Environmental Impact Assessment (EIA) aims to determine if the environmental effect of an activity or project complies with standards and regulations. A primary component of the environment to evaluate is air and the effect that various activities can have on its quality. To this end, emission factors (EFs), which are empirical coefficients or mathematical relationships, are normally used. The present research critically analyzes the implications and consequences of using imported EFs in environmental impact studies (EISs), taking as case of study the situation in Chile. Among the main results, the widespread use of EFs in EISs in the country and the lack of assessments of their actual applicability stand out. In addition, the official guidelines related to emissions estimation that are used for EIA in the country mostly include EFs derived elsewhere, without considering the recommendations or restrictions that the original sources indicate for their use. Finally, the broad use of default values defined for the Metropolitan Region in Central Chile, is highly questionable for a country that extends north-south along more than 35° of latitude, with wide variability in climate, traffic conditions, population, soil types, etc. Finally, it is very likely that situations similar to those observed in the present work occurs in other countries with young environmental impact assessment systems, and therefore, that the results herein presented should be of general interest and relevance.  相似文献

The limited and sporadic interaction between EIA and planning theory has meant that EIA has largely failed to benefit from planning theory insights and lessons. Obstacles and dilemmas already encountered and addressed in planning theory are still hampering EIA theory building and practice. An overview of the characteristics, strengths, and limitations of five major planning theories—rationalism, pragmatism, socio-ecological idealism (SEI), political-economic mobilization (PEM), and communications and collaboration (CC) is presented in an effort to ameliorate this problem. EIA parallels to each planning theory and lessons for EIA are identified. Also addressed are the application of planning theories to different context types, overlaps, interconnections and middle ground concepts among theories, the integration of values, ethics, and postmodern perspectives and the potential to construct composite theories.  相似文献

This article reviews the implementation of the Commonwealth government's environmental impact assessment (EIA) legislation over its 12-year history. The Whitlam Labor government initially sought to implement the EIA requirement widely. However, resistance by the states and by sections of the bureaucracy combined with the policies of the ensuing Fraser Liberal-National Country Party government to limit implementation. The number of EISs produced has been low, and EIA has not yet been fully accepted as a routine part of government decision making. The article examines the factors that have contributed to this outcome, and proposes some changes to strengthen the EIA process.  相似文献

Environmental impact assessment of a project attempts to bring about compatibility between ecology and economics. A computer-aided, quantitative and rapid methodology for environmental impact assessment is presented in this paper. The cost of abatement of deleterious environmental impacts is one of the factors used to identify the best project option from environmental and cost considerations. The methodology is based on the three basic steps of environmental impact assessment vis-à-vis identification, prediction, and evaluation. Several models and predictors for different environmental components are incorporated in the computer program. An evaluation method is presented based on mathematical functions for value function graphs for different aesthetic, environmental, and health risks.  相似文献

Despite obstacles inherent in the structure of government and the lack of a strong national constituency, environmental impact assessment became a policy-making element in the government of Israel in 1982. Constructing highways in dense urban areas is always a challenge. In São Paulo Metropolitan Region, heavy truck traffic contributes to clog streets and expressways alike. As part of the traffic neither originates nor head to the region, a peripheral highway has been proposed to reduce traffic problems. This project, called Rodoanel, is an expressway approximately 175 km long. The fact that the projected south and north sections would cross catchments that supply most of the metropolis water demand was strongly disputed and made the environmental permitting process particularly difficult.The agency in charge commissioned a strategic environmental assessment (SEA) of a revamped project, and called it the Rodoanel Programme. However, the SEA report failed to satisfactorily take account of significant strategic issues. Among these, the highway potential effect of inducing urban sprawl over water protection zones is the most critical issue, as it emerged later as a hurdle to project licensing.Conclusion is that, particularly where no agreed-upon framework for SEA exists, when vertical tiering with downstream project EIA is sought, then a careful scoping of strategic issues is more than necessary. If an agreement on ‘what is strategic’ is not reached and not recognized by influential stakeholders, then the unsettled conflicts will be transferred to project EIA. In such a context, SEA will have added another loop to the usually long road to project approval.  相似文献

There is a widespread tendency to streamline EIA, a confusing concept, which in practice usually means shortening processes to speed up project licensing, facilitating investment. It is reasonable for developers seek processes quick, simple and inexpensive, but it is also the obligation of governments to ensure that approved projects are environmentally suitable. Not all projects subject to EIA have the same impacts, so the existence of two processes, simplified and ordinary, seems reasonable. The aim of this paper is to analyse the implementation of simplified EIA processes, discussing its benefits and drawbacks. To do this, we have analysed 55 EIA processes from 25 jurisdictions, discussing its benefits and drawbacks and selecting effective and well-established formulas for simplified EIA. In most of the analysed cases, simplified EIA is achieved by reducing public participation, one of the pillars of EIA. It seems to be a chain reaction: ordinary EIA processes have been “streamlined” by removing formal scoping, giving rise in practice to simplified processes. As a result, simplified processes have been ultra-simplified, eliminating public participation, turning them, at best, into screening stages. Simplification must ensure a proper EIA, and not merely a shortening of deadlines.  相似文献

Public participation processes are touted as an effective way to increase the capacity and legitimacy of environmental assessment and the regulatory process that rely on them. Recent changes to the Canadian environmental assessment process narrowed the criteria for who can participate in environmental assessments from any who were interested to those who were most directly affected. This article examines the potential consequences of this change by exploring other areas of Canadian regulatory law where a similar directed affected test has been applied. This new standard risks institutionalizing the long-understood representational bias confronted by more diffuse interest like environmental protection. Restricting participation to the “directly affected” is far too narrow a test for processes like environmental assessment that are designed to determine the public interest.  相似文献

Assessment of underwater noise is increasingly required by regulators of development projects in marine and freshwater habitats, and noise pollution can be a constraining factor in the consenting process. Noise levels arising from the proposed activity are modelled and the potential impact on species of interest within the affected area is then evaluated. Although there is considerable uncertainty in the relationship between noise levels and impacts on aquatic species, the science underlying noise modelling is well understood. Nevertheless, many environmental impact assessments (EIAs) do not reflect best practice, and stakeholders and decision makers in the EIA process are often unfamiliar with the concepts and terminology that are integral to interpreting noise exposure predictions. In this paper, we review the process of underwater noise modelling and explore the factors affecting predictions of noise exposure. Finally, we illustrate the consequences of errors and uncertainties in noise modelling, and discuss future research needs to reduce uncertainty in noise assessments.  相似文献

In this article a comprehensive approach for the evaluation of possible health effects in an environmental impact assessment (EIA) is described, illustrated with the example of Amsterdam Airport Schiphol. Unlike many EIAs, we estimated quantitatively the impact of aircraft-related pollution in terms of the number of affected people for aircraft noise annoyance, odour annoyance and hypertension. In addition, an analysis of health registry data on cardiovascular and respiratory diseases and a short survey on annoyance and risk perception were carried out. The scope of a health impact assessment depends on the situation, available knowledge and data, concern in the population about the impact and the number of people concerned. It is important to pay attention to the perception of risks and concerns from all parties involved. Moreover, the results demonstrate that far more people outside the area for which standards apply were affected than inside.  相似文献

The main aim of this paper is to explore how perceptual and aesthetic impact analyses are considered in Environmental Impact Assessment (EIA), with specific reference to Italian renewable energy projects. To investigate this topic, the paper starts by establishing which factors are linked with perceptual and aesthetic impacts and why it is important to analyze these aspects, which are also related to legislative provisions and procedures in Europe and in Italy. In particular the paper refers to renewable energy projects because environmental policies are encouraging more and more investment in this kind of primary resource. The growing interest in this type of energy is leading to the realization of projects which change the governance of territories, with inevitable effects on the landscape from the aesthetic and perceptual points of view. Legislative references to EIA, including the latest directive regarding this topic show the importance of integrating the assessment of environmental and perceptual impacts, thus there is a need to improve EIA methodological approaches to this purpose. This paper proposes a profile of aesthetic and perceptual impact analysis in EIA for renewable energy projects in Italy, and concludes with recommendations as to how this kind of analysis could be improved.  相似文献
