessons. Firstly, increasing the proponent's level of ownership seems obvious, but direct change is probably difficult. However, where international finance institutes are involved they can increase ownership. Despite the limited influence of the EIA authority, a proactive strategy of, for example, working together with international finance institutes has a slightly larger influence than a reactive strategy. 相似文献

Actors in the field of international development co-operation supporting the development of EIA legislation in developing countries often do not achieve the results envisaged. The performance of EIA in these countries often remains weak. One reason, we assume, is that often those actors support the establishment of overly ambitious EIA legislation that cannot achieve its objectives in the light of constraining contexts. To provide more effective support we need to better understand the enabling and constraining contextual factors that influence the development of EIA legislation and to which support actors should align itself. In this article a new analysis framework for classifying, characterizing and explaining the development of EIA legislation is described, measured in terms of ambition levels. Ambitions are defined as intentions the EIA authorities aim to fulfill, expressed in formal EIA legislation. Three country cases, Yemen, Georgia and Ghana are used to illustrate the usefulness of our framework and as a first test to refine the framework. We have formulated the following five hypotheses that complement and refine our analysis framework. One, EIA legislation may develop multilinearly in terms of ambition levels. Two, ambitions in EIA legislation seem to be influenced to a great extent by the power and capacity of, on the one hand, the environmental authorities supporting EIA and, on the other hand, the sector authorities hindering the development of EIA. Three, the political system is the most important context factor influencing the rules of policy-making and the power of the different actors involved. Four, the importance of context factors on the development of ambitions is dependent on the phase of EIA system development. Five, some ambitions seem to be influenced by particular factors; for instance the ambitions for the object of study seem to be influenced by the level of environmental awareness of the sector ministries and parliament.The analysis framework may also assist actors involved in the development of EIA legislation in setting ambitions for EIA legislation that are feasible within the context in which it will be developed and implemented. Application of a country-specific EIA model would seem to be the preferred model to develop EIA legislation because by taking capacities of actors and context factors as a starting point, it offers more potential to well-performing EIA systems. 相似文献

Chlorophyll derivatives are getting widespread acceptance among the researchers as natural photosensitizers for photodynamic control of pests and disease vectors; however, rare attention has been given to evaluation of their toxicity to non-target organisms in the environment. This perspective article highlights that chlorophyll derivatives may not be as safe as believed and can possibly pose risk to non-target organisms in the environment. We invite the attention of environmental biologists, particularly ecotoxicologists, to contribute their role in making the application of chlorophyll derivatives more environmentally friendly and publicly acceptable. 相似文献

It is argued that standard environmental economic and 'ecological economics', have the same fundamentals of valuation in terms of money, based on a demand curve derived from utilitymaximization. But this approach leads to three different measuresof value. An invariant measure of value exists only if the consumer has 'homothetic preferences'. In order to obtain a numerical estimate of value, specific functional forms are necessary, but typically these estimates do not converge. This is due to the fact that the underlying economic model is not structurally stable.According to neoclassical economics, any environmental remediation can be justified only in terms of increases in consumer satisfaction, balancing marginal gains against marginal costs. It is not surprising that the optimal policy obtained fromthis approach suggests only small reductions in greenhouse gases.We show that a unidimensional metric of consumer's utility measured in dollar terms can only trivialize the problem of global climate change. 相似文献

Even a cursory glance at the literature on environmental impact assessment (EIA) reveals that public participation is being considered as an integral part of the assessment procedure. Public participation in EIA is commonly deemed to foster democratic policy-making and to render EIA more effective. Yet a closer look at the literature unveils that, beyond this general assertion, opinions of the precise meaning, objectives and adequate representation of public participation in EIA considerably diverge. Against this background, in this article we aim to provide a comprehensive overview of the academic debate on public participation in EIA concerning its meaning, objectives and adequate level of inclusiveness. In so doing, we hope to stimulate a more focused debate on the subject, which is key to advancing the research agenda. Furthermore, this paper may serve as a starting point for practitioners involved in defining the role of public participation in EIA practice. 相似文献

In this article, we provide a critical review of the place of paradigm in health impact assessment (HIA) research and practice. We contend that most HIA practitioners have given insufficient attention to paradigm positioning when developing and applying HIA methodologies and that some concerns about current HIA practice can be attributed to this. We review HIA literature to assess the extent and nature of attention given to paradigm positioning and these related concerns. We then respond to our critique by exploring the implications, opportunities and challenges of adopting a critical realist paradigm, which we believe has the potential to help HIA practitioners to develop HIA methodology in a way that addresses these issues. 相似文献

Technological innovation has generated much interest among scholars, practitioners, and policymakers as a critical instrument for achieving sustainable development. Although the relationship between technological innovation and sustainable development has been extensively discussed in the academic and policy circles, little studies have empirically examined the simultaneous impact of technological innovation on the three pillars of sustainable development. To fill this gap, the present study examines the ability of technological innovation to simultaneously promote economic progress and advance social and environmental conditions in the case of 75 low-, middle-, and high-income countries by demonstrating how this impact differs across the stages of economic development. From both long-run estimates and causality analysis, our findings reveal that technological innovation contributes simultaneously to the three pillars of sustainable development only in the case of rich countries; however, it only affects the economic and environmental dimensions in the middle-income countries, and no impact is found in the case of low-income countries. Future research directions, policy and managerial implications are also discussed. 相似文献

Because of the increasing anthropogenic fire activity, understanding the role of land-use in shaping wildfire regimes has become a major concern. In the last decade, an increasing number of studies have been carried out on the relationship between land-use and wildfire patterns, in order to identify land-use types where fire behaves selectively, showing a marked preference (or avoidance) in terms of fire incidence. By contrast, the temporal aspects of the relationship between landuse types and wildfire occurrence have received far less attention. The aim of this paper is, thus, to analyze the temporal patterns of fire occurrence in Sardinia (Italy) during the period 2000–2006 to identify land-use types where wildfires occur earlier or later than expected from a random null model. The study highlighted a close relationship between the timing of fire occurrence and land-cover that is primarily governed by two complementary processes: climatic factors that act indirectly on the timing of wildfires determining the spatial distribution of land-use types, and human population and human pressure that directly influence fire ignition. From a practical viewpoint, understanding the temporal trends of wildfires within the different land-use classes can be an effective decision-support tool for fire agencies in managing fire risk and for producing provisional models of fire behavior under changing climatic scenarios and evolving landscapes. 相似文献

There is increasing concern about the disjunct between the intent of higher level government goals and actual projects “on the ground” in Canada. Although strategic environmental assessment (SEA) and a wide variety of plans, policies and programmes (PPP) contain and promote goals that envision a movement towards social, economic and environmental sustainability, these goals are not necessarily upheld by large-scale projects and their environmental impact assessments (EIAs). This disconnect is often illustrated through anecdotal observations. However, to be able to overcome this disjunct it is imperative to come to a clearer understanding of the degree of sustainability or unsustainability of large-scale developments and the way in which they “measure up” in terms of the goals when compared to alternative options.This article proposes a Compliance Analysis method for investigating the level of harmonization between SEA, PPP and proposed projects and their possible alternatives (CAPPP). This method is quantified through a Likert scale which allows for comparison of alternatives for decision making and analytical purposes. The 2009 proposal for the Turcot Exchange redevelopment in Montréal, Québec, put forward by the Ministry of Transport of Québec (MTQ), as well as two alternative proposals, were utilized as a case study to clearly demonstrate the CAPPP methodology and its applicability.The approved plan for the Turcot redevelopment proposed by MTQ was found to be in poor compliance with the majority of the 178 goals in the six sectors that were examined (air quality, climate change, health, noise, socioeconomic, transport), while alternative proposals were found to be in greater accordance with the intentions of governmental SEA and PPP.Synthesis and applications: The CAPPP methodology is a versatile “watchdog” tool for the examination of the level of compliance between stated goals for regions, industrial sectors, or governments and the EIAs of concrete projects “on the ground”. CAPPP can be used as a tool for comparative analysis in decision-making situations at various scales. The literature is prolific on the use of visual tools and their potential to promote inclusive public participation. This is particularly the case with the literature on communication, as well as on environmental planning and management, but significantly less abundant in environmental impact assessment, which is the specific focus of our research. The purpose of this paper is to share research results on the actual capacity of visual tools to promote and enhance inclusive public participation in environmental impact assessment related decision-making processes. Based on the literature reviewed, and characterizing the key benefits and challenges of visual tools according to their technical, cognitive, social and emotional effects/dimensions, this paper will: (i) compare their potential capacity to promote inclusive public participation; (ii) consider whether, when applied, they were fit for purpose – i.e. designed to promote a participatory process in each specific case–, and (iii) to what extent was the public involved in their design. Our results show that the literature largely dwells upon ad hoc evaluations of visual tools employed, that normally they are preset, with predefined choices and not made to fit the reality that they intend to serve. We also conclude that, at least according to the experience shared in the literature, seldom is the public involved in the design and choice of visual tools. 相似文献

An abundance of approaches, strategies, and instruments – in short: tools – have been developed that intend to stimulate or facilitate the integration of a variety of environmental objectives into development planning, national or regional sectoral policies, international agreements, business strategies, etc. These tools include legally mandatory procedures, such as Environmental Impact Assessment and Strategic Environmental Assessment; more voluntary tools such as environmental indicators developed by scientists and planning tools; green budgeting, etc. A relatively underexplored question is what integration tool fits what particular purposes and contexts, in short: “what works where?”. This paper intends to contribute to answering this question, by first providing conceptual clarity about what integration entails, by suggesting and illustrating a classification of integration tools, and finally by summarising some of the lessons learned about how and why integration tools are (not) used and with what outcomes, particularly in terms of promoting the integration of environmental objectives. 相似文献

Adaptation in response to anthropogenic climate change seeks to maintain viability by maximising benefits and minimising losses. It is necessary because some climatic change is now inevitable, despite the international focus on mitigation measures. Indeed, the measures agreed at Kyoto would by themselves result in only a small reduction in the climate changes to be expected over the next century.Discussion of the expected changes and possible impacts leads to the following conclusions regarding climate change scenarios in relation to impacts and adaptation: Climate change in the foreseeable future will not be some new stable "equilibrium" climate, but rather an ongoing "transient" process; Climate change predictions relevant to impacts on most sectors and ecosystems are still highly uncertain; There is a need for a greater focus on developing countries and tropical regions, and on relevant key variables, including the magnitude and frequency of extreme events; The focus should shift from single predictions, or extreme ranges of uncertainty, to risk assessment; Thresholds critical to impacted sectors and ecosystems should be identified, and expressed as functions of climatic variables; Planned adaptations will be necessary to cope with multiple stresses, including those due to non-climatic changes; A major task of adaptation science is to identify the limits of adaptation, i.e., to identify "dangerous levels of greenhouse gases" beyond which adaptation becomes impractical or prohibitively expensive. 相似文献

Air pollution affects forest health through atmospheric deposition of acidic and nitrogen compounds and elevated levels of
tropospheric ozone (O3). In 1985, a monitoring network was established across Europe and various research efforts have since been undertaken to
define critical values. We measured atmospheric deposition of acidity and nitrogen as well as ambient levels of O3 on 12, 13, and 14 plots, respectively, in the framework of the Swiss Long-Term Forest Ecosystem Research (LWF) in the period
from 1995 to 2002. We estimated the critical loads of acidity and of nitrogen, using the steady state mass balance approach,
and calculated the critical O3 levels using the AOT40 approach. The deposition of acidity exceeded the critical loads on 2 plots and almost reached them
on 4 plots. The median of the measured molar ratio of base nutrient cations to total dissolved aluminium (Bc/Al) in the soil
solution was higher than the critical value of 1 for all depths, and also at the plots with an exceedance of the critical
load of acidity. For nitrogen, critical loads were exceeded on 8 plots and deposition likely represents a long-term ecological
risk on 3 to 10 plots. For O3, exceedance of critical levels was recorded on 12 plots, and led to the development of typical O3-induced visible injury on trees and shrubs, but not for all plots due to (1) the site specific composition of O3 sensitive and tolerant plant species, and (2) the influence of microclimatic site conditions on the stomatal behaviour, i.e.,
