Given the rapid industrialization and urbanization of China, environmental problems have gradually become major constraints that hinder its sustainable economic development. Moreover, China's pollution abatement and reduction of greenhouse gas emissions have been severely affected by pressures coming from domestic environmental appeals and international environmental diplomacy. By using integrated data from the Chinese Industrial Enterprise and the Chinese Enterprise Environmental Survey and Reporting databases, this study constructs comprehensive indicators of pollutant discharge intensity and carbon emissions index at the enterprise level and uses the panel fixed effect model, Kaya identity, and mediation effect model to assess the effects of environmental regulations on pollution abatement and collaborative emissions reduction from the micro-perspective. Results show that these regulations can abate the pollution emissions of Chinese industrial enterprises and verify the effectiveness of environmental policies. These regulations can also efficiently reduce the carbon dioxide emissions of enterprises through pollution abatement. In other words, environmental regulations facilitate a collaborative emissions reduction of pollutant and greenhouse gas emissions from enterprises. Such collaborative emissions reduction effect is also influenced by the energy structure and consumption of enterprises. This paper presents empirical evidence and policy basis for further improving China's environmental regulation policy system and achieving coordinated progress in China's economic development and environmental governance.  相似文献

China's environmentalism with autocratic characteristics has far-reaching effects for fighting air pollution effectively. Political blue sky is unsustainable because conflict of interest in China's authoritarian environmentalism leads to failure of joint prevention and control in air pollution regulations. This study aims to explore policy mechanisms that would integrate intergovernmental join efforts in air pollution control. A non-cooperative tripartite evolutionary game is employed to model the dynamic interactions among the central government, Beijing municipality, and local governments for fighting air pollution. A double-payment with dual-supervision mechanism is proposed for air pollution control in the Beijing-Tianjin-Hebei (BTH) region. Simulations are conducted to examine the effectiveness of air pollution regulations involving multiple policy instruments for yielding the ideal outcome. It is shown that appropriate coordination of these policy instruments can address the intergovernmental challenge in collective action against air pollution. In addition, two long-term scenarios per the Porter hypothesis are investigated regarding environmental tax reform and enterprise innovations. It is found that such long-term inspirations can improve regulatory flexibility and efficacy. The double-payment with dual-supervision mechanism can effectively engage all governmental stakeholders for promoting sustainable air pollution governance in China. From a methodology perspective, policy simulations in an evolutionary game framework provide a novel addition to the research toolkit for policy studies.  相似文献

Pollution transfer is widespread in various countries. If differences in environmental regulation intensity exist across different regions in a country, pollution transfer may occur. Based on data from Chinese enterprises, this study constructs a comprehensive index of environmental regulation and the degree of environmental co-governance at the enterprise level and uses a panel probit model, the two-stage least squares method, and an interaction regression model to assess the effect of environmental regulation and environmental co-governance on pollution transfer. The probability of enterprise migration increases as environmental regulation intensity increases, confirming the pollution transfer effect of environmental regulation. The analysis of the influencing mechanism shows that environmental regulation can reduce the probability of pollution transfer through the “innovation compensation effect” and improve the probability of enterprise migration through the “compliance cost effect”. In addition, under the condition of established environmental regulation, environmental co-governance can reduce the probability of enterprise migration, inhibit the transfer of pollution to nearby areas, and improve the efficiency of environmental governance. This study is conducive to assessing the policy effectiveness of environmental regulation and provides a reference for other countries regarding pollution transfer.  相似文献

Conclusion  In this paper we have considered a specific environmental game emphasizing both control-prevention efforts and the propensity to pollute by a firm which adopts a given pollution abatement technology. A random payoff game was constructed and solved under a risk neutral assumption and quadratic utilities for both the firm and the environmental controller. The game thus defined, provides a wide range of interpretations and potential approaches for selecting a control-inspection policies to prevent environmental risks. There are of course many facets to this problem, which could be considered and have not been considered in sufficient depth. For example, more complex control mechanisms and liabilities, the effects of insurance and risk sharing, the application of cooperative efforts and subvention of pollution abatement investments (through tax incentives and their like), etc. have not been considered [5,7]. These are topics for further research. The basic presumption of this paper is that it is very difficult to fully enforce pollution prevention by firms, as a result, some controls are needed to ensure that firms be controlled so that appropriate efforts are carried.  相似文献

In recent years, central environmental protection inspection (CEPI) has been a major policy innovation in the field of Chinese environmental governance. Based on panel data on the daily air quality of Chinese cities, this paper mainly uses a difference-in-differences (DID) approach to conduct an empirical analysis of the relationship between CEPI and the air quality governance performance of Chinese local governments. There are large differences in the impact of CEPI on different air quality indicators. Controlling for a series of variables, we found that CEPI significantly reduced the air quality index (AQI) and concentrations of pollutants including PM2.5, PM10, SO2 and NO2 and that it significantly increased the concentration of O3; however, it had no significant effect on the concentration of CO. Furthermore, we complemented the quantitative analyses with qualitative evidence gathered from an in-depth interview. Based on the qualitative evidence collected, CEPI indeed plays a role in improving the environmental protection performance of regular environmental governance. Notably, CEPI achieved better and sustainable results in improving air quality through the underlying mechanism of promoting regular governance by campaign-oriented governance in the internal hierarchical system. This article not only provides a marginal empirical contribution by providing new quantitative evidence but also helps reveal the underlying mechanism of promoting regular governance.  相似文献

Green development is the fundamental way for high-quality development of marine economy. Achievement of green development goals of marine economy depends on the local government's decision-making preferences and reasonable marine-related environmental regulatory instruments. Based on 2007–2016 panel data of China's coastal provinces, this paper adopts the differential GMM(Gaussian Mixture Model) model to empirically analyze the impact of government preferences and environmental regulations on green development of marine economy. The results indicate that: lag exists in the promotion of environmental regulation on green development of marine economy.The impact of government preferences varies, in which, industrial preferences have a negative effect on green development of marine economy,while environmental preferences have a positive effect.The joint action of industrial preference and environmental preference inhibits green development of marine economy, while that of environmental preference and environmental regulation plays a promotion role. Different government preferences indicate different impacts in different regions. Environmental preference promotes the green development of marine economy in the Bohai Bay region, while industrial preference suppresses it. Both industrial preference and environmental preference in the Yangtze River Delta region have promotion effect, while only environmental preference in the Pan-Pearl River Delta region does so. Therefore, the government should establish a more complete official examination system, improve the marine environmental regulation system, and formulate differentiated green development policies for marine economy.  相似文献

Environmental non-governmental organization (ENGO) plays an important role in promoting public participation in environmental governance. By semi-structural interviews and participant observations, this paper examines a local ENGO in China to explore how the organization can mobilize and organize the local public to participate in environmental governance. The research finds that mobilizing public participation in local environmental governance is a continuous process in which ENGO needs to continuously enable, empower and emotionally invest in the public. Through emotion construction and capacity building, environmental organizations have been empowering the public to participate and play a major role in local environmental governance. Mobilizing public participation in environmental governance can promote the improvement of local environmental problems, but mobilizing and organizing public participation requires sufficient political opportunity space, sufficient funds, and a culture of public participation.  相似文献

Environmental evaluation plays a significant role in the development of the culture and economy in modern times. When the environmental condition becomes degraded, the complete evaluation of ecological analysis is highly necessary to evaluate the environment. Hence, the development of a scientific assessment system of environmental assessment is highly significant in the development of the culture and economy. In this research, the present state of environmental evaluation is discussed, and the evaluation system is integrated through a computational process. Secondly, an environmental evaluation system is presented to establish the model in the evaluation process. Further, in this research, Advanced Artificial Intelligence Framework (AIF) for environmental development and protection has been proposed to improve the culture and economy in modern times. Studies reports indicate clear connections between the criteria of environmental assessment, the protection and development of the environment. Waste disposal was a significant challenge faced by the community and government. Customers buy and use goods that produce a considerable amount of waste. Waste management is a major problem since the number of consumers increased due to high waste generation. This has resulted in a huge amount of waste, which calls for enormous waste-management policies. Reduce; Reuse, Recycle, and Recover are the tools to reduce the adverse implications of retailing and manufacturing on the environment. In this paper, Artificial Intelligence based Hybridized Intelligent Framework (AIHIF) has been proposed for automated recycling to optimizing the waste management process. The system will optimize waste collection with a short distance by utilizing machine learning and graph theory. AI design technology, which helps different approaches adapted to interest groups, collecting their specific information and greatly improving environmental planning and urban management performance, accuracy, and efficiency. The experimental results show that the proposed method enhances performance and accuracy when compared to other existing methods.  相似文献

Environmental management has evolved from a vertical command and control management model to a more collaborative one. A series of public administration studies take the field of environmental policy as an important background for understanding collaborative governance, yet the theoretical and empirical study of environmental collaborative governance is relatively under-developed. This article begins to fill the research lacuna through the investigation of air pollution collaborative governance practice in Jing-Jin-Ji and surrounding areas. Based on the panel data of 58 regional cities from January 2016 to March 2019, a difference in difference quasi-natural experiment design is employed to explore the effect of environmental collaboration under Chinese authoritarian regime. The analysis shows that environmental collaboration has a positive impact on air quality and exhibits different effects on primary and secondary pollutants. Specifically, it has a greater influence on the emission reduction of NO2 compared to SO2 and CO, the positive effects of environmental collaboration on PM2.5 and PM10 pollutants are significant, and there is no statistically positive impact on O3 control. The time trend effect of environmental collaboration varies among pollutants, it presents positive effects on air quality improvement and secondary pollutant control (e.g., PM2.5, PM10) after the fourth month, the mitigation effect of environmental collaboration on primary pollutants represented by NO2 is more significant and constant in the sixth month. However, the time trend effect of environmental collaboration has gradually weakened. This paper concludes with discussions on the direction and implications of improving the performance and sustainability of environmental collaboration in China.  相似文献

In this paper, we characterize the optimal environmental policy for a polluting monopoly that devotes resources to abatement activities when damages are caused by a stock pollutant. With this aim, we calculate the stagewise feedback Stackelberg equilibrium of a (differential) policy game where the regulator is the leader and the monopolist is the follower. Our analysis shows that the first-best policy consists of applying a Pigouvian tax and a subsidy on production equal to the difference between the price and the marginal revenue. However, for a stock pollutant, the Pigouvian tax is not equal to the marginal damages but is given by the difference between the social and private valuation of the pollution stock. On the other hand, if a second-best emission tax is used, the tax is lower than the Pigouvian tax and the difference decreases with the price elasticity of the demand. Finally, we find that taxes and standards are equivalent in a second-best setting. In the second part of the paper, we solve a linear-quadratic differential game and we obtain that the first-best tax increases with the pollution stock whereas the subsidy decreases. Moreover, the tax is negative for low values of the pollution stock, i.e., for low values of the pollution stock, we obtain that the social valuation of the stock is lower than the private valuation. Furthermore, when a second-best policy is applied, the steady-state pollution stock is lower than the steady-state pollution stock associated with the efficient outcome.  相似文献

The impacts of environmental pollution extend beyond the issue of health. Using Chinese survey and administrative data, this study sheds new light on the political costs of environmental pollution. We show that citizens' trust in government officials declines significantly with higher levels of measured pollution, perceptions of increased pollution, and a greater degree of willingness to support environmental protection. Political trust is particularly low when measured as well as perceived pollution are severe. However, the effect of greater willingness to support environmental protection on the erosion of political trust is independent of measured pollution. Our findings suggest that there is a tipping point at which legitimacy acquired primarily through economic achievements could be undermined by environmental degradation, which is a byproduct of economic achievements. It is imperative for the Chinese government to achieve a balance between fast-paced growth and environmental sustainability, to pay attention to the potential political consequences of environmental issues, and to permit more public dialogues and deliberations on the topic of environmental governance.  相似文献

简述了中国环境保护多项业务中污染源代码现状,其污染源编码都是根据当时的环境管理工作需要,独立确定的一套编码规则,这些不同的标识方式,在污染源的编码格式上不具有稳定性与统一性,不利于污染源基础信息的共享,形成多个信息孤岛。提出了基于组织机构代码的污染源编码规则,确定了编码结构及表示形式,使新污染源编码规则具有较强的实用性、标识的唯一性以及结构的规范性。基于污染源代码,可以有效整合环境信息资源,形成污染源档案,为环境监管提供全面的、详实的数据支撑。根据当前环境管理业务信息系统的实际,提出了今后实施工作的建议。  相似文献

分析了SHERPA综合评价模型的基本原理和主要建模理念,重点介绍了其在环境空气质量减排情景模拟评估方面的作用,以及在排放源与受体关系(SRR)方面的处理方法,比较了其与欧盟常用的其他情景模拟模型的优缺点。SHERPA模型的特点是空间灵活性较好,对于任何给定地点,可以快速评估不同地区对该研究地点空气质量的影响。SHERPA模型的3个主要功能为污染物来源分析、决策支持和情景模拟。基于SHERPA模型对法国环境空气中PM_(2.5)、PM_(10)和NO_2年均浓度进行污染来源分析、决策支持分析和减排情景模拟评估,展示了模型在环境治理措施优先级筛选和政府间联合治理措施协调建议方面的功能和作用,以期为中国环境空气质量预测预报、环境质量管理措施的制定和成效评估等环境服务与管理工作提供借鉴。  相似文献

我国环境统计数据质量不高、质量保障体系缺乏、数据综合分析不足等问题都与环境统计人才队伍的规模、稳定性和综合素质密切相关。文章从环境统计持证上岗制度内部条件的规范化管理,到外部环境制度的推行等方面进行了SWOT分析。制定了以加强环境统计岗位管理、设置获取证书的缓冲期限、建立激励配套机制和完善培训考核机制4条途径为核心的环境统计持证上岗制度综合发展策略,对提高环境统计人员的综合素质,实现环境统计体系的制度化和规范化均具有良好的促进作用。  相似文献
