An overview of the environmental impact assessment (EIA) for a mixed tropical hardwood integrated pulp and paper mill in Sabah, Malaysia, is presented. The EIA before the mill construction included, among other things, a detailed baseline study and also environmental impact predictions based on certain mill design and pollution abatement measures. Subsequent to mill construction (during the operational stage), data were gathered to determine the quality of the ambient air as well as the effluent and the receiving bay water quality. These post-construction monitoring results were then compared with the earlier impact predictions, and showed, in general, a good correspondence. 相似文献

The impact of seawater intrusion was investigated using major hydrogeochemical ions to evaluate the origin of salinity in Sadras watershed located between Buckingham Canal and Bay of Bengal in the southeastern coast of India. From empirical data collected twice during pre- and post-monsoon seasons, it was found that groundwater was slightly acidic to mildly alkaline, and more than 44% of groundwater samples had EC > 3,000 ??S/cm in both the seasons. Results of principle component analysis (PCA) showed that Na?+?, Cl???, Mg2?+?, and SO $_{4}^{\,\, 2-}$ concentrations had the highest loading factor and the samples affected by saline/seawater were separated from the cluster. Hydrochemical processes that accompany the saline/seawater were identified using ionic changes. It was observed during sampling periods that the mixing due to saline/seawater intrusion varied from 4.82?C7.86%. Negative values of ionic change (e change) for Na?+? and K?+? decreased with the increasing fraction of seawater. Furthermore, salinity, sodium adsorption ratio, percentage of sodium Na (%), and exchangeable sodium percentage in well samples showed that groundwater was unsuitable for irrigation purposes. 相似文献

Traditionally, decision-makers have relied on economic impactestimates derived from conventional economy-wide models. Conventional models lack the environmental linkages necessary for examining environmental stewardship and economic sustainability, and in particular the ability to assess the impact of policies on natural capital. This study investigatesenvironmentally extended economic impact estimation on a regionalscale using a case study region in the province of Alberta knownas the Foothills Model Forest (FMF). Conventional economic impactmodels are environmentally extended in pursuit of enhancingpolicy analysis and local decision-making. It is found that theflexibility of the computable general equilibrium (CGE) modelingapproach offers potential for environmental extension, with a solid grounding in economic theory. The Ok Tedi copper mine discharges overburden and ore residues into the Ok Tedi, a tributary of the Fly River. These discharges result in elevated suspended solids and dissolved and particulate associated copper. Analyses of covariance were performed to establish statistical model of the relationships between the mine discharges and fish catches between 1983 and 1988. These models were then extrapolated to predict the affects of future mine discharges on fish catches. The models predicted that if the observed effects were caused by particulate associated copper, the period of greatest impact will be between 1989 and 1993, following which catches should be close to 1988 levels for the remainder of mine life. Some additional catches not included in the data set used to derive the models were found to fit the model predictions well. As the predicted period of greatest impact is short and most species reproduce away from the river channel, the ability of the fish communities to undergo partial recovery after 1991 should be maintained. 相似文献

Drought-induced anomalies in vegetation condition over wide areas can be observed by using time-series satellite remote sensing data. Previous methods to assess the anomalies may include limitations in considering (1) the seasonality in terms of each vegetation-cover type, (2) cumulative damage during the drought event, and (3) the application to various types of land cover. This study proposed an improved methodology to assess drought impact from the annual vegetation responses, and discussed the result in terms of diverse landscape mosaics in the Mt. Kenya region (0.4° N 35.8° E?~?1.6° S 38.4° E). From the 30-year annual rainfall records at the six meteorological stations in the study area, we identified 2000 as the drought year and 2001, 2004, and 2007 as the normal precipitation years. The time-series profiles of vegetation condition in the drought and normal precipitation years were obtained from the values of Enhanced Vegetation Index (EVI; Huete et al. 2002), which were acquired from Terra MODIS remote sensing dataset (MOD13Q1) taken every 16 days at the scale of 250-m spatial resolution. The drought impact was determined by integrating the annual differences in EVI profiles between drought and normal conditions, per pixel based on nearly same day of year. As a result, we successfully described the distribution of landscape vulnerability to drought, considering the seasonality of each vegetation-cover type at every MODIS pixel. This result will contribute to the large-scale landscape management of Mt. Kenya region. Health Impact Assessment (HIA) is recognized as a useful tool that can identify potential health impacts resulting from projects or policy initiatives. Although HIA has become an established practice in some countries, it is not yet an established practice in Canada. In order to enable broader support for HIA, this study provides a comprehensive review and analysis of the peer-reviewed and gray literature on the state of HIA practice. The results of this review revealed that, although there is an abundance of publications relating to HIA, there remains a lack of transparent, consistent and reproducible approaches and methods throughout the process. Findings indicate a need for further research and development on a number of fronts, including: 1) the nature of HIA triggers; 2) consistent scoping and stakeholder engagement approaches; 3) use of evidence and transparency of decision-making; 4) reproducibility of assessment methods; 5) monitoring and evaluation protocols; and, 6) integration within existing regulatory frameworks. Addressing these issues will aid in advancing the more widespread use of HIA in Canada. 相似文献

The very nature of impact assessment (IA) means that it often involves practitioners from a very wide range of disciplinary and professional backgrounds, which open the possibility that how IA is perceived and practised may vary according to the professional background of the practitioner. The purpose of this study is to investigate the extent to which a practitioner's professional background influences their perceptions of the adequacy of impact assessment in New Zealand under the Resource Management Act (RMA). Information gathered concerned professional affiliations, training, understanding of impact assessment practise, and perceptions of adequacy in relation to impact assessment.The results showed a dominance of a legalistic, operational perspective of impact assessment under the Resource Management Act, across all the main professions represented in the study. However, among preparers of impact assessments there was clear evidence of differences between the four main professional groups – surveyors, planners, engineers and natural scientists – in the way they see the nature and purpose of impact assessment, the practical steps involved, and what constitutes adequacy. Similarly, impact assessment reviewers – predominantly planners and lawyers – showed variations in their expectations of impact assessment depending on their respective professional affiliation.Although in many cases the differences seem to be more of a matter of emphasis, rather than major disputes on what constitutes a good process, even those differences can add up to rather distinct professional cultures of impact assessment. The following factors are seen as leading to the emergence of such professional cultures: different professions often contribute in different ways to an impact assessment, affecting their perception of the nature and purpose of the process; impact assessment training will usually be a secondary concern, compared with the core professional training, which will be reflected in the depth and length of such training; and any impact assessment training provided within a profession will often have the “cultural” imprint of that profession. 相似文献

In this article we take a closer look at resistance to the practice of Environmental Impact Assessment (EIA) in mining and energy projects in Guatemala. Collectivities resisting mining and hydropower projects in Guatemala are increasingly using the evaluations of EIAs conducted by international independent professionals. Reaching out to international experts is facilitated by local communities' engagements in transnational networks bringing together activists, NGOs, scientists, journalists and others. We argue that resistance movements resort to international professionals to challenge the limits imposed on them by the national legislation and institutional arrangements as well as by the way in which EIAs are performed in the country. Further, the engagements in networks that facilitate access to knowledge contribute to strengthen the legitimacy of communities' claims. Challenges to and complaints about EIAs are ways in which affected communities try to reclaim their right to participate in decision-making related to their local environment and the development of their communities. Both complaints about EIAs and the use of transnational networks to attain better participation in decision making processes at local levels, illustrated in this study for Guatemala, are common responses to the advancement of extractive industries and hydropower development across Latin America. The widespread of initiatives to challenge EIAs involving international experts in the region show that EIAs have become a sort of a transnational battleground. 相似文献

In India, groundwater assessment units are classified as overexploited areas, critical areas, semi-critical, or safe areas based on the stage of groundwater development and long-term water level trends. Intuitively, in the safe units, wells are expected to function and have good yields. Besides, in the safe units, new wells are expected to be successful. Conversely, the expectation of a successful well or wells with good yields is much lesser in the overexploited units. However, when these expectations are not met in the field, doubts are raised about the quality of assessment and its usefulness, and there is outright distrust on the agencies assessing groundwater resource by the common man as well as on the planners, administrators, and the politicians. Therefore, there is a need to present the results in a way that does not create confusion. One of the methods is to combine the assessment results with aquifer characters using geographic information system (GIS); when this is done, a whole set of newer classes emerge, which can be mapped. These classes are termed as groundwater typologies in this study. Each typology has some characteristics or traits in common, which include basic aquifer character as well as the stage of groundwater development. Thus, a class may be safe, but if the aquifer is poor, then it is separated from a class that is safe and where the aquifer is good and so on. In Andhra Pradesh, which is taken as the case study for this purpose, eight main typologies emerged, and two of these main typologies were further divided into four subtypologies each. This new way of understanding the pattern of groundwater abstraction (using GIS) has a better visual impact. Groundwater typologies are found to be much more rational and useful in developing management strategies, rather than simple listing as overexploited areas, critical areas, semi-critical areas, and safe areas as is commonly done. The typologies so delineated indicate on the map (or table) that balanced usable groundwater is in between 5 and 6 bcm/a as against the estimated balance of 20.5 bcm/a, and it is largely in poor hard rock type of aquifers, which occupy about a third of the area of the state. 相似文献

Plantation or green belt (GB) grown around the factories and industrial premises improves the condition of land, mitigates air pollution (as the plants serve as a sink for pollutants and check the flow of dust, etc.), and reduces the level of noise pollution. The software developed by NEERI for the determination of the optimal width of GB in and around an industry is based on the pollution attenuation coefficient of selected plant species of deciduous trees existing in the region. The assessment of the impact of these plantations/green belts of 500-m width in and around a petroleum refinery in the west coast of India is evaluated for reducing/managing various waste generated, and it is observed that the overall efficiency is more than 60%. 相似文献

Environmental Impact Assessment (EIA) aims to determine if the environmental effect of an activity or project complies with standards and regulations. A primary component of the environment to evaluate is air and the effect that various activities can have on its quality. To this end, emission factors (EFs), which are empirical coefficients or mathematical relationships, are normally used. The present research critically analyzes the implications and consequences of using imported EFs in environmental impact studies (EISs), taking as case of study the situation in Chile. Among the main results, the widespread use of EFs in EISs in the country and the lack of assessments of their actual applicability stand out. In addition, the official guidelines related to emissions estimation that are used for EIA in the country mostly include EFs derived elsewhere, without considering the recommendations or restrictions that the original sources indicate for their use. Finally, the broad use of default values defined for the Metropolitan Region in Central Chile, is highly questionable for a country that extends north-south along more than 35° of latitude, with wide variability in climate, traffic conditions, population, soil types, etc. Finally, it is very likely that situations similar to those observed in the present work occurs in other countries with young environmental impact assessment systems, and therefore, that the results herein presented should be of general interest and relevance. 相似文献

Majority of the people of Pakistan get drinking water from groundwater source. Nearly 40 % of the total ailments reported in Pakistan are the result of dirty drinking water. Every summer, thousands of patients suffer from acute gastroenteritis in the Rawal Town. Therefore, a study was designed to generate a water quality index map of the Rawal Town and identify the relationship between bacteriological water quality and socio-economic indicators with gastroenteritis in the study area. Water quality and gastroenteritis patient data were collected by surveying the 262 tubewells and the major hospitals in the Rawal Town. The collected spatial data was analyzed by using ArcGIS spatial analyst (Moran’s I spatial autocorrelation) and geostatistical analysis tools (inverse distance weighted, radial basis function, kriging, and cokriging). The water quality index (WQI) for the study area was computed using pH, turbidity, total dissolved solids, calcium, hardness, alkalinity, and chloride values of the 262 tubewells. The results of Moran’s I spatial autocorrelation showed that the groundwater physicochemical parameters were clustered. Among IDW, radial basis function, and kriging and cokriging interpolation techniques, cokriging showed the lowest root mean square error. Cokriging was used to make the spatial distribution maps of water quality parameters. The WQI results showed that more than half of the tubewells in the Rawal Town were providing “poor” to “unfit” drinking water. The Pearson’s coefficient of correlation for gastroenteritis with fecal coliform was found significant (P?0.05) in Water and Sanitation Agency (WASA) zone 2, and with shortage of toilets, it was significant (P?0.05) in WASA zones 1 and 3. Ingestion of radionuclides and heavy metals through drinking water and food intake represents one of the important pathways for long-term health considerations. Milk and milk products are main constituents of the daily diet. Radionuclides and heavy metals can be apprehended in the ecosystem of the East Singhbhum region which is known for its viable grades of uranium, copper and other minerals. For the risk assessment studies, samples of milk were collected from twelve villages around Bagjata mining area and analysed for U(nat), 226Ra, 230Th, 210Po, Fe, Mn, Zn, Pb, Cu and Ni. Analysis of the results of the study reveals that the geometric mean of U(nat), 226Ra, 230Th and 210Po was 0.021, 0.24, 0.23 and 1.08 Bq l???1, respectively. The ingestion dose was calculated to be 12.34 ??SvY???1 which is reflecting the natural background dose via the route of ingestion, and much below the 1 mSv limit set in the new ICRP recommendations. The excess lifetime cancer risk was estimated to be 1.72 × 10???4 which is within the acceptable excess individual lifetime cancer risk value of 1 × 10???4. The geometric mean of Fe, Mn, Zn, Cu and Ni was 4.91, 0.29, 4.77, 0.56 and 0.48 mgl???1, respectively; whereas the daily intake was computed to be 0.44, 0.03, 0.43, 0.05 and 0.04 mg/day, respectively. Pb was not detected in any of the samples. The hazard quotient revealed that the intake of the heavy metals through the ingestion of milk does not pose any apparent threat to the local people as none of the HQ of the heavy metals exceeds the limit of 1. 相似文献

Research on the climate change issue has generally focused on uncertainties in climate projections and calculation of mitigation costs. Most integrated assessment (IA) efforts have been directed at the mitigation component. The problem of climate change, however, is really about the potential effects on ecosystems, resources, and societies that depend on them. As illustrated by experiences from the Mackenzie Basin Impact Study, a case study from Northwest Canada, these effects will be unique to each region and country. Many of these will be indirect, including region specific thresholds, vulnerabilities and adaptations which may not be included in sectoral analyses. Science can define some of the “What if” aspects of climate change, but the regional “So what” and “What should be done” questions are largely unanswered and subject to intense debate in various political fora. IA needs to recognize the multiobjective and multistakeholder aspects of vulnerabilities, risks, and potential responses to climate change. IA could provide a more holistic analysis of the regional impacts dimension of climate change by including both modeling and non‐modeling approaches, and incorporating institutional and stakeholder issues that do not readily lend themselves to economic analyses. 相似文献

Constructing highways in dense urban areas is always a challenge. In São Paulo Metropolitan Region, heavy truck traffic contributes to clog streets and expressways alike. As part of the traffic neither originates nor head to the region, a peripheral highway has been proposed to reduce traffic problems. This project, called Rodoanel, is an expressway approximately 175 km long. The fact that the projected south and north sections would cross catchments that supply most of the metropolis water demand was strongly disputed and made the environmental permitting process particularly difficult.The agency in charge commissioned a strategic environmental assessment (SEA) of a revamped project, and called it the Rodoanel Programme. However, the SEA report failed to satisfactorily take account of significant strategic issues. Among these, the highway potential effect of inducing urban sprawl over water protection zones is the most critical issue, as it emerged later as a hurdle to project licensing.Conclusion is that, particularly where no agreed-upon framework for SEA exists, when vertical tiering with downstream project EIA is sought, then a careful scoping of strategic issues is more than necessary. If an agreement on ‘what is strategic’ is not reached and not recognized by influential stakeholders, then the unsettled conflicts will be transferred to project EIA. In such a context, SEA will have added another loop to the usually long road to project approval. 相似文献

this region. The distribution of chemical elements Cu, Pb, Zn, Ni, Co, Cr, Li, Rb, Sr, Ba, and U were studied both in termite
soils and adjacent surface soils. Uranium accumulations were noticed in seven termite mounds ranging from 10 to 36 ppm. A
biogeochemical parameter called “Biological Absorption Coefficient” of the termite mounds indicated the termite affected soils

Hydrochemical investigations of the groundwater and the seasonal effect on the chemical budget of ions along the course of the polluted river Adyar were carried out. From the geochemical results, it has been found that the seasonal effect does not change the order of abundance of both cations and anions, but it does change the concentration of various ions present in the groundwater. Among the chemical budget of ions, sodium and chloride were found to be the most predominant ions. The nitrate concentration in the groundwater ranges from 4.21 to 45.93 mg/l in pre-monsoon and in post-monsoon it ranges from 1.02 to 75.91 mg/l. The nitrate concentrations in the post-monsoon are high in some places especially in the upper stretch of the river. The intense agricultural activities near the upper stretch of the river may be an important factor for the higher concentration of nitrates in these aquifers. In order to determine the geochemical nature of water, the data was interpreted using the piper diagram wherein the results show the predominance of NaCl and CaMgCl types. Equiline diagrams, 1:1, were applied to evaluate the affinity ion relationship between various ions present in these waters. The quality of the groundwater was assessed with regard to its suitability to drinking and irrigation. A comparison of the groundwater quality in relation to drinking water quality standards shows that most of the water samples are not suitable for drinking, especially in post-monsoon period. US Salinity Laboratory's, Wilcox's diagrams, Kellys ratio and magnesium ratio were used for evaluating the water quality for irrigation which suggest that the majority of the groundwater samples are not good for irrigation in post-monsoon compared to that in pre-monsoon. Moreover the source of the ions in the water was examined and classified accordingly using Gibb's diagram. The analytical results reveals that the TDS values of the pre-monsoon samples were found to be lower than the post-monsoon reflecting that leaching predominates over that of the dilution factor. 相似文献
