Valuation ultimately refers to the contribution of an item to meeting a specific goal or objective. Conventional economic valuation is based on the goal of allocative efficiency. But other social goals may be equally, if not more, important. For example, the goals of social fairness and ecological sustainability have been identified as being at least of the samelevel of importance as allocative efficiency. This paper looks atthe role of social goals in determining the basis for valuation ofnatural capital and ecosystem services, and sketches the characteristics of a system of valuation that would give equal weight to all three of the major social goals mentioned above. It also places these goals within a more comprehensive conceptualmodel of the economy and its relationship to the ecological lifesupport system in which it is embedded.  相似文献

In the last twenty years, both the increase in academic production and the expansion of professional involvement in Environmental Impact Assessment (EIA) and Social Impact Assessment (SIA) have evidenced growing scientific and business interest in risk and impact analysis. However, this growth has not brought with it parallel progress in addressing the main shortcomings of EIA/SIA, i.e. insufficient integration of environmental and social factors into development project analyses and, in cases where the social aspects are considered, technical-methodological failings in their analysis and assessment. It is clear that these weaknesses carry with them substantial threats to the sustainability (social, environmental and economic) of projects which impact on the environment, and consequently to the local contexts where they are carried out and to the delicate balance of the global ecosystem. This paper argues that, in a sociological context of complexity and dynamism, four conceptual elements should underpin approaches to socio-environmental risk and impact assessment in development projects: a theoretical base in actor–network theory; an ethical grounding in values which are internationally recognized (though not always fulfilled in practice); a (new) epistemological-scientific base; and a methodological foundation in social participation.  相似文献

This paper presents a case study of the Abanico Medicinal Plant and Organic Agriculture Microenterprise Project in the Arenal Conservation Area, Costa Rica. Microenterprise is the Sustainable Development and the Women in Development model for gender equity and environment of the World Bank, International Monetary Fund and large non-government organizations, like the World Wildlife Fund-Canada. The authors of this paper argue that debt-for-nature investment in microenterprise and ecological economic models are not distinct from neoclassical economic and development models that created the environmental, social and cultural crises in the first place. This case study shows that the world market accommodates only one model of development: unsustainable export-oriented production based on flexible labour markets, low wages, indebtedness and low cost production. Working standards in those micro-enterprises are eroded due to many factors,including indebtedness. What happened at a national level in non-industrial countries with the international debt crisis is now mirrored in individual indebtedness through microenterprise. Is current development policy creating a new form of indentured servitude? Medicinal plants, prior to commodification, were a source of women's power and upon commodification in international development projects, are the source of their exploitation.  相似文献

The global energy requirement for sustaining economic activities, meeting social needs and social development is increasing daily. Environmentally friendly, renewable energy resources are an alternative to the primary non-renewable energy resources, which devastate ecosystems in order to meet increasing demand. Among renewable energy sources such as hydropower, biopower, geothermal power and solar power, wind power offers distinct advantages to Turkey. There is an increasing tendency toward wind globally and the European Union adjusted its legal regulations in this regard. As a potential EU Member state, Turkey is going through a similar process. The number of institutional and legal regulations concerning wind power has increased in recent years; technical infrastructure studies were completed, and some important steps were taken in this regard. This study examines the way in which Turkey has developed support for wind power, presents a SWOT analysis of the wind power sector in Turkey and a projection was made for the concrete success expected to be accomplished in the future.  相似文献

Efficiency and productivity are important measures for identifying best practice in businesses and optimising resource-use. This study analyses how these two measures change across the period 2003-2008 for 196 wastewater treatment plants (WWTPs) in Spain, by using the benchmarking methods of Data Envelopment Analysis and the Malmquist Productivity Index. To identify which variables contribute to the sustainability of the WWTPs, differences in efficiency scores and productivity indices for external factors are also investigated. Our results indicate that both efficiency and productivity decreased over the five years. We verify that the productivity drop is primarily explained by technical change. Furthermore, certain external variables affected WWTP efficiency, including plant size, treatment technology and energy consumption. However, plants with low energy consumption are the only ones which improve their productivity. Finally, the benchmarking analyses proved to be useful as management tools in the wastewater sector, by providing vital information for improving the sustainability of plants.  相似文献

We developed an integrated assessment (IA) using models for energy systems analysis and life-cycle assessment (LCA). Based on this assessment framework, we developed cost-benefit analysis (CBA) case studies for a hypothetical project designed to introduce advanced fossil-fired power generation technologies in China. Our MARKAL model for Japan confirmed that radical reductions (i.e., 80 % by 2050) of carbon dioxide (CO2) could be attained from energy systems alone and that credit for emission allowances was required. We evaluated life-cycle costs and emissions of carbon dioxide, sulfur oxide, and nitrogen oxide gases for the energy technologies using an LCA model. Further, we applied a power generation planning model for six Chinese grids to provide a power mix structure, potentially producing credit by installing fossil-fired power generation technology and by using baseline grid emission factors with an average cost of electricity. Finally, by using dynamic emission reductions and additional costs from the two models, we conducted case studies of CBA for a hypothetical project to install the technologies in China. This was accomplished by evaluating emission reductions in monetary terms and by applying a life-cycle impact assessment model. A unique feature of our IA is its dynamic (time-varying) assessment of costs and benefits.  相似文献

One of the main objectives of impact assessments is to identify potentially significant impacts. However, determining this significance has received very limited attention as a procedural step in social impact assessments. Consequently, only limited research and documentation exists on approaches, survey tools and evaluation methods, especially with regard to participatory approaches and combined participatory-technical approaches. This study aims to address this research gap by developing and applying a joined participatory and technical impact significance evaluation. The approach is applied in a case study which analysed the livelihood impacts of the large-scale concentrated solar power plant NOORO I in Ouarzazate, Morocco.The analysis shows that although different approaches and significance criteria must be applied when involving both local stakeholders and experts, the linked analysis offers more robust results and an improved basis for decision-making. Furthermore, it was observed in the case study that impacts affecting the social, cultural and political spheres were more often considered significant than impacts affecting the physical and material livelihood dimensions. Regarding sustainability assessments of large-scale renewable energy plants, these findings underline the importance (as for other large-scale infrastructure developments) of placing greater emphasis on the inclusion of social aspects in impact assessments.  相似文献

应用数学模型与预案分析相结合的方法,分别对新疆2010年电源结构调整的3个方案及污染治理水平调整(提高)的3个方案的SO2总排放量进行估算,并将其结果与2010年新疆电力行业SO2污染物总量控制目标相比较,确定"十一五"期间新疆电源结构调整及污染治理水平调整(提高)均应以中、高方案为调整首选目标,即到2010年时,火电在新疆电源结构中比例应下降为70%~65%,而水风电比例提高到30%~35%;同时提高火电行业污染治理水平,使SO2污染物排放系数约为"十五"末的55%~50%.新疆电力结构调整对实现"十一五"新疆电力行业SO2排放总量的控制目标及促进新疆社会经济、环境及电力工业的可持续发展具有重要意义.  相似文献

长株潭城市群是湖南省的核心增长极,是"资源节约型社会、环境友好型社会"社会建设综合配套改革试验区,但伴随高速的工业化发展和城市化进程,长株潭面临着严峻的资源约束和环境压力。文章从土地利用格局、经济社会发展、环境质量状况、主要污染物排放和资源能源利用等方面入手,综合分析了长株潭城市群的环境压力,主要体现在长株潭城市群城市化与土地需求的矛盾凸显,"摊大饼"的扩张模式带来生态风险;重工业和污染排放集聚,累积性污染突出;环境空气质量和地表水环境质量形势不容乐观;资源能源利用方式粗放等。结合城市群区域规划,提出了长株潭城市群在新型城镇化建设中应采取的生态环境保护措施建议。  相似文献

In this paper, we analyze the relative importance and mutual behavior of two competing base-load electricity generation options that each are capable of contributing significantly to the abatement of global CO2 emissions: nuclear energy and coal-based power production complemented with CO2 capture and storage (CCS). We also investigate how, in scenarios developed with an integrated assessment model that simulates the economics of a climate-constrained world, the prospects for nuclear energy would change if exogenous limitations on the spread of nuclear technology were relaxed. Using the climate change economics model World Induced Technical Change Hybrid, we find that until 2050 the growth rates of nuclear electricity generation capacity would become comparable to historical rates observed during the 1980s. Given that nuclear energy continues to face serious challenges and contention, we inspect how extensive the improvements of coal-based power equipped with CCS technology would need to be if our economic optimization model is to significantly scale down the construction of new nuclear power plants.  相似文献

超低排放下燃煤电厂颗粒物排放特征分析研究   总被引:4,自引:0,他引:4  
选取6家经过超低排放改造的燃煤电厂,对湿法脱硫(WFGD)和湿式电除尘器(WESP)进出口烟气中TPM、PM_(10)、PM_(2.5)、PM_1进行测试,分析研究超低排放下燃煤电厂颗粒物的排放特征及电除尘器后净化设备对颗粒物的脱除效果。结果表明,6家电厂TPM、PM_(10)、PM_(2.5)、PM_1排放浓度分别为0.75~2.36、0.71~2.12、0.65~1.96、0.51~1.57 mg/m~3。分析烟气中颗粒物粒径分布可知,除尘器后,PM10占TPM质量比低于40%,且比例随烟气经过WFGD和WESP而逐渐降低。WFGD对PM2.5有较好的脱除效果,而WESP对PM1脱除效果显著。为满足超低排放标准,6家电厂除尘器后脱除设备综合除尘效率大多在85%以上。计算得到6家电厂TPM、PM_(10)、PM_(2.5)、PM_1排放因子,与超低排放改造之前同等级燃煤电厂相比,6家电厂不同粒径颗粒物排放因子均显著降低,也远低于西方发达国家燃煤电厂颗粒物排放因子。  相似文献

This paper discusses equity issues in relation to climate change. Models of long-term climate assessments study changes in relative prices. These changes lead to gains and losses for different economic actors and these consequences are held responsible for problems related to social acceptability. Policy recommendations issued by such models cannot be put into practice. Equity should be integrated into those models in order to make them more relevant for policy. This paper considers this problem in three parts.The first part shows that equity is only one aspect of the social dimension of sustainable development, which cannot be treated separately. It invites an understanding of complexity. Equity is also interrelated with the economic and ecological dimensions of sustainable development.The second part deals with the fact that different aspects of equity have to be taken into account and several concepts of equity co-exist. If only distribution of income is taken into account, equity can effectively be addressed through economic growth, but the specific characteristics of sustainable development are left out of the analysis.Therefore, the third part is a questioning of traditional modelling approaches and of the reasons why modelling should be carried out. The paper concludes with a short discussion about the normative content of any attempt to model climate change.  相似文献

Development of solar power becomes a necessary measure to combat global climate change and local environmental pollution in the world. In Africa, solar power resource is abundant, and deployment of solar photovoltaic (PV) offers a new opportunity for both economic growth and low-carbon development. Using an approach of SWOT analysis, we investigate the internal strengths and weaknesses, and the external opportunities and threats for PV solar power development in Africa. Particularly, factors are examined and discussed for African countries in terms of their internal strengths of rich solar resource, vast land, suitable application for distributed PV power systems; their weaknesses of small scale of renewable energy investment, shortness of foundation for the PV industrial chain, insufficient awareness of social and environmental benefits of solar PV; their external opportunities of increasing gap between energy supply and demand, raising global awareness of Climate Change, rapid decrease of PV price, as well as their external threats of dominant position of the fossil fuels, potential environmental impacts related to the solar PV development, and discontinuity of energy policies. The analysis particularly emphasizes on a new opportunity for African countries to develop their solar power resource through mutually beneficial cooperation between Africa and China within the framework of the Belt and Road Initiative (BRI).  相似文献

In order to fundamentally get rid of the plight of air pollution, China has introduced and implemented a series of joint prevention and control (AJPC) policies on air pollution. The Porter hypothesis emphasizes that environmental policies can create both environmental and economic dividends, building a win-win prospect for energy efficiency and economic growth, that is the Porter effect. However, the Porter effect of AJPC has not received the attention it deserves. Therefore, we empirically studied the short- term and long-term Porter effect of AJPC. Firstly, using the data of 283 prefecture-level cities, we studied the short-term Porter effect of AJPC by applying Propensity Score Matching Difference-in-Difference model (PSM-DID). Then, Data Envelopment Analysis (DEA) was used to estimate the potential Porter effect of AJPC, that is, the potential economic and environmental dividends of AJPC. In addition, we also calculated regional Global Malmquist Luenberger (GML) to observe variations in total factor productivity to observe the technology change caused by AJPC. Results showed that, AJPC policy has not realized Porter effect from the short-term perspective. In the long run, AJPC has environmental dividends but no economic dividends. In other words, there is no long-term Porter effect with AJPC. The implementation of AJPC policies can increase regional total factor productivity, in which technical efficiency is improved but technological progress remains unchanged.  相似文献

Demographic change and economic decline produce modified urban land use pattern and densities. Compared to the beginning of the 90s after the German reunification, nowadays massive housing and commercial vacancies followed by demolition and perforation come to pass in many cities of the former GDR. In consequence, a considerable surplus of urban brownfields has been created. Furthermore, the decline in the urban fabric affects social infrastructure and urban greenery of local neighbourhoods. Here, urban planning enters into ‘uncharted territory’ since it needs to assess the socio-environmental impact of shrinkage.In order to carry out such an evaluation quantitatively, a multi-criteria assessment scheme (MCA) was developed and applied. Firstly, we identified infrastructure and land use changes related to vacancy and demolition. Secondly, demolition scenarios for the coming 20 years were applied in order to give an idea for a long-term monitoring approach at the local district level. A multi-criteria indicator matrix quantifies the socio-environmental impact on both urban greenery and residents. Using it, we set demolition scenarios against urban ‘quality of life’ targets. Empirical evidence comes from Leipzig, in eastern Germany, a representative case study for urban shrinkage processes.The results show that shrinkage implies socio-environmental changes of residential livelihoods, however, does not simply increase or decrease the overall urban quality of life. The integrated assessment of all indicators identifies environmental and social opportunities, as well as the challenges a shrinking city is faced with.  相似文献

The use of life cycle assessment (LCA) as a sustainability assessment tool for agro-bioenergy system usually has an industrial agriculture bias. Furthermore, LCA generally has often been criticized for being a decision maker tool which may not consider decision takers perceptions. They are lacking in spatial and temporal depth, and unable to assess sufficiently some environmental impact categories such as biodiversity, land use etc. and most economic and social impact categories, e.g. food security, water security, energy security. This study explored tools, methodologies and frameworks that can be deployed individually, as well as in combination with each other for bridging these methodological gaps in application to agro-bioenergy systems. Integrating agronomic options, e.g. alternative farm power, tillage, seed sowing options, fertilizer, pesticide, irrigation into the boundaries of LCAs for agro-bioenergy systems will not only provide an alternative agro-ecological perspective to previous LCAs, but will also lead to the derivation of indicators for assessment of some social and economic impact categories. Deploying life cycle thinking approaches such as energy return on energy invested-EROEI, human appropriation of net primary production-HANPP, net greenhouse gas or carbon balance-NCB, water footprint individually and in combination with each other will also lead to further derivation of indicators suitable for assessing relevant environmental, social and economic impact categories. Also, applying spatio-temporal simulation models has a potential for improving the spatial and temporal depths of LCA analysis.  相似文献

This paper describes the structure of a newly developed econometric, imperfectly competitive, general equilibrium model for the medium term study of energy and environmental problems. The geographical coverage of the model regards twelve European countries as well as the European Union as a whole. Compared to existing quantitative E3 (economy-energy-environment) models, the WARM model is characterized by a few novel and relevant features Firstly, in contrast to multicountry interlinked models, it copes with the international dimension by integrating differences from a common European denominator within a unified and homogeneously designed framework. A panel data estimation approach is used to achieve this objective. Secondly, in contrast to the traditional market-based philosophy of many econometric models, it adopts a perspective focused upon economic agents' decisions. Thirdly, in contrast with the practice of modelling technical progress as an exogenous and deterministic phenomenon, it incorporates an explicit attempt of modelling the sources and effects of endogenous technical change. A Kalman filter latent variable approach is the methodology from which statistical information on the dynamics of technical progress can be obtained. Finally, all markets in the model are imperfectly competitive, including the labour market where the wage bargaining process is explicitly modelled and estimated. This last feature is especially important in view of the European unemployment problem.  相似文献

With the increase in industrial plants in the rural areas of developing countries, the effects of industrial air pollution on the technical efficiency of agricultural production have attracted considerable attention. However, although some studies have investigated the effects of air pollution on crops' yields, only few of them have focused on how industrial air pollution affects the relationships among production factors and their technical efficiency. Using survey data collected from southwestern China, this paper analyses the effects of point-source air pollution on rice production by incorporating air pollution as an input in a translog production function. Our findings indicate that industrial air pollution lowers the marginal products of factors, alters the relationships of labour-capital and chemical-capital from complementarity to substitution, and changes the seed-chemical relationship from substitution to complementarity. Furthermore, the complementary elasticities of labour-chemical and labour-seed are reduced, whereas that of capital-seed is improved. Without considering the changes in the production function, the technical efficiency estimated using the traditional stochastic frontier analysis method appears to be overestimated compared with that estimated using a modified measure. The understanding of the effects of industrial air pollution on technical efficiency will help researchers in making a sound estimation of agricultural loss and provide helpful insights for policy-makers.  相似文献

Previous studies revealed triple bottom line cannot entirely cover the concept of corporate sustainability. This study thus uses sustainable resource management (SRM) to improve corporate sustainability (CS) performance considering the socio-environmental, socio-economical, and eco-efficiency aspects. In this study, the vague set (VS) theory and the technique for order preference by similarity to ideal solution (TOPSIS) method are integrated as a hybrid decision-making tool by which social media data can be transformed into entropy weights. The results indicate eco-efficiency and society should be prioritized to improve the corporate sustainability performance. Specifically, the aspects should be promoted through encouraging environmental innovation, redesigning consumers' offer, raising support of the institutions and policy measures, and organizing synergetic involvement. The contributions of this study are three-fold: (i) establishing a comprehensive framework for guiding firms make effective improvements; (ii) developing a hybrid VS-TOPSIS method to process the assessment data and social media information and address the interrelationships; (3) identifying the decisive SRM criteria to precisely guide the Chinese automobile industry towards CS under severe resource constraints.  相似文献

The potential of the Polar Silk Road (PSR) to accelerate the shipping trade is gaining importance because sea ice is currently melting in the Arctic region. Economic growth generates negative environmental and social impacts (TBL aspects); however, only a few studies have discussed the opportunities and threats in balancing TBL aspects. To fill this knowledge gap, this study addresses the opportunities and threats presented by the PSR. Nevertheless, information on the PSR is spread across diverse databases and is incomplete. This study utilizes a data-driven approach to handle these diverse databases and incomplete information and thereby to provide visual two- and three-dimensional impact analyses of opportunities and threats. This study contributes to the literature by (1) bridging TBL aspects of the PSR, (2) using a proposed hybrid method to address the aspect-balancing problem, and (3) providing insights on the opportunities and threats of the PSR. The results reveal negative effects of the PSR in terms of the balance between the economic and environmental aspects and that between the economic and social aspects. This study confirms that the scale and speed of development of the PSR pose a challenge to the environmental and social standards upheld by the surrounding countries and regions. Russia and the United Kingdom are ranked first and second in upholding these standards, while Germany, the Republic of Korea, the Netherlands and Norway strive to achieve a balance between the economic, social and environmental aspects.  相似文献
